  • Political development: what, why, how? A comparative framework for Hungarian history

    The essay focuses on the comparative analysis of Hungarian political development before 1989–90. Instead of dealing with the 32 years since the change of regime, the author is interested in how many different interpretations of political development can be identified. The author singles out examples of political development in developed countries (for example the United States) as well as developing countries (those countries which have become decolonized in the 1960s). The starting point of the analysis is that Hungary cannot be described by either the categories used for developed countries or those that are used for developing ones. While the essay recognizes that the measure of progress at all times for Hungarian development is the example of Western development, it does not accept the approach according to which Hungarian development is a “dead-end” because it differs from Western development in many ways. The essay puts forward the hypothesis of the “normality” of Hungarian political development.

    Those development approaches that support social inclusion, exploitation of endogenous
    resources and community development may be an alternative, and can offer new opportunities
    for the economically and socially disadvantaged rural areas and for peripheral settlements
    that have missed the mainstream of development. The new rural paradigm, and the related
    regional development approaches, such as marketing-oriented settlement development, point to
    a new community-based trend, where places, local communities get a more important role, the
    function of local management changes and endogenous factors become the main resource. The
    communication activity and positioning practice becomes more important.

    The new challenges of rural areas support expansion of the range of professional research and
    analysis focusing on local or regional identity structures as a quality factor of development.
    These new approaches are particularly important in the rural areas of the post-socialist
    countries, which are in the initial stages of the recognition of the potential inherent in the
    endogenous development paradigm. In Szeklerland, according to the new rural development
    paradigm, place-based identity could be a potential for the sustainable development. The aim
    of my paper is to present the major dimensions of the place-based identity structure in a microregion of Szeklerland.

    In many border regions of our country, we are witnessing the unfavourable development of socio-economic processes, which also affect the pace of future development and the processes expected in the settlements. Borders, especially in the eastern part of the country, have changed several times, repeatedly blocking the development of a region (Pénzes et al. 2011). Borders can isolate settlements from each other, thus hindering development rather than stimulating connections (Reichman, 1993). In many cases, the impassability of the border itself, the lack of border crossings or their remote location make it difficult to reestablish connections as a functional unit (Pénzes, 2012).

  • My healthy life: a health and skill developing program in the child care services

    We present a health education and skill development program for two groups (N=30) of 7-14 years old children in this paper. The target group of our program were children in the family care system. In their case, primer prevention regarding a healthy lifestyle is an important goal. Their families often have difficult life circumstances thus the “social culture” of their (Wessely 2003) may endanger their healthy personality development. The program aimed the development of their physical, psychic and mental health, focusing on the holistic understanding of the concept of health according to the bio-psychosocial health paradigm. As a result of the program, we experienced positive outcomes among the children like higher level cooperation skills, more cognitive knowledge about health, development of their communication, improved self expression and expression of emotions. In the group of adolescent children we experienced the improvement of tolerance, empathy, adaptation and problem solving skills. We consider their wish for further education, the forming of their future plans and life goals as a great result.

    The pervasive process of globalisation means that any development project, whether focused on a large or small territorial unit, must take into account both international and domestic socio-economic trends, as these are decisive both in terms of the opportunities and the way in which they are exploited. This is particularly true of areas that are economically underdeveloped or areas that have been the base of heavy industry and are in decline as a result of economic restructuring, which have been hardest hit by the crisis. In this study, these are collectively referred to as disadvantaged areas. In order to address the growing territorial disparities after the change of regime, regional development policy has tried to provide various benefits to these lagging regions, and therefore laws have been passed to determine which areas can be included in the list of beneficiaries. Law No XXI of 1996 distinguished between socio-economically backward areas, areas affected by long-term unemployment, areas affected by industrial restructuring, and agricultural and rural development areas. According to Parliamentary Resolution 24/2001 (20.4.2001), the beneficiaries were: socio-economically backward areas, areas undergoing industrial restructuring, agricultural and rural development areas (RARDI).

