Proposals for low-carbon agriculture production strategies between 2020 and 2030 in Hungary
5-15Views:508When viewed from the perspective of climate policy, agriculture as a separate sector is one of the most difficult development areas to assess. One of the reasons for this is the problem of the localization of greenhouse gas emitters, caused by the fact that production takes place in small or dispersed production units. The special circumstance that unit production takes place in complex interactive systems (food, feed, energy sources, main products, by-products, etc.) is yet another special factor, which in addition makes it significantly more difficult to measure and identify the GHGs they emit than if they were a uniform production plant. Additionally, there are few sectors outside agriculture where decision-makers encounter such strong opposition and lobby interests when developing limiting regulations. This stems from the fact that following World War II, European decision-makers and the Common Agricultural Policy elevated agriculture to a prominent role whose importance was indisputable. As a result, both climate policy and other measures that would result in any reduction of the priority of the sector are very difficult to implement, since the players involved always reason that limitations would restrict their competiveness and the security of their production. In addition, the uncertain nature of regulatory elements also poses a grave problem. As an example, the name of the sector itself – the LULUCF (Land Use, Land Use Change and Forestry) sector – shows that the strategy for reducing the greenhouse gasses emitted by the whole sector would be significantly different if these units were treated separately (agricultural land use, forest, not-cultivated areas). Taking the above into account, the present study aims to identify development directions that in turn allow those low-carbon development directions to be pinpointed within animal husbandry and plant production that have the greatest feasibility and can contribute to decreasing the GHG environmental load exerted by agriculture.

Enhancing the effectiveness of thermal water consumption via heat pumping

In the case of environmentally friendly and clean technologies we must consider another critical aspect: the knowledge and the trust of the potential future users. To influence these people first we must extend their knowledge regarding renewable energies so they will be able to change their own approach about them. Usually the most crucial factor is the economic efficiency which determines the attitude of the majority of the users. Even the ones whose decision making process is highly based on the environmental patterns. In the case of any technology, the economic aspect is significantly influenced by its operational effectiveness. So this analysis – besides the direct economic matters – aims to examine how the performance of thermal water heating in greenhouses can be improved by using heat pumping.

Trajectories of agricultural modernization and rural resilience: some first insights derived from case studies in 14 countries
31-43Views:360In this paper, alternative trajectories of agricultural modernization and rural resilience are explored based on case studies in 14 countries. The analysis is to support discussions about the further development of agriculture at a time when the agricultural sector must respond to an increasing scarcity of natural resources, challenges like climate change, urbanization, demographic change, food security, consumer demands, distributional issues in food value chains and changing urban-rural relations. The discussion relates different trajectories of agricultural modernization to the multiple mechanisms underlying rural prosperity and resilience. The mainstream capital-intensive and technology-driven model of agricultural modernization is contrasted with more incremental, socially embedded and localised forms of development. Potential synergies between different modes of farm ‘modernization’, resilience and sustainable rural development are highlighted and a different future-oriented understanding of the term ‘modernization’ explored. The basis for the analysis are case studies in 14 countries (including Turkey and Israel). The key question asked is how actors are connecting economic, social and natural systems in the different cases and how the connections made (or not) point to different ideas about modernization. The conclusions focus on some current information needs of policy-makers: the links between different forms of farm modernization, rural development and resilience, and the implications for agricultural knowledge systems and the new European Innovation Partnerships. It is emphasized that local capacities for transdisciplinary research need to be strengthened and that more attention should be paid to addressing modernization potentials that are less mainstream. The paper seeks to foster discussions that help overcome simplistic viewpoints of what ‘modernization’ entails. It is based on an earlier review paper by Knickel, Zemeckis and Tisenkopfs (2014).

The role of the time factor in the manager functions

Change directs attention to the time factor from the point of view of the organisation,and management does the same from that of the person. I examined the time management practice of managers of organisations related to agribusiness, and the reaction time characterising the adaption ability of the organisations through a questionnaire survey. I analysed the collected data with scientifically established statistical methods. During studying resources, managing tasks, change, reaction time and effect I explored the features of time as resource, the significance of the time factor, the improvability of time efficiency in the different managing functions, the factors supporting and hindering the quick reaction of organisations, and what rearrangements can be seen in management work nowadays.

