  • Examination of pig farm technology by computer simulation

    Agricultural production is among the riskiest production activities. Similarly to other branches of agriculture in animal breeding the finished product is the result of complex procedures. The biological technological procedure, the creation of the product is affected by an outstanding number of environmental factors which also cause uncertainties. In the North Great Plain Region of Hungary, sows, gilts and slaughter pigs are produced on a corporate farm. The reliable operation data of this company provide a stable basis for and estimating future costs and revenue and their distributions. Monte Carlo methods are one of the generally accepted tools for modeling risks. The significant independent variables, their ranges and probability distributions, and the correlation between them were inputs to the model. The values of the variables were produced using a random number generator. The computer simulation was performed using @Ris (PalisadeCorporation) software. The study concentrates on the factors affecting the number of off spring (piglets). Model inputs were the mating, mortality and farrowing rates; the costs and the income values based on these rates have been analysed as the output data of the model.

  • Food security assessment and consumption pattern in rural households in Ogun State, Nigeria

    The problem of nutrition security is getting worse in Africa, due to increasing population growth and poor progress in efforts directed at reducing food insecurity in many countries in the continent. The paper undertook an assessment of the food security situation and food consumption pattern in rural households in Ogun state, Nigeria. A multistage sampling technique was used to select 260 rural households from whom data were collected through structured questionnaire. The tools of analysis were descriptive statistics and food security index. The former described the consumption pattern, and households’ sources of food availability, while the latter was used to analyse the food security situation. The result of the rural households’ consumption pattern reveals that the rural households derived more of their energy from carbohydrates at the expense of other classes of food items. The result also shows that majority (75.5%) obtained their food through their own production and supplemented same with food purchased from the market to meet up with their family needs. Based on the recommended daily calorie intake (R) of 2,470 kcal, 59.6% of the rural households were food insecure while 40.4% were food secure. The calculated head count ratio (H) for the food insecure households was 0.6, confirming that almost 60% of households in the study area were food insecure. For secure households, the head count ratio (H) was 0.4, further confirming that only about 40% of households in the study area were food secure. The shortfall index and surplus index were 0.2787 and 0.3498 respectively, meaning that the energy requirement was less by about 27 percent and in excess of 34 percent for the food insecure and food secure households. The paper recommends that while enhancing production of arable crops - roots, tubers and cereals, a sensible balance of tilting towards meeting the requirements in the consumption of animal protein/legume, fats/oils, fruits and vegetables must be maintained to ensure food security. This policy thrust could be enhanced through mass education.

  • Total Quality Management in the food industry – Current situation and potential in Germany

    The requirements in terms of information availability, risk precaution and control in the food industry continue to increase. In this context the interest of companies in the Total Quality Management (TQM) approach is also increasing. This development attracts notice to Business Excellence and connected systems. Similarly, various quality management tools and techniques are available. In this regard a research project analyzed to what extent the companies in the food industry apply different activities of the TQM scheme. The research calculates the importance that the companies attach to different requirements of TQM and how they implement them. Additionally, statistical analysis provides evidence that there is a positive correlation between the implementation of the activities of TQM and the medium- to longterm success of a company. In this article the methodology and major findings of this research project are presented.

  • Management issues of cropping with sorghum in the production structure - a case study of Hungary

    One of the goals of the developments is to improve the efficiency of the activity by making the currently used traditional production structure more flexible and by making the necessary changes to the technology in the case of farmers with large agricultural land, having necessary machinery and equipments required. Farms with larger arables land are able to offset the effects of changes affecting efficacy and profitability. The main sector of Hungarian agriculture is crop production, so performance is largely determined by the annual output of the crop production sector and the price development of crop products. In the course of our analytical work, we defined a farm of 2100 hectares, for which we examined crop production, crop machinery and economic aspects. From the enterprise data, farm level results compiled according to the crop structure were calculated. Sorghum is suitable for replacing corn in the crop rotation in areas with unfavorable conditions, so a stably growing crop can be added to the crop rotation of autumn ears of corn, rape, and sunflower, instead of corn. It does not hinder the machinery modernization efforts either, since the precision tools and developments already started in corn production can be used well, and it does not require a special equipment park. At the same time, in light of the increasingly frequent negative climatic effects, sorghum’s integration into the plant production structure is encouraging, because we have to count on 3-4 drought years in a decade. Based on our analysis, the inclusion of sorghum in the crop structure does not significantly reduce the available income, which is acceptable in the given economic environment. However, its stability can significantly contribute to improving the resilience of farming, especially in comparison with corn.

