  • Global tendencies in pork meat - production, trade and consumption

    World meat production is anticipated to stagnate in 2016, rising by a mere 0.3% to 320.7 million tonnes. Increases in output are expected in the United States, Brazil, the EU, India and the Russian Federation, while reduced production is foreseen for China, Australia and South Africa. Global meat trade is forecast to recover in 2016, growing by 2.8% to 30.6 million tonnes, which would represent a return to trend, after a fall in 2015. World production of pig meat in 2016 is forecast to decrease marginally, by 0.7% to 116.4 million tonnes, thus registering a second year of virtual stagnation. As in 2015, lower output in China, which accounts for almost half the world total, is the main reason for the slowdown. An unfavourable feed-pork price ratio in the country and new environmental regulations have caused farmers to reduce breeding sows, stalling growth. China’s production is projected to be 54 million tonnes, down 2.5% from the previous year. Elsewhere in Asia, the Philippines and Vietnam could boost output. Also, production in Japan and the Republic of Korea may expand, as the industry recovers from outbreaks of PED, which reduced piglet numbers in the previous two years. Recovery from the effects of PED has been faster in the United States, where a second year of growth is anticipated, when production could increase by 1.9% to a record 11.3 million tonnes. Output in Mexico also continues to recover, following a PED outbreak in 2014, and may rise in 2016 by 2.0% to 1.3 million tonnes. Pork meat trade could experience a second year of growth, increasing by 4.4% to 7.5 million tonnes – a record level. Lower international prices have stimulated trade. Most of the principal importing countries are anticipated to increase their purchases, including Mexico, China, the Russian Federation, the United States, Japan, the Republic of Korea and Australia. In response to rising demand, exports are projected to grow, in particular those of the United States, Canada, the EU and Brazil (FAO, 2016). Summarizing, in this study we wish to examine how evolve the world pork meat production, trade and consumption, and to demonstrate the main consuming countries, highlighting the role of China, as it is the most populated country in the world with its 1.4 billion inhabitants.

  • Use of coordination spheres in food economics

    The coordination plays central role in the economics. The conventional economic theory looks at the market and enterprise (or hierarchy) as two different, separated manner of coordination of economic goods and services. However the modern organization theory, price theory and institutional economics show that different types (not only market and enterprise, but also several types of hybrid forms) of coordination (or governance structure) necessarily live together in the current economic system. Based on my previous research on the field of regional clusters in the food industry I came to the conclusion that the cluster is one of the spheres where economic coordination can occur.At the same time I pointed out that the ways of coordination can be ordered on an ordinary scale according to its normative or positive nature. I’ve also found that the choice between the coordination spheres (market, enterprise or cluster) is not arbitrary, but instead depends on the interest’s dimension which is represented by the exchange of goods and services in question.

  • Plant production for biomass into energy: economics and energy efficiency view

    The aim of the paper was to determine the influence of the fertilization level on the energy and economics efficiency of the production technologies of selected crops processed into bioethanol or biogas. There were investigated the following crops: rye, triticale, wheat, sugar beets, maize, sorghum, reed canarygrass and Virginia fanpetals. In the energetic efficiency the Energy Return on Energy Investment index (EroEI) was used. Apart from the ERoEI ratio, the Net Energy Value (NEV) ratio was also used. In the economics efficiency attitude, the Gross Margin (GM) was determined.The investigations proved that in general, the production technologies of crops where the lowest levels of nitrogen fertilization were applied proved to have the highest energetic efficiency. The highest economic efficiency was characterized by the production of corn for biogas. In the case of the production of bioethanol (all plants), ratios were on the verge of profitability or the lack of it showed.The analysis proved that the efficiency of the technologies of production of the crops to be processed into biogas is several times higher than the energetic efficiency of the technologies of production of the crops to be processed into bioethanol.

