Long-term government responses to sustainable tourism development: principles and strategies
89-92Views:234Tourism is one of the leading sectors in the world economy. Enhancing its well-known economic, social and environmental benefits while managing its negative impacts are highly important for the national governments in European Union. Strategic planning is essential to meet the long term requirements of sustainability. National sustainable development strategies and tourism strategies are fundamental means of strategic planning as they provide guidance for the decision-makers of the tourism sector. The member states of the European Union have prepared their national sustainable development strategies, furthermore the Union’s common strategy and the national strategies of some member states have already been revised and renewed by now.The Hungarian strategies – National Sustainable Development Strategy and National Tourism Development Strategy – were completed the World Tourism Organization published its twelve aims for an agenda for sustainable tourism in 2005. Consequently these strategies are expected to contain references to the sustainability requirements and environmental, economic and socio-cultural aspects of tourism development. In the present study we analyse the issues of sustainable tourism development in the sustainable development strategies of the EU and Hungary and the National Tourism Development Strategy of Hungary 2005-2013 with special attention to the principles laid down by the WTO in 2005. Our aim is to investigate the cohesion between the principles of sustainable development and sustainable tourism, and their manifestations in some of the strategic documents influencing Hungarian tourism development.

The role of education, knowledge and human resources for the agricultural development in the perspective of new cap: an hypothesis of change in Basilicata
123-129Views:177The role of education, knowledge and human resources in the agribusiness becomes of primary importance for the development of agricultural sector and, more generally, of the territory. The main objective of the present paper is to verify the role of investment in human resources and, consequently, in services for the agricultural development for the dynamics of rural development, trade and international cooperation of agribusiness.After a literature review, the paper firstly analyses the characteristics of the Italian Region of Basilicata, selected for our empirical application, and secondly develops an econometric model to explain the relationship between the rural GDP and a set of economic variables and of network-education-social (NES) dummy variable. These NES is representative of social, educational and, network factors, describing the degree of openness of the region firm. As expected, the results show that farmers may act as engines for economic development when they are trained on the basis of the needs and requirements related to innovation and research, and they are assisted through new models of organization of agricultural services.

Improving audit functions of supreme audit institutions to promote sustainable development

Methodological questions of a survey of civil organizations
95-98Views:160Today, the non-profit sector, and especially the role of civil organizations, has become significant in society. In Hungary there has been a large development in the past 20 years, in the non-profit sector, as the number of such organizations has quadrupled. The number of classic civil organizations (foundations and associations) makes up more than 80% of the non-profit sector. The social attendance, economic significance and affect often raise the issue of the true intensity of the sphere and also the question of why there are such vast differences between the conditions of function, human resources and how successful they are. For years now, with management related examination, we have been searching for the answers to the above questions, within the confines of the functional aspect research program of the Institute of Management and Organization in University of Debrecen, Centre for Agricultural and Applied Economic Sciences, Faculty of Applied Economics and Rural Development. Above all, we made an attempt to find general, management- related results and answers, with the use of probability sampling, a low number of samples and surveying.
In the selection process of organizations to include in our research, we relied on the data base of the Court of Hajdú-Bihar County and with K-aspect systematic sampling, and we also questioned more than 140 managers from different organizations. With this research, we acquired a diverse collection of information, which now we intend to summarize within this article. With this article, we aim to find out how realistic a picture the database of the Court gives regarding the civil activity of the county. Even the sampling was not trouble free, since the entire database is not accessible.
The survey also revealed some problems that confirmed the statement of the Central Statistic Office (KSH), i.e. that some organizations either do not function at all or function in name only. -
NEW METHODS FOR STRUCTURAL DEVELOPMENT CAUSED BY OPEN INNOVATION IN RED BIOTECHNOLOGY
Views:144Red (pharmaceutical) biotechnology is currently one of the most innovative industries. A good example of this is the fight to develop a vaccine against the COVID-19 pandemic, or even the incredible dynamism of the development of anti-cancer drugs.Innovations always carry uncertainty within them - the authors of this article see and experience this every day during their managerial work related to R&D in the biotechnology sector. Decisions often have to be made on uncertain grounds, with incomplete information. Mapping all these anomalies and their root causes is also necessary according to what has been experienced in various organizations, but at the same time it is a very interesting and challenging task. One of the possible means of sharing and reducing the risk is the so-called Open innovation, which required innovations in the fields of technical, industrial rights protection, privacy protection, but also cooperation platforms.All this required a new organizational and structural operation from the actors. This means that technological innovation attracts and results in project innovations. We assume that organizational development and structural innovations were also achieved through these transfers. We are trying to validate this hypothesis with the help of interviews with professionals.Our thesis: the challenges arising from the special innovation of red biotech also caused and necessitated the innovation of organizational structures and the development of its organizational and structural functioning, to which open innovation gave outstanding help.