  • Sustainable initiatives in marginal rural areas of Serbia: A case study of dimitrovgrad municipality

    This paper is based on a 2009 case study research on the role and impacts of rural initiatives in Dimitrovgrad, South-eastern Serbia region. This area is of interest, because of local efforts to conserve autochthonous livestock breeds, and the work of small holders and independent professionals involved farming and rural tourism activities. The research used participant visits to initiative places, drawing on farm visits, meetings with stakeholders and analysis of secondary information. The study highlights that local organizations are running without link to initiatives.Although, Serbia country has well structured rural developments programs, those still are harmonising.Thus, throughActor-Network approach is suggested which turn around a farm manager. This may represent to all stakeholders within itiatives (on-farm and non-farm). Besides, local food products issues from initiatives may reconnect providers and consumers, revaluing local food products. However, is necessary the institutional and organizational involvement to encourage the initiatives. Furthermore, to promote touristic places, by an integrated rural tourism approach it may involve all stakeholders to promote local products and issues from initiatives. Indirectly it may create local employs.

  • Educational projects – support for development of tourism and rural areas in Serbia

    The paper presents three mini-projects that have been implemented by The Institute of Agricultural Economics – Belgrade in the 2006–2008 period. Those were special educational projects in agriculture and rural development, whereas extension activities were concentrated onto three topics: farm management, support of rural development and improvement of small farms. Implementation of projects took place on the territory of the South Banat County and some Belgrade city communes. The projects intended to solve current problems of sustainable agriculture and rural development. Within the projects there were identified priorities related to investments, strategic planning and tourism. Educational activities were aimed at a number of holders or members of their registered farms. Dynamics of the projects' implementation included introduction and discussion with a number of farmers, formation of small groups, preparation and making of materials, a series of theoretical lectures and determination of the joint work results. Education programs are aiming at improvement of the farm holders' knowledge in the field of business and management. Specific objectives of training are to increase sales of goods and services at domestic and foreign market, to increase competitiveness in a particular market, to achieve higher profits, to create new jobs and improve living conditions in rural areas. Evaluation of projects was related to determination of level, to which there were achieved set objectives, then to define implementation of projects in accordance with the plan, as well as to determine an impact of educational activities to promotion of knowledge concerning business and management.

  • Optimal crop plan of cooperative farmers in Osun state, Nigeria: a linear programming approach

    Optimal level of production requires better use of existing resources at the lowest possible cost. Despite the inherent advantage of cooperatives to the agricultural sector, the question of how farmers under cooperative umbrella use farm resource for optimal outcome remains unanswered. This study investigates optimal crop mix for cooperative farmers in rural communities in Southwest Nigeria. Primary data were collected for the study through structured questionnaire. The data were fitted to Linear Programming Model. Three different cropping patterns are identified among the cooperative farmers. Based on the results from linear programming model, only maize, cassava and yam are admitted in the final plan and this combination is to be produced at 2.23 hectares. The gross margin value associated with the plan is 156, 235.781 (1$ = N365). Input resources such as land, labour, fertilizer, and chemicals are not fully utilized. The slack values for these inputs are 0.31, 651.20, 1929.6 and 140.76 respectively. The sensitivity analysis shows that seed/seedling is the only binding resource in the final plan with a shadow price which suggests that proper allocation of seed and seedlings would improve returns to cooperative farmers. There is need for appropriate farm management strategies to ensure optimal return for farmers. More education and training is suggested to boost cooperative farmers understanding of optimum strategy that is needed to improve production and earnings.

