Renewable energy resources in Hungary – solid biomass utilization in terms of necessity and opportunity
75-78Views:345In the 21st century a country’s success significantly depends on how it can solve the problems (supply safety, growing prices, climate change, etc.) induced by the application structure of the fossil energy sources with the means of energy saving, energy efficiency and the utilization of renewable energy resources. The utilization of renewable energy sources has positive effects on five key areas: environment protection, energy policies, fulfilment of EU expectations, agriculture and rural development and on the whole of the national economy. The bioenergy – beside fulfilling the national economic aims – it is putting up the value of the role of agriculture and rural development. The role of agriculture is multi-functional in the process. The agricultural sector has an important task in the area of bioenergy to ensure the proper quality and quantity of raw materials for the increase of bioenergy utilization. This also means new sales perspectives and opportunities for the producers. Above all this, the agricultural policy aims for the agriculture and the rural development segment to be the unambiguous winner of the new bioenergy sector and for most of the available profit to stay with the agricultural sector, with the rural players. For this reason encouraging the raw material production it wishes to encourage the producer their primary process and their local utilization. One of the fundamental objectives of the measures is that agriculture should go beyond the raw material production and take steps towards processing and utilization. The multifunctional role in the product chain might mean extra income and more added value for the producers and the active players in the process. The other objective is to promote the local utilization, the scatter of the environmentally friendly energy sources in rural areas, to change the energy is “lying on the ground unutilized” principle while local processing and promoting the utilization, to achieve a lower energy dependency and to optimize and disseminate cost efficient solutions. To realize all this means a great task and a huge challenge for the agricultural government as well as the rural societies and micro regions but might lead to a successful rural development. The range of the tools and measures to fulfil the aims might be very broad, from the regulating instruments to the various subsidies, coordination and dissemination tools. Part of the subsidy schemes are direct production-type of subsidies (the so called direct payments, for example the area based subsidies) and the other main forms are the investment-type subsidies which are for technology development, promotion of competitive production and local processing and for establishing a green energy industry. In the period of 2007-2013 the key elements of the development schemes were drafted in the frame of the New Hungary Rural Development Programme (ÚMVP) and the Environmental Energy Operational Program (KEOP). The available raw materials and the conditions are taken into consideration while designing the development schemes because a successful realization of a product chain means the assurance of the inputs and outputs. The starting point of determining the development direction is the principle of an operation which is sustainable and economical on the long run. In addition such developments are considered reasonable which are viable on medium and long term and bring numerous rural development, environmental and societal returns.

Less favoured area measure in the Netherlands: a welcome or negligible addition?
23-28Views:431The Less Favoured Areas (LFAs) Directive (75/268) which was introduced in 1975, was the first common European instrument of regional agricultural structural policy. LFAs are areas where agriculture is hampered by permanent natural handicaps. The major objectives were to ensure the continuation of farming, thereby maintaining a minimum population level and preserving scenic landscapes and environmentally valuable habitats. In the Netherlands, the LFA measure is used as an additional payment, to compensate farmers for negative economic effects due to the conservation of these natural handicaps. It was not implemented as a stand alone policy, but is linked to measures aiming at active nature and landscape conservation management. In this paper, the effects will be examined of the regulations aiming at the conservation of natural handicaps on farm businesses within LFAs, when comparing them to farm businesses outside LFAs, where these regulations and handicaps do not exist. The main data source that was used is the Farm Accountancy Data Network. Reference groups of farms were compiled with the use of the simple and multiple imputation approach in Stars (Statistics for Regional Studies). Both analyses were tested with the use of a parametric and a nonparametric test. When comparing the results of both analyses, it can be concluded that there is no evidence that there is a statistical difference in family farm income corrected for and not corrected for LFA payment between the LFA farm businesses and the reference groups. Based on these findings it can be concluded that the size of the compensatory allowances is small and there is no evidence that it has a significant effect on the family farm income of LFA farm businesses. The main purpose of the Dutch LFA policy is to compensate farm businesses for negative economic effects due to the conservation of natural handicaps. Although this may be true for some individual farms, based on the methods used in this paper, it appears not to be the case for the collectivity of LFA premium beneficiaries as a whole.