  • Low-carbon innovation policy with the use of biorenewables in the transport sector until 2030

    The topic of the present study deals with the changes and future trends of the European Union’s climate policy. In addition, it studies the manner in which Hungary’s transport sector contributes to the success of the above. The general opinion of Hungarian climate policy is that the country has no need of any substantial climate policy measures, since it will be able to reach its emission reduction targets anyway. This is mostly true, because the basis year for the long term goals is around the middle/end of the 1980’s, when Hungary’s pollution indices were entirely different than today due to former large-scale industrial production. With the termination of these inefficient energy systems, Hungary has basically been “performing well” since the change in political system without taking any specific steps in the interest of doing so. The analysis of the commitments for the 2020-2030 climate policy planning period, which defined emissions commitments compared to 2005 GHG emissions levels, has also garnered similar political reactions in recent years. Thus, it is not the issue of decreasing GHG emissions but the degree to which possible emissions can be increased stemming from the conditions and characteristics of economic growth that is important from the aspect of economic policy. In 2005, the Hungarian transport sector’s emissions amounted to 11 million tons, which is equal to 1.2% of total EU emissions, meaning it does not significantly influence total transport emissions. However, the stakes are still high for developing a low GHG emission transport system, since that will decide whether Hungary can avoid those negative development tendencies that have plagued the majority of Western European transport systems. Can Budapest avoid the scourge of perpetual smog and traffic jams? Can it avert the immeasurable accumulation of externalities on the capital city’s public bypass roads caused by having road transport conduct goods shipping?

  • The Investigation of Factors Influencing the Market Prices of Agricultural Land in Hungary

    The role of land (as the basis and the resource of agricultural production) is the most significant among the resources of production. The ownership of land, its use, the issue of its price and value, they have been key problems of political, social, legal and economic decisions. There were theoretical and practical experts throughout the world, and we intensively have to deal with the issue of land evaluation. In our research using empirical data collection and statistical methods, we examined not only the factors have influenced on land prices, but its effect as well.

    We have proven that the „golden crown”-based land evaluation system (golden crown is a measurement unit of the quality of agricultural land in Hungary) can show the land quality differences even today, but in spite of this, the results of calculations (and also the practice) increasingly justify and urge the necessity of the introduction of a modern land evaluation system.

Vietnam, however still preserved its socialist political establishment,but in terms of its economic development strategy and economic policy has gradually been standing on the basis of market orientation. Vietnam, with its population of ninety million shows a rapid and successful development and it means good opportunities even for Hungarian entrepreneurs.

    It would be a mistake to leave these potentials unused.

  • ONLINE AND E-LEARNING BEST PRACTICES, NEEDS AND HABITS FOR THE INTERNATIONAL AGRIMBA NETWORK

    From the literature part of this research, it shows that, some of the most popular Learning Management Systems (LMS), such as Moodle, Canvas and Blackboard, are used by many universities and colleges worldwide and their popularity is steadily increasing as more institutions adopt online learning. The usage statistics of LMSs by universities can be influenced by a number of factors, such as the size of the university, the specific requirements of the institution, the availability of alternative solutions, and the preferences of faculty and students. In addition, the popularity of LMSs among universities may change over time as new systems enter the market or as existing systems improve and evolve. Based on the number of customers, Moodle's three biggest competitors in the learning management systems category are Google Classroom with 11.70%, LinkedIn Learning with 8.87% and TalentLMS with 5.16% market share.

    The most frequently used functionalities of the e-learning system are: study content creation, course management and content library, and the least frequently used are integration with other systems, multilanguage utility, plagiarism checking, accessibility to people with disabilities and personalized learning. Similarly, the most popular functionalities are course management, study content creation and assessment and testing. Respondents least liked the functions of integration with other systems, webinars, accessibility for inclusion, and video hosting and streaming.

    Lectures or slides are most often uploaded to platforms, followed by written materials and links, then videos, pictures and tables. Judging by the answers received, the majority of respondents are either completely satisfied (34%) or moderately satisfied (42%) with the e-learning systems they are using now.

