An examination of the organizational culture at the policing
43-50Views:530The subject of this thesis is presentation of the examination related to the organizational culture of the Police, the special law enforcement body which guarantees internal order and public security. The police, at the same time, as armed law enforcement body ensure the order of the economy and its legal security. Security is not only important for the citizens and social organizations, but also for the profit and non-profit organizations. The Police carry out official work, but also provide services that presuppose two types of contact system and modes of management. There were a number of changes in the body of the Police over the past two decades (e.g. accession to the EU, accession to the Schengen area, integration of the Police and the Border Guards, outsourcing certain activities, regionalization of sponsorship activities), in which I have taken part as a manager of the developmental programs. These changes have not only affected the police organization and the approach of the employees, but also the organizational culture. The changes cannot be considered as closed: the Ministry of Interior, governing the Police, takes decisions on organizational changes, but also the managers at the Police play an important role in this process. Under „change” I do not necessarily understand a change in the structure, but also a change in the organizational culture to create support for the reform process, and the option to co-ordinate the diverse structures. The changes have obviously affected the thinking of the managers and the employees, as well as their relationship to the organization. The official duties, including the detection of the crimes (including agricultural and economic crimes), cannot be performed without the day-today cooperation with the bodies of the civil law enforcement, through which the Police may increase the effectiveness of detection of such crimes and thus the citizens’ subjective feeling of security. Therefore, the present thesis aims at the examination of the Police’s organizational culture and its management methods.

NEW METHODS FOR STRUCTURAL DEVELOPMENT CAUSED BY OPEN INNOVATION IN RED BIOTECHNOLOGY
Views:424Red (pharmaceutical) biotechnology is currently one of the most innovative industries. A good example of this is the fight to develop a vaccine against the COVID-19 pandemic, or even the incredible dynamism of the development of anti-cancer drugs.Innovations always carry uncertainty within them - the authors of this article see and experience this every day during their managerial work related to R&D in the biotechnology sector. Decisions often have to be made on uncertain grounds, with incomplete information. Mapping all these anomalies and their root causes is also necessary according to what has been experienced in various organizations, but at the same time it is a very interesting and challenging task. One of the possible means of sharing and reducing the risk is the so-called Open innovation, which required innovations in the fields of technical, industrial rights protection, privacy protection, but also cooperation platforms.All this required a new organizational and structural operation from the actors. This means that technological innovation attracts and results in project innovations. We assume that organizational development and structural innovations were also achieved through these transfers. We are trying to validate this hypothesis with the help of interviews with professionals.Our thesis: the challenges arising from the special innovation of red biotech also caused and necessitated the innovation of organizational structures and the development of its organizational and structural functioning, to which open innovation gave outstanding help.

The impact of the “greening” of the common agricultural policy on the financial situation of Polish farms
49-55Views:578This paper presents an assessment of the impacts of introducing the greening scenario of the CAP, proposed by the European Commission as an alternative for the reformed CAP after 2013. In the past, the CAP has undergone numerous transformations in response to the changing macroeconomic environment and in reaction to developments in the farming sectors in EU countries. On the 12th of October 2011, the Commission presented a set of legal proposals designed to make the CAP a more effective policy to encourage more competitive and sustainable agriculture and vibrant rural areas. The proposal brings various new elements under consideration, some of them raising strong controversies such as introducing “greening” as a component of direct payments. Changes in the direct payments scheme in line with the EC proposition include forcing adjustments in the cropping pattern and creating ecological focus areas (EFA) on 7% of the farm land ; the consequences of such a proposal on the size and structure of agricultural production, and thus on the economic performance of farms and the whole agricultural sector are uncertain. The authors analyse historical changes to the CAP with a focus on a growing importance of the environmental component of the CAP, discuss different scenarios of shaping the direct payments system and present the results of modelling the impacts of greening the CAP on the Polish farming sector with the use of the LP optimisation model. The study was based on Polish FADN data. Results show that the majority of farmers in Poland comply with the crop diversification constraint of greening. However, establishing the required EFAs and necessary diversification on farms with simplified cropping structures will have a negative impact on the volume of agricultural production as well as on farm incomes.