TREND ANALYSIS OF UGANDA’S COFFEE SECTOR
Views:635Coffee (Coffea arabica and C. canephora) is an important commercial crop globally, and the second most traded global commodity by developing nations after oil. Uganda is among the top 10 coffee exporters worldwide, and second in Africa. The total export amounted to 301,366 tons of “green” coffee in 2021, forming the second-largest commodity export, and contributing about 12.4% to Uganda’s total formal exports. However, the country’s overall performance over time remains unclear given the fluctuations in production and export prices. This study aimed to evaluate the production and export trends of Uganda’s coffee sector by: (i) defining the overall direction of coffee production and export value, (ii) assessing the market variability, and (iii) evaluating the global cross-cutting issues regarding coffee production and export. Data was extracted from FAOSTAT and Uganda Coffee Development Authority (UCDA) databases. Trends were analysed using the Mann-Kendall and Sen’s Slope test, while market variability was analyzed using the fixed base index (FBI) and coefficient of variation. VOSviewer software was used to analyze literature from the Web of Science database to highlight cross-cutting issues. Results indicated a significant positive increase in coffee production and export value (p = 0.0001, Slope = 1736.67 tons and p = 0.001, Slope = 4.44 million USD) respectively. Among the top ten coffee producers, Uganda presented the third worst unstable coffee export value with a 20.1% coefficient of variation. Fairtrade, climate change, and certification were the most outstanding global cross-cutting issues. Market stabilization mechanisms should be developed through value addition by establishing coffee processing and roasting plants, as well as strategic governance and policy support to counter emerging global challenges such as climate change.

Renewable energy resources in Hungary – solid biomass utilization in terms of necessity and opportunity
75-78Views:292In the 21st century a country’s success significantly depends on how it can solve the problems (supply safety, growing prices, climate change, etc.) induced by the application structure of the fossil energy sources with the means of energy saving, energy efficiency and the utilization of renewable energy resources. The utilization of renewable energy sources has positive effects on five key areas: environment protection, energy policies, fulfilment of EU expectations, agriculture and rural development and on the whole of the national economy. The bioenergy – beside fulfilling the national economic aims – it is putting up the value of the role of agriculture and rural development. The role of agriculture is multi-functional in the process. The agricultural sector has an important task in the area of bioenergy to ensure the proper quality and quantity of raw materials for the increase of bioenergy utilization. This also means new sales perspectives and opportunities for the producers. Above all this, the agricultural policy aims for the agriculture and the rural development segment to be the unambiguous winner of the new bioenergy sector and for most of the available profit to stay with the agricultural sector, with the rural players. For this reason encouraging the raw material production it wishes to encourage the producer their primary process and their local utilization. One of the fundamental objectives of the measures is that agriculture should go beyond the raw material production and take steps towards processing and utilization. The multifunctional role in the product chain might mean extra income and more added value for the producers and the active players in the process. The other objective is to promote the local utilization, the scatter of the environmentally friendly energy sources in rural areas, to change the energy is “lying on the ground unutilized” principle while local processing and promoting the utilization, to achieve a lower energy dependency and to optimize and disseminate cost efficient solutions. To realize all this means a great task and a huge challenge for the agricultural government as well as the rural societies and micro regions but might lead to a successful rural development. The range of the tools and measures to fulfil the aims might be very broad, from the regulating instruments to the various subsidies, coordination and dissemination tools. Part of the subsidy schemes are direct production-type of subsidies (the so called direct payments, for example the area based subsidies) and the other main forms are the investment-type subsidies which are for technology development, promotion of competitive production and local processing and for establishing a green energy industry. In the period of 2007-2013 the key elements of the development schemes were drafted in the frame of the New Hungary Rural Development Programme (ÚMVP) and the Environmental Energy Operational Program (KEOP). The available raw materials and the conditions are taken into consideration while designing the development schemes because a successful realization of a product chain means the assurance of the inputs and outputs. The starting point of determining the development direction is the principle of an operation which is sustainable and economical on the long run. In addition such developments are considered reasonable which are viable on medium and long term and bring numerous rural development, environmental and societal returns.