  • Territorial integration and development policy. : The case of Vértes Nature Park

    The paper seeks to understand the influences of development policy initiatives on territorial in-tegration. Through the analysis of Vértes Nature Park case study we aimed at exploring whether the territorial relationships of the stakeholders can be restructured by spatially based develop-ment. The aim of the paper is to present the mechanisms of territorial integration by a case study analysis of rural territorial development.Our findings show that the participation and involvement of stakeholders in rural develop-ment are determined by their role and status in the initiative, thus the initiator actors are the more active ones. The territorial relationships of stakeholders are increased and strengthened by the level of involvement in the activities of Vértes Nature Park. Nevertheless, the territorial closeness also affects the stakeholders’ involvement. Csákvár and its surroundings have central position in this territorial relationship. The acceptance of the principals of the initiatives is also affected by the territorial closeness and it limits the contested development initiatives.

  • Political science and the perception of time: Cyclical rotation between the present-centric and the historical perspective

    In the first part of the two-part study the author posits that it is an exciting challenge for political
    science to take stock of the scientific paradigms of the past 50 years based on their perspective
    of time. The study looks at the past 50 years solely based upon the perception of time and
    highlights the four paradigms deemed the most important: political development, transitology,
    new historicism, and the school of American Political Development (APD). The study reviews the
    authors representative of each paradigm and the most important elements of their arguments. Political scientists were susceptible to the historical perspective between the 1960s and the 80s. Later on, during the 90s until the mid-2000s the perspective for interpretation became
    the present. In the last decade however, it seems that the interest in historical perspectives has
    returned. The author concludes that a cyclical rotation can be demonstrated within political
    science between the two perspectives, the logic of which would be advisable to study.

  • Soft Skills Workshops with External Trainers: Getting Them Right

    Soft skills development workshops can serve multinational organizations towards the
    improvement of internal communication between employees of various language backgrounds
    attempting to collaborate on tasks and issues in performing their daily activities. Employer and
    management expectations of these workshops may not be consistent with those of employees
    and this gap can lead to employee pushback and even refusal to internalise and utilise the
    envisioned workshop key learning points that management wants them to develop. On the bases
    of years of professional experience as co-trainers holding soft skills development workshops and
    receiving employer and employee feedback on their work at dozens of multinational companies
    in Europe, the authors discuss critical milestones which must be met by management, in order to
    lay the groundwork for more successful soft skills workshops at their organisations.

  • The role of the hidden curriculum in the development of horizontal gender segregation, as a result of an interview research with teachers

    The impact and influencing power of educators and teaching aids used in education systems is an internationally researched area as they play a key role in the development and study of students’ personality. According to the literature, the teacher is one of the most significant „tools” of the hidden curriculum behind the official curriculum, but the presentation of the phenomenon in teaching aids strengthens gender stereotypes and reduces the possibility of gender equality. In this study, we examine the role of a hidden curriculum in the development of gender horizontal segregation, with particular reference to the influence of teachers and textbooks. In the empirical part of the study, we did conduct a semi -structured interview with 18 elementary school teachers through a non-probability expert sampling, which was analyzed by categorization and interpretation. Our results show that traditional gender roles have prevailed in the family of educators. During their studies, they observed a difference depending on their educators in terms of behavior and expectations – but they believe that they themselves do not differentiate between students. According to their views, the personality of the teachers is of particular importance regarding the personality development and academic progress of the students, however, the career orientation of the children is mainly determined by the parents family patterns that appear in the family.

    The study uses previous analysis and research reports to review the evolution of adult education.
    It presents the national and regional contexts, after that engages in the detailed presentation
    of adult education – structures, conditions, practices and functioninig – in Harghita county.
    One of the conclusions from the review of previous analysis and research reports is that the
    basic practices of adult education evolved during the first two decades of transition are still
    very dominant in today’s functioning of adult education. The possible current chances of adult
    education are not yet exploited neither in regional policy planning nor in regional development
    practice. There are further research and development tasks and opportunities in adult education.