Cross-sector analysis of the Hungarian sectors covered by the Effort Sharing Decision – Climate policy perspectives for the Hungarian agriculture within the 2021-2030 EU programming period
17-24Views:393Ever since 2012, the EU ETS (European Union’s Emission Trading Scheme), which is the EU’s climate policy was extended to include the ESD (Effort Sharing Decision) sectors’ (agriculture, transport, building) regulations. As its name implies, this mechanism is based off of shared interests and efforts, all in order to reach the climate goals. Therefore, analysing the agriculture sector from an environmental viewpoint requires the analysis of related sectors as well, since their performances will have an impact on determining the requirements to be met by the agriculture. Seeing that those primarily present in said sectors are not various firms, but people and public utility management institutions instead, the level of regulations draws from the economic state of the various countries in question (GDP per capita). Therefore, member states like ours did not receive difficult goals until 2020, due to our performance being lower than the average of the EU. However, during the program phase between 2021 and 2030, all nations are to lower their GHG (greenhouse gases) emission, and have to make developments to restrict GHG emission level growth within the ESD, which means we already have to estimate our future possibilities. During the analyses, we will see that analysing agriculture from an environmental viewpoint, without doing the same to their related sectors and their various related influences is impossible. The GHG emission goals determined by the EU have to be cleared by the agriculture sector, but the inputs from transport, waste management and building are required nonetheless.

The social value of science shops: A cost-benefit analysis

Agricultural Trade Policy: ‘America First’?
89-93Views:359There has been a growing openness and importance in trade over time as indicated by an increasing ratio of trade to gross domestic product for the World. However, some recent movements have been more protectionist and less open to trade. The potential impacts of less trade are explored with the United States (US) taken as an example. Trade agreements have been important in increasing trade by the US, particularly for US agriculture which has had a trade surplus since 1959. Countries should benefit from trade according to economic theory. However, stances taken by the US administration during the first half of 2017 have resulted in the withdrawal of the US from the Trans-Partnership Agreement and an announced renegotiation of the North American Free Trade Agreement. With falling US farm income, the potential undoing of trade agreement benefits, and possible trade retaliations, US agriculture is concerned about any potential disruption in exports and losses from less trade. In addition, US consumers and importers of US agriculture should be concerned about a potential decrease in trade.

Agri-environmental management and rural development: Hungary after EU accession
35-40Views:283In Hungary, similarly to developed countries, the share of agriculture in the GDP has declined. Even so, preparation of the sector’s long term strategy is crucial, as the role of agriculture exceeds the results represented in the GDP. Environmental and social functions of agriculture are revaluated in developed countries, and consumers at the end of the food chain actually govern the entire process. This is why information plays an increasingly important role, and gives signals (Verbeke, 2005) to the actors in the economy and society. This research area is diverse (including agricultural policy, environmental policy, rural development and sustainable development), and so I applied an interdisciplinary approach and conducted an integrated examination. The results show that in recent decades, the pressure of agriculture on the environment has been lower in Hungary than in the EU-15 and agri-environmental measures have taken hold in all types of land-use systems, even though they are more important in protected areas. Although this development provides a good basis for a long term strategy social capital has lost strength (Csath, 2002), so fostering the creation of internal and external rural networks – one instrument for this could be the Leader programme – is essential for sustainable rural development.