An examination of the organizational culture at the policing
43-50Views:430The subject of this thesis is presentation of the examination related to the organizational culture of the Police, the special law enforcement body which guarantees internal order and public security. The police, at the same time, as armed law enforcement body ensure the order of the economy and its legal security. Security is not only important for the citizens and social organizations, but also for the profit and non-profit organizations. The Police carry out official work, but also provide services that presuppose two types of contact system and modes of management. There were a number of changes in the body of the Police over the past two decades (e.g. accession to the EU, accession to the Schengen area, integration of the Police and the Border Guards, outsourcing certain activities, regionalization of sponsorship activities), in which I have taken part as a manager of the developmental programs. These changes have not only affected the police organization and the approach of the employees, but also the organizational culture. The changes cannot be considered as closed: the Ministry of Interior, governing the Police, takes decisions on organizational changes, but also the managers at the Police play an important role in this process. Under „change” I do not necessarily understand a change in the structure, but also a change in the organizational culture to create support for the reform process, and the option to co-ordinate the diverse structures. The changes have obviously affected the thinking of the managers and the employees, as well as their relationship to the organization. The official duties, including the detection of the crimes (including agricultural and economic crimes), cannot be performed without the day-today cooperation with the bodies of the civil law enforcement, through which the Police may increase the effectiveness of detection of such crimes and thus the citizens’ subjective feeling of security. Therefore, the present thesis aims at the examination of the Police’s organizational culture and its management methods.

The mutual influences of man-made pollutants and allergic manifestations
97-105Views:450The United Nations have projected the world population to reach 9.6 billion by 2050 and that, by then, over 50% of the world population will be living in urban areas. This continuing population growth and accompanying urbanization lead to serious concerns about clean water and food for all, but also about climate change and pollution. Soil and water pollution are directly affecting the crops grown for consumption, and air pollution is affecting our mucosal barriers in the respiratory and gastro-intestinal tract on a daily basis. This review provides an overview of the different types of pollution, and the health effects triggered by especially air pollution ranging from heart disease, pulmonary disease, cancer, to fatal respiratory infections. In addition, the differences in how pollution-induced effects are affecting different age-groups are discussed. Finally, the socio-economic causes and consequences (e.g. Quality of Life and Years of Life Losses versus medical care cost) of these pollution-induced diseases are debated.

Segmenting Hungarian people based on healthy eating
65-72Views:386Relying on customer trends healthy eating, which is one aspect of healthy lifestyle is becoming more and more popular. The aim of this study was to understand the healthy eating style of Hungarian adult consumers. An online empirical research with a sample of 1563 respondents (58.7% females and 41.3% males) was conducted in November 2018. Considering healthy eating two factors, namely the choice of healthy foods and the avoidance of unhealthy foods could be distinguished. A hierarchical cluster analysis was conducted to segment consumers. Four groups of consumers were identified: unhealthy food avoiders (20.3%), rejecters (11.8%), neutrals (26.2%) and healthy food choosers (14.7%). Unhealthy food avoiders are seniors. Rejecters are blue collar workers and have financial problems. Healthy food choosers live in families with children over 10 and do not have weight problems. This study is useful for the health sector and the government since targeted marketing programs can be planned to change eating behavior. To decrease overweight and obesity is the goal of all society, especially in developed countries. To increase the well-being of people and their quality of life educating social marketing campaigns are necessary with the aim of raising their awareness and explaining the basic principles of a healthy diet.

Agricultural development and government expenditures in the new EU countries
21-35Views:318The main ambition of this paper is to analyse agricultural developments in selected new EU member states with particular emphasis on government expenditures in agriculture. The main objective is to identify the relationship between government expenditures development on one side, and agrarian sector performance (the value of production) in selected member states on the other. The conclusions drawn from this analysis are that the agricultural sector has changed its structure and position within the national economy of selected new EU member states significantly in the 20 years since the early 1990s. Member states included in the analysis reduced both the size of their agricultural sector (number of people working in agriculture, total arable areas, number of animals, etc.), and the value of agricultural output. Despite the significant reduction of the agricultural output, member states became more efficient – and in particular their productivity per farmer increased significantly. Selected country’s agricultural sector, its structure and production value development are closely related to government expenditures. Significant correlation is apparent between agricultural government expenditures and the change in the number of economically active persons in agriculture, development of agricultural production, agricultural area, agricultural GDP and agricultural capital stock. Regarding the elasticity of new EU member states’ agricultural sector in relation to changes in government expenditures, significant elasticity is apparent in the case of the number of economically active persons in agriculture, agricultural production (especially livestock production), area of arable land, agricultural GDP and capital stock.

