Hungary’s new national sustainable development strategy is expected to be drawn up by 2012 and social debate for discussion has already been under way. This document provides the basis of all other strategies, programs and plans. I prepared a survey by the method of structured in-depth interviews to explore the opinion of experts engaged in e...nvironmental issues and strategy development about sustainable development, the situation of the Hungarian strategy adopted in 2007 and applied indicators. The picture is highly diverse: there is a lack of unified viewpoint even about the concept of sustainability. However, the definition of a common, jointly adopted concept is the first stage in strategy development. Precisely formulated objectives and their related indicators are required for a strategy to fulfill its role – this is the theoretical part of strategic thinking.
Innovation and innovation performance is gaining increasing importance in European policy, as the targets determined by the Lisbon priorities related to innovation seem to be still far away from the reality in some European countries and at EU level as well. Although the economic crisis determined the priorities of economic development and made... it more complicated to dedicate more budget of Research and Development, one of the five ambitious objectives of the EU’s growth strategy for the coming decade: Europe 2020: A strategy for smart, sustainable and inclusive growth is still focusing on innovation. As the Lisbon Strategy determined the paths for national targets in the given areas, Europe 2020 will be adopted as well by the Member States.
In this context, the current work would like to give a short overview how Lisbon Strategy effected the national and regional innovation system in Hungary and will analyze its impact on Észak-Alföld’s region Research, Development and Innovation performance in the recent years and the transition of regional innovation governance system.

In the first chapter I demonstrate the funds division of the convergence and regional competitiveness targets in the financial perspective between 2007–2013. The first sheet shows unambiguously that the new member states from Middle-Eastern Europe and the Mediterranean countries spend their funds on convergence and cohesion issues. The situation is contrary in the highly developed Western-European countries, in the core regions, where decisive part of the funds are spent on competitiveness issues. In the second chapter of the study I present the Europe 2020 strategy of the EU, that is a crucial paradigm change in the European strategy-making. While the Lisbon strategy focused on the social cohesion of the European Union, the Europe 2020 strategy strives the fostering of the European competitiveness. In the third part of the study I make a comparison how the funds-allocation altered during the two financial perspectives.
The Lisbon Strategy of the EU promises a more competitive Europe with more and better workplaces, in addition to sustainability.

There is a contradiction between the strategic objectives and the roles of the industry which should be ceased urgently. Al thong aim is the creation of jobs, stopping tobacco growing could result in unexpected agro-social disadvantages. Rejection of the industry’s sustainability questions the realization of the keystones of the strategy. Competitiveness, sustainability and social cohesion should be implemented as a unit of the strategy also in tobacco growing.
The control of our relationship with our environment is one of the greatest challenges of the 21st century. This has an effect on the economic and social processes and the human activities. All of these are included in a new developmental strategy: the strategy of sustainable development.

What is a place of work? Is it a commitment to work, or continuous pressure under work, or hunting for income? This article is a brief review about the main milestones of the employment history of the European Union and Hungary. In 1989, the Social Charta about the social principles of employee was issued. In 1997 the employment policy became t...he part of the acquis communautaire. Finally, in 1998, the European
Employment Strategy was developed, which contains the community employment guidelines. In the year of millennium, the new long term concept of the EU, the Lisbon Strategy was approved. In this document the EU was targeted as the most dynamic and competitive knowledge-based economy in the World till 2010. The Tens joint to the EU in 2004, and a bit later it became clear, that the EU is light-armed against some of the world economy challenges. As a consequence, many objectives of the Strategy could not be reached. Recently member states of the EU have to develop the national action plan for employment year by year. The hungarian plans were developed as well, but the wrong labour market’s parameters haven’t been changed since 2004.
The task of the national sustainable development strategy is to provide a long term conception for the economy and society, so that this might function and develop in harmony with the environment. Creating the conditions for sustainable agricultural production requires the elaboration and implementation of long-term programs spanning generation...s. The objective is to find a compromise between the conceptions appearing in the long-term and the short-term programs.