Small and medium enterprises as development factor of agribusiness in Republic of Serbia

This sector should be one of the guidelines of economical development and future, like in developed countries. Within the Strategy of development of SME and entrepreneurship in Republic of Serbia from 2003 to 2008 government of the Republic of Serbia, not accidentally, placed among many sectors which are expected to contribute and boost economical development, increase the employment rate, and realize increased influx of means deriving from export, the priority is on sector of processing of agricultural products. It can be concluded that significant contribution from agriculture to improvement of total economical situation is expected. Accession to EU should be considered primarily not only as the opportunity but serious task in regard to restructuring of the agriculture. However, impeding circumstance,in regard to export ofagricultural-foodproducts,first ofallto EU countries, isthefact that thismarket is under strict protective measures within the policy of agriculture and measures of agrarian protectionism. In such conditions it is very difficult for producers and processors of food to enter such closed markets. Small and medium enterprises are facing the choice of the business strategy:
– to place the existing product on current market;
– to place the existing product on new markets, including export;
– to sell the new product on existing market;
– to place the new product on new markets, including export.
Therefore, based on analysis of domestic market, volume and structure of import and export of agricultural and food products, as well as analysis of food industry and agricultural production in Serbia, it is necessary to define potential programs for small and medium enterprises with production which could be economically efficient and profitable from the aspect of investment.

Resource use efficiency among rice farmers around fragile ecosystems: evidence from Kilombero Wetland, Tanzania
77-88Views:436Farmers have been encroaching fragile wetlands as a strategy to increase their rice production thus threatening wetlands’ existence and capacity to other critical ecosystem services. This calls for efficient production to strike the balance between food rice production and wetlands’ sustainable existence. The current study sought to provide assess rice farmers’ technical efficiency of resource use by detecting the determinants of rice yield and further identify the determinants of technical efficiency of the resources used by rice farmers in Kilombero wetland. A cross-sectional survey of 145 randomly sampled farmers aided in achieving the study objective. A stochastic frontier analysis (SFA) model was used to analyze data. The mean technical efficiency among farmers was at 60.54% level. The positive determinants of rice yield were land and fertilizers while labor influenced it negatively. Age, education, farming experience, group membership, and credit access reduced inefficiency while the distance to the extension agent and off-farm income increased farmers’ inefficiency. The study concludes that there is a possibility of expanding rice production without threatening the wetland’s existence. It recommends that government and other stakeholders to ensure that rice farmers are up-to-date with optimal use of fertilizers in rice production since it will assist in improving rice yield while the rate of expansion of rice lands in the wetlands will lower. Policy implementers ought to establish initiatives that inspire rice farmers to capitalize on farmer groups and join education programs to take full advantage of their potential efficiency and might participate in community development activities.

More insurance subsidies for European farmers – is it needed?
33-38Views:353In addition to traditional sources of uncertainties, such as market price volatility and animal and plant health-related risks, the impacts of climate change have recently become a major concern in the agricultural sector throughout the world. Insurance has been commonly proposed as a key instrument in farm risk management, and agricultural insurance schemes have become more widespread both in developed and developing countries. We conducted a case study in the UK to investigate farmers’ risk perception and willingness to pay for crop insurance by using contingent valuation method (CVM). Similarly to the experience from developing countries, we found that farmers are less willing to pay for insurance, however they do take actions to reduce their risks. While these results suggest that the provision of premium subsidies to European farmers can be justified; in order to avoid counter-productive policy outcomes, one may consider the introduction of a risk-based approach in agricultural risk management.

Aspects of the sustainable utilization of renewable energy sources
91-94Views:372The aim of this paper is to analyze the main approaches to sustainability and to present an alternative interpretation for the issues involved in the utilization of RES. The utilization technologies can be described by the average values of several technological parameters. Some significant parameters were chosen which are the most relevant for the issue of sustainability. The group of attributes was composed of these parameters in the analysis, which was conducted by the choice experiment (CE) methodology. The examination of each attributes’ influence on the individual’s preferences and choices was made possible by this method and the preferences of the relevant experts were determined. The weight of the attributes was defined by experts according to the importance of each attribute regarding RES-based technologies. The importance of sustainability attributes implies the significance of sustainability in the case of RES technologies, which thus highlights the characteristics of the more prosperous technological parameters regarding sustainable development.