  • Selection of agricultural land for multifunctional agriculture

    The modern concept of rural development implies the use of agricultural resources, primarily agricultural land, for other (non-agricultural) activities besides its agricultural purpose. The integral aim of this concept of rural development is the maximization of economic results, besides the sustainable development of rural areas, environmental protection and the production of strategic (staple) agricultural products. The objective of this paper is to define the general, theoretical, quantitative model for the determination of the size and quality of agricultural land which, considering the above-mentioned demands (criteria), is optimal for the utilization in agricultural production in certain regions. The remaining agricultural land would be available for the non-agricultural purposes. The economic optimal model for the selection of agricultural land in the traditional agriculture is the model of linear programming. The criteria of the land selection for traditional agriculture are the economic effectiveness (measured by net income or by gross national product) and the economic efficiency (measured by the production economy). The maximum economic effectiveness is determined by the standard method of linear programming and the maximum economy by the method of broken linear programming. The solution of compromise can be determined by multi-criteria programming, based on the minimum differences. The limitation groups in the mentioned variations of the model are: limitations of production quotas of agricultural products, minimum quantities of staple agricultural products, limitations of processing plants in a region (minimum and maximum), limitation of crop rotation, limitations of the needs in animal husbandry for bulky for age and limitations of agricultural land according to various types of utilization. By quantitative defining of the structure and size of agricultural land for traditional agriculture, “the surplus” and structure of agricultural land available for non-agricultural purposes is automatically determined.

  • Effectiveness, efficiency and sustainability in local rural development partnerships

    Due to the ever-increasing role the LEADER approach is playing in realizing rural development policy, Local Action Groups (LAGs) have become key actors in the institutional system of rural development. Through their activity in supporting and improving local development, they represent a spatial organizing force in rural regions. Their operation can effectively contribute to the competitive and sustainable development of their local area, within the framework of European rural development policy. Compliance with this role requires the active and conscientious work of the LAGs, both in the process of programming and implementation. In this paper, we aim to present the impact mechanism of the operation of LAGs and its determinant factors. Based on expert evaluations, we investigate the experiences of the implementation of the LEADER approach for rural development from the viewpoints of effectiveness, efficiency and sustainability.

    Policies to promote and encourage local foods may take many different shapes depending on both the specific targets and strategies. Some policies, especially at a local level, promote supply-chain vertical and horizontal integration as a comprehensive strategy which aims to help firms pursue several of the promoting policies. A business model that focuses its attention on the consumer of the product and territory can be a crucial driver in generating a ‘land fecundation’ as a response to globalization. The aim of the paper is to investigate the link between rural development and territorialisation, exploring the role of Local Action Groups Integrated Projects of Food Chain and Rural Development Programmes from 2007-2013 in a region in Southern Italy. The article makes use of a value chain approach, starting with Porter’s value chain model and five forces model of competition; it proposes a methodological framework for the development of an organisational model that includes and builds networks between the several stakeholders and local programmes, creating a shared strategy to revitalising the area and the food choices of its residents. This revitalising process takes place through the implementation of a multi-purpose incubator establishing strong partnerships that are able to foster complementarities among all rural stakeholders. Conclusions and implications for policy makers are drawn: a model of territorial organisation could link territorial capital and local stakeholders, and therefore the programming carried out under the entire RDP.

    In the 21st century, sport is not just a fun, social cohesive force but also a business; it has become an independent industry by now and several countries possess developed sport markets. According to estimates, sport accounts for 4% of the EU’s GDP. The actuality of our research is given by the fact that the economic aspect of sports develops continuously which is also due to that more and more amounts already stream into sports in our days. In Hungary, sport is mainly state aided and has mostly financing problems while the sport businesses existing in the more developed Western Europe are principally sponsored by the private sector. The government considers sport as a strategic branch (HERCZEG et al, 2015) and manages as such because they see the international breakthrough potencies in sport as well. Sport companies must also adapt the business-based thinking, which requires the strategic planning and operation (BECSKY, 2011). The research covers the subject of economic approach of the players’ rights. The task of accounting is to give a true and fair image about the property, income and financial situation of an undertaking. Information provided by accounting is essential for both the management decisionmaking and the market operators. In Hungary, the sports undertakings, as each managing entity, have to prepare their statements according to the Act C of 2000 on Accounting (AoA.) (NAGY – BÁCSNÉ BÁBA, 2014). The purpose of this research is to examine how a domestic sports undertaking demonstrates the value of available players in the books and how the incomes and expenditures incurred with the players are accounted for, based on the regulations of the Hungarian, international associations and the Union of European Football Associations (hereinafter: UEFA). In order that the leaders of the businesses can make quick and appropriate economic decisions, it is essential in this intensively changing world that an enterprise should have a well-functioning accounting system based on up-to-date information. International Financial Reporting Standards (hereinafter: IFRS) are intended to provide the comparability across borders. Firstly, we deal with the accounting reporting system, both the Hungarian, international financial reporting standards and, relating to UEFA, the investigation of the intangible assets to a great extent during analysing the balance sheets. Then, we examine the income statements from the viewpoint player transfers. To what extent the rules of a statement laid down by UEFA differ from the ones of a statement prepared according to AoA? What is the difference in domestic and international relations? In this study, we search after the answers for questions mentioned before.