Safety culture measurements results in the agricultural sector
143-150Views:126The author examined the safety culture and in relation to that the safety and health-related human factors. The examination was conducted primarily in the agricultural sector. Safety culture is also a key factor in business life especially in productive sectors. Basically, it determines the general work safety and occupational hazard situations, which may have an impact on business, competitiveness, and efficiency, and also employee satisfaction.The concept of safety culture is new in the applied sciences. Scientific investigations of safety culture are diverse, varying by country, science background and economic sphere. The author has created a dimension-model, which organically reflects the relations of safety culture within an organization, projected mainly on conditions in Hungary. Some safety culture dimensions have been also examined on the basis of international safety culture research methodology. The author investigated some safety culture dimensions on the basis of international safety culture research methodology. This method is suitable to investigate the status of the relevant safety culture dimensions at agricultural organizations. It has possibilities, in the course of safety culture operationalization, to mark out dimensions which as elements of organization culture are suitable for denotation of safety culture. In this paper the author publishes some of his results about the examined 18 agricultural enterprises. The author used a self-made questionnaire for the interviews. In the questionnaire he used Likert-type scale to measure the qualitative elements of the dimensions.

An examination of the organizational culture at the policing
43-50Views:259The subject of this thesis is presentation of the examination related to the organizational culture of the Police, the special law enforcement body which guarantees internal order and public security. The police, at the same time, as armed law enforcement body ensure the order of the economy and its legal security. Security is not only important for the citizens and social organizations, but also for the profit and non-profit organizations. The Police carry out official work, but also provide services that presuppose two types of contact system and modes of management. There were a number of changes in the body of the Police over the past two decades (e.g. accession to the EU, accession to the Schengen area, integration of the Police and the Border Guards, outsourcing certain activities, regionalization of sponsorship activities), in which I have taken part as a manager of the developmental programs. These changes have not only affected the police organization and the approach of the employees, but also the organizational culture. The changes cannot be considered as closed: the Ministry of Interior, governing the Police, takes decisions on organizational changes, but also the managers at the Police play an important role in this process. Under „change” I do not necessarily understand a change in the structure, but also a change in the organizational culture to create support for the reform process, and the option to co-ordinate the diverse structures. The changes have obviously affected the thinking of the managers and the employees, as well as their relationship to the organization. The official duties, including the detection of the crimes (including agricultural and economic crimes), cannot be performed without the day-today cooperation with the bodies of the civil law enforcement, through which the Police may increase the effectiveness of detection of such crimes and thus the citizens’ subjective feeling of security. Therefore, the present thesis aims at the examination of the Police’s organizational culture and its management methods.

