  • A disaggregated analysis of monetary policy effects on the agricultural sector in Nigeria

    This study provides a disaggregated analysis of the effects of monetary policy shocks on the agricultural sector in Nigeria from 1981Q1 to 2016Q4. The study utilized the generalized impulse responses and the normalized generalized forecast error variance decompositions from an underlying VAR model, which are order-invariant. The four monetary policy variables used in the study are interbank call rate, monetary policy rate, broad money supply and exchange rate; while the four agricultural sub-sectors investigated are crop production, forestry, fishing and livestock. The study also controlled for the general price level and other economic activities in the overall economy. The findings indicate that the aggregate agricultural sector and its various sub-sectors consistently responded negatively to unanticipated monetary tightening in most of the forecast horizon; while the immediate impact of monetary policy shocks is transmitted to the agricultural sector through the interest rate and money demand (credit) channels. The findings further indicate that apart from these two channels, the roles of monetary policy rate and exchange rate are non-negligible in the long-run. The role of money supply channel in spreading monetary policy shocks to the agricultural sector remained muted all through. The study concludes that the monetary authority should evolve interest rate, credit, and exchange rate policies that will promote the development of the agricultural sector in Nigeria.

  • An overview of behavioral economics in Dutch policy making. the next step: how to nudge policy makers

    This article describes the beginning of the influence of behavioral economics on the Dutch government. This started in the period that the UK started with its Behavioral Insights Team (BIT UK). The article presents explanation of the concept “nudging” and the way this is integrated in Dutch policy. Also leading publications and examples of how behavioral economics is used in policy making are presented. The advice of the government in 2014 on how to ensure a structural integration of behavioral science knowledge in policy is part of the next step. The next step contains two main parts: 1. How to nudge policy makers and 2. Embedding nudges in policy making on four aspects: positioning, projects, performance and professionality.

  • Agrarian budget as an instrument of agrarian development policy of Serbia

    Purpose of the research is to emphasize the role of agrarian budget in development of Serbian agrarian economy and to examine the problem of agricultural and rural development financingsupport.Furthermore, in this research initial reforms of economic measures have been analyzed concerning Serbian agrarian policy. The goal of this paper is to provide an insight into the role of agricultural budget in agrarian policy of Serbia.The first part of the study gives an overview of macroeconomic situation in Serbia and impact of the financial crisis on Serbia’s economy. Second part includes analysis of the topic item, i.e. agrarian budget role in Serbian agrarian sector. It includes review of relevant literature and researches already conducted on legislation and practice of Serbian agrarian policy as well as examination of statistical data regarding present agrarian budget for 2009.The research focuses at the Serbian agrarian budget for 2009 and agrarian policy of the present Serbian government administration.

  • Low-carbon innovation policy with the use of biorenewables in the transport sector until 2030

    The topic of the present study deals with the changes and future trends of the European Union’s climate policy. In addition, it studies the manner in which Hungary’s transport sector contributes to the success of the above. The general opinion of Hungarian climate policy is that the country has no need of any substantial climate policy measures, since it will be able to reach its emission reduction targets anyway. This is mostly true, because the basis year for the long term goals is around the middle/end of the 1980’s, when Hungary’s pollution indices were entirely different than today due to former large-scale industrial production. With the termination of these inefficient energy systems, Hungary has basically been “performing well” since the change in political system without taking any specific steps in the interest of doing so. The analysis of the commitments for the 2020-2030 climate policy planning period, which defined emissions commitments compared to 2005 GHG emissions levels, has also garnered similar political reactions in recent years. Thus, it is not the issue of decreasing GHG emissions but the degree to which possible emissions can be increased stemming from the conditions and characteristics of economic growth that is important from the aspect of economic policy. In 2005, the Hungarian transport sector’s emissions amounted to 11 million tons, which is equal to 1.2% of total EU emissions, meaning it does not significantly influence total transport emissions. However, the stakes are still high for developing a low GHG emission transport system, since that will decide whether Hungary can avoid those negative development tendencies that have plagued the majority of Western European transport systems. Can Budapest avoid the scourge of perpetual smog and traffic jams? Can it avert the immeasurable accumulation of externalities on the capital city’s public bypass roads caused by having road transport conduct goods shipping?

