  • Methodological questions of a survey of civil organizations

    Today, the non-profit sector, and especially the role of civil organizations, has become significant in society. In Hungary there has been a large development in the past 20 years, in the non-profit sector, as the number of such organizations has quadrupled. The number of classic civil organizations (foundations and associations) makes up more than 80% of the non-profit sector. The social attendance, economic significance and affect often raise the issue of the true intensity of the sphere and also the question of why there are such vast differences between the conditions of function, human resources and how successful they are. For years now, with management related examination, we have been searching for the answers to the above questions, within the confines of the functional aspect research program of the Institute of Management and Organization in University of Debrecen, Centre for Agricultural and Applied Economic Sciences, Faculty of Applied Economics and Rural Development. Above all, we made an attempt to find general, management- related results and answers, with the use of probability sampling, a low number of samples and surveying.
    In the selection process of organizations to include in our research, we relied on the data base of the Court of Hajdú-Bihar County and with K-aspect systematic sampling, and we also questioned more than 140 managers from different organizations. With this research, we acquired a diverse collection of information, which now we intend to summarize within this article. With this article, we aim to find out how realistic a picture the database of the Court gives regarding the civil activity of the county. Even the sampling was not trouble free, since the entire database is not accessible.
    The survey also revealed some problems that confirmed the statement of the Central Statistic Office (KSH), i.e. that some organizations either do not function at all or function in name only.

  • Impacts of the global financial and economic crisis on the agro-food industry and rural livelihoods in Serbia

    Sixty-five per cent of the Serbian land area is agricultural and 55% of the population is rural.Agriculture share of GDP is more than 10% and about 47% of the rural labour force deals with agriculture. The aim of this work is to analyse the impacts of the global financial and economic crisis on the Serbian agro-food sector and rural communities. Measures introduced, mainly by public institutions, for relieving the consequences of the crisis are presented and discussed. Easily accessible yet high quality data from the central Office of Statistics in Serbia and specialized literature have been used. Impacts have been assessed by analyzing and discussing the trends of many socio-economic indicators. The crisis has had general impacts on the Serbian economy (low GDP growth, unemployment increase, price volatility, purchasing power decrease, etc.). Due to the crisis growth in agricultural production has been very low (0.1% in 2009). Agro-food exports decreased dramatically in 2008. About 9000 agricultural jobs were lost in 2008 and 2009. Reduced exports and lower domestic demand impacted negatively on agricultural commodity prices and agricultural household incomes.Access to credit became more difficult especially for small producers. However, agriculture is still a very important safety net. Agricultural employment share has increased both for men and women. The importance of agriculture is even higher if we consider the “grey agricultural economy”. To mitigate the crisis effects, the Government provided subsidies to rural people and will adopt the National Strategic Plan and Programme for Rural Development. Nevertheless, public institutions - in partnership with private, civil society and international organisations - should improve rural producers’ access to market information and credits and foster investments in rural areas including non-agricultural ones and those aiming at improving physical capital.

  • Examination of the organizational frameworks of sports enterprises in the light of good german practices

    In Hungary, with respect to the organizational issues associated with sports, there has occurred the demand for clarifying structural forms. The domestic development of sports raises the question in which fields the association-based sports model can be sustained, and operated further, and where organizational structures aligned with business models are viable. This article has described an example from German professional football, i.e. given an overview of the operation of Borussia Dortmund as a potential form for the enterprise and organizational solution. The strength of the demonstrated model is that the pursuance of business activities that cannot be or can be just hardly handled in the environment offered by associations is transferred to a setting dominated by economic conditions, whereas self-regulating civil values are not lost either, because the association remains the “parent company”.