Regional identity in rural development: Three case studies of regional branding
19-24Views:303Within the globalizing world, regions and their identities are subjected to great pressure. At present, places are engaged in a process of “territorial competition” in an integrated world economy. The identity of the region can be used as a starting point to brand a region and differentiate it from others. In the regional branding process, the region as a whole becomes a product or brand and offers a “basket” of regional products and services. Regional branding is aimed at creating a more distinctive image or reputation, which helps to increase regional competitiveness. This paper discusses the possibility of regional identity as a mobilizing force for rural development, by studying best practice examples of regional branding. Using the grounded theory approach, we conducted interviews in three case regions:West Cork (Ireland), Groene Woud (the Netherlands) and Pajottenland (Belgium). The study of these cases led to the formulation of critical success factors on the organization of regional branding. Comparative analysis of the cases demonstrates the importance of passionate initiators as ambassadors of the region and the advantage of a well-coordinated internal network in the region. Next to that, the internal marketing of the region is considered an important critical success factors.

Work organization and economic examination of breadwinning of rurality
37-39Views:123Agriculture has been and probably will be a significant branch in the south part of the Great Plain in the future as well. Besides the mass products and in many cases instead of them when forming the agricultural structure, this region has to pay more attention to the branches that were important in the past. Hungarian experts who are famous in foreign countries as well deal with these branches and they provide excellent products. The rules referring to these products are more liberal in the market places of the European Union and their development is not controlled by strict quota systems. In the south part of the Great Hungarian Plain a lot of unique products of excellent quality are produced. Here in this essay we would like to find the answer to the question how the two significant products of the southern part of the Great Hungarian Plain can provide the families with the income that they can live on.We aim at the economical examination of the cucumber grown in Méhkerék and asparagus of Homok. To do this we will apply the so called Standard Gross Margin. The agriculture of the states of the European Union is measured with the help of this method. It can also help us in the future to decide whether the different farms belonging to families are economically viable in Hungary.

Examining some fields within human resources management

This function aims at the most efficient usage of employees in order to realize both organizational and individual goals. Nowadays high significance is attributed to human resources management, since the human factor is the resource that determines the success of an organization. The results of a company are in proportion with the knowledge and talent of the people on its payroll. Human talent and knowledge can be utilized to the greatest extent in case management is able to motivate employees to meet not only the necessary requirements but also to achieve the highest possible results. Human resources management consists of several fields of activities, among which the following are the most important: analysis, planning and assessment of the scope of activities, human resources planning, workforce supply, performance assessment, motivation, developing human resources, labour relations, labour safety, HEM information system. Our studies cover a few fields within human resources management. Our research has been carried out at organizations in Hajdú-Bihar County. The study is based on questionnaires, which have been processed by computers and evaluated using statistical methods.

The impact of boundary organizations on decision-making under uncertainty: A multi-agent simulation
13-16Views:151Modern environmental issues imply that decision-makers have the capacity to take into account possibly conflicting information from distinct domains, such as science and economics.As the development of technology increases the temporal and spatial scopes of risks, decision-makers can no longer consider economic and scientific information separately but should encourage experts to work together. Boundary organizations, institutions that cross the gap between two different domains, are able to act beyond the boundaries while remaining accountable to each side (Guston, 2001). By encouraging a flow of information across the boundaries, they permit an exchange to take place, while maintaining the authority of each domain (Cash et al., 2003; Clark et al., 2002). The goal is to simulate boundary organizations to assess their impact on the diffusion of experts’ opinions. The hypothesis tested is whether the existence of a boundary organization eases the decision-making process by reducing the number of opinions expressed. The methodology relies on a multi-agent system based on a model of continuous opinion dynamics (Deffuant et al., 2001) extended over two dimensions. The world is defined by two parameters: the uncertainty, that reflects the possible zone of discussion between experts, and the exchange, which represents the openness of discussions. Agents are described by credibility and conviction: the credibility represents how much other agents may be influenced by an agent, and the conviction represents the resistance of an agent to changing its position. Two kinds of agents are left free to interact, modifying their position in their domain (dimension) through one-to-one exchanges. Agents called borgs are introduced: open to trans-disciplinary discussion, they are able to exchange on both dimensions. The results show that the range of expressed opinions is significantly reduced, even at low levels of experts involved in the boundary organization.