Economic results of Croatian farms
53-58Views:358The objective of the paper is to provide an overview of the situation and performance of Croatian farms. Croatian farmers rarely keep business books and therefore farm level business data are deficient. Croatian accession to the European Union in 2013 brought numerous innovations to agricultural sector. One is introduction of Farm Accountancy Data Network (FADN) which aims to determine the impact of the Common Agricultural Policy on national agriculture of EU member states. The sample of Croatian FADN comprises 1,250 commercial farms. The paper brings results of agricultural sector financial analysis for the period 2011-2013. Total farm output decreased, but since the stronger decrease trend occurred in total inputs, this led to positive trend of gross and net farm income in the year 2013. Positive results are also shown at efficiency and productivity of Croatian farms. In the years 2011 and 2012 farms operated below the efficiency level while in 2013 efficiency increased above the efficiency level. In the observed period there was a 70% increase in productivity. The analysis shows that the most efficient farms are those in vegetables and flowers type. It also has the highest debt ratio due to their capital intensiveness. The vegetable and floriculture farms have the largest gross farm income in all three analysed years, but with a large drop in 2013, while the farms in type pigs and poultry have largest increase of gross farm income in last observed year.

Impact of CAP’s pillars on Romanian rural employment

First we put into evidence the decrease of the role of agriculture as buffer for unemployment and the poor contribution of non-agricultural activities to provide employment for rural residents.Then we analyse the main characteristics of the rural labour force. Finally we synthesize the opinions expressed by 33 consultants (working at the Offices for Agricultural Consultancy from different counties in Transylvania) about the estimated short term evolution of rural employment and the impact of CAP on Romanian rural areas.

Economics of GM crop cultivation
7-19Views:470Asynchronous approval of new GM crops across international jurisdictions is of growing concern due to its potential impact on global trade. Different countries have different authorisation procedures and, even if regulatory dossiers are submitted at the same time, approval is not given simultaneously (in some cases, delays can even amount to years). For instance, by mid-2009 over 40 transgenic events were approved or close to approval elsewhere but not yet approved – or not even submitted – in the EU.Yet, like some other jurisdictions,the EU also operates a zero-tolerance policy to even the smallest traces of nationally unapproved GM crops (so-called low-level presence). The resultant rejection of agricultural imports has already caused high economic losses and threatens to disrupt global agri-food supply chains. The risk that feed supplies could be affected by a low-level presence of non-EU approved GM material could be resolved if the EU allowed a tolerance for this, rather than operating a strict zero tolerance as now. The Commission has undertaken to come forward with a nonlegislative technical solution to address the difficulties created by a strict zero tolerance policy. To what extent this would be helpful will depend on the nature of the proposed solution.

Policy challenges for food, energy and environmental security
15-25Views:425Limited land is available globally to grow crops for food and fuel. There are direct and indirect pressures on forests and other lands to be converted from growing food for feedstock to be used for biofuel production. The balance of evidence indicates there will probably be sufficient appropriate land available to meet demands for both food and fuel, but this needs to be confirmed before global supply of biofuel is allowed to increase significantly. There is a future for a sustainable biofuels industry, but feedstock production must avoid encroaching on agricultural land that would otherwise be used for food production. And while advanced technologies offer significant potential for higher greenhouse gas (GHG) savings through biofuels, these will be offset if feedstock production uses existing agricultural land and prevents land-use change. GHG savings can be achieved by using feedstock grown mainly on marginal land or that does not use land, such as wastes and residues. To ensure that biofuels deliver net GHG benefits, governments should amend, but not abandon, their biofuel policies in recognition of the dangers from indirect effects of land-use changes. Large areas of uncertainty remain in the overall impacts and benefits of biofuels. International action is needed in order to improve data, models and controls, and to understand and to manage effects.