In Hungary, several principles, conceptions and proposals have been suggested regarding sustainable agriculture. In the present study, I intend to systematize the above mentioned principles and conceptions, and compare them to the conceptions regarding agriculture in the national strategies of the EU member states. Furthermore, I examine to what extent the agricultural policy of the European Union supports the conceptions regarding agriculture in the strategies. This topic deserves special attention, as the Hungarian national sustainable development strategy is being prepared and is supposed to be finished by the end of 2005.
In this article I have reviewed the SWOT analysis of the two company-group, such as the Hungarian SME and the multinational company. In this frame we have got ready the so called cross-table of the two company-group. These cross-tables have showed, which opportunities they can exploit on the base of their strengths, and which threats will be in...tensified by their weaknesses. On the base of these results we have found out, that the SME’s realize defensive strategy, while the multinational companies realize outbreaking strategy.
The first main element of the supply chain is procurement; which has a great influence on the quality of products and services. The most important role of the procurement is the purchase of inputs which are necessary for the operation of companies. This includes procurement planning and the development of procurement strategy, so procurement is... a process that is even more than simply buying raw materials. The functions of procurement are the selection of suitable suppliers, contracting, controlling and improvement of suppliers, and coordination of activities with other parts of the company.
Planning of procurement, strategy formulation, supplier selection and evaluation, monitoring of the procurement process, and modification of original plan are important tasks of entrepreneurial procurement. The importance of procurement in a business organization is reflected by its position in the hierarchy of the firm. There are subjective and objective methods to select suppliers accomplishing their tasks on time and with good quality. Efficient purchasing management activity contributes to an increased competitiveness of the enterprise. The aim of this publication is to describe the procurement activities, to examine supplier selection and evaluation methods, to determine the position of procurement in the organization, and to prove the strategic importance of procurement.

The strategic and conceptional approach to sport has brought substantial changes in the sporting life of University of Debrecen during the period between 2005–2013. The restructualisation process aiming at the development of university sport as well as the measures related to creating a more transparent financing system demonstrates elements...of improvement in comparison to the period prior to the Bologna process. The Sport Concept of the university operates the different areas of sport within a transparent, planed and complex structural framework in accordance with the principles outlined in both the National Sports Strategy (2007) and the legal regulations specified by the Sports Law and its modification (2004, 2011). The conceptional changes of sport at the University of Debrecen followed the main objectives and guidelines of the European Commission that lays a great emphasis on issues such as the integration of athletes into higher education allowing maintenance of parallel educational and athletic carriers for athletes.
Our botanical survey at the great pasture of Hajdúbagos is a part of a broad research that aims to predict the production of the grass at the given area. As the mentioned pasture is a nature conservation area, the usage of artificial fertilizers or other classic grassland management methods in its handling are prohibited. Thus grazing is an im...portant tool for the management of this area, however the not suitably regulated grazing order and the poorly calculated carrying capacity cause serious problems at some parts of the pasture. The prediction of the grass yield is essential to
avoid both over- and both under-grazing and for determining the optimal number of the grazing animal stock and the grazing method, thus the most suitable management strategy.
The potential grass yield is easily calculable with a computer model that will be established as a basis for determining the grass production. For the sake of getting an accurate view of the plant associations of the pasture, we created examination quadrates and determined all plant species found in the quadrates. After plant determination, we compiled a coenological table in which we marked besides the scientific name and families, the life forms of each species that refer to the structure, morphology and thus the adaptability of plants to their environment. We determined the
TWR, so the thermoclimate, water and soil reaction values, the nature conservation values, as well as the covering values of each plant species (DB), and the total coverage of the examination quadrates (B%).
According to the covering values, grasses proved to be characteristic plants at the examined pasture, thus we need to consider them influential in calculating the animal carrying capacity and with the rest of the information, we need to supply the model.
The life forms and TWR indicators, all together with the nature conservation values provide further important data to the development of the management suggestion of the protected pasture. By examining these values to different parts of the area, we could get an exact view on the measure of the degradation effects. This promotes the determination of grazing methods and the forming of the boundaries of certain pasture sections, to avoid those harmful anthropogenic effects that seriously endanger this extensive sandy pasture.