Use of methods and tools for an effective small and medium-sized enterprise in Szabolcs-Szatmár-Bereg county in Hungary
Views:203Small and medium-sized enterprises form the engine of the Hungarian economy, both in terms of their number and their employment rate. Therefore, the efficient operation of this sector is in the interest of many economic actors. However, experience shows that today's SME sector still needs to develop in many ways to become efficient. This study aimed to analyze whether SMEs use the necessary methods and tools to be efficient. Planning and the development of strategy are very important methods and tools for efficient and organized work, as it defines and clarifies the direction taken by an enterprise. However, the survey and the in-depth interview showed that they are not necessarily considered important for the participating SME leaders. According to the interview, one of the reasons is that SME leaders have a better understanding of everyday tasks and their implementation than the managers of large companies. Furthermore, in most cases, the SME leader is personally involved in everyday work. This provides the advantage of having the opportunity to fully understand the enterprise, thus managing, and developing it more effectively, as he or she can intervene more flexibly, faster, and more accurately if necessary. However, due to the small size of the organization, the manager also must perform the tasks of several functions (marketing, management, finance, etc.), which require multidisciplinary knowledge and skill. In SMEs, due to their specificities, it is difficult to apply best practices in large enterprises in both management and various functions.

Research and education in agrobusiness in Mosonmagyaróvár – the 200-year history
129-136Views:240In 2018, the Faculty of Agricultural and Food Sciences of Széchenyi István University celebrated the bicentenary of its predecessor’s foundation. Agrobusiness courses played an important role in the university’s agricultural engineering program throughout this major time period. The aim of this study is to examine how the titles, the content, and the significance of the courses changed during the institution’s important periods. Institutional history publications and the academic textbooks of great professors provided the basis of this research. Business administration, accounting, and agricultural estimation studies courses were already dominant in the first curricula. Later, courses concerning business and agricultural economics gained more ground and were accompanied by other fields of study: agricultural statistics, agricultural politics, agricultural history, and agricultural economics. During this 200-year period, the education of economics and other social science courses was done within the departments of agricultural economics and marketing, work organization and factory management, and social science and business operations, with the contribution of internationally renowned professors: Pál Sporzon, Richárd Suschka, Árpád Hensch, Károly Világhy. The Hungarian Royal Economics Academy (1874-1942) can be considered as the first prime of the agricultural economics education. From the 1900s onwards, the courses became more specialized, their numbers continuously grew, the disciplines expanded, and the number of departments increased. The second prime is the first decade of the 2000s, when besides the traditional agricultural programs, the institution started teaching economic agricultural engineers in its undivided 5-year training. They were the most popular agricultural engineers in the labor market due to their well-balanced knowledge in agriculture and economics, as well as their excellent leadership skills.
Having abandoned the economic agricultural engineering program, the institution currently educates, besides other agricultural majors, rural development agricultural engineers, whose skills the labor market does not know very well. The proportion of business related courses show a significant decline in the curriculum of traditional agricultural programs as well.

Defining the strategic objectives of Hungarian mutton product chain and elements of marketing strategy in the beginning of the second decade of the century
119-132Views:244The sheep sector is regarded to be a “black sheep” in Hungary, both in terms of economy and marketing. On one hand, the sector is not easily traceable as available relevant data are partial and infected by the effects of black market or underground economy; on the other hand, there are no clear, concrete statistical data or surveys on consumption either.
The present study attempts to dissolve the above anomalies and present findings by fact-based model calculations and actual marketing surveys. The fact-based model developed and used for more than 200 variables verifies the correctness of economic calculations. Original examinations were performed by Béla Cehla, doctoral candidate, in 2000–2011. The marketing survey, although not in full accordance with statistical requirements, was carried out in 2012 and it processed relevant data authentically.
The main conclusions are the following: It is clear so far that genetic basis should primarily be evolved in the industry, as it is the factor that mainly contributes to profitability and price-type factors come only following it. Genetic modification is achievable by changing breeds or crossbreeding. The findings of product chain level sensitivity analysis have provided clues that the added value generated in the sector is already determined during slaughter lamb production and progeny influences this value in approximately 80%. Critical points are feed conversion ratio and the relating price of lamb feed, which influence added values by 2.7–2.9%. The remaining factors affect added value through feeding costs, although not considerably.