    For a region's economy to develop, it is essential to develop integrated forms of operation that manage the available resources efficiently. This is particularly true in a border micro-region with a predominantly small population, where for decades farming has been essentially based on agricultural subsistence and employment opportunities have been limited. Matching the employment and training structure, balancing supply and demand in the training and employment system can also be beneficial for the economic and social development of a disadvantaged micro-region. The development of border micro-regions was seriously handicapped before the change of regime. Small and medium-sized settlements on both sides of the border were depopulated and their inhabitants were ageing. Over the past few years, regional development has been based on local needs and existing resources, resulting in the creation of nearly 2 500 small and medium-sized enterprises in 21 municipalities in the Érmellék sub-region, where the research is located. However, the economic and employment functions of the organisations created can only be developed if the specialist needs of the businesses are met in the right quantity and quality structure.

    Migration for the purpose of employment is an important social phenomenon. The following
    study provides insight into the situation of labor migration in Szeklerland after the change of
    regime. It outlines the most important trends that define this social process from 1990 to the
    present and indicates the changes along which the different periods of labor migration can be
    separated. The study discusses the changing perceptions of the connection between migration
    and development. The last subchapter contains an analysis about the phenomenon of decisionmaking in the context of new lifestyle trends resulting from migration.

    Nowadays, numerous new automobiles are being developed by various companies and their
    suppliers around the globe. On account of the reduction of the product’s economic lifetime and
    effects of the global market, n the automotive segments the time factor plays a key role in the
    successful implementation of the project and consequently in the sale of the product. The current
    study, focusing on human conditions, scrutinizes the behaviour of the members engaged in the project. It’s primary focus is not to reveal the hindering factors due to time-losses arising from
    the shortage of resources or inadequate planning. These conspicuous reasons and the demonstration as well as treatment of risk, belong to the scope of the board of project portfolio management, which operates well among larger project organizations. Each project member is taking
    an individual approach towards meeting deadlines, and their motivation about the execution
    of the given tasks also vary. Beyond the results found both in the professional literature as well
    as general research, I study whether the unique features of the actual automotive organizational projects can be identified or not. The ongoing research observes, based on the experience
    acquired from the automobile development project, motivation and adherence to deadlines, the
    composition of the team impacting work efficiency.

    This paper examines how the child protection system can address the problems of children and young adults, compensate for childhood disadvantage and promote successful social integration. To what extent are the professional means available within the state structure to achieve all these goals - as declared in the Child Protection Act of 1997. The interpretation of solidarity as a value in child protection is clear, since child protection aims to improve the situation of families affected by child protection problems and to promote their healthy personal development. The study, based on interviews with professionals and experts and a short case study, draws attention to the shortcomings and limitations of the system.

    The purpose of the study is to provide an insight into the links between the characteristic features of the late-modern age and child-rearing. Furthermore, the study endeavors to introduce the subject matter of the identity and the self as well as the process of their creation and development while finally it offers an introduction to possible ways to respond to the challenges described above.

  • Foreign students of the medical faculties in Pécs and Debrecen: the choice of the university and acculturation process