After that I turn to the analysis of the competitiveness of the EU. The European competitiveness index and its concept were of great assistance during the analyses. The concept of the European competitiveness index has three main components: creative economy, economic performance, access to infrastructure. It is unambiguous that the European Union can only sustain and increase its position reached in the world economy, when its member states commit themselves for the completion of the knowledge based economic policy striving for competitiveness. The Europe 2020 strategy and the budget period 2007–2013 emphasize the outstanding role of competitiveness and urge to take the necessary measures.
Research, development and innovation (R+D) are of great importance nowadays as regards the competetiveness and economic growth of any given country. In the European Union the Lisbon Strategy considers R+D as a crutial means to enhance european competetiveness. The EU is substansially lagging behind its main competitors (USA, Japan) in this doma...in, furthermore developing countries (China, India) have recently been making
great progress, thus posing additional challanges to our continent. The EU needs to assess the present situation as soon as possible and meet the latest challenges in the most efficient way. In order to achieve this objective, the concept of the European Research Area (ERA) has been elaborated with the aim of reorganising, regrouping and integrating existing structures. The open method of coordination (OMC) is playing an important role in the implementation of this common area. It constitutes an alternative policy-making merthod to pure „intergovernmentalism” and the
„community method”. The OMC in the field of research policy is coordinated by the Scientific and Research Committe (CREST), which provides a forum for member states to share their experience and reach their common goals.
The authors of this study seek the answer to the question how to develop, in the first decade or decades of the 21st century, the university-level
horticultural scientific training, the horticultural innovation and the scientific co-operation between companies and universities in Debrecen and
in the North Great Plain Region and – in a w
of the prospects of past, present and future, they drew the following conclusions. The reconstruction of agriculture, horticulture and food industry
is a part of reforming Hungary's countryside. Horticulture, producing high added value, will be able to decisively contribute to the plan whereas
the value presently produced in an agriculturally cultivated area of 1,000 euros/hectare can reach 2,000 to 3,000 euros in the next two decades.
A necessary and indispensable precondition to achieving this is the strengthening of the innovation output of the Hungarian horticultural sector.
Despite the numerous technical criticisms formulated in connection with the serious problems of Hungarian agricultural and horticultural
scientific innovation, no progress has been made in this field for the past one and a half decade. The scientific research of this topic hardly
continued or did not continue at all, the up-to-date surveys and in-depth analyses were missing. The objective, basic principles and tasks of the
Act CXXXIV of 2004 (TTI) enacted concerning research-development and technological innovation are clear and progressive. The co-operation
between the National Research Technology Office and the Hungarian Academy of Sciences, the setting up of the Innovation Fund are heartening
opportunities. These – along with the new Higher Education Bill to be passed – may as well be suitable for restarting the Hungarian agricultural
and horticultural scientific innovation. In our opinion, this requires a new, well-considered national agricultural programme, which can be
conceived in the framework of the "Ferenc Entz National Horticultural Plan" proposed by us for horticulture. In the most eastern Hungarian
university knowledge centre, at the University of Debrecen, the continuing of the horticultural scientific innovation strategy started in the last
decade may be the focal point and generator of the development of the so-called "Hungarian Horticultural Triangle”, or "Hungarian
Horticultural Cluster". This region comprises the Northern and Southern Great Plain Regions and the area between the Danube and Tisza
Rivers. Here, about 70 to 75% of the total Hungarian horticultural commodity stock is produced. The objective of the HORT-INNOTECH
DEBRECEN programme planned in 2004 by the University of Debrecen, Centre of Agricultural Science is to establish the horticultural scientific
research-development and technological innovation structure and knowledge base of the Hungarian Horticultural Triangle / Hungarian
Horticultural Cluster. In harmony with this, the objectives are to bring about competitive, new horticultural products, to improve the conditions
of utilising them, to enhance the competitiveness of enterprises based on technological innovation, to make use of the research-development and
innovation opportunities available in the regions in an efficient manner, to as full extent as possible, to encourage the creation of places of
employment producing high added value in the field of horticulture, to improve the technical skills of those employed in horticultural researchdevelopment and to promote their enhanced recognition by the society.
