Opportunities and obstacles of areabased partnerships in rural Hungary – main features of the operations of leader local action groups based on a nationwide survey
109-117Views:193Based on the results of our questionnaire survey, our study presents the major operational features of LEADER LAGs established in Hungary in the second half of 2007. Our national survey indicated that most of the partnerships established do not have experience in the implementation of community-based rural development programmes and there are no traditions and practices for development cooperation, which may cause problems as the success of programme implementation highly depends on the preparedness of local society, on the cooperation of local people. The survey indicates that the development of areas covered by LAGs is hindered by so-called soft factors characterizing human resources (rural people and communities). Therefore human resources are not only factors of the rural economy but areas for development as well. Having examined the tasks of LAGs,it can be established that they deem it to be their principal task to grant support funds.Inouropinion, performance of this task is obviously necessary but far from sufficient to fulfil their catalyst role expected in local developments. For this purpose, it is essential for action groups to play a proactive role in organizing and thereby increase the capacity of local communities, a prerequisite for implementing a LEADER programme. In accordance with the basic principle of subsidiarity, rural development should be implemented locally, managed by local communities, and decisions should be made at local levels in a decentralized manner. At the same time, the survey points out that LAGs operate under strong government influence and control, leading to the conclusion that the Hungarian practice of the LEADER programme is characterized by decentralization without subsidiarity. In the present structure, the activities of LAGs are predominantly financed from central resources.Administration is the primary goal of their financing, which restricts their effective and efficient operations, thereby the successful implementation of the LEADER programme. It is unquestionable that LAGs need to be centrally financed since their operation is fundamental for programme implementation, but this requires more than acting in their present role of distributing resources. In order for action groups to fulfil their real roles to boost local developments, they need to recognize their mission; and from the financing and regulatory side, they must be enabled to complete the tasks expected from them and their function.

LEAN Management Models Application and Safety Management of Logistics Firm in Nigeria
Views:236The need for lean concepts application in the safety management of logistics processes cannot be emphasized as it can help in enhancing the flow of information and expediting processes within the supply network for improved organizational outcomes. The study investigated the application of lean management models to the safety management of logistics firms in Nigeria. The study population includes 215 employees of Manal Plant hire Ltd Nigeria. 138 employees were chosen using a purposive sampling method. A self-administered questionnaire was designed to collect the primary data from the respondents. The data collected were analyzed using the structural equation modeling (SEM) technique to test the hypotheses developed in the study. The study's findings suggest that Process and Equipment Management has a positive and significant effect on the operational efficiency and workplace safety of the studied firms; employee empowerment has a positive and significant effect on operational efficiency; technological innovation has a positive and significant effect on the operational efficiency, and that continuous improvement has a positive and significant effect on the operational efficiency and workplace safety. It is, therefore, concluded that the adoption of Lean Management has a positive and significant effect on the safety management of logistics firms. The study recommends that manufacturing, logistics, and service industries should be committed to carrying out process mapping to eliminate non-value-adding operations in production as well as logistics and ensure the effective and continuous flow of logistics operations.

Cross-sector analysis of the Hungarian sectors covered by the Effort Sharing Decision – Climate policy perspectives for the Hungarian agriculture within the 2021-2030 EU programming period
17-24Views:191Ever since 2012, the EU ETS (European Union’s Emission Trading Scheme), which is the EU’s climate policy was extended to include the ESD (Effort Sharing Decision) sectors’ (agriculture, transport, building) regulations. As its name implies, this mechanism is based off of shared interests and efforts, all in order to reach the climate goals. Therefore, analysing the agriculture sector from an environmental viewpoint requires the analysis of related sectors as well, since their performances will have an impact on determining the requirements to be met by the agriculture. Seeing that those primarily present in said sectors are not various firms, but people and public utility management institutions instead, the level of regulations draws from the economic state of the various countries in question (GDP per capita). Therefore, member states like ours did not receive difficult goals until 2020, due to our performance being lower than the average of the EU. However, during the program phase between 2021 and 2030, all nations are to lower their GHG (greenhouse gases) emission, and have to make developments to restrict GHG emission level growth within the ESD, which means we already have to estimate our future possibilities. During the analyses, we will see that analysing agriculture from an environmental viewpoint, without doing the same to their related sectors and their various related influences is impossible. The GHG emission goals determined by the EU have to be cleared by the agriculture sector, but the inputs from transport, waste management and building are required nonetheless.