    The Common Agricultural Policy (CAP) is a cornerstone of EU policy relating to rural areas. Initially, it aimed to provide a harmonised framework for maintaining adequate supplies, increasing productivity and ensuring that both consumers and producers received a fair deal in the market. These priorities have shifted to environmental and animal welfare concerns, as well as food safety and security aspects. As a consequence, the CAP has gradually moved from a production-based structure of subsidies to a market-oriented system, integrating standards for food, environment and biodiversity, as well as animal welfare. In 2010, the EU launched an extensive debate on the future of the CAP, as the European Union needs a better tailored, reformed Common Agricultural Policy to answer the challenges of food, growth and jobs in rural areas. The European agriculture must address the expectations of rural society and demands of the market concerning public goods, the environment and climate change. This raises questions of whether the CAP payments in the past have been effective in achieving their objectives and whether direct payments should be continued for supporting agricultural environmental issues.

  • Disentangling the complexity of India ’s agricultural sector

    Agricultural policies in India directly impact the livelihoods of close to two thirds of India’s population. Through policies, the government manages food security, urban and rural poverty, energy, and infrastructure, among others. Given the current state of India’s governance, the connection between policy making and its results in society becomes a key issue for research. This paper presents a game for use as a research instrument. The game can facilitate research into the policy making process at various levels of the government in India. The design is intended to understand the complexity of the institutional arrangement that defines and implements agricultural policies. The game integrates with other games that simulate other aspects of the agricultural system in India. The paper presents the verification and validation cycles followed, and identifies further steps for field validation.

  • Multifunctional agriculture: An engine of regional economic growth?

    The historical role of agriculture in economic geography and recent conceptual developments – including multifunctional agriculture (MFA), the new economic geography, amenity-driven growth, and the “world is flat” and “creative class” hypotheses – are examined, and recent empirical research in NorthAmerica and Europe is reviewed, in order to assess the potential for MFA as an engine of regional economic growth. Ideal MFA policy corrects market failures and is mostly amenity-augmenting. It has the capacity to enhance opportunities for farmers on urban fringe; stimulate growth in high-amenity rural regions accessible to cities that offer opportunities for high-value work; and generate growth in relatively remote high-amenity regions. The scope for market-failure-correcting MFA policy to propel economic growth in lessfavored regions is limited – remoteness is non-responsive to policy in the short to medium term, and amenities that attract in-migration (e.g. proximity to sea, lakes, mountains, pleasant climate) are givens for favored locations but can at best be complemented by pro-active policy – but not trivial. While this paper focuses on regional economic growth, it well to rememberthat growth is not everything. Regions unlikely to experience growth need to create satisfying futures. Market-failure-correcting MFA policy has the potential to improve quality of life, well-being, and perhaps incomes in many if not all rural places regardless of location. This accomplishment would not be trivial – economic growth for all regions regardless of resources, amenities, and remoteness is not a serious prospect, and regions in decline face daunting problems maintaining essential services and quality of life.

    Paper is aimed in assessment of first period of Poland’s membership in EU and covering agriculture and rural areas with the support under the Common Agricultural Policy in the context of future challenges faced by the agricultural policy.Analysis shows that accession to EU became a strong impulse for growth of the Polish food economy, however the main challenge for the Common Agricultural Policy in future, from Poland’s perspective, will be strengthening the multifunctional agriculture, i.e. territorial cohesion and positive effects of agricultural activity on natural environment.

  • Proposals for low-carbon agriculture production strategies between 2020 and 2030 in Hungary