    With the headway of globalization and knowledge-based economy, international student mobility is promoted as the main indicator of the internationalization of higher education. In Hungary the number of foreign students – similarly to global trends – shows an increase, representing a significant economic interest. Besides this, the international students make a growing impact
    on the development and the economic and cultural life of the cities where the universities are based. In our empirical research, we analyzed international students at the Medicine, Dentistry and Pharmacy foreign language programs of the University of Debrecen and the University of Pécs with the help of personally requested anonymous, self-completed questionnaires (n=602). The
    self-developed questionnaire focused on three issues: the motivation of the students, their satisfaction with the university and the process of their integration. The research was conducted in the spring semester of the academic year 2015/2016 at both universities.
    Based on the results it can be stated that from the perspective of medium- and long-term policy development of the university and the city, it is indispensable to survey the motivations and satisfaction of the students arriving to Hungary due to international student mobility as well as to facilitate their integration. The general medicine major of the University of Pécs and
    that of the University of Debrecen are very popular among foreign students but there are significant differences in their choices behind which we can discover the different cultural background of the matriculated students and this factor determines their personal choices and their later plans. Concerning the difficulties at the beginning we can state based on the results that for the
    students of the German programme the different language medium and the local bureaucracy mean a bigger challenge, while for the heterogeneous community of the English programme contact building with the tutors and the integration into the socio-cultural medium mean more difficulties. Concerning the integration we can state that from the point of country of origin the integration means a little less challenge for the more homogenies student community of the German programme than for the heterogeneous community of the English programme behind which most probably the stabilization of the acculturation process can be trailed.

    The goal of this paper is in one hand to summarize how public administration reform trends
    have spread in Central-Eastern-Europe since the transition, on the other hand to overview the
    techno-economical paradigms which can determine the near future in the region. To analyse
    spreading and development of New Public Management to Post-NPM doctrines periodization of
    Drechsler and Randma-Liiv (2014) is being used. At the end threads and opportunities related
    to technological development are aimed to be found in relation with public administration and
    governance. Using entrepreneurial state’s concept shows that solving wicked issues needs active
    state’s involvement, which might have a strong effect on public administration’s reform as well.

  • The Civis and the In-migrants: Spatial Patterns of Industrial Modernization in Debrecen 1870

    Scholars engaged in research into the history of Debrecen have long been eager to get an
    answer – beyond their specific research inquiries – to the question whether the development of
    the city had had unique features and if they had what would hallmark the unique character of
    development? Was there or is there a kind of “Debrecenness”?
    My study examines – with the help of a GIS relational database (DTTTA1870) – what
    peculiarities can be grasped in the transformation of the traditional spatial and social structure
    of Debrecen enforced by the political change and industrial modernization processes two
    decades after the change of feudal regime (1848/49).
    The analysis focuses on whether the alteration process of the factors determining the social
    status (residential segregation, neighborhood, spatial segregation and coexistence, other spatial
    and social hierarchical characteristics) in the cases of the “deep-rooted Debrecen residents”
    (cívis) and of the settlers showed specific types described in the literature or showed specific
    features.

  • Start-up studio, the business model innovation (The example of INNONIC Zrt.)

    Public discourse mostly uses the term start-up as a simplified collective category to describe companies founded to sell technological innovations. At the same time, in addition to bringing a new or novel idea to market, most business functions (marketing, sales, product/service development, HR etc.) are performed in an innovative and proactive way. In spite of the uncertainty of the market and limited resources, one of the key characteristics of such organisations is the high potential of the rapid economic development. In order to be able to take the advantage of the business opportunity, a supportive socio-economic and institutional environment is essential to obtain intensive growth and sustainability. In our case study, we are aiming to illustrate the importance of so-called start-up studios in catalysing innovation by the example of a company operating in international markets in the Debrecen region. Illustrating our findings by an analogy, we examine how the studio as a “mother ship” uses organizationalmanagement methods, cultural patterns, and through what mechanisms it contributes to the success of start-ups.

  • Europe’s most visited countries’ coastal areas affected by overtourism

    Tourism has a constant impact on the environment and on society, taking these impacts into
    consideration reveals that these are not always beneficial. Negative impacts include increased
    pollution, inappropriate construction, conflicts between local society and tourists, crowding and
    congestion. The objective of my research is to study coastal areas affected by overtourism in
    southern European countries. By examining tourism in the European countries that received the
    most international tourists in 2019, I illustrate the importance of 3S tourism (sea, sand, sun), the
    mass of tourists it attracts, and its effects. The tourism of France, Spain and Italy, with their sunny sandy coasts, are presented by summarising data sets from various international databases.
    I analyse the cases of some destinations from the three countries that are the main focus of the study, based on previously published articles. Coastal areas that have been associated with the
    overtourism phenomenon by other authors are also presented.