On tests for long memory process behavior of international tourism market: Thailand and India
95-99Views:379In our research we examine the behaviour of both Thailand’s and India’s international tourism market by using long-memory analysis. The international tourism market of Thailand combined with seven groups such as East Asia, Europe, The Americas, South Asia, Oceania, Middle East and Africa. Similarly, the international tourism market of India combined with nine countries: USA, UK, Canada, Germany, France, Japan, Malaysia, Australia and Sri Lanka. Moreover, three statistical tests for long-memory process such as R/S test, Modified R/S test and GPH-test are employed to study these markets. The empirical findings in general provide more support for long memory process in international tourism market of Thailand and evidence for short-term dependence in international tourism market of India. Therefore, the policy makers of each country should understand the behaviour of long memory process in international tourism market before launching any stimulating campaign to this industry.

A structural equation model: Greece’s tourism demand for tourist destination
75-83Views:642Structural equation model (LISREL 8) was applied to test the causal relationships between tourist travel motivations and tourist destination.A survey containing Likert scale questions was conducted to collect data from 100 tourists who had travelled to Greece’s tourist destination. With the help of factor analysis, four dimensions were identified for scales used in the study: travel cost satisfaction, tourism product, tourism product attributes, and tourism product management. Results indicated that the travel cost satisfaction of tourists has a positive influence on tourism product, tourism product attributes and tourism product management. Moreover, our results suggested that the tourist demographics has a positive influence on tourism product and tourism product attributes and has an insignificant relationship with tourism product management. Based on our findings the tourist demographics has not influence on tourism product management. However, these findings suggest that both the private tourism and the governmental tourism sector should develop a better management of tourist destinations so as to develop a stronger attraction of tourism, better amenities, a better accessibility, an appropriate image, to make tourism competitive and to keep tourism product prices at a reasonable level. The implications of the tourism demand model can be used for the public environmental policy-making process based mainly on reasons of interest, ideology or understanding.

Consumer willingness to pay a premium for a functional food in Ghana
51-59Views:437Interest in functional foods has been growing in sub-Saharan Africa due to consumer concerns with diet and nutrition. This paper analyses consumer awareness, perceptions and effects of the determinants of consumer willingness to pay (WTP) a premium for Moringa bread in Ghana. An ordered probit model is employed. The empirical results indicate that consumer knowledge of the nutritional and health benefits of Moringa bread is what matters most to consumers in respect of their WTP a higher premium for the product. Consumers with knowledge on Moringa products are more willing to pay above 50% price premiums for Moringa bread. Fruitful policy recommendations are made in the paper.

Food security assessment and consumption pattern in rural households in Ogun State, Nigeria
15-20Views:337The problem of nutrition security is getting worse in Africa, due to increasing population growth and poor progress in efforts directed at reducing food insecurity in many countries in the continent. The paper undertook an assessment of the food security situation and food consumption pattern in rural households in Ogun state, Nigeria. A multistage sampling technique was used to select 260 rural households from whom data were collected through structured questionnaire. The tools of analysis were descriptive statistics and food security index. The former described the consumption pattern, and households’ sources of food availability, while the latter was used to analyse the food security situation. The result of the rural households’ consumption pattern reveals that the rural households derived more of their energy from carbohydrates at the expense of other classes of food items. The result also shows that majority (75.5%) obtained their food through their own production and supplemented same with food purchased from the market to meet up with their family needs. Based on the recommended daily calorie intake (R) of 2,470 kcal, 59.6% of the rural households were food insecure while 40.4% were food secure. The calculated head count ratio (H) for the food insecure households was 0.6, confirming that almost 60% of households in the study area were food insecure. For secure households, the head count ratio (H) was 0.4, further confirming that only about 40% of households in the study area were food secure. The shortfall index and surplus index were 0.2787 and 0.3498 respectively, meaning that the energy requirement was less by about 27 percent and in excess of 34 percent for the food insecure and food secure households. The paper recommends that while enhancing production of arable crops - roots, tubers and cereals, a sensible balance of tilting towards meeting the requirements in the consumption of animal protein/legume, fats/oils, fruits and vegetables must be maintained to ensure food security. This policy thrust could be enhanced through mass education.