Impact of CAP’s pillars on Romanian rural employment
75-80Views:318This paper aims to clarify the direction of change in rural employment on short- and medium term in Romania, while CAP regulations are being introduced and the global economic crisis emerges. First we put into evidence the decrease of the role of agriculture as buffer for unemployment and the poor contribution of non-agricultural activities to provide employment for rural residents.Then we analyse the main characteristics of the rural labour force. Finally we synthesize the opinions expressed by 33 consultants (working at the Offices for Agricultural Consultancy from different counties in Transylvania) about the estimated short term evolution of rural employment and the impact of CAP on Romanian rural areas.

Smallholder Food Marketing Behaviour: Exploring the Role of Informal Credit and Traders in Stabilization of Food Crop Prices
67-82Views:324Many farmers in Africa sell their produce at low prices immediately after harvest because they need cash. They could solve temporary liquidity constraints by use of credit and store their produce to sell when prices are high. However, due to various reasons such many poor farmers have been excluded from formal financial services. In response, the informal financial market has expanded, but the question why informal credit has not facilitated storage to enable farmers benefit from intertemporal arbitrage opportunities remains largely unanswered. To answer this question, we investigate the role of informal credit markets and traders in stabilizing seasonal food crop prices. Our analysis is based on a household survey data, and in-depth interviews with key players in the informal credit market and grain traders in rural southwestern Uganda. We find that community-based self-help savings and credit associations provide credit for the majority (62%) of farmers. Informal credit still excludes the very poor and is not sufficient to enable farmers benefit from intertemporal arbitrage opportunities. Thus, poor farmers continue to ‘sell low and buy high’. The study also addresses a related fundamental aspect of food marketing: why is there no competition between traders bidding up prices after harvest and eliminating seasonal price fluctuations? We analyse traders’ costs and profit structure in the study area, and shed some light on imperfections in the grain market and the barriers that limit competition between traders. We find that grain trade is not highly competitive. High transaction costs and limited access to credit are the main barriers limiting competition. Supporting community-based self-help savings and credit associations to raise their portfolio can enable more farmers to borrow at the same time. Investing in infrastructure, organising and supporting small scale farmers to bulk their produce might lower transaction costs, promote competition and dampen price fluctuations.

Historic landmarks in the development of Agricultural Land Market in Poland after the year 1989
41-44Views:344For a number of decades in the second half of the XXth century, agricultural land has been divided in Poland between three sectors: family, state owned and cooperative farms, with a dominating share of private, individual farmers in land use. As a result, ownership structure of agricultural land in Poland is quite unique among the former socialist Central and East European countries. Until the year1989, when the transformation to a market economy was initiated, the land market in Poland was almost non-existent. The State Land Fund(SLF), an institution created in 1944 was fordecades a substitute to land market. Originally, the Fund was responsible for the implementation of the land reform. After nationalization or confiscation of real estates, state farms have been established on a larger part of agricultural land under Fund’s management. Therest has been divided between formerfarm workers and small farmers owing less than 5 hectares of land.

The marketing strategies of Serbian honey producers
27-31Views:395Serbian honey producers are exposed to the increased international competition of recent years. To face up to the new changes, producers are progressively using diversification strategies, such as direct sales and production diversification. The direct sales strategy allows the producers to increase the product added value, while diversification aims to offer new products to the consumers. The aim of this paper is to analyse the honey marketing strategy of Serbian honey producers. The first part of the paper analyses the structure of production costs, production performances as well as the determinants of the honey supply. In the second part of the paper, analysis is focused on the determinants of direct sales. Finally, in the third part of the paper, diversification strategies are discussed. The data for this research has been obtained on the basis of a representative sample consisting of 84 Serbian honey producers interviewed in 2011 and 2012. The results show that the Serbian honey producers operate with more or less similar production costs and with production performances that do not differ significantly. They use direct marketing for two reasons: firstly, it affords personal contact with consumers, and secondly, they aim to decrease the transaction costs, thereby keeping a higher share of the product’s final value. Offering new products to consumers is an attempt to create additional product demand.
