  • Adaptations to potential impacts of climate change in the “New Hungary” Rural Development Programme

    There are evidences that the climate is changing and the effects on agriculture and wildlife are discernible. Spring is occurring earlier and autumn later, all of which have impacts on agriculture and forestry. Climate change is also predicted to result in more frequent droughts, increased flooding in Hungary, but the relationship between agriculture and climate change is more complex. Climate change has physical effects on farming and farm based wildlife. Agriculture needs to adapt to climate change by exploring, which crops and farming systems are best adapted to the changed conditions. Land management also needs to adapt to preserve biodiversity by protecting valuable habitats and species and helping them in the changing environment. With better management, agriculture and forestry can also mitigate climate change by reducing direct greenhouse gas emissions from land use, land use change and forestry, by producing crops as a source of renewable energy and by protecting carbon stored in soils and in manure. The HRDP comprises of a series of funding based on the following overarching priorities: (i) enhance the environment and countryside, (ii) making agriculture and forestry more competitive and sustainable, (iii) enhancing opportunity in rural areas, whether in the farming sector or the broader rural economy. Actions discussed in this paper are based on the New Hungary Rural Development Programme (2007–2013) and focused on reducing the effects of climate change in rural area. Establishment of agro-forestry systems and integrated pest management help mitigation goals and increase climate change adaptation potential. Minimizing unwanted side effects of agriculture by reducing the use of fertilizer and increasing the safety for environment (soil, water, and air) and human health have positive effects on adaptation potential. Restoration of agricultural production though diversification of agriculture and pastures management, improvement in drain age and irrigation equipment are good examples of adaptation for climate change. Integrated production, which is oriented to controlled cultivation of crops, vine, fruits and vegetables, and improvement of animal rearing conditions to increase production standards and overall welfare are preferred and ecologically sound methods of adaptation.

  • The role of small-scale sports events in developing sustainable sport tourism – a case study of fencing

    Promoting sports and sport tourism is considered as a strategic development objective at the local, regional and national levels in Hungary. However, sport tourism is present in many different forms, depending on the type of sport activity, the related sport events and its participants, therefore it is challenging to decide on the type of sports and sports events that should be supported to ensure long-term social and economic benefits for a local community. The scale of sports events ranges from the small, local competitions to the international mega sports events. Although the economic benefits of mega sports events are generally appreciated, there has been growing critique about their negative social and environmental impacts. Smallscale sports events also have important potential for tourism, and they may have more advantages for the local community than the mega events by providing additional incomes, using the already existing infrastructure, raising local pride and community spirit. Sport tourism related to small-scale events is generally considered to be a more sustainable form of tourism. The purpose of this paper is to examine the tourism development potential of small-scale sports events, particularly focusing on fencing competitions. It highlights the demand side of the sport tourism market, investigating the behavioral profile of the participants of an international fencing tournament. A questionnaire survey was conducted at the Budapest WestEnd Women's Epee Grand Prix 2014. The data revealed that participants of the sporting event spend only a short period of time at the destination, and shopping and eating out are the most preferred free time activities. The paper identifies and discusses issues regarding the role of sports organizations and tourism agencies in cities hosting such events to increase the tourism potential of small-scale sports events in the future.

     

  • Mitigation activities to reduce emission of agricultural greenhouse gases in Hungary

    Pressure on natural resources and the global environment have been identified as the most important challenges to maintain prosperity and improve environmental care. Agriculture is responsible for only a small proportion of carbon dioxide (CO2) emissions, but the sector is more closely associated with emissions of other greenhouse gases such as methane (CH4) and nitrous oxide (N2O). The global warming potential of agricultural activities defined as greenhouse gas (GHG) emissions in CO2 equivalents is relatively low in Hungary, when calculated per land area. However this difference decline, when a GHG emission is calculated per product unit, as yields are lower then in West European countries. Environmental load caused by agriculture is also low in Hungary, where increasing part of EU resources are used for the long-term preservation of natural resources and for the raising of awareness of sustainable farming. The strength of the environmental situation of Hungary, consist of several elements, such as the rich bio-diversity, the significant size of territories falling under natural protection, the extent and importance of forests and the low environmental load from crop production. Among the weaknesses the nitrate load of the animal husbandry farms, the increasing water and wind erosion, the soil compaction and degradation have to be taken into consideration. Climate change has high risk potential and the mitigation activities of the New Hungary Rural Development Programme (HRDP) are investigated in this paper with the aim to increase mitigation activities in rural area and reduce the causes of climate change.