    When viewed from the perspective of climate policy, agriculture as a separate sector is one of the most difficult development areas to assess. One of the reasons for this is the problem of the localization of greenhouse gas emitters, caused by the fact that production takes place in small or dispersed production units. The special circumstance that unit production takes place in complex interactive systems (food, feed, energy sources, main products, by-products, etc.) is yet another special factor, which in addition makes it significantly more difficult to measure and identify the GHGs they emit than if they were a uniform production plant. Additionally, there are few sectors outside agriculture where decision-makers encounter such strong opposition and lobby interests when developing limiting regulations. This stems from the fact that following World War II, European decision-makers and the Common Agricultural Policy elevated agriculture to a prominent role whose importance was indisputable. As a result, both climate policy and other measures that would result in any reduction of the priority of the sector are very difficult to implement, since the players involved always reason that limitations would restrict their competiveness and the security of their production. In addition, the uncertain nature of regulatory elements also poses a grave problem. As an example, the name of the sector itself – the LULUCF (Land Use, Land Use Change and Forestry) sector – shows that the strategy for reducing the greenhouse gasses emitted by the whole sector would be significantly different if these units were treated separately (agricultural land use, forest, not-cultivated areas). Taking the above into account, the present study aims to identify development directions that in turn allow those low-carbon development directions to be pinpointed within animal husbandry and plant production that have the greatest feasibility and can contribute to decreasing the GHG environmental load exerted by agriculture.

  • Development of the European Union’s environmental policy and its measures for climate protection – a review

    The negative impacts of human activities on the environment and nature can be felt worldwide. Thus there is a growing focus on measurements that keep sustainability in mind. As one of the main pioneers of environmental protection and sustainability efforts, these aspects are more and more prevalent in the current environmental policy of the European Union (EU). In this review article, the development of the environmental policy of the EU is presented. After listing the main milestones, the role of the EU in the area of environmental protection, the frameworks built around the goals and the roles of the institutions are discussed. Then – with an international detour – the details of the Paris Agreement about climate change and the state of the 20/20/20 commitments are summarised. In the remaining parts of the article, the focus is on the climate protection goals of the EU for the next three decades, the expected future directions, and the agenda of the von der Leyen Commission concerning climate protection. An important step and tool for achieving the goals set until 2050 is to incorporate climate and environmental protection elements to the 2021-2027 budget of the EU. In order to achieve the expected effects, it is crucial to develop the right tools of the environmental policy, to form a widespread cooperation, to raise awareness, and incentivise and support the innovative solutions in the sustainability area.

  • Farm-retail price transmission in Malaysian pork sector

    This study intends to determine the farm-retail price transmission behaviors of pork in Malaysia to serve as a good implication for pork pricing system in Malaysia. Using monthly data from January 1997 to December 2008, markup pricing model, Houck, and ECM approaches were estimated. While many previous studies found that farm-retail price transmission is asymmetric, this study encountered different result where the findings in both the Houck and ECM approaches suggested that the Malaysian pork farm-retail price transmission is symmetric. A change in farm price of pork is likely to have similar direction in change of retail price of pork in Malaysia. The pricing system of pork can therefore be further described by the estimated price transmission elasticities (that derived from the symmetric mark-up pricing model) where retail price is very sensitive to the changes in farm price. A change in farm price is expected to result in a bigger change in retail price of pork while other things remain unchanged.

  • Semi-subsistence farming situation and policy – the example of Hungary

    In Hungary small farms have played very important role since collectivization (1959-61). Up to radical changes small households have received strong support from coops in the field of providing inputs on one side and, marketing their products on the other. The latter was disrupted by radical reforms and small farms started struggling with survival under market conditions. Government took measures to provide a development path for those having a chance to become competitive after five years development. Three calls (2004, 205 and 2006) were released. In Hungary SSF from three regions were more interested in getting the grant as North Great Plain, South Transdanubia and South Great Plain. All three regions are agriculture dominated ones. The policy with the call has reached a very moderate number of SSFs and, on the other side small farms, either because not meeting the criteria of the call or not wanted to take the additional costs of being registered and monitored for such a small amount of support decided not to apply. The paper ends with policy lessons.

  • Determinants of dividend payout policy: An empirical study of banking sector of Pakistan

    One good way to communicate financial performance of a bank to its shareholders is the payment of dividend. The present study is attempted to explore the influence of financial efficiency, safety, risk and profitability on dividend policy using panel data of 10 commercial banks listed at Pakistan Stock Exchange (PSX) for a period of 9 years between 2006 to 2014. The panel regression technique is used to analyze the data. The analysis shows a positive relationship of dividend payout ratio with safety and profitability in banking sector of Pakistan. The study identifies a negative association of dividend payout measure with financial efficiency and risk. The results show the statistically significant association of safety, risk and profitability with dividend payout ratio. Based on these findings it is concluded that safety, risk and profitability measures are relatively strong measures for defining dividend policy. The results are strongly indicating that safer the banks, the greater payout ratio the bank has. Moreover; banks with higher profitability and lower non-performing loans (NPLs) are believed to pay more dividends.