The biodiversity loss is one of the biggest environmental problems in the world. The objective of this paper is to present some nature conservation practices on agricultural land. Farmlands play a significant role to preserve biodiversity because some highly protected species can only find their needs on agricultural land. The Biodiversity Stra...tegy of the European Union (2010-2020) creates new directives to reduce biodiversity loss, preserve and improve diversity, especially on agricultural land. Furthermore the importance of this subject is that the share of farmland in Hungary is much higher (57%) than in the EU-27 on average (42%). The loss of agricultural land and the increase of land abandonment cause intensification of agricultural production leading to the loss of biodiversity.
Under the leadership of the International Association of Tobacco Producers – UNITAB – there is a struggle going on for stabilizing the situation of European tobacco growers. UNITAB unites the tobacco associations and tobacco growers of all EU countries.
Tobacco production ensures economic stability for more than 100 thousand small- and m
Within the framework of the CAP reform, the European Union is gradually changing the regulations of production. This is based on the decoupling of subsidies, which will be implemented in two phases. Between 2006 and 2009. the decoupling will be 40% and then after 2010, 50% (the other 50% will be used for restructuring within the second pillar). The question is raised, how will the second 50% be restructured to the second pillar. Between regions and how it can be ensured that this support would go to tobacco production.
With its participation in the principles of the European Tobacco Charta, UNITAB targets for production under economically-balanced conditions, the production of products meeting the customer requirements, consideration of the working conditions (especially for seasonal workers) and adherence to the health regulations related to the consumption of the end product already in the production and environmental protection. They aim to ensure the survival of the sector via tobacco growing with sustainable development and high quality. To maintain the continuity, there is a need for the support of regional, national and EU authorities. Future of the sector is dependent upon adaptation of tobacco growers and upon meeting the social expectations.
According to UNITAB, efforts should be made to modify the decisions so that the majority of the funding could be used by the grower. The tobacco industry has been able to effectively fight for its survival.
The greataest risk tograin production is fluctuation in market prices, which is over 50% over the course of a year; and year by year, as well. There are real market circumstances in the grain market, instead of state guaranteed fix prices, which was the norm under the former political system.
According to the general opinion of producers, lo
Hungary has a futures market (which is organized according to the CBOT system) in the grain sector, which is an unique institute in Europe. This organisation is suitable for hedge businesses and it has convenient technical and institutional background.
There are two possibilities to make hedge business. One of them is the short hedge with futures contract when the producer sells his product for long term if an acceptable profit is included in market price. In this case seller can protect himself against low market prices.
This technique can be considered as professional for price risk management, but possibly has financial cost because of the weak financial situation of Hungarian producers this solution seems expensive for them.
There is an other possibility in the Commodity Exchange for manage price risk, that is the option technique. This solution is suitable for insure prices as well, and has an other additional advantage, namely: there is no financial costs in this case.
The aim of this study was the detection of polymorphism in the bovine growth hormone and leptin genes using the PCR-RFLP method. A
polymorphic site of the growth hormone gene (Alul loci) that results in amino acid change at position 127 of the protein chain (leucine, L to
valine, V) has been linked to differences in circulating metabolite
gene is situated in the intron between two exons, which results in an amino acid change at position 2059 of the protein chain (cytosine, C to
thymine, T). The polymorphisms were studied in a group of 58 bulls of the Slovak spotted breed. A strategy employing PCR was used to amplify 428 bp (GH gene) and 422 bp (LEP gene) products from blood samples. Digestion of PCR products with restriction enzymes AluI and Sau3AI revealed alleles: L and V; A and B for GH gene and LEP gene, respectively. The growth hormone gene is a candidate gene for body weight gain in cattle, since it plays a fundamental role in growth regulation. Leptin plays an important role in the regulation of feed intake, energy metabolism, growth and reproduction of cattle; therefore, animals with higher leptin gene expression will probably have lower daily weight gain than others with similar forage offer and nutritional condition and will also likely have longer calving intervals.