  • Extent and characteristic of diversification among Hungarian agricultural holdings

    Through the connection to rural resources agriculture has an impact on the three functions of countryside: ecology, society and economy. Resources of economy and production environment are continuously changing thus farmers have to adapt to these changing circumstances. One of the adaptation methods is the diversification of activities to promote effective capacity utilization and additional profit. However there is no standard definition of diversification from the point of agricultural economics aspect both traditional approaches and the influence of European Union should also be considered to define it. Diversification and alternative income opportunities could be subsistence possibilities for several farmers. This could be defined not only at private holdings’ but at enterprises’ level. According to a traditional approach Hungarian statistical databases collect on-farm and off-farm agricultural activities depending on the connection to resources of a farm business. Analysing this database an overall picture could be defined considering the position and characteristic of diversified farmers and the popularity of each activity among agricultural producers. Based on a study, published in 2011 (Hamza, 2011) this paper also involves the latest statistical data (2010, 2013). Analysing dataset of period 2000-2013 this paper gives an overall overview about national and regional position and characteristics of diversified holdings and activities.

  • Potential impact of the European Green Agreement on EU and Hungarian crop production

    European arable farming, including Hungarian arable farming, faces a huge dilemma: how to contribute to and maintain the global food supply while reducing greenhouse gas emissions while main taining biodiversity, but reducing inputs that are potentially damaging to society and the environment while ensuring that no more land is taken out of production? Not to mention that the increasingly urgent need to tackle climate change is also placing additional demands on EU agricultural decision-makers. Under the European Green Deal (GD), the 'From Farm to Fork' (F2F) strategy will help achieve climate neutrality by 2050, with a target of a 55% reduction in greenhouse gas emissions by 2030. Achieving this will require significant changes in food production, a shift in crop health strategies and accelerated innovation in the agricultural sector. The study addresses these issues. Our first hypothesis (A1) is that the GD and F2F strategies can be implemented without problems and without losses. Our second assumption (A2) is that the know-how solutions and the technological conditions for precision agriculture that are already available exist, and that all of these already justify the feasibility of A1. In order to prove this, we have reviewed recent and up-to-date literature on DG and F2F. For A1, we found that there are pro and con findings in the literature. However, the summary finding is not positive. The conclusion of the studies, based on data calculations, is that EU agriculture faces huge additional costs if it is to maintain production and reduce environmental pressures. Their calculations suggest that more people will be disadvantaged by the decisions, and that millions of euros could be lost to the public. However, the article also shows that there are many cases where positive results can be achieved even with reduced chemical use. Facts and figures from international and Hungarian technological and know-how solutions and their trials at plant level show that the DG's objectives are already partially achievable. It has been established that the systematic use of precision technologies allows to increase the natural and at the same time the economic efficiency. In our work we have used the results of primary and recent secondary research. We have shown the downsides of GD, but also that with targeted support, the objectives of sustainability and GD can be approached. Changes in 2022, drastic price increases for inputs including fertilizers and pesticides, inflation at a 20-year high, energy prices spiraling out of control, and an almost unprecedented drought affecting crop production and horticulture, point to the need for a radical change in technology, thinking and regulation. And all this to ensure that there is enough affordable food in Hungary, that there are export products within and outside the Community, and that those working in agriculture have a decent living.

  • Effect of uncertainty on farmers decision making: Case of animal manure use

    Due to the high levels of manure application and the poor use efficiency of manure, the European agriculture is held responsible for a considerable negative impact on surface water quality (Langeveld et al., 2007). This problem has emerged particularly in Western-European countries such as the UK, Belgium, The Netherlands and Denmark, facing a large expansion and intensification process in the livestock production since the 1960s (Van der Straeten et al., 2008). Policy measures related to the application of manure on the land encompass two major measures: emission rights, understood as the amount of nutrients which can be applied on the land, differentiated by crop and the N spreading calendars, whereby the manure can only be applied when the crop needs nutrients. The fundamental aim of this pillar is to maximising application rate while avoiding overfertilisation. Maximizing the application rate is related to the economic sustainability of the agricultural sector, by altering the manure surplus, while avoiding overfertilisation is imperative in enhancing ecological sustainability, by preventing nitrate leaching to surface and soil waters. For nitrate policy to meet its target, the farmers should not exceed their emission rights, however make optimal use of their emission right for manure. Consequently, the successful implementation of sink-related measures will strongly depend of the absorptive capacity of farmers towards new ways of nutrient management in general and of animal manures in particular.