    Workers must be guaranteed equality, the possibility must be created for them not to be discriminated against on the basis of their work, the activities they carry out, and ultimately the results of their work. This is a serious obligation on the state, which it must ensure through its legislation and through the judgments of the courts, because social security cannot be achieved otherwise. The State's responsibility in this respect is not bound by time or place, since, as long as there has been a legal relationship in the development of labour law, this has always been a matter of concern for workers - and for labour lawyers.

    It is not easy to assess, because even today, when general equality and equality of rights have been an accepted principle for centuries in almost all parts of the world (but not, of course, in those parts where, for example, there are serious traditional differences between men and women in society, such as in the Arab world), this problem is still a daily occurrence.

  • Central European Innovative Practices Supporting Active Ageing

    The study presents through international examples of how the security and quality of life of elderly and disabled people can be enhanced. 12 partners in eight Central European countries carried out pilot activities within the framework of the HELPS project. The aim of this international project is to contribute to the decrease of the social exclusion of elderly, and to elaborate practises through which seniors would not be constraint to institutional care, and can live in their homes on a longer term. The study presents the outcomes of these pilots and the ensuing primary experiences. The presented innovative solutions offer possibilities in various fields (housing, services, career, practises, information of relatives) for the home care of elderly and people living with disabilities. Prior to the elaboration and put into practice of the development ideas and plans, the partners evaluated the health care system and related services offered to elderly and disabled people in their homeland. The analyses revealed those shortage areas, where further developments would increase the possibility to keep and care for the target group in their homes.

    Modern democracies, based on pluralism, recognize and affirm diversity, permit peaceful
    coexistence of different interests, values and convictions, and advocate a form of political
    moderation. For democracy to function and to be successful two of the most challenging
    questions must be raised and answered: Who have the right for collective decision-making?
    What principle should be used for these people to be elected? With the development of modern
    democracies it has become more and more accepted the idea that democracy should rest upon
    the principle of majority rule, coupled with individual and minority rights. Majority rule thus
    refers to the quantitative aspect of democracy, while individual and minority rights express
    the qualitative or constitutional aspect of it. A detailed analysis of democratic decision-making
    processes shows that not all decisions made by legislature – whose members are elected by the
    majority of the people – are effective and good decisions, and points at the fact that most of the
    democratic decisions are not made by the majority but by minority groups, who quite often take
    the initiative and can seriously influence the majority. This paper focuses on these issues.

  • Integrating excluded children through experiential games

    The study focuses on children who have been verbally, physically and/or socially bullying by their peers. In the last three decades, the investigation of the phenomenon of school bullying has become an increasingly researched field, one of the main causes of which is the significant increase in the number of child suicides. As a result, the development and application of numerous prevention and intervention programs became a priority, the aim of which is to reduce this deviant phenomenon in educational institutions. The existence of these programs and initiatives helps to create communities in which hurtful behavior occurs in low numbers. In the course of this research, I chose experiential pedagogic games. In the center of the reform pedagogy method I have chosen, the promotion of the creation of social relations and the strengthening of the existing ones becomes the priority. During experiential pedagogic games, children can experience flow, the positive benefits of interdependence, and the new knowledge they get when leaving their comfort zone. The obtained results will be presented and interpreted in the experimental part of the study. As a research tool, I chose sociometry, which demonstrates the relationship network of the given class. During the pre-survey, two children (a girl and a boy) did not have a mutual relationship, and then, through the consciously guided experiential pedagogic game, the result of the post-survey was that these children managed to establish a mutual relationship.