A comparative analysis of the profitability of pineapple-mango blend and pineapple fruit juice processing in Ghana
33-42Views:635This study analyzes the profitability of fruit juice processing using data from Kudors Fruit Juice Limited at Kasoa in Ghana. The cost involved in fruit juice processing (which includes the capital cost and the operating cost) was obtained from the Company. This study compares the profitability of blend (i.e. fruit juice made up of pineapple and mango blend) with that of pineapple juice alone. The viability of the project was determined using the discounted measures of project worth: Benefit-Cost Ratio (BCR), Net Present Value (NPV) and Internal Rate of Return (IRR). The empirical results reveal that pineapple juice processing had a BCR of 1.03 which means that going into the pineapple juice processing is profitable. The value of the NPV (GHS11,728.00) and IRR (23%) further confirms that pineapple juice processing is profitable because the NPV is positive and the IRR is greater than the discounted factor (21%). The results also showed that it is more profitable to invest in the blend (pineapple and mango blend) than the pineapple juice alone as it yields a BCR of 1.36 which was greater than the BCR of 1.03 for the pineapple juice only. Furthermore, the value of the NPV (GHS176,831.00) which is greater than the pineapple juice only, suggests that the blend is more profitable even though the IRR for both are the same. Moreover, it is also more likely to recover capital investment earlier in the processing of the blend than when one goes into pineapple juice processing only, because the net cash flow in year 2 (GHS 58,146.00) for the blend is more than triple that of the pineapple juice only (GHS17,826.00).These results have policy implications for the development of Agribusinesses in Ghana.

The effects of climate change on cereals yield of production and food security in Gambia
83-92Views:1363Increasingly, empirical evidences are substantiating the effects of climate change on agricultural production is a reality. In the early part of the 20th century many were skeptical about the so-called climate change that is due to global warming. The Intergovernmental Panel on Climate Change (IPCC, 2007) defines climate change as follows: “climate change refers to a change in the state of the climate that can be identified by changes in the mean or variability of its properties and that persists for extended periods, typically decades or longer” This study analyses the impact of climate change on cereals production (millet and maize) in the Gambia using a time series data for a period of 46 years (1960 – 2013) at an aggregate level to assess the relationship between climate (temperatures and rainfall,) and non-climate variables fertilizer, area planted respectively and yield. The specific objectives of the research are: (1) How climate change affects the expected cereals (Millet and Maize) output or yield in the Gambia. (2) How the level of output risk within cereals (Millet and Maize) farming is affected? In order to achieve these set objectives, the paper will adopt Just and Pope modified Ricardian production functions for climate change impact assessments (e.g., Chen et al. 2004), the paper will also control for the impacts of regular input factors in the production process. The study used a data set for the Gambia comprising variables relevant for cereals production and climate information from 1960 through 2013. There is strong evidence that climate will affects Maize and Millet; according to the analysis 77% and 44% of the variability in the yield of Maize and Millet respectively is explained by the climate and non-climate variables included in the model. Given the effects of climate variables on cereals production, and increasing climate change vulnerabilities on other food production section, the result of this paper will add voice to the growing call for policy makers to step up funding in research and development in climate change adaptation and mitigation.

Intellectual capital is comprehended as a multidimensional concept, defined and explained in many various ways, depending on the context and further application. The purposes of this article is to consider the role and importance of the intellectual capital for regional development and competitiveness and to try to use it for an estimation of regional advance progress. On the basis of literature review the article provides a framework to analyse the intellectual capital and its main components. The central attention of the paper focuses on the evaluation of the intellectual capital in Polish regions and its influence on regional performance. The paper surveys the empirical examination of 16 Polish regions in terms of intellectual capital and simultaneously assesses the level of intellectual capital in rural areas. The article provides the insight into the role and value of the intellectual capital in Polish regions.
