  • Spatial urban plans as a basis for agribusiness development

    The main goals of the spatial development of rural areas are to protect and prevent degradation of agricultural land, forests and protected areas, as well as to encourage (more) balanced territorial development. Given that the quality and development of agriculture largely depend on the level of consciousness and awareness of the population in rural areas as to the opportunities and benefits of their involvement in the adoption and approval of planning solutions, the aim of this paper is to define a communication strategy to help raise the awareness of the focus groups (landowners, farmers and investors) of the importance of and link between spatial planning and development of agribusiness and rural areas, exploring different techniques and methods of using various communication channels. The methods which will be used in the paper include secondary research, SWOT analysis, and trend and historical analysis. The research results show that it is essential from the very beginning to take the views of various stakeholders into account through frequent thematic dialogues, in order to incorporate a consensus which has been reached together with the expert team of the developer, into planning decisions. Only such an approach can lead to sustainable and enforceable plans as prerequisites for the realisation of realistically planned investment in rural areas. Furthermore, it is very important to legally standardise such an approach so that public participation, as a mandatory legal procedure, can be defined through precisely defined steps and established performance indicators from the very beginning of the process of adopting planning documents.

  • Potential of vertical and horizontal integration in the Hungarian fish product chain

    After the economic and political transformation, the output and resource utilization of the Hungarian fish production sector decreased less than in other livestock sectors, and it managed to preserve its income position. As a consequence of the relatively low level of the implemented innovative developments, though, for all the EU assistance available the cooperation efforts did not prove to be very efficient. The relatively favourable income position of several farms led them to a kind of “leisureliness”, and as a result, the level of the applied production technology in many cases did not even reach that of the 1970s. All these circumstances led to the degradation of the innovations and to the expiration of the horizontal and vertical integrations in the sector, leaving the commercial and cooperation forms being typical in an otherwise stabile classical free-market environment. Problems were further increased – amongst other things – by the volatile cereal prices, 27% VAT rate, and the introduction of road toll. After long years, certain farms were to face losses, and the decline of profitability at sectorial level, thus the need for innovation and producers’ co-operations has become imperative. As a solution option to these problems, a model of a product chain containing both horizontal and vertical elements and comprising the entire sector has been developed. Present study introduces this new model, which is established on foreign examples primarily, but takes the Hungarian specialities into account too.

  • Resource use efficiency among rice farmers around fragile ecosystems: evidence from Kilombero Wetland, Tanzania

    Farmers have been encroaching fragile wetlands as a strategy to increase their rice production thus threatening wetlands’ existence and capacity to other critical ecosystem services. This calls for efficient production to strike the balance between food rice production and wetlands’ sustainable existence. The current study sought to provide assess rice farmers’ technical efficiency of resource use by detecting the determinants of rice yield and further identify the determinants of technical efficiency of the resources used by rice farmers in Kilombero wetland. A cross-sectional survey of 145 randomly sampled farmers aided in achieving the study objective. A stochastic frontier analysis (SFA) model was used to analyze data. The mean technical efficiency among farmers was at 60.54% level. The positive determinants of rice yield were land and fertilizers while labor influenced it negatively. Age, education, farming experience, group membership, and credit access reduced inefficiency while the distance to the extension agent and off-farm income increased farmers’ inefficiency. The study concludes that there is a possibility of expanding rice production without threatening the wetland’s existence. It recommends that government and other stakeholders to ensure that rice farmers are up-to-date with optimal use of fertilizers in rice production since it will assist in improving rice yield while the rate of expansion of rice lands in the wetlands will lower. Policy implementers ought to establish initiatives that inspire rice farmers to capitalize on farmer groups and join education programs to take full advantage of their potential efficiency and might participate in community development activities.

  • Mitigation activities to reduce emission of agricultural greenhouse gases in Hungary

    Pressure on natural resources and the global environment have been identified as the most important challenges to maintain prosperity and improve environmental care. Agriculture is responsible for only a small proportion of carbon dioxide (CO2) emissions, but the sector is more closely associated with emissions of other greenhouse gases such as methane (CH4) and nitrous oxide (N2O). The global warming potential of agricultural activities defined as greenhouse gas (GHG) emissions in CO2 equivalents is relatively low in Hungary, when calculated per land area. However this difference decline, when a GHG emission is calculated per product unit, as yields are lower then in West European countries. Environmental load caused by agriculture is also low in Hungary, where increasing part of EU resources are used for the long-term preservation of natural resources and for the raising of awareness of sustainable farming. The strength of the environmental situation of Hungary, consist of several elements, such as the rich bio-diversity, the significant size of territories falling under natural protection, the extent and importance of forests and the low environmental load from crop production. Among the weaknesses the nitrate load of the animal husbandry farms, the increasing water and wind erosion, the soil compaction and degradation have to be taken into consideration. Climate change has high risk potential and the mitigation activities of the New Hungary Rural Development Programme (HRDP) are investigated in this paper with the aim to increase mitigation activities in rural area and reduce the causes of climate change.