     

  • TREND ANALYSIS OF UGANDA’S COFFEE SECTOR

    Coffee (Coffea arabica and C. canephora) is an important commercial crop globally, and the second most traded global commodity by developing nations after oil. Uganda is among the top 10 coffee exporters worldwide, and second in Africa. The total export amounted to 301,366 tons of “green” coffee in 2021, forming the second-largest commodity export, and contributing about 12.4% to Uganda’s total formal exports. However, the country’s overall performance over time remains unclear given the fluctuations in production and export prices.   This study aimed to evaluate the production and export trends of Uganda’s coffee sector by: (i) defining the overall direction of coffee production and export value, (ii) assessing the market variability, and (iii) evaluating the global cross-cutting issues regarding coffee production and export. Data was extracted from FAOSTAT and Uganda Coffee Development Authority (UCDA) databases. Trends were analysed using the Mann-Kendall and Sen’s Slope test, while market variability was analyzed using the fixed base index (FBI) and coefficient of variation. VOSviewer software was used to analyze literature from the Web of Science database to highlight cross-cutting issues. Results indicated a significant positive increase in coffee production and export value (p = 0.0001, Slope = 1736.67 tons and p = 0.001, Slope = 4.44 million USD) respectively. Among the top ten coffee producers, Uganda presented the third worst unstable coffee export value with a 20.1% coefficient of variation. Fairtrade, climate change, and certification were the most outstanding global cross-cutting issues. Market stabilization mechanisms should be developed through value addition by establishing coffee processing and roasting plants, as well as strategic governance and policy support to counter emerging global challenges such as climate change.

  • Selection of agricultural land for multifunctional agriculture

    The modern concept of rural development implies the use of agricultural resources, primarily agricultural land, for other (non-agricultural) activities besides its agricultural purpose. The integral aim of this concept of rural development is the maximization of economic results, besides the sustainable development of rural areas, environmental protection and the production of strategic (staple) agricultural products. The objective of this paper is to define the general, theoretical, quantitative model for the determination of the size and quality of agricultural land which, considering the above-mentioned demands (criteria), is optimal for the utilization in agricultural production in certain regions. The remaining agricultural land would be available for the non-agricultural purposes. The economic optimal model for the selection of agricultural land in the traditional agriculture is the model of linear programming. The criteria of the land selection for traditional agriculture are the economic effectiveness (measured by net income or by gross national product) and the economic efficiency (measured by the production economy). The maximum economic effectiveness is determined by the standard method of linear programming and the maximum economy by the method of broken linear programming. The solution of compromise can be determined by multi-criteria programming, based on the minimum differences. The limitation groups in the mentioned variations of the model are: limitations of production quotas of agricultural products, minimum quantities of staple agricultural products, limitations of processing plants in a region (minimum and maximum), limitation of crop rotation, limitations of the needs in animal husbandry for bulky for age and limitations of agricultural land according to various types of utilization. By quantitative defining of the structure and size of agricultural land for traditional agriculture, “the surplus” and structure of agricultural land available for non-agricultural purposes is automatically determined.

    Development of small and medium enterprises (SME) represents primary goal of every modern economy. It is complex challenge which includes great number of directly concerned parties in every sector of the state and economy. SME stimulate private ownership and entrepreneurship. Their characteristic is that they are flexible and can easily adjust to changes in supply and demand on the market. At the same time they open possibilities for increase of employment, promote diversification of economical activities, support sustainable growth and give significant contribution to export, trade and increase the competitiveness of the entire economy. Importance of SME for economy is undisputable. All research show that globally, more than 90% of all business activities are realized by SME. SMEs employ two thirds of total labor of European Union. Approaching to European Union presumes harmonization of the systematic environment and improvement of the climate of entrepreneurship, private initiative, development of SME. This determination has strongpoint in current world processes that prefer the development of SME, utilizing their profit efficiency and established advantages relating to the adaptability of small business to dynamic changes in economy. Problem of Human resources management is very sensitive issue in SMEs. Namely, in big companies there are entire teams of agencies or consultants are hired for selection and education of new employees, whereas in SMEs this work is done by owner or manager. Therefore, in this paper several facts were pointed out which need to be considered in selection of new employees, since every mistake in this activity can cause far-reaching consequences on functioning of SME.