  • Performance indicators in CSR and sustainability reports in Hungary

    Corporate Social Responsibility (CSR) or Corporate Sustainability reporting is a relatively new phenomenon in Hungary. As the external pressure from the civil society, public authorities and the media has so far been fairly low, this important corporate activity emerged only at the beginning of the last decade. In spite of this, several pioneering companies have started to publish information on its environmental and social performance in recent years. CSR and sustainability reports are seen increasingly as strategic documents that offer a balanced, objective, and comprehensive assessment of a firm’s non-financial performance. In 2008 and 2009, more than a third of the 100 largest companies reported on their non-financial results (most of them were GRI based reports). In 2010, sixty-one organisations published a report about their non- financial performance, and 22 of these for only the first time. The aim of this paper is to present recent attempts to use indicators in CSR and sustainability reports. On the basis of a detailed review of 70 CSR/sustainability reports published during the last 9 years in Hungary, an analysis was made on the performance indicators appearing in the reports. The motivations of indicator selection processes was analysed and the intended roles of indicator set in communication and strategy design was presented. The significance of and limits to the proposed indicators was discussed.

  • The relevance of sports financing

    According to estimations sports exploit approximately two percent of world GDP. In addition sports represent an important function in culture, socialization and also in education, act an outstanding role in economy, as well, though academic researchers cannot find positive relationship between sports financing and economic growth. Sports were originally civil actions, with non-profit nature, where they did not aspire to reach high returns, but fulfilment of sport itself. However returns can be realized and reinvested in sports. This paper tries to collect the different aspects of sports financing in order to highlight its relevance.

  • The social value of science shops: A cost-benefit analysis

    We describe and apply a method to determine the net social benefits of science shops. University departments operating as science shops coordinate research projects for individuals or civil society organizations (CSO) lacking the financial means to turn to professional consultancy bureaus. Three cases are analyzed; the science shops atWageningen, Brussels and Eindhoven. After investigation, it appears that under the normal assumptions for the application of CBA, the science shops concerned show positive net social benefits.

  • Recruiting recent graduates to work at agricultural enterprises: Siberian region case study

    The authors present the results of the analysis of the employment of graduates of agricultural specialties in the Siberian Federal District of the Russian Federation. In the Siberian Federal District, more than 20 universities are engaged in the training of specialists in agriculture. The universities pay special attention to the employment of their graduates and often have their own programs of graduates’ employment.
    The article is devoted to discussing the reasons why the graduates consider the work in the rural area to be unattractive (low standards of living conditions compared with town, lack of quality education for children and possibilities for professional development, etc.) The necessity of realization of the state strategy intended to support graduates of agricultural specialties is grounded, including assigning the status of civil servants to social workers in rural areas and attracting successful entrepreneurs to the village and creating conditions for the development of the entrepreneurial
    environment.

  • Futsal for the blind: a new opportunity for Hungarian people with visual impairments to get engaged in physical activity

    The proportion of Hungarian citizens involved in regular physical activity is extremely low and rates are even lower amongst people with disabilities. It is, however, undoubtedly easier to stimulate physical activity if a wide variety of different sports is accessible for them. Blind futsal was introduced by an NGO, Sports and Leisure Association for the Visually Impaired and it has been played in Hungary for only a year.
    The present work, by introducing this special sport through document analysis and semi-structured interviews, aims at calling sport professionals’ attention to the unexploited opportunities of adapting sports to blind people’s special needs. The author also wishes to highlight the power of a civil initiative and the inmense effort people with visual impairments themselves make for improving their own sporting opportunities.

     

  • Analysis of the chain of the banana industry of Ecuador and the European market

    Bananas are among the four main crops in the world, including wheat, rice, and corn. It is the most exported fresh fruit in the world in terms of volume and value. The European Union (EU) is the largest banana importer globally with an estimated volume share of 33%.  Ecuador is the top exporter since it is responsible for one-quarter of the world banana exportation. It represents 22% of total world exports, 27% of total agricultural exports in the country and 8% of the value of all exports (including oil). The present work analyzed the chain of the banana industry of Ecuador and its position in the EU market. A non-experimental empirical method with a quantitative and qualitative approach was used supported by scholarly literature and secondary research data collection. Results obtained show that the main countries destination shipped 87.8 % of total bananas exported from Ecuador in the period of 2007 – 2017. The largest importer of Ecuadorian banana is the European Union (28.9%). In Ecuador, approximately 78% of the banana producers are small companies, by adding the medium ones 95.6% is reached. Thus, the production of bananas in the country is mainly based on the family economy. In 2019, the official banana box price for producers in Ecuador is USD 6.30. In the EU market, it can reach over USD 18.00. It suggested an unfair payment to small and medium producers.