Policy challenges for food, energy and environmental security
15-25Views:344Limited land is available globally to grow crops for food and fuel. There are direct and indirect pressures on forests and other lands to be converted from growing food for feedstock to be used for biofuel production. The balance of evidence indicates there will probably be sufficient appropriate land available to meet demands for both food and fuel, but this needs to be confirmed before global supply of biofuel is allowed to increase significantly. There is a future for a sustainable biofuels industry, but feedstock production must avoid encroaching on agricultural land that would otherwise be used for food production. And while advanced technologies offer significant potential for higher greenhouse gas (GHG) savings through biofuels, these will be offset if feedstock production uses existing agricultural land and prevents land-use change. GHG savings can be achieved by using feedstock grown mainly on marginal land or that does not use land, such as wastes and residues. To ensure that biofuels deliver net GHG benefits, governments should amend, but not abandon, their biofuel policies in recognition of the dangers from indirect effects of land-use changes. Large areas of uncertainty remain in the overall impacts and benefits of biofuels. International action is needed in order to improve data, models and controls, and to understand and to manage effects.

Changes in costs of precision nutrition depending on crop rotation
59-63Views:286By applying precision nutrition the yield heterogeneity owing to the different features of soil spots can be taken into consideration. The planned and sprayed fertilizer adjusted to the expected yield rendered to soil spots can reduce the negative effects of artificial chemicals on soil and environment. The aim of this paper is to examine how the quantity and the cost of fertilizer (material and operational) will change on spot level on a certain plot during a five-year period, considering crop rotation, too. The following crops are in the rotation: winter wheat, corn and sunflower. Precision nutrition can be used in all the cultures mentioned above. Our earlier (static) model calculations have revealed that the threshold price of precision production was lower by 31% than in conventional technology. So it is necessary to explore for a longer period how the profitability of precision nutrition reacts to the changes in input and yield prices in different crops. The risk receptivity of precision nutrition can be characterized with the help of price sensitive analyses. Effects on profitability of other technological elements are not analysed in this paper.

How to improve the performance of agriculture in Mongolia by ICT

Also, self-sufficient food is a significant target that has a vital role in the food safety of people in Mongolia. But due to climate change, not proper management, and lack of technology, the Mongolian agricultural sector is facing several issues. So this article aims to find some potential solutions to improve this situation, especially for the crop production sector in Mongolia. To define the current situation of Mongolian agriculture, we used statistical data and reports and recent scientific articles as well as online sources. The current situation of Mongolian agriculture is defined using SWOT analysis reported by the Ministry of Food, Agriculture, and Light Industry of Mongolia. Based on this research, we discuss the possibility of using a drone to improve the performance of agriculture in Mongolia. As a result, a drone is effective in enhancing the performance of agriculture performed by householders. Also, two effective models that are based on ICTs to address soil erosion and harvest losses issues in Mongolia are defined in this article.

The importance of logic planning in case of IT and innovation projects
15-20Views:292In case of using methodology of project planning, in the first step we had to create a “good” logic network. We had to determine the successors and predecessors of the tasks. However, usually successors and predecessors proceed from the technology, sometimes (especially in case of IT and innovation projects) these relations between tasks are not explicit. In case of projects, especially IT and innovation projects, one of the most critical points of view is the phase of logic planning. However, it is a very important phase, only slightly supported by any kind of Project Management tools. Our goal was to support the logic planning phase. In our paper a new planning method, namely SNPM (Stochastic Network Planning Method) is introduced through some practical applications. SNPM can determine all feasible solutions with the help of stochastic variables and can also take into consideration all possible precedents. The parameters of logic relations can be changed if the impacts on the project change. With this method the most probable project scenario can be determined taking into account costs and resource demands.

Health factor in soft drink consumption, German example

The main cause for these diseases is the change in lifestyle; including a lack of attention to physical activity and good nutrition. Health and lifestyle are important factors by purchase decision process. In accordance with these, I examine the consumer behaviour toward soft drinks with special regards to healthy lifestyle and the state of health. My examinations can be considered mainly as a qualitative research among German students, which can serve as a basis for further analyses and research, however, the conclusions and experience gained from it are worthy of consideration. I differentiated five categories: ice tea, carbonated soft drinks, fruit juices, mineral waters, sport and energy drinks and studied the consumer behaviour toward them. The study focuses on the consumption of these and the factors influencing their purchase with special regards to lifestyle.