  • Cross-sector analysis of the Hungarian sectors covered by the Effort Sharing Decision – Climate policy perspectives for the Hungarian agriculture within the 2021-2030 EU programming period

    Ever since 2012, the EU ETS (European Union’s Emission Trading Scheme), which is the EU’s climate policy was extended to include the ESD (Effort Sharing Decision) sectors’ (agriculture, transport, building) regulations. As its name implies, this mechanism is based off of shared interests and efforts, all in order to reach the climate goals. Therefore, analysing the agriculture sector from an environmental viewpoint requires the analysis of related sectors as well, since their performances will have an impact on determining the requirements to be met by the agriculture. Seeing that those primarily present in said sectors are not various firms, but people and public utility management institutions instead, the level of regulations draws from the economic state of the various countries in question (GDP per capita). Therefore, member states like ours did not receive difficult goals until 2020, due to our performance being lower than the average of the EU. However, during the program phase between 2021 and 2030, all nations are to lower their GHG (greenhouse gases) emission, and have to make developments to restrict GHG emission level growth within the ESD, which means we already have to estimate our future possibilities. During the analyses, we will see that analysing agriculture from an environmental viewpoint, without doing the same to their related sectors and their various related influences is impossible. The GHG emission goals determined by the EU have to be cleared by the agriculture sector, but the inputs from transport, waste management and building are required nonetheless.

  • Less favoured area measure in the Netherlands: a welcome or negligible addition?

    The Less Favoured Areas (LFAs) Directive (75/268) which was introduced in 1975, was the first common European instrument of regional agricultural structural policy. LFAs are areas where agriculture is hampered by permanent natural handicaps. The major objectives were to ensure the continuation of farming, thereby maintaining a minimum population level and preserving scenic landscapes and environmentally valuable habitats. In the Netherlands, the LFA measure is used as an additional payment, to compensate farmers for negative economic effects due to the conservation of these natural handicaps. It was not implemented as a stand alone policy, but is linked to measures aiming at active nature and landscape conservation management. In this paper, the effects will be examined of the regulations aiming at the conservation of natural handicaps on farm businesses within LFAs, when comparing them to farm businesses outside LFAs, where these regulations and handicaps do not exist. The main data source that was used is the Farm Accountancy Data Network. Reference groups of farms were compiled with the use of the simple and multiple imputation approach in Stars (Statistics for Regional Studies). Both analyses were tested with the use of a parametric and a nonparametric test. When comparing the results of both analyses, it can be concluded that there is no evidence that there is a statistical difference in family farm income corrected for and not corrected for LFA payment between the LFA farm businesses and the reference groups. Based on these findings it can be concluded that the size of the compensatory allowances is small and there is no evidence that it has a significant effect on the family farm income of LFA farm businesses. The main purpose of the Dutch LFA policy is to compensate farm businesses for negative economic effects due to the conservation of natural handicaps. Although this may be true for some individual farms, based on the methods used in this paper, it appears not to be the case for the collectivity of LFA premium beneficiaries as a whole.

  • Multifunctionality of agriculture, public policies and scientific evidences: Some critical issues of contemporary controversies

    Various theoretical models of public policy analysis are used to treat situations of decision-making in which public deciders have to take into account the multifunctionality of agriculture. For some, science-society relations are not really problematical. Others acknowledge the current attempts of these policy-makers to find adequate scientific knowledge, and the difficulties they encounter. These difficulties stem partly from the very content of knowledge produced by research. Could other modes of production be more efficient? The status of the knowledge produced by these approaches is a subject of debate. Bridging the divide between science and policy more effectively is not only a question of knowledge brokerage.Accessibility and reliability of the existing evidences are also problems to be addressed. The debates around evidence-based practices may provide some landmarks in this new situation although they also emphasize the limits of the tools that can be built for this purpose.