  • Rural resilience and the role of social capital among farmers in Kirundo province, Northern Burundi

    In Burundi, more than 90% of the active population is engaged in family agriculture, which plays a vital role in food production and constitutes more than 50% of the GDP. Before the civil war of 1993, Kirundo was deemed the “breadbasket of the country”, as the region fed many parts of Burundi through growing particular foods such as legumes and cereals. Family farming was market-oriented. Kirundo alone includes 8 lakes which offer opportunities for field irrigation. Today, this region is the first province in Burundi which shows a high rate of malnutrition, as poverty has increased and a sharp 53.9 % decline in agricultural production has been witnessed between 1996 and 2009. The aim of this article is to analyse the role of social capital through the local association network in improving family agriculture and the resilience to climate change and conflict crisis. In this study, 73 farmers were surveyed in Kirundo province through means of a questionnaire, and the study was completed by collecting secondary data. Analysis of the data reveals that, despite recurrent droughts in that region which caused deaths due to famines and displacement of people to neighbouring countries such as Rwanda and Tanzania, 44% of the farmers who were surveyed were shown to have resilience to climate change. The analysis of data shows that these farmers were members of well organised local associations, and had learned about specific topics such as financial management, processing and storage of agricultural products and livestock. The social capital network positively influences their income and their resilience to climate change and conflict crisis.

  • Estimating the economic potential of rural microregions

    Experts have been involved in the problems of determining microregions in Hungary since their establishment. In Hungary, the microregions (NUTS17 IV) were established by top-down method. This system cut through existing economic and cultural connections. The villages set up their own bottom-up microregions, which have tighter connections than the official regions. In my article, I estimate the economic potential of two regions, the regions Erdôspuszta (Hungary) and Hohenlohe (Germany), after analyzing the relevant literature on determining economic potential. Projects realized by enterprises and civil organizations have strategic significance in the economies of settlements, and it is true that their developers are not members of the formal management of the settlement. The local governments, however, should conduct realization and topdown of projects, and they have to have an image of the future and strategic plans. The present Hungarian practice, which appears in supply oriented applications, is not expedient over the long-run.The projects of settlements are run parallel to each other; they therefore fail to reach any synergic effect. The aim is harmonizing and building projects onto each other.

  • An examination of the organizational culture at the policing

    The subject of this thesis is presentation of the examination related to the organizational culture of the Police, the special law enforcement body which guarantees internal order and public security. The police, at the same time, as armed law enforcement body ensure the order of the economy and its legal security. Security is not only important for the citizens and social organizations, but also for the profit and non-profit organizations. The Police carry out official work, but also provide services that presuppose two types of contact system and modes of management. There were a number of changes in the body of the Police over the past two decades (e.g. accession to the EU, accession to the Schengen area, integration of the Police and the Border Guards, outsourcing certain activities, regionalization of sponsorship activities), in which I have taken part as a manager of the developmental programs. These changes have not only affected the police organization and the approach of the employees, but also the organizational culture. The changes cannot be considered as closed: the Ministry of Interior, governing the Police, takes decisions on organizational changes, but also the managers at the Police play an important role in this process. Under „change” I do not necessarily understand a change in the structure, but also a change in the organizational culture to create support for the reform process, and the option to co-ordinate the diverse structures. The changes have obviously affected the thinking of the managers and the employees, as well as their relationship to the organization. The official duties, including the detection of the crimes (including agricultural and economic crimes), cannot be performed without the day-today cooperation with the bodies of the civil law enforcement, through which the Police may increase the effectiveness of detection of such crimes and thus the citizens’ subjective feeling of security. Therefore, the present thesis aims at the examination of the Police’s organizational culture and its management methods.