  • Off-farm participation and technical efficiency among smallholder farmers in the Northern Region, Ghana

    The study aimed at investigating the effects of off-farm participation on technical efficiency of maize production in the Tolon district of the Northern Region, Ghana. The Logit regression model was used to analyze the determinants of off-farm participation while the stochastic frontier production function was used to model the determinants of maize output and technical efficiency. The empirical results from the logistic regression model indicate that age of farmer, educational attainment, farming experience, farm size, and previous farm income are significant drivers of farmers’ participation in off-farm activities. Farmers’ average technical efficiency level was 90.7% suggesting a 9.3% potential loss to inefficiency. Moreover, participation in off-farm activities had a negative influence on farmers’ technical efficiency level. The study, therefore, recommends that farm-level policy should be directed towards making the agricultural sector attractive by promoting investment and agricultural employment opportunities in the rural areas so as to ensure full commitment to farming activities.

  • Opportunities for the inclusion of less-favoured areas in the Northern Great Plain region

    Agricultural economics and its part, rural economics plays a determining role in Hungary. Most rural families perform self-sufficient farm production for a living. In the present conditions of infrastructure and human resources, there are regions where the only rural alternative for employment is agriculture. There are significant differences among the regions considering natural resources and equipment available for farm production, and these differences affect potential income (Vöröset al. 1999). The primary aim of the European Union is to reduce such differences among the regions.The new research program of the University of Debrecen tackles the fundamental questions of regional development through the research and management of social asymmetries by using economic and other relevant tools. This program also provides suggestions for facilitating the development of less-favoured areas.

  • Efficiency analysis of dairy farms in the Northern Great Plain region using deterministic and stochastic DEA models

    Running any dairy enterprise is a risky activity: the profitability of the enterprise is affected by the price fluctuation of feed and animal health products from inputs, as well as by the fluctuation of end-product prices. Under these circumstances, it is essential for the cattle breeders, in order to survive, to harness the reserves in management as effectively as possible. In this research the efficiency and risk of 32 sample dairy farms were analysed in the Northern Great Plain Region from the Farm Accountancy Data Network (FADN) by applying classical Data Envelopment Analysis (DEA) and stochastic DEA models. The choice of this method is justified by the fact that there was not such an available reliable database by which production functions could have been defined, and DEA makes possible to manage simultaneously some inputs and outputs, i.e. complex decision problems. By using DEA, the sources that cause shortfall on inefficient farms can be identified, analysed and quantified, so corporate decision support can be reinforced successfully. A disadvantage of the classical DEA model is that the stochastic factors of farming cannot be treated either on the side of inputs or outputs; therefore, their results can be adopted with reservations, especially in agricultural models. This may have been because we could not discover that many agricultural applications. Considering the price of inputs and outputs as probability variables, 5000 simulation runs have been done in this research. As a result, it can be stated that at which intervals of the input and output factors can become competitive and the fluctuation of these factors can cause what level of risk at each farm.

  • Trajectories of agricultural modernization and rural resilience: some first insights derived from case studies in 14 countries

    In this paper, alternative trajectories of agricultural modernization and rural resilience are explored based on case studies in 14 countries. The analysis is to support discussions about the further development of agriculture at a time when the agricultural sector must respond to an increasing scarcity of natural resources, challenges like climate change, urbanization, demographic change, food security, consumer demands, distributional issues in food value chains and changing urban-rural relations. The discussion relates different trajectories of agricultural modernization to the multiple mechanisms underlying rural prosperity and resilience. The mainstream capital-intensive and technology-driven model of agricultural modernization is contrasted with more incremental, socially embedded and localised forms of development. Potential synergies between different modes of farm ‘modernization’, resilience and sustainable rural development are highlighted and a different future-oriented understanding of the term ‘modernization’ explored. The basis for the analysis are case studies in 14 countries (including Turkey and Israel). The key question asked is how actors are connecting economic, social and natural systems in the different cases and how the connections made (or not) point to different ideas about modernization. The conclusions focus on some current information needs of policy-makers: the links between different forms of farm modernization, rural development and resilience, and the implications for agricultural knowledge systems and the new European Innovation Partnerships. It is emphasized that local capacities for transdisciplinary research need to be strengthened and that more attention should be paid to addressing modernization potentials that are less mainstream. The paper seeks to foster discussions that help overcome simplistic viewpoints of what ‘modernization’ entails. It is based on an earlier review paper by Knickel, Zemeckis and Tisenkopfs (2014).