Civic organizations and citizens-an alternative approach to understanding civic engagement
137-141Views:124The importance of nonprofit, and inside classic civic sector is usually approached on the basis of figures of the Statistical Office. Based on these, we may assume these to have a slight or intermediate role in the greater economy regarding economic capacity and human resources. Actually, we cannot have a closer look into local conditions and circumstances which would contribute to a better understanding of how civic organizations are connected to citizens. It is difficult to estimate the background, effect, personal movements behind the civic sector; international literature discusses this issue in the framework of civic engagement. In a private examination, I may also contribute to the alternative approach to the importance of the civic organization sector by studying and measuring the complex indicator termed “civic involvement”. Additionally, a small scale pilot examination has revealed a better, more precise description of the connection between citizens and civic organizations, which may also enable the better planning of local municipal interventions.

Reporting companies’ performance – in respect of the international financial reporting standards (IFRS)

Several regulations tend to provide the framework for reporting performance and income of the companies, but in different statements performance is inconsistently presented and many kind of evaluation method exist in the practice. These facts led to the demand of properly assess the financial health of an organization, and created a commonly accepted rule-system, which name was International Financial Reporting Standards (IFRS). In this paper I tend to present the statements, definitions and factors, which can have great influence in representing the performance, income of the company in the frame of the IFRS, and reveal the differences between the other accounting regulations (EU directives, Hungarian Accounting Act) in this field.

Use of coordination spheres in food economics
69-71Views:156The coordination plays central role in the economics. The conventional economic theory looks at the market and enterprise (or hierarchy) as two different, separated manner of coordination of economic goods and services. However the modern organization theory, price theory and institutional economics show that different types (not only market and enterprise, but also several types of hybrid forms) of coordination (or governance structure) necessarily live together in the current economic system. Based on my previous research on the field of regional clusters in the food industry I came to the conclusion that the cluster is one of the spheres where economic coordination can occur.At the same time I pointed out that the ways of coordination can be ordered on an ordinary scale according to its normative or positive nature. I’ve also found that the choice between the coordination spheres (market, enterprise or cluster) is not arbitrary, but instead depends on the interest’s dimension which is represented by the exchange of goods and services in question.

Human resource aspect of agricultural economy – challenges of demographic change
163-167Views:188Over the past decades, the agrarian policy has tried to contribute to the catching-up of the rural areas with varying dynamism and aid scheme. However, its result is significantly below expectations. Nowadays, the age composition of the population living in rural areas reveals an unfavourable picture; the rate of the elderly, deprived persons and people being inactive from the aspect of employment is high and it is also combined with the low educational levels. The young generations and intellectuals leave the rural areas and, consequently, the rate of the active population continues to grow narrow as well as the proportion of young and skilled employees decreases. As a consequence of changes in the past decades, the rate of agricultural employment has not led to an intensive change but a failing change in extensive direction which lays off jobs. Nowadays, this process also determines the Hungarian rural society. In the sector, the need for employment diminishes as a result of the development in technology and due to the expansion of services sector. The purpose of our study is to present and analyse the human resources of our country’s agriculture by skill level and age group and compare it with the needs of companies, by doing this we try to compare supply and demand. In details, based on secondary data source, we investigate the agricultural labour force and try to confront it with the advertisements of job search portals (three of our job search portals based on our predefined criteria), by which we achieve a current picture of the agricultural human resource circumstances.