The effect of logistic controlling on business processes
107-111Views:156The increase in the significance of logistics can be attributed to two major reasons: the increasing cost sensitivity of companies and the necessity for the higher fulfilment of customer needs. Logistic controlling is a tool of management used to coordinate logistic activities and to reach logistic managerial decisions by providing information through the analysis of the system. The up-to-date and precise information that can be gained from the logistic controlling system helps the management in the preparation of decisions, and the adaptation to environmental conditions. With these activities, logistic controlling makes the enterprises more efficient and successful. Taking the above into consideration, I carried out a survey on why commercial entities decided on the introduction and application of a logistic controlling system, what conditions are necessary for the introduction of a logistic controlling system, and what experiences the users gained by the application. Positive effects of logistic controlling were proved on operations, and the introduction and application of logistic controlling were analysed.

OPERATING RESULTS OF SILAGE ENTERPRISE OF A FARM - A CASE STUDY
Views:155Improvements in agriculture has been focusing on innovations to improve the efficiency of the activity by making the traditional production structure currently in use more flexible and by making the necessary technological changes for farmers with large areas and the necessary machinery and equipment. Farms with significant arable land are able to offset the effects of changes affecting efficiency and profitability. The decisive sector of agriculture in Hungary is crop production, therefore its performance is largely determined by the annual output of the crop sector and the volatility in prices. From the farm data, we calculated farm-level results that support the need for machinery modernisation efforts, as precision tools and improvements already started in maize production can be applied fruitfully even in the light of the increasing frequency of negative climatic effects. During the development of silage maize cultivation technology, the achievements of precision farming were applied. Differentiated nutrient replenishment and sowing operations were used, in addition to the fact that harvesting was also documented. We set ourselves the goal of analyzing the management data of the study period between 2019-2022 in order to reveal the nature of the changes that occurred in terms of production value, production cost, and income, as well as the components that shape them. The presented values are average values of such conditions which are also suitable for crop-level conclusions. At the same time, they can be used to identify sector-level challenges and trends.

Greener cement sector and potential climate strategy development between 2015-2030 (Hungarian case study)
65-74Views:389Advancing the domestic industrial production towards a sustainable, resource-preserving direction can become an important pillar to support competitiveness in the European Union, as well as in Hungary. Reaching the de-carbonization goals for industrial production via lowering the production volume may result in less desirable macro-economic effects, so decisions which concern the industry require a lot of attention from the climate policy as well. In the case of the cement sector, economic actors have to be motivated to make energy-efficiency investments and technology developments, which also show promise in terms of business efficiency. In the more natural-resource-intensive branches of the industry, both innovations and technological developments will be required to reduce the amount of used non-renewable energy resources, keep it in the industrial cycle, and reduce environmental load. The importance of greener cement will be essential in the near future to reduce the sector’s CO2 emission levels. We need to identify more sector branches which relate to sustainability, which can aid the country in establishing long-term competitiveness that points towards the de-carbonization goals. The cost-efficiency aspects of this development process are the most tedious questions in today’s business planning.

Management issues of cropping with sorghum in the production structure - a case study of Hungary
Views:238One of the goals of the developments is to improve the efficiency of the activity by making the currently used traditional production structure more flexible and by making the necessary changes to the technology in the case of farmers with large agricultural land, having necessary machinery and equipments required. Farms with larger arables land are able to offset the effects of changes affecting efficacy and profitability. The main sector of Hungarian agriculture is crop production, so performance is largely determined by the annual output of the crop production sector and the price development of crop products. In the course of our analytical work, we defined a farm of 2100 hectares, for which we examined crop production, crop machinery and economic aspects. From the enterprise data, farm level results compiled according to the crop structure were calculated. Sorghum is suitable for replacing corn in the crop rotation in areas with unfavorable conditions, so a stably growing crop can be added to the crop rotation of autumn ears of corn, rape, and sunflower, instead of corn. It does not hinder the machinery modernization efforts either, since the precision tools and developments already started in corn production can be used well, and it does not require a special equipment park. At the same time, in light of the increasingly frequent negative climatic effects, sorghum’s integration into the plant production structure is encouraging, because we have to count on 3-4 drought years in a decade. Based on our analysis, the inclusion of sorghum in the crop structure does not significantly reduce the available income, which is acceptable in the given economic environment. However, its stability can significantly contribute to improving the resilience of farming, especially in comparison with corn.