  • Analysis of production and competitiveness on small beekeeping farms in selected districts of Serbia

    The study researched the costs and returns on typical small beekeeping farms from five districts in Serbia. On the basis of the field research, data on the number of beehives,type of product, volume of production per beehive and values per measurement unit were collected.In order to demonstrate the competitiveness of various apicultural products, analysis of the available data was performed using analytical calculations. According to the analysis, the labour costs comprise about 49.65% to 64.15% of the variable costs on beekeeping farms in the Raška and Šumadija districts, respectively. Production is most economical on the bee farm in the district of Srem, where every dinar spent in production creates a value of 2.22 dinars, while the farm from the district of Raška is the least economical (1.32 din). Bee farms must reduce labour costs and re-direct their business orientation to other bee products, besides honey, such as pollen, which could be significantly more profitable.

     

  • The effect of working capital on profitability of poultry egg enterprise in Osun State, Nigeria

    This study investigated the effect of working capital on the profitability of poultry egg enterprise.   Primary data were collected from 180 poultry egg farmers using two-stage sampling technique. Data were collected on the socio-economic characteristics such as age, gender, educational qualification, farming experience and flock size owned, quantities of inputs and outputs. Descriptive statistics, farm budgetary technique and ordinary least square model were used to analyze the data collected.  The results from descriptive statistics show mean values of 42 years, 9 years and 5 persons for age, years of experience and household size, respectively. Majority of poultry egg farmers (52.2%) used their personal savings to fund their businesses while, some had access to loan from co-operative societies (37.2%), from SEAP microfinance (6.7%) and from banks (3.9%). Poultry egg producers invested their working capital on feeds (64.8%), rearing of poultry birds from day old chicks to point of lay (14.8%), account receivables (13.6%), drugs & vaccines (2.4%) and variable overheads (4.4%). A total cost of ₦5,494,927.04k was incurred by the poultry egg producers. Cost of feed accounted for 71.89% of the total cost of production. A total revenue of ₦9,388,555.60k and the net returns of ₦3,893,628.56k were realized. The net farm income per bird from the enterprise was ₦1,698.05k while the gross margin per bird was ₦1,795.32. The ordinary least squares regression estimates revealed that inventory, account receivable, operating cycle and flock size have significant effect on the profitability of poultry egg enterprises. The study concluded that poultry egg enterprise is profitable and working capital has a significant effect on the profitability of poultry egg enterprise. In light of the findings, the study recommended the expansion of the poultry flock size as well as reduction in the number of days of inventories, account receivables and operating cycle in order to increase the profitability of poultry egg enterprise.

  • The global financial crisis: Implications for capital to agribusiness

    The global economy has continued to experience lingering effects of the global financial crisis that began in 2007. Although attention was initially given to the liquidity crisis and survival of some the world’s largest corporations and institutions, the financial crisis is likely to have long-lasting implications for agribusiness. As the world slowly recovers from the crisis, another round of problems are emerging as governments and international institutions attempt to unwind the positions they took in an effort to prevent the global economic bubble from bursting. Perhaps the most problematic factor for businesses is access to capital in sufficient amounts and at affordable rates. Governments and institutions, particularly in the United States (U.S.) and the European Union, have increased their financial obligations as the result of activities taken to curtail the economic crisis. These financial obligations and the associated financial risks place pressure on financial markets and tend to restrain the availability of capital and increase the cost of capital for businesses. However, the U.S. agricultural credit market has not experienced problems to the same extent as general business (commercial and industrial) and real estate credit markets have. In general, U.S. farm businesses have a strong balance sheet, adequate repayment capacity, sufficient amount of assets to offer collateral for loans, and reasonable profits. Thus, U.S. farm businesses have had an ample supply of credit at relatively low interest rates.