  • Water footprint in Hungary

    More and more news report on water-related extreme environmental phenomena. Some of these are natural, which are often beyond the human race. But others are definitely due to anthropogenic effects. I think the water footprint index is able to highlight national and international water-use processes and gives us the opportunity of organizing a sustainable, consumer-, environmental- and governancefriendly management. 81% of the fresh water withdrawal is from surface water bodies in the EU. In Europe as a whole, 44% of abstraction is used for energy production, 24% for agriculture, 21% for public water supply and 11% for industry. Public water supply is confined to ground waters. To the water resources related human activity caused qualitative and quantitative amortisation will grow worse in the foreseeable future due to the climate change. Beside seasonal differences the sectoral differences are increasingly becoming critical between different areas, such as Southern and Western Europe. The former, wrong agricultural support system has worsened the situation since it gave financial aid for the used improper techniques of water-intensive crop cultivation. By today, this seems to be solved. Public water abstraction is affected by many factors, of which mostly are based on social situation and habits, but technological leakage receives a big role as well. Interesting, that for example the residents’water consumption in Eastern Europe decreased because price were raised and regular measurements were introduced. But in Southern Europe it increased due to tourism in the past period. Industrial water withdrawal decreased across Europe because of the decline of industry and the development of technologies. According to the European Environment Agency (EEA), the Union needs a sustainable, demand-driven leadership which focuses on the preservation and use efficiency. This have already appeared in politics and legal administration as well. Current research calls the attention to the significance and difficulties of this kind of domestic estimation presented trough the water footprint calculation of bread and pork in Hungary. The received data indicate the domestic water consumption trends in a modern approach. There is no doubt for me about the urgent necessity of water footprint calculation because as a result innovative, sustainability supported environmental, social, economical, and political relationships can be created – not just on local, regional or national level, but on interregional, European and even global stage.

  • Using sustainable development tools for solving property rights in Montenegro

    In recent months Montenegro has been faced with serious budget problems , one proposed solution of which has been to reduce the number of employees in state administration. Additionally, the costs of living are above the disposable budget of most households, in particular the high cost of electricity. While the government warns about a lack of electricity, the citizens are hardly in the position to cover these costs. Montenegro is dealing with the double challenge of inefficient use of space (the country features over 100,000 illegal homes)(I don’t understand the link between inefficient use of space and illegal homes) and inefficient energy use (Montenegro needs an average of 8.5 times more energy per unit produced than an average EU country). How can these problems be solved in a way which pleases both sides? In this paper, an approach is presented which links the solving of the problem of illegal construction with increasing the level of energy efficiency in households, businesses and other facilities. There is a model developed by UNDP Montenegro – an integrated policy solution to the double challenge of providing energy efficiency measures to incentivise households to legalise their homes. The legalisation of illegal buildings by the introduction of mandatory energy efficiency measures in them may at the same time result in an increase of revenue to the central and local budgets, the reduction of negative impacts on the environment, an increase in employment, the engagement of the economy, a reduction of electricity consumption and thereby to reduce the need to import electricity, and ultimately the increased welfare of the population.

  • Assessing Readiness Levels of Production Technologies for Sustainable Intensification of Agriculture

    The modern agricultural production is facing the problem of a growing society connected with the growing asking for food as well as different environmental threats. To solve this issue, agricultural production should be more sustainable and efficient which can be reached by using new technologies. In the paper the most important technologies, which were evaluated by different research methods to find how and when they could be used for a sustainable intensification of agriculture were highlighted by applying technology and market readiness models. By asking professionals from different fields of agriculture in practice as well as academia it was found that technologies that collect or utilize advanced data (sensors, drones) used for knowledge based management are more applicable for use, contrary to nanotechnologies where the costs of development and applications limits the readiness.