  • Energy alternatives in large-scale wastewater treatment

    In my article, after describing the characteristics of recent wastewater treatment activity, I introduce different traditional and innovative energetic opportunities of the compulsory waste management activities at large-scale operational level, covering national and international examples. Furthermore, the wastewater-based biomethane production and the certain plant’s energy self-sufficiency are highlighted topics as well. In the former case, it is possible to utilize the wastewater-based biomethane as fuel (and even to operate own vehicle fleet), while the second one gives the opportunity for the internal usage of produced electricity and waste heat, which can also result in significant cost-savings. As an additional option, algae-based wastewater post treatment is presented, based on the conditions of a Hungarian wastewater treatment plant, which biogas production efficiency and thus energy self-sufficiency has developed favourably due to the technological improvements. These plants may have a twofold role in the future: they are responsible for the compulsory waste management activity and on the other hand they can serve as excellent raw material mines.

  • OPERATING RESULTS OF SILAGE ENTERPRISE OF A FARM - A CASE STUDY

    Improvements in agriculture has been focusing on innovations to improve the efficiency of the activity by making the traditional production structure currently in use more flexible and by making the necessary technological changes for farmers with large areas and the necessary machinery and equipment. Farms with significant arable land are able to offset the effects of changes affecting efficiency and profitability. The decisive sector of agriculture in Hungary is crop production, therefore its performance is largely determined by the annual output of the crop sector and the volatility in prices. From the farm data, we calculated farm-level results that support the need for machinery modernisation efforts, as precision tools and improvements already started in maize production can be applied fruitfully even in the light of the increasing frequency of negative climatic effects. During the development of silage maize cultivation technology, the achievements of precision farming were applied. Differentiated nutrient replenishment and sowing operations were used, in addition to the fact that harvesting was also documented. We set ourselves the goal of analyzing the management data of the study period between 2019-2022 in order to reveal the nature of the changes that occurred in terms of production value, production cost, and income, as well as the components that shape them. The presented values ​​are average values ​​of such conditions which are also suitable for crop-level conclusions. At the same time, they can be used to identify sector-level challenges and trends.

  • Methodological questions of a survey of civil organizations

    Today, the non-profit sector, and especially the role of civil organizations, has become significant in society. In Hungary there has been a large development in the past 20 years, in the non-profit sector, as the number of such organizations has quadrupled. The number of classic civil organizations (foundations and associations) makes up more than 80% of the non-profit sector. The social attendance, economic significance and affect often raise the issue of the true intensity of the sphere and also the question of why there are such vast differences between the conditions of function, human resources and how successful they are. For years now, with management related examination, we have been searching for the answers to the above questions, within the confines of the functional aspect research program of the Institute of Management and Organization in University of Debrecen, Centre for Agricultural and Applied Economic Sciences, Faculty of Applied Economics and Rural Development. Above all, we made an attempt to find general, management- related results and answers, with the use of probability sampling, a low number of samples and surveying.
    In the selection process of organizations to include in our research, we relied on the data base of the Court of Hajdú-Bihar County and with K-aspect systematic sampling, and we also questioned more than 140 managers from different organizations. With this research, we acquired a diverse collection of information, which now we intend to summarize within this article. With this article, we aim to find out how realistic a picture the database of the Court gives regarding the civil activity of the county. Even the sampling was not trouble free, since the entire database is not accessible.
    The survey also revealed some problems that confirmed the statement of the Central Statistic Office (KSH), i.e. that some organizations either do not function at all or function in name only.