  • A study into the awareness and acceptance of utilizing vine branches in the micro-region of Gyöngyös

    Every year, a significant amount of renewable dendromass is generated in Hungary. Various possibilities have been recognised by today that are not widespread yet. The greatest obstacle is frequently derived from the lack of the farmers’ knowledge as without having the required knowledge obtained they can become distrustful or adequate efficiency will not be achieved during utilisation. In order to improve the rate of utilisation, targeted information methodologies should be applied that comply with the farmers’ knowledge. In this present study, the awareness and acceptance of vine-growers from the Micro-region of Gyöngyös related to the use of vine branches will be analysed based on the results of a questionnaire survey.
    The survey was conducted in accordance with the number of wine-community members in personal interviews. The questionnaire contained questions about the farm, the use of vine branches as well as about the farmers.
    Based on the results, information was obtained on the reasons for the use of by-products not being wide-spread among farmers as well as on the sources of information obtained. For the fragmented farms which are typical here it is important to know whether by-products are not utilised as it is not how they can be used or whether the vineyard is cultivated by others therefore the farmer lacks machinery. The level of acceptance was also studied by asking a question on the possible offer of the by-products for greater-scale site.
    Our intention is to assist the generally badly off farmers to use the annually generated by-products in a reasonable way. This can be realized by various ways of providing information. By applying the results of the survey, adequate methods and knowledge can be provided for farmers.

  • How to improve the performance of agriculture in Mongolia by ICT

    Agriculture is one of the most important sectors for the Mongolian economy. Also, self-sufficient food is a significant target that has a vital role in the food safety of people in Mongolia. But due to climate change, not proper management, and lack of technology, the Mongolian agricultural sector is facing several issues. So this article aims to find some potential solutions to improve this situation, especially for the crop production sector in Mongolia. To define the current situation of Mongolian agriculture, we used statistical data and reports and recent scientific articles as well as online sources. The current situation of Mongolian agriculture is defined using SWOT analysis reported by the Ministry of Food, Agriculture, and Light Industry of Mongolia. Based on this research, we discuss the possibility of using a drone to improve the performance of agriculture in Mongolia. As a result, a drone is effective in enhancing the performance of agriculture performed by householders. Also, two effective models that are based on ICTs to address soil erosion and harvest losses issues in Mongolia are defined in this article.

  • The efficiency of porkers production of intensively and extensively feeded

    The aim of this study is a comparative analysis of the costs of production of intensively and extensively fed porkers in view of the qualitative parameters of meat obtained after slaughter. The production experiment, which involved the parallel fattening of 3 groups of 30 porkers (fed intensively up to a weight of about 120 kg and extensively up to weights of about 100 kg and 120 kg), was carried out between 2011 and 2012 in a deliberately selected farm. The researchers assumed average prices of the means of production and prices of livestock pigs in individual meatiness classes noted in Poland in 2012. The fattening started when the animals weighed about 40 kg. The feeds used for extensive fattening contained less total protein, energy and basic exogenous amino acids, but more raw fibre. The analysis proved that the extensive production of porkers up to 100 kg in 2012 was not profitable. The most profitable production was the intensive production up to 120 kg (a profit of €0.100 per kg, whereas in the extensive feeding up to 120 kg the profit was €0.072 per kg. The porkers which were fed less intensively had a higher slaughter value, thinner fatback, higher dressing percentage and smaller content of fatback in the half-carcase, whereas their meat contained more water and less protein, fat and ash than the meat from the group of porkers fed with the mix richer in protein and energy.