     

  • Regional benchmarking process in cognac project (Coordination of RDI policies and their coherence with other policies in the Newly Acceded Countries)

    In order to achieve the Lisbon objectives and create a knowledge based society, Europe needs to increase and improve investment in R&D. This requires improving the effectiveness and coherence of research policies at European, national and regional levels. The first cycle of application of the open method of co-ordination (OMC) to the 3% objective provided an overview of the Member States policies in a number of areas, facilitated mutual learning and led to a number of policy recommendations adopted by CREST in October 2004. The current regional benchmarking practice is made with in a 6th Framework Programme project called Cognac, which is the acronym for Coordination of R&D&I policies and their coherence with other policies in NewlyAcceded Countries. The project is focusing on two priority subjects: public research spending and policy mixes and SMEs and research. The project was supported within the first cycle of the RTD-OMC NET call. The benchmarking exercise tries to show the differences in the performance of participating regions. It supposed to choose the best regions at NUTS II level by the two priority topic of the project: “Public research spending and policy mixes” and “SMEs and research”. Geographically the analysis covers the area of the eight partnering regions.

  • Economics of GM crop cultivation

    Asynchronous approval of new GM crops across international jurisdictions is of growing concern due to its potential impact on global trade. Different countries have different authorisation procedures and, even if regulatory dossiers are submitted at the same time, approval is not given simultaneously (in some cases, delays can even amount to years). For instance, by mid-2009 over 40 transgenic events were approved or close to approval elsewhere but not yet approved – or not even submitted – in the EU.Yet, like some other jurisdictions,the EU also operates a zero-tolerance policy to even the smallest traces of nationally unapproved GM crops (so-called low-level presence). The resultant rejection of agricultural imports has already caused high economic losses and threatens to disrupt global agri-food supply chains. The risk that feed supplies could be affected by a low-level presence of non-EU approved GM material could be resolved if the EU allowed a tolerance for this, rather than operating a strict zero tolerance as now. The Commission has undertaken to come forward with a nonlegislative technical solution to address the difficulties created by a strict zero tolerance policy. To what extent this would be helpful will depend on the nature of the proposed solution.

  • Composite indicators and sustainable development of regional agriculture applied to the Stavropol Territory in Russia

    The aim of this paper is to understand and evaluate agricultural sustainability in the Stavropol Territory by means of a composite indicator. In particular, the paper applies principal component analyses to calculate a composite sustainability index by integration of selected economic, social and environmental indicators. The results demonstrate the utility of analyzing several indicators in conjunction. The results also may indicate which variables influence development of regional agriculture. This information is important in order to design agricultural support policy and to implement an increase the sustainability of the agriculture sector.

  • Greener cement sector and potential climate strategy development between 2015-2030 (Hungarian case study)

    Advancing the domestic industrial production towards a sustainable, resource-preserving direction can become an important pillar to support competitiveness in the European Union, as well as in Hungary. Reaching the de-carbonization goals for industrial production via lowering the production volume may result in less desirable macro-economic effects, so decisions which concern the industry require a lot of attention from the climate policy as well. In the case of the cement sector, economic actors have to be motivated to make energy-efficiency investments and technology developments, which also show promise in terms of business efficiency. In the more natural-resource-intensive branches of the industry, both innovations and technological developments will be required to reduce the amount of used non-renewable energy resources, keep it in the industrial cycle, and reduce environmental load. The importance of greener cement will be essential in the near future to reduce the sector’s CO2 emission levels. We need to identify more sector branches which relate to sustainability, which can aid the country in establishing long-term competitiveness that points towards the de-carbonization goals. The cost-efficiency aspects of this development process are the most tedious questions in today’s business planning.

  • Allocation of structural funds before and after the brexit: An exercise in the economics of cake-sharing

    What impact has the Brexit on the allocation of money from the structural funds? As the UK is a net contributor to the EU budget, the budget for Structural and Cohesion Policy will shrink. This will have an impact on the allocations of the structural funds to the remaining members of the EU. In order to estimate the allocation of the structural funds to the remaining EU members an allocation model is developed in this article. It appears that the model results do not only show the sharing of the cake, but also the size of it.