  • Evaluating linkage between operators’ satisfaction and potential of local resources for rural tourism: Evidence from Matsuura in Japan

    As rural tourism evolves into diversification, the connection between the individual and local resource management is becoming an important issue for the sustainable evolution of rural tourism. To explore this point, we investigated conceptually and empirically whether rural tourism operators’individual satisfaction enhances utilization of local resources and, if so, what mechanism works for it by focusing on rural tourism accompanied by an educational program, i.e. a farm-stay with farm and rural experience services implemented as a part of school trips in Matsuura, Japan. From statistical tests and an econometric estimation based on a questionnaire survey of rural tourism operators we found that operators’individual satisfaction gained from interchange with visitors and direct feedback can positively enhance locally exerted effects that stimulate operators to recognize opportunities within their community and raise the potential for local resource use. Thus, we should strengthen this connection to eventually create a new viable activity.

  • The conditions of security in sustainable rural economics

    This work aims to map the potentials of safe rural economy. This topic cannot be separated from the processes of globalization and localization, affecting each other, whose positive and negative effects have been focussed on, especially in terms of the protection of security and sustainability or their damaging. In Hungary, sustainable rural economy cannot be achieved only by the rural economy’s systematic stabilization but its present structure and the security system, accompanying the process, also needs to undergo some drastic changes. Sustainable rural economy means a modern economy that aims to keep the rural inhabitants while increases the wealth of the whole society. The legal security of the sustainable local economy is guaranteed by the state in Hungary. The security of the rural areas is provided by the police as an armed force, the auxiliary police, the public place supervision, the local agricultural rangers, the environment wardens, and by the fish- and game-keepers. The Police Act allows cooperation with the further organizations of the society to preserve public order, and to protect property and prevent and detect crimes. The purpose of my thesis is to present security as one of the most important factors to improve the rural areas. I also aim to map the possibilities of improving security (such as cooperation, naming the resources assisting strategic tenders and participation in rural development programs).

  • The social value of science shops: A cost-benefit analysis

    We describe and apply a method to determine the net social benefits of science shops. University departments operating as science shops coordinate research projects for individuals or civil society organizations (CSO) lacking the financial means to turn to professional consultancy bureaus. Three cases are analyzed; the science shops atWageningen, Brussels and Eindhoven. After investigation, it appears that under the normal assumptions for the application of CBA, the science shops concerned show positive net social benefits.

    Paper is aimed in assessment of first period of Poland’s membership in EU and covering agriculture and rural areas with the support under the Common Agricultural Policy in the context of future challenges faced by the agricultural policy.Analysis shows that accession to EU became a strong impulse for growth of the Polish food economy, however the main challenge for the Common Agricultural Policy in future, from Poland’s perspective, will be strengthening the multifunctional agriculture, i.e. territorial cohesion and positive effects of agricultural activity on natural environment.

    The aim of this paper is to analyze the main approaches to sustainability and to present an alternative interpretation for the issues involved in the utilization of RES. The utilization technologies can be described by the average values of several technological parameters. Some significant parameters were chosen which are the most relevant for the issue of sustainability. The group of attributes was composed of these parameters in the analysis, which was conducted by the choice experiment (CE) methodology. The examination of each attributes’ influence on the individual’s preferences and choices was made possible by this method and the preferences of the relevant experts were determined. The weight of the attributes was defined by experts according to the importance of each attribute regarding RES-based technologies. The importance of sustainability attributes implies the significance of sustainability in the case of RES technologies, which thus highlights the characteristics of the more prosperous technological parameters regarding sustainable development.

  • The situation of agricultural sector in Hungary – trends and territorial aspects

    Based on its geographical features, Hungary is basically an agricultural country. The proportion of the production area within the total area of the country is approximately 80% and the proportion of arable land is 60%. This makes our country one of the first in the European Union. In the EU, only Denmark and the United Kingdom have a higher proportion of agricultural land. Hungary accounts for only 3% of the total agricultural area of ​​the EU-27 Member States, however, it plays a significant role in the production of certain products. (Harangi-Rákos, 2013)

    In addition, the climate is favorable for agricultural production, which also strengthens the country's agricultural character. Throughout history, we have rightly been given the honorable name “pantry” (Marosi, 2009), which was true both within the Monarchy and Europe. In the socialist system the agricultural country became a so-called “industrial-agrarian” country due to the violent industrializations.