    Significant quantity of renewable plant biomass comes into existence in Hungary year by year. Nowadays there are different wellknow possibilities for utilization. However these methods are not widely accepted. The most important obstacle is frequently caused by lack of knowledge of farmers. Without the necessary information the farmers become distrustful, and in many cases significantly decrease the efficiency of reclamation. Targeted communication method should be used to improve the rates of utilization. It should include appropriate content to their knowledge. This study research the knowledge and the acceptance of vine-branch utilization circle of wine-grower in micro region of Gyöngyös by questionnaire survey. We will know why the use of by-products has not spreaded yet circle of wine-grower and where they get their information from. The typically fragmented farms do not utilize because they do not know the process for doing or other people cultivate their vine-yard so they have not necessary machine. The questionnaire ask the farmers they want to offer their vine-branch a user factory.The questionnaires was completed by personal request. The reason of methods was the bigger rate of query. The questionnaire include question about the farm, the use of vinebranch and data of farmers. The villages were asked the rates of wine-grower. The aim of the research the rational utilize of by-product by wine-growers year by year. With the results of questionnaire survey we can inform the farmers with the appropriate method about the necessary knowledge.

    Tourism is regarded as the world’s future. Agritourism is a unique symbiosis of agriculture and tourism. Based on extensive analysis of the state agritourism in the Czech Republic, it was found that information on agritourism facilities is very diverse and disorderly, lacking a specializedportalforagro-tourism. Agritourism facilities in th eCzech Republic is several thousand, but most of them have non-quality websites, or none at all. It should been sured that entrepreneurs in the agritourism (farmers) had knowledge easily and with minimum cost to present their own small farm on the web, such as using Web content management system (WCMS). It is proposed the new portal solution, which according to the principles ofWeb 2.0 will provide greater information sharing among the partners in the field of agri-tourism.

  • Potential impact of the European Green Agreement on EU and Hungarian crop production

    European arable farming, including Hungarian arable farming, faces a huge dilemma: how to contribute to and maintain the global food supply while reducing greenhouse gas emissions while main taining biodiversity, but reducing inputs that are potentially damaging to society and the environment while ensuring that no more land is taken out of production? Not to mention that the increasingly urgent need to tackle climate change is also placing additional demands on EU agricultural decision-makers. Under the European Green Deal (GD), the 'From Farm to Fork' (F2F) strategy will help achieve climate neutrality by 2050, with a target of a 55% reduction in greenhouse gas emissions by 2030. Achieving this will require significant changes in food production, a shift in crop health strategies and accelerated innovation in the agricultural sector. The study addresses these issues. Our first hypothesis (A1) is that the GD and F2F strategies can be implemented without problems and without losses. Our second assumption (A2) is that the know-how solutions and the technological conditions for precision agriculture that are already available exist, and that all of these already justify the feasibility of A1. In order to prove this, we have reviewed recent and up-to-date literature on DG and F2F. For A1, we found that there are pro and con findings in the literature. However, the summary finding is not positive. The conclusion of the studies, based on data calculations, is that EU agriculture faces huge additional costs if it is to maintain production and reduce environmental pressures. Their calculations suggest that more people will be disadvantaged by the decisions, and that millions of euros could be lost to the public. However, the article also shows that there are many cases where positive results can be achieved even with reduced chemical use. Facts and figures from international and Hungarian technological and know-how solutions and their trials at plant level show that the DG's objectives are already partially achievable. It has been established that the systematic use of precision technologies allows to increase the natural and at the same time the economic efficiency. In our work we have used the results of primary and recent secondary research. We have shown the downsides of GD, but also that with targeted support, the objectives of sustainability and GD can be approached. Changes in 2022, drastic price increases for inputs including fertilizers and pesticides, inflation at a 20-year high, energy prices spiraling out of control, and an almost unprecedented drought affecting crop production and horticulture, point to the need for a radical change in technology, thinking and regulation.   • The importance of organic agriculture in tourism rural