  • Towards innovative environmental management in the Agro-food Industry

    This article focuses on the problem: what external (stakeholder) and (internal structural/organizational) factors drive companies in the food- and agribusiness towards innovative environmental management? Innovative companies are those considered to have adopted a supply chain perspective, instead of a focus on the single business unit. We propose that innovativeness is associated with stakeholder wishes (the government, the public environmental policy being a major influential factor), in combination with structural characteristics of the firm (like R&D-efforts, culture and managerial competences). We surveyed 492 companies in 2002, to get insight into the causes of innovativeness in the Dutch agri-food sector, and supplemented this data by means of a similar questionnaire in 2005. Structural equation modeling and correlation analysis were applied. The research provided evidence that companies are restricted by, and therefore not comfortable with, public environmental policies, which seem to obstruct innovativeness rather than stimulate it. Firms that(1) have enough internal (physical, financial, social)resourcestoinnovate, and (2) are more embedded in a web of (commercial) stakeholder wishes, prove to be more innovative. Suggestions are made to shift the corporate and public policies towards a supply chain-oriented approach by granting benefits for vertical cooperation in supply-chains.

  • The new strategic directions of rural development in Hungary

    The notion of sustainability is the basis for our future possibilities. Local sustainability, in the centre of which can be found the livable settlement, is especially important in rural areas.Without developing rural areas, there is no developing society. The growth of the Earth’s population and the world economy has already surpassed the carrying capacity of this planet which may result in an “overshoot and collapse”. This can still be prevented today. The population of towns and cities is rapidly increasing. Urbanization is a very fast process, even in Hungary. In large cities with millions of inhabitants crime and lumpen lifestyle pose huge problems. However, the bases of a successful economy are morals and a puritan lifestyle, which so far have characterized rural villages. 70% of the poor and needy live in rural areas in the developing countries and agriculture provides livelihood for 40% of the world’s population. The International Assessment of Agricultural Knowledge, Science and Technology for Development (IAASTD) was established in 2002 by FAO and theWorld Bank to learn more about the role of agricultural science and technology. After the positive decision some comprehensive summaries were made on all the related topics with the participation of 400 scientists. The assessment provided many lessons to learn and at the 2008 closing sessions in Johannesburg, the reports were accepted and it was proved that rural areas have a significant role in providing adequate means of earning a livelihood. The Ministry of Rural Development composed a domestic-level study with the title of the National Rural Strategy. The objectives stated in the study can be seen as the main directions of the Hungarian rural strategy. The land policy aims to support the 50–70 hectare family farms and have the agricultural lands under national authority. The population must be provided with ample and safe food. The priority of local economy, local sale, and local markets is important. The positive exploitation of our natural resources may result in the strengthening of rural areas. The deterioration of rural areas must be stopped. In order to halt these processes swiftly fundamental, patriotic economic and social policy changes, a strong people’s party, a short-run crisis treating and a medium-long-run strategic development and action plan are needed which is based on the respect of work and moral norms, national cooperation, solidarity, and the defense of our mutual interests rather than on speculation (ÁNGYÁN, 2010). The greatest problem of Hungary is low employment.Workplaces may be created in the least expensive and the fastest manner in irrigational agriculture. In order to achieve this, the role of the state must be reconsidered and EU rules on state intervention must be reviewed.

    Due to the high levels of manure application and the poor use efficiency of manure, the European agriculture is held responsible for a considerable negative impact on surface water quality (Langeveld et al., 2007). This problem has emerged particularly in Western-European countries such as the UK, Belgium, The Netherlands and Denmark, facing a large expansion and intensification process in the livestock production since the 1960s (Van der Straeten et al., 2008). Policy measures related to the application of manure on the land encompass two major measures: emission rights, understood as the amount of nutrients which can be applied on the land, differentiated by crop and the N spreading calendars, whereby the manure can only be applied when the crop needs nutrients. The fundamental aim of this pillar is to maximising application rate while avoiding overfertilisation. Maximizing the application rate is related to the economic sustainability of the agricultural sector, by altering the manure surplus, while avoiding overfertilisation is imperative in enhancing ecological sustainability, by preventing nitrate leaching to surface and soil waters. For nitrate policy to meet its target, the farmers should not exceed their emission rights, however make optimal use of their emission right for manure. Consequently, the successful implementation of sink-related measures will strongly depend of the absorptive capacity of farmers towards new ways of nutrient management in general and of animal manures in particular.