  • The importance of organic agriculture in tourism rural

    Many farmers, in addition to normal farming activity, have already turned to agritourism as a source of additional farm income and opportunities. There are numerous benefits from the development of agritourism: it may strengthen local economy, create job opportunities and new businesses; develop and promote training and certification programs to introduce young people to agriculture and environment. Agritourism helps preserve rural lifestyles and landscape and also offers the opportunity to provide "sustainable" or "green" tourism. Organic agriculture is a cultural evolution that finds its origins in a environmentalist culture. Furthermore the focus on these products is due to demand on healthy foods with high quality standard limiting chemical substances usage. It’s clear the link of the organic agriculture with agritourism and tourism services. They have a considerable role in the future development of rural areas. The purpose of this paper was to identify and examine those factors that have helped rural communities successfully develop agritourism, in particular organic agritourism and its entrepreneurship opportunities. Several focus groups were conducted with local business persons and leaders about a applicative case of South Italy area.

  • Greener cement sector and potential climate strategy development between 2015-2030 (Hungarian case study)

    Advancing the domestic industrial production towards a sustainable, resource-preserving direction can become an important pillar to support competitiveness in the European Union, as well as in Hungary. Reaching the de-carbonization goals for industrial production via lowering the production volume may result in less desirable macro-economic effects, so decisions which concern the industry require a lot of attention from the climate policy as well. In the case of the cement sector, economic actors have to be motivated to make energy-efficiency investments and technology developments, which also show promise in terms of business efficiency. In the more natural-resource-intensive branches of the industry, both innovations and technological developments will be required to reduce the amount of used non-renewable energy resources, keep it in the industrial cycle, and reduce environmental load. The importance of greener cement will be essential in the near future to reduce the sector’s CO2 emission levels. We need to identify more sector branches which relate to sustainability, which can aid the country in establishing long-term competitiveness that points towards the de-carbonization goals. The cost-efficiency aspects of this development process are the most tedious questions in today’s business planning.

  • Integrated approach in Ukrainian dairy industry: a case study from Poltava region

    Integration processes in the field of agriculture, and particularly in dairy industry, have real prospects for improving the efficiency of business entities in this industry due to technological features. Particular attention should be paid to vertically integrated business models that allow hedging of various risk groups and minimizing costs due to the optimal combination of the efforts of enterprises belonging to such associations.

    The purpose of the article is to study the current state of dairy industry in Poltava Region, Ukraine, and to show one of the conceptual ways to increase its economic efficiency. The paper presents a theoretical hypothesis concerning the necessity of vertically integrated agricultural formation’s creation in order to improve the competitiveness of dairy production in the region and having positive effect on sustainable development of dairy industry.

    The practical significance of the study includes the possibility to use findings and recommendations set out in the paper for introduction of mutually beneficial economic relations between agricultural, dairy and trade enterprises in concluding agreements on joint activities based on a successful example from Poltava Region, and contribute to the stabilization, development and increase of the enterprises’ efficiency in Ukrainian dairy industry.

  • The motivations for the diversification of the Nigerian economy focusing on sustainable agriculture

    Agriculture is one of the major branches of the economy in Nigeria, the most populous country in Africa. It employs around 70% of the population and its contribution to the national GDP ranges around 45% (2012). In spite of the fact that most of the area is arable the majority of food, the Nigerian population consumes, comes from imports. The paper attempts to provide in insight to the reasons, why Nigeria could still not achievew self sufficiency from major food crops and livestock. Beyond the rapid growth of the population, one of the major reasons is the rich oil and natural gas reserves, the exploitation and export of which has been providing with the country with “easy cash” for the recent few decades. Another reason is that the agricultural holdings are small and scattered, and farming is carried out with simple tools and techniques. Modern and large-scale farms are not common. The political leadership and economic decision makers of the country already recognized the necessity of the development of the food and agricultural sector, which – contrary to the oil industry – would exercise a deep and positive impact on the rural society as well. Nigerian agriculture is being transformed towards commercialization at small, medium and large-scale enterprise levels.