    Many farmers, in addition to normal farming activity, have already turned to agritourism as a source of additional farm income and opportunities. There are numerous benefits from the development of agritourism: it may strengthen local economy, create job opportunities and new businesses; develop and promote training and certification programs to introduce young people to agriculture and environment. Agritourism helps preserve rural lifestyles and landscape and also offers the opportunity to provide "sustainable" or "green" tourism. Organic agriculture is a cultural evolution that finds its origins in a environmentalist culture. Furthermore the focus on these products is due to demand on healthy foods with high quality standard limiting chemical substances usage. It’s clear the link of the organic agriculture with agritourism and tourism services. They have a considerable role in the future development of rural areas. The purpose of this paper was to identify and examine those factors that have helped rural communities successfully develop agritourism, in particular organic agritourism and its entrepreneurship opportunities. Several focus groups were conducted with local business persons and leaders about a applicative case of South Italy area.

  • The political economy of agri-environmental measures: An empirical assessment at the eu regional level

    The paper deals with the political and economic determinants of EU agri-environmental measures (AEMs) applied by 59 regional/country units, during the 2001-2004 period. Five different groups of determinants, spanning from positive and negative externalities, to political institutions, are highlighted and tested using an econometric model. Main results show that AEMs implementation is mostly affected by the strength of the farm lobby, and the demand for positive externalities. At the same time it emerges a prominent role played by political institutions. On the contrary, AEMs do not seem implemented by the willingness to address negative externalities.

  • Adaptations to potential impacts of climate change in the “New Hungary” Rural Development Programme

    There are evidences that the climate is changing and the effects on agriculture and wildlife are discernible. Spring is occurring earlier and autumn later, all of which have impacts on agriculture and forestry. Climate change is also predicted to result in more frequent droughts, increased flooding in Hungary, but the relationship between agriculture and climate change is more complex. Climate change has physical effects on farming and farm based wildlife. Agriculture needs to adapt to climate change by exploring, which crops and farming systems are best adapted to the changed conditions. Land management also needs to adapt to preserve biodiversity by protecting valuable habitats and species and helping them in the changing environment. With better management, agriculture and forestry can also mitigate climate change by reducing direct greenhouse gas emissions from land use, land use change and forestry, by producing crops as a source of renewable energy and by protecting carbon stored in soils and in manure. The HRDP comprises of a series of funding based on the following overarching priorities: (i) enhance the environment and countryside, (ii) making agriculture and forestry more competitive and sustainable, (iii) enhancing opportunity in rural areas, whether in the farming sector or the broader rural economy. Actions discussed in this paper are based on the New Hungary Rural Development Programme (2007–2013) and focused on reducing the effects of climate change in rural area. Establishment of agro-forestry systems and integrated pest management help mitigation goals and increase climate change adaptation potential. Minimizing unwanted side effects of agriculture by reducing the use of fertilizer and increasing the safety for environment (soil, water, and air) and human health have positive effects on adaptation potential. Restoration of agricultural production though diversification of agriculture and pastures management, improvement in drain age and irrigation equipment are good examples of adaptation for climate change. Integrated production, which is oriented to controlled cultivation of crops, vine, fruits and vegetables, and improvement of animal rearing conditions to increase production standards and overall welfare are preferred and ecologically sound methods of adaptation.

  • More insurance subsidies for European farmers – is it needed?

    In addition to traditional sources of uncertainties, such as market price volatility and animal and plant health-related risks, the impacts of climate change have recently become a major concern in the agricultural sector throughout the world. Insurance has been commonly proposed as a key instrument in farm risk management, and agricultural insurance schemes have become more widespread both in developed and developing countries. We conducted a case study in the UK to investigate farmers’ risk perception and willingness to pay for crop insurance by using contingent valuation method (CVM). Similarly to the experience from developing countries, we found that farmers are less willing to pay for insurance, however they do take actions to reduce their risks. While these results suggest that the provision of premium subsidies to European farmers can be justified; in order to avoid counter-productive policy outcomes, one may consider the introduction of a risk-based approach in agricultural risk management.