    Beyond industrial development, the service sector plays an important role in the national economy due to its technology-intensive nature. In addition, agricultural production is still significant in Hungary (Lakner et al. 2020). The agricultural sector is significantly involved in the production of the gross domestic product (Fróna-Kőmíves 2019) and in the positive development of the export-import balance. During the 2008 world crisis, it was thanks to this sector, among other factors, that the recession that affected our country did not deepen. The domestic consumption is largely covered by domestically produced commodities (Csatáriné, 2019)

    Tourism is one of the leading sectors in the world economy. Enhancing its well-known economic, social and environmental benefits while managing its negative impacts are highly important for the national governments in European Union. Strategic planning is essential to meet the long term requirements of sustainability. National sustainable development strategies and tourism strategies are fundamental means of strategic planning as they provide guidance for the decision-makers of the tourism sector. The member states of the European Union have prepared their national sustainable development strategies, furthermore the Union’s common strategy and the national strategies of some member states have already been revised and renewed by now.The Hungarian strategies – National Sustainable Development Strategy and National Tourism Development Strategy – were completed the World Tourism Organization published its twelve aims for an agenda for sustainable tourism in 2005. Consequently these strategies are expected to contain references to the sustainability requirements and environmental, economic and socio-cultural aspects of tourism development. In the present study we analyse the issues of sustainable tourism development in the sustainable development strategies of the EU and Hungary and the National Tourism Development Strategy of Hungary 2005-2013 with special attention to the principles laid down by the WTO in 2005. Our aim is to investigate the cohesion between the principles of sustainable development and sustainable tourism, and their manifestations in some of the strategic documents influencing Hungarian tourism development.

  • Proposals for low-carbon agriculture production strategies between 2020 and 2030 in Hungary

    When viewed from the perspective of climate policy, agriculture as a separate sector is one of the most difficult development areas to assess. One of the reasons for this is the problem of the localization of greenhouse gas emitters, caused by the fact that production takes place in small or dispersed production units. The special circumstance that unit production takes place in complex interactive systems (food, feed, energy sources, main products, by-products, etc.) is yet another special factor, which in addition makes it significantly more difficult to measure and identify the GHGs they emit than if they were a uniform production plant. Additionally, there are few sectors outside agriculture where decision-makers encounter such strong opposition and lobby interests when developing limiting regulations. This stems from the fact that following World War II, European decision-makers and the Common Agricultural Policy elevated agriculture to a prominent role whose importance was indisputable. As a result, both climate policy and other measures that would result in any reduction of the priority of the sector are very difficult to implement, since the players involved always reason that limitations would restrict their competiveness and the security of their production. In addition, the uncertain nature of regulatory elements also poses a grave problem. As an example, the name of the sector itself – the LULUCF (Land Use, Land Use Change and Forestry) sector – shows that the strategy for reducing the greenhouse gasses emitted by the whole sector would be significantly different if these units were treated separately (agricultural land use, forest, not-cultivated areas). Taking the above into account, the present study aims to identify development directions that in turn allow those low-carbon development directions to be pinpointed within animal husbandry and plant production that have the greatest feasibility and can contribute to decreasing the GHG environmental load exerted by agriculture.

    New Sources of Employment to Promote the Wealth-Generating Capacity of Rural Communities (acronym: RuralJobs) is a collaborative research project partly funded under the European Commission Research and Development 7th Framework Program. The Rural Jobs consortium consists of partners drawn from eight European Union (EU) countries (Bulgaria, France, Hungary, Italy, Lithuania, Romania, Spain and UK). The project began on February 2008 and finished in October 2010. RuralJobs quantified labour market, demographic and economic trends, and the impact of employment creation measures and policies in seven, representative “reference areas” across the EU, and used the information to demonstrate how rural development measures can be better targeted and how rural development policies should evolve.We identified labour market, demographic and economic trends in rural areas across EU-27 and the potential for new sources of employment outside traditional primary and secondary sector activities, and examined the interaction between different types of rural area (peri-urban, remote, high environmental/amenity value etc.). We identified employment growth areas where rural development programmes can be targeted to increase their contribution to employment creation. Our strategic objectives were the following: review of employment policies and programmes, scenarios for new sources of employment according to rural typologies, recommendations for better targeting of strategies, dissemination and mainstreaming. The main outcome expected is that the results will allow a better targeting of rural development measures and future evolution of rural development policies in line with the Lisbon Strategy.