Economic analysis of some agrotechnical factors in maize production - a Hungarian case study
5-16Views:632This paper focuses on the economic and statistical evaluation of the production technology findings of the polyfactorial maize production experiments carried out between 2015-2017 at the Látókép Experiment Site of the University of Debrecen, Faculty of Agricultural and Food Sciences and Environmental Management. The examined agrotechnical factors included irrigation, previous crop, tillage, crop density, hybrid and N nutrient supply, while the effect of different crop years was taken into consideration. In addition to descriptive statistical methods, we used multivariate regression analysis during the statistical evaluation. In the course of the evaluation, we examined three models that differed in terms of tillage methods and the consideration of crop year. In our best fit model, the factors were 71% responsible for the change in yield value. We carried out efficiency and comparative analyses in the course of the economic evaluation.
Averaged over the three examined years, it can be stated that nutrient supply and crop year had an outstanding effect on yield, while irrigation had a minimal effect. However, global warming may justify irrigation in the future, not only from a biological point of view, but also from an economic aspect.
Ideal tillage is also greatly affected by crop year, too. Altogether, of the examined tillage systems, subsoiling proved to be the best from an economic point of view.
Our investigations confirm that it is better to perform intensive farming under more favourable market conditions. The optimum of N fertilisation is probably outside of the range we examined, if the extreme changes in maize and fertiliser prices are ignored.JEL Classification: Q16, Q12, Q13, O32

Hungarian spirits pálinka as a “Hungaricum” I. Literature review and practical approaches
133-141Views:659The history of alcoholic distillation dates back over thousands of years. Spirits arrived in Hungary by the mediation of foreign countries, and were used as medicine in the royal court already in the XIV. Century. The first written presence of the pálinka as a word originated in Debrecen (1572). The quality and alcohol degree of these drinks were increased continuously, and rose to ’Hungaricum’ rank due to several factors such as the quality of the fruit stock grown in our country, the technical development of distillers and several centuryold professional experience. Mitterpacher, who distinguished the main parts of the equipment, reviewed the determination methods of alcohol content, and made a proposal for coating the inner surface of the cauldron with tin in favour of the preparation of the high quality product, played an important role in the establishment of the literature of pálinka distillation. Subcontract distillation, considered as an individual peculiarity in the European Union, developed during a long time in Hungary. It was facilitated by the regulation of distillery plants allowing the operation also for private persons from 1983. The fame of Hungarian national drink increased greatly when the meaning of pálinka was defined punctually: those drinks could be called ’pálinka’, which had 100% fruit content containing no additives, prepared in Hungary and their alcohol content was at least 37.5%.
According to conservative evaluation, more than 50% of the Hungarian adult population consumes pálinka occasionally. The majority of the adult population believes that a small amount of pálinka is good for health; many people use it for the alleviation of toothache, sore throat and stomachache. Pálinka has a mood-enhancing impact at social parties and pleasant family events, if consumed in moderation. This paper is an overview of the history of Hungarian pálinka. This is the first part of the article. In the second part we analyze cost-benefit circumstances, and we also deal with the main problematic issue, namely the effect of tax-free production in Hungary and in the European Union. -
Agricultural policy and rural development
105-112Views:295The Common Agricultural Policy (CAP) is a cornerstone of EU policy relating to rural areas. Initially, it aimed to provide a harmonised framework for maintaining adequate supplies, increasing productivity and ensuring that both consumers and producers received a fair deal in the market. These priorities have shifted to environmental and animal welfare concerns, as well as food safety and security aspects. As a consequence, the CAP has gradually moved from a production-based structure of subsidies to a market-oriented system, integrating standards for food, environment and biodiversity, as well as animal welfare. In 2010, the EU launched an extensive debate on the future of the CAP, as the European Union needs a better tailored, reformed Common Agricultural Policy to answer the challenges of food, growth and jobs in rural areas. The European agriculture must address the expectations of rural society and demands of the market concerning public goods, the environment and climate change. This raises questions of whether the CAP payments in the past have been effective in achieving their objectives and whether direct payments should be continued for supporting agricultural environmental issues.

Value in grass: Matter of fibre and carbs
Views:533Climate adaptation is a major challenge. Chasing the sufficient amount of hay is getting in higher priority. Distant mass hay producers give favourable offers despite long distances. Quality is also gaining position and indicators like RFQ (Relative Forage Quality) is highlighting the marketing language. Hay market as we knew no longer exists in Hungary. Most farmers produce their own hay and do not spend extra cents to buy bales. Climate change however, force them to adapt and store more bales for the future. Horse owners and dairy farmers are the main driver to convince hay producers to provide high quality forage. We gathered Hungarian regional hay-price information and evaluated the trends in this sector. The demand-driven hay-price is in contradiction with premium quality timothy grass hay.