The homogeneity of a study area of 20x20 m used for beetroot production in North-West Hungary was analysed with geo-statistical methods on the basis of measured plant and soil parameters. Based on variogram calculations (Equation 1 and 2), the yield surface showed homogeneity in North-South direction. Considering the results, decrease of sampli...ng distance to 17 m can be suggested. The direction of the variability of yield (Figure 1) could be modelled with a direction variogram based on analysis of the variogram surface. In the study, developed methodological processes are presented for the analysis of spatial relationship between measured production and soil parameters. 5 spatial evaluation methods for yield surface were compared (Table 1). On the basis of the analysed methods, it can be stated that different methods (LP, RBF) should be used when the reasons for locally extreme yields are in focus than in case when the yield surface of the whole area is estimated (IDW, GP). Using adequate parameters the kriging method is applicable for both functions. Similarly to the results of an ordinary Pearson correlation analysis, spatial correlation analysis was shown using soil pH and Cu concentration data. The results of cross variogram analysis (Equation 2) and the North-South direction of the variogram surface showed negative correlation (Figure 3). Based on simulation calculations, decrease of 30% in sampling points resulted in increase of 12% in error for the total sample number considering Cu concentration. The method provides a tool to decrease the cost of sampling and sample analyses of spatially correlating features, and to increase the reliability of spatial estimation using a better sampling strategy with the same sample number.
Competitiveness studies have shown that innovation could be breakout point for some economies, regions and enterprises. Knowledge acquisition, creation and exploitation of the knowledge base have been an essential element for economic growth. These knowledge-based economic processes come together with the innovation. Measurement of innovation b...y indicators has been playing a really emphatic role in making strategy whether it is national or EU planning.
Enterprises have always tried to measure and quantify their innovation activities mostly through the results of their economic process. Companies have generally considered their products as part of the innovation. That was the reason that in most cases they only and exclusively focused on the finished product. Some of them was able to realize that details of the production process must be taken into account in order to the whole innovation activity could be measured.
That is why I find it important to examine of what the innovativity of enterprises is made of, and in which way they can be measured.
In addition I was looking for the answer to the questions that how much the measuring method allows you to compare enterprises for further examination.
The development of measurement methods is an essential moment of the article. As it is compiled for me the most important aspect of innovation, according to the statistical document, the Oslo manual guides you through the measurement methods and operational processes They play a very important role in proving my hypothesis. Overall, our country’s innovation results show those areas where we have high endowments, and also those where are the weaknesses.
Of course, systems and tools defined by the governing authorities of national economies will have the main role but the activity of the European Union will be the frame in the end, because without subsidies from the EU budget, national budget wouldn’t be enough to implement these aims.
Through a non-representative sample of the small enterprises of the North-Alföld Region, this paper studies the product strategic priorities enabling us to make a detailed typology of small

priorities, which are sharply distinct from each other. These priority features are shown in the form of characteristic features in the enterprise’s marketing activities, market behaviour (product policy, innovation attitude, technology, price policy). This paper studies the enterprises of the sample through the role of production technology, material quality, low price and branding endeavours affecting product positioning.
My study examined the competitiveness of Balmazujvaros, in regard to tourism. The town is situated in the Northern Great Plain region, in Hajdu-Bihar county, 22 km from Debrecen, together with Egyek, Hortobagy and Tiszacsege joined the statistical subregion of Balmazujvaros. Comparing with the neighbouring settlements, it has similar geographic...al features and posesses thermal water that was determined to be medicinal, which is a feature of the region. Balmazujvaros as a typical country town as it has a dominant agricultural character. It gained town status in 1989. Part of the town is situated in the National Park of Hortobagy.
The first part of my study is to determine the number of rival settlements from the viewpoint of tourism. I will analyze the results of a questionnaire given to tourists in Balmazujvaros between June 15 August 31 2003, and introduce the primary results. The SWOT analysis will show the primary and secondary information and the examination of the results.
If we take into account the strengths, weaknesses, opportunities and threats of this town, we can make the following conclusion: tourism is an opportunity with a well-developed infrastructure, a third sector, subsidies and improved local interest. A sound and well-defined marketing strategy is essential for Balmazujvaros, in order to overwhelm its strong rivals