  • Composite indicators and sustainable development of regional agriculture applied to the Stavropol Territory in Russia

    The aim of this paper is to understand and evaluate agricultural sustainability in the Stavropol Territory by means of a composite indicator. In particular, the paper applies principal component analyses to calculate a composite sustainability index by integration of selected economic, social and environmental indicators. The results demonstrate the utility of analyzing several indicators in conjunction. The results also may indicate which variables influence development of regional agriculture. This information is important in order to design agricultural support policy and to implement an increase the sustainability of the agriculture sector.

  • Resource use efficiency among rice farmers around fragile ecosystems: evidence from Kilombero Wetland, Tanzania

    Farmers have been encroaching fragile wetlands as a strategy to increase their rice production thus threatening wetlands’ existence and capacity to other critical ecosystem services. This calls for efficient production to strike the balance between food rice production and wetlands’ sustainable existence. The current study sought to provide assess rice farmers’ technical efficiency of resource use by detecting the determinants of rice yield and further identify the determinants of technical efficiency of the resources used by rice farmers in Kilombero wetland. A cross-sectional survey of 145 randomly sampled farmers aided in achieving the study objective. A stochastic frontier analysis (SFA) model was used to analyze data. The mean technical efficiency among farmers was at 60.54% level. The positive determinants of rice yield were land and fertilizers while labor influenced it negatively. Age, education, farming experience, group membership, and credit access reduced inefficiency while the distance to the extension agent and off-farm income increased farmers’ inefficiency. The study concludes that there is a possibility of expanding rice production without threatening the wetland’s existence. It recommends that government and other stakeholders to ensure that rice farmers are up-to-date with optimal use of fertilizers in rice production since it will assist in improving rice yield while the rate of expansion of rice lands in the wetlands will lower. Policy implementers ought to establish initiatives that inspire rice farmers to capitalize on farmer groups and join education programs to take full advantage of their potential efficiency and might participate in community development activities.

  • Examination of the sustainability of the sport facilities in the Northern Great Plain Region of Hungary

    Developing sport into an industry has become a fundamental interest and a noticeable approach in Hungary in recent years. A socalled economic orientation can also be observed in the field of leisure time sports, which was made into law in Hungary in 2011 allowing the support of sport organisations and resulting in a number of infrastructural developments in Hungary. A wide range of development opportunities remain open in sports. This evaluation aims to introduce what significant sport-investment projects have been implemented in the Northern Great Plain region in recent decades and what effects these investments have had. Surveys have been used to reveal whether these facilities originating from years of sport developments are sustainable and to what extent these are exploited for organising sport events. Based on responses provided by a number of sport facilities – including ones built in the past and also ones opened recently – it can be concluded that sport in itself cannot solve the issue of operation and possible economic growth. Considering these aspects, it is important to incorporate, not only in operation but also during planning, the idea that current facilities must „serve” not solely sport events as these in themselves will not make them profitable but they must remain open for all sorts of social events as well.

  • Regional differences in the economical sustainability of sports halls

    The precondition of a health conscious behaviour in a community is establishing a healthy development of the community, an important part of which is the community’s attitude to sports and health. A basic manifestation of this is whether the leadership of a specific settlement is committed to developing sports facilities and, on the other hand, to what extent residents make use of these facilities. The aim of our research was to point out the number of sports facilities currently available for catering everyday physical education introduced in 2012, leisure sports and competitive sport events in two different regions of Hungary. We also examined the resources available for maintaining the facilities and the degree to which existing facilities are exploited. Existing sports halls of the Northern Great Plain and Central Transdanubia were included in the research. We wish to emphasise, in regards to the infrastructural developments of the coming few years, that it is essential to consider the fact, even in the planning phase of facilities, that sport events in themselves do not make the facilities economically sustainable.