The economic and social role of private farms in Hungarian agriculture
33-41Views:286The situation and importance of private farms in Hungary have significantly changed and are still changing due to the political and economic regime change of 1989-90 and subsequent events. The aim of this study is to provide – unlike the practice of the last two decades – an impartial review of the social and economic role of Hungarian private farms. To demonstrate the changes occurring in private farms, we rely on the data of the Hungarian Central Statistical Office (HCSO-KSH)such as the General Structure Surveys, the Farm Structure Surveys, and tables from the online stADAT database.
From the point of view of methodology, time series analyses (2000–2010) were performed in the framework of this secondary research. Our hypothesis that private farms in Hungary deserve much more attention than previously, from the perspective of the output of Hungarian agriculture, food consumption and, last but not least, employment (the environmental factor was not examined this time) has been clearly confirmed. The role and significance of this group have also been exceedingly important since EU accession, particularly in the fields of horticulture and animal husbandry, and the strengthening of these positions is indisputably a national economic interest. -
POSITIVE EFFECTS OF CULTIVATION TECHNOLOGIES BASED ON GEOREFERENCED DATA ON THE ECONOMIC SUSTAINABILITY OF WINTER WHEAT PRODUCTION
Views:275Elements of precision farming, such as auto-steer navigation, section control and variable rate application, can have a positive impact on farming performance, yet the uptake of these technologies has been slow and farmers are not convinced that they can achieve ad- ditional benefits by switching to them. Therefore, the authors considered it important to examine the impact of precision farming on winter wheat yields based on data from Hungarian farms. Yield data from farms with a yield map in the MyJohnDeere database from 2018-2022 and yield and cost data from 48 farms with Variable Rate Application (VRA) from 2018-2022 were evaluated and compared to the national average. MyJohnDeere and VRA farms had significantly higher yields in all years. Despite the cost saving from the introduction of precision farming, such as non-overlapping input application, the total costs of the examined VRA farms were higher, which can be explained by more intensive production beyond precision farming. It can also be argued that the additional inputs of the VRA farms were outweighed by the additional production value, with their specific incomes being higher than the national average in all years. In conclusion, the profitability of winter wheat production - and thus its resilience to a changing economic environment - can be increased at farm scale by adapting preci- sion farming. Technological change by farmers, in particular the widespread adoption of variable rate application, could also increase the sustainability of winter wheat production at the farm scale.

Exploitation of relations among the players of the mutton product cycle
129-134Views:391The continuous weakening of Hungarian sheep sector and its low effectiveness in terms of value added have posed crucial problems in recent years.The focal problem has been partially caused by economic and market problems.Among these issues, mostly the poor mutton supply chain gives rise to difficulties; therefore the present study seeks to reveal the factors/input variables which predominantly influence the generation of value added. We have constructed a model for the mutton product cycle to represent the relations of phases but mutton trade is not included.The most significant aim of our investigation was to identify the volume of value added generated during processing in various phases of the product cycle and the change of which inputs affected this volume. The received findings suggested that in case of capital uniformity the output of processing was mostly influenced by sheep progeny on the bottom level of the mutton product cycle.

Tourism Development Challenges of an Island Destination in a Aging Society, Case Study of Ojika Island of Japan
31-38Views:488Japan’s inbound tourism numbers have been steadily rising in the past decade due to active promotion, easing of visa regulations, rapidly developing Asian economies and the depreciation of the Japanese Yen. The government’s goal is welcoming 40 million foreigners yearly by 2020, and leading them to rural destinations. There is a concern whether rural destinations in Japan are prepared for this sudden surge of tourists. The plans to bring masses to rural destinations implies a steady supply of tourism service, but the ageing and shrinking population of Japan together with the migration towards cities, leave some destinations without a key resource: workforce. This paper tries to understand the current situation of such rural, isolated communities, and whether they have the capacity to develop and expand the tourism industry. The case study was carried out on Ojika, an island destination in Nagasaki Prefecture. Several visits to the destination, participant observation and structured as well as unstructured interviews with stakeholders provide the primary data for the research. Through interviews with town officials, businesses and residents, different approaches to the demographic problems are introduced. The results show that the tourism development strategies cannot concentrate only on the strictly tourism industry elements of the destination but have to look at the community and infrastructure too, in this case, the labor market. The demographic change in society can put a limitation on development, thus counter measurements have to be considered and included in the tourism strategy. Further research is needed on less remote destinations, where there is a land-connection with another settlement, and whether a “commute based workforce” can ease the problem or by raising the costs of labour, a different, feasibility problem arises in the accommodations.