Low-carbon innovation policy with the use of biorenewables in the transport sector until 2030
45-52Views:182The topic of the present study deals with the changes and future trends of the European Union’s climate policy. In addition, it studies the manner in which Hungary’s transport sector contributes to the success of the above. The general opinion of Hungarian climate policy is that the country has no need of any substantial climate policy measures, since it will be able to reach its emission reduction targets anyway. This is mostly true, because the basis year for the long term goals is around the middle/end of the 1980’s, when Hungary’s pollution indices were entirely different than today due to former large-scale industrial production. With the termination of these inefficient energy systems, Hungary has basically been “performing well” since the change in political system without taking any specific steps in the interest of doing so. The analysis of the commitments for the 2020-2030 climate policy planning period, which defined emissions commitments compared to 2005 GHG emissions levels, has also garnered similar political reactions in recent years. Thus, it is not the issue of decreasing GHG emissions but the degree to which possible emissions can be increased stemming from the conditions and characteristics of economic growth that is important from the aspect of economic policy. In 2005, the Hungarian transport sector’s emissions amounted to 11 million tons, which is equal to 1.2% of total EU emissions, meaning it does not significantly influence total transport emissions. However, the stakes are still high for developing a low GHG emission transport system, since that will decide whether Hungary can avoid those negative development tendencies that have plagued the majority of Western European transport systems. Can Budapest avoid the scourge of perpetual smog and traffic jams? Can it avert the immeasurable accumulation of externalities on the capital city’s public bypass roads caused by having road transport conduct goods shipping?

Integrating environment economy to project management

These activities include the conduction of environmental studies, data collection, future emission estimations, improving social attitude, acquiring necessary permissions and environment friendly equipment and finally all the administrative activities to monitor everything mentioned previousThe project management organization increasingly needs a special expertise to meet all the requirements no matter what is the original scope of the project. The study collects different type of knowledge and expertise to manage environment economic issues during project management on four different categories, such as legal, technical, financial or human. The summary of the different type of knowledge provides logical conclusion on how the project management organization should meet the challenges of climate change in terms of daily work and organizational operations.

Research and education in agrobusiness in Mosonmagyaróvár – the 200-year history
129-136Views:240In 2018, the Faculty of Agricultural and Food Sciences of Széchenyi István University celebrated the bicentenary of its predecessor’s foundation. Agrobusiness courses played an important role in the university’s agricultural engineering program throughout this major time period. The aim of this study is to examine how the titles, the content, and the significance of the courses changed during the institution’s important periods. Institutional history publications and the academic textbooks of great professors provided the basis of this research. Business administration, accounting, and agricultural estimation studies courses were already dominant in the first curricula. Later, courses concerning business and agricultural economics gained more ground and were accompanied by other fields of study: agricultural statistics, agricultural politics, agricultural history, and agricultural economics. During this 200-year period, the education of economics and other social science courses was done within the departments of agricultural economics and marketing, work organization and factory management, and social science and business operations, with the contribution of internationally renowned professors: Pál Sporzon, Richárd Suschka, Árpád Hensch, Károly Világhy. The Hungarian Royal Economics Academy (1874-1942) can be considered as the first prime of the agricultural economics education. From the 1900s onwards, the courses became more specialized, their numbers continuously grew, the disciplines expanded, and the number of departments increased. The second prime is the first decade of the 2000s, when besides the traditional agricultural programs, the institution started teaching economic agricultural engineers in its undivided 5-year training. They were the most popular agricultural engineers in the labor market due to their well-balanced knowledge in agriculture and economics, as well as their excellent leadership skills.
Having abandoned the economic agricultural engineering program, the institution currently educates, besides other agricultural majors, rural development agricultural engineers, whose skills the labor market does not know very well. The proportion of business related courses show a significant decline in the curriculum of traditional agricultural programs as well.

The influence of employment modes on employee turnover and agri-business performance: a case for Hunyani farm in the Zvimba district, Zimbabwe
17-27Views:339The labour intensive nature of Zimbabwean agriculture demands that farmers meet excessive labour requirements, at the same time keeping labour costs as low as possible to guarantee profits and achieve maximum business performance. This study, carried through a questionnaire survey, at the Hunyani Matura Farm, in the Zvimba district of Zimbabwe between from October 2017 to March 2018, investigated the effect of employment mode on turnover and agri-business performance. Data collected from the participants, was compared with the information from secondary source documents. From the results temporary workers performed better than permanent workers and they cited problems of low wages, poor working conditions, high work targets, inequality in work allocation, job insecurity and constant shuffling. Temporary workers had higher turnover and turnover intentions than permanent workers. Temporary employment mode had a positive
effect on agri-business performance. This study recommends the use of permanent employment mode on key positions like forepersons, stores persons and supervisors, and temporary employment mode on general farm tasks, while seasonal contracts were seen good for skill demanding operations such as tobacco seedbed establishment, tobacco reaping and curing and grading. A ccareful selection of employment modes reduces inequalities and unhealthy attitudes at work and improves on farm business performance.JEL Classification: Q12