  • Exploring livelihood strategies of herder households in Mongolia: income-based approach

    The classification of livelihood strategies is important for identifying different lifestyles and developing poverty reduction measures. The research was aimed to identify Mongolian herder households’ livelihood strategies and assess capital factors that impact their choice and livelihood outcomes in connection with wealth and poverty. A total of 350 herder households were surveyed using the stratified sampling methods from four different economic regions. The Income-Based Approach was applied to identify herder households’ livelihood strategies based on their primary income sources and Pearson correlation was used for assessing the influencing input. The study hypothesizes that herder households earn the majority of income sources from animal husbandry and an essential factor in the choice of livelihood strategy is the number of animals. The study found that livelihood strategies of nomadic herder households clustered into four main types: а) livestock income sources, solely b) earn from kinship and assistant herder salary in addition to livestock income; с) social benefits and pension income in addition to livestock income and d) income sources dependent on natural resources in addition to livestock income. Location, financial capital, and physical capital were the main factors for choosing a specific livelihood strategy. There was an insignificant difference between poor and wealthy herder households in terms of physical assets ownership. To reduce rural poverty, we need tailored sustainable development policies based on different herder households’ livelihood strategies.

  • Multifunctionality of agriculture, public policies and scientific evidences: Some critical issues of contemporary controversies

    Various theoretical models of public policy analysis are used to treat situations of decision-making in which public deciders have to take into account the multifunctionality of agriculture. For some, science-society relations are not really problematical. Others acknowledge the current attempts of these policy-makers to find adequate scientific knowledge, and the difficulties they encounter. These difficulties stem partly from the very content of knowledge produced by research. Could other modes of production be more efficient? The status of the knowledge produced by these approaches is a subject of debate. Bridging the divide between science and policy more effectively is not only a question of knowledge brokerage.Accessibility and reliability of the existing evidences are also problems to be addressed. The debates around evidence-based practices may provide some landmarks in this new situation although they also emphasize the limits of the tools that can be built for this purpose.

     

  • A study of the causes leading to the liquidation of agricultural enterprises

    The viability of agricultural enterprises is of paramount importance. Their liquidation has harmful effects on broad strata of society. The aim of my research is therefore to analyze the leading causes of liquidation of agricultural enterprises. The research was led on 17 agricultural enterprises. This may help in the prevention and treatment of their insolvency. The research results show that a long-term agricultural production is not sustainable with a low equity capital. For the long-term maintenance it is necessary that the investors establish the enterprise with a capital according to the type of the production.The loan can not replacethe entrepreneursown resources,it is only complementaryto it.Theownersof agriculturalbusinessesshould strive to ensurethatthe paid-up share capital is kept in the firm, because in case of payment difficulties, this can be an adequate financial provision. Companies with financial problems can avoid liquidation if the crisis is detected in time by the leaders. However, the owners must organize the management of the enterprise so that it should have the necessary technical and economic knowledge. With an appropriate management, and use of means of crisis management, the liquidation of the enterprise can be prevented.

  • New tools and opportunities in growth and climate friendly greening for small and medium enterprises in the European Union

    The role of Small and Medium Enterprises (SMEs) is unquestionable in the European economies, while financial opportunities are still inadequate for them. The more than 20 million SMEs play a significant role in European economic growth, innovation and job creation. According to the latest EC Annual Report , SMEs are accounting for 99% of all non-financial enterprises, employing 88.8 million people and generating almost EUR 3.7 tn in added value for our economy. Despite the fact that there is plenty of EU funding available for these SMEs, for certain reasons these funds hardly reach them. But we have to see that the EU supports SMEs by various way, e.g. by grants, regulatory changes, financial instrument, direct funds. On the other hand, SMEs and decision makers realised that the environmental sustainability has to be attached to the economic growth, therefore more and more tools are available for these enterprises. Over the last few years, public institutions, the market, the financial community and non-governmental associations have explicitly demanded that firms improve their environmental performance. One of the greatest opportunities might lay in the Climate- and Energy Strategy till 2030 as 20% of the EU budget is allocated to climate-related actions, however the easy access to finance is still a key question. Does the EU recognise the actual difficulties? Is there a systemic reason behind the absorption problems? Is the EU creating a more businessfriendly environment for SMEs, facilitating access to finance, stimulates the green and sustainable growth and improving access to new markets? The paper analyses the current European situation of the SMEs and the effectiveness of some new tools, which are specially targeting SMEs.
