Additional information for the interpretation of the practice of rural development in the light of the corporate relations of the Agricultural Centre, University of Debrecen in the North-Great Plain Region

A potential method to reach these aims is to enhance the relation between science and practice and to apply scientific results. This is the case at the Agricultural Centre of the University of Debrecen as well, since the tighter and looser cooperations of the institution provide a scientific structure, which is now a significant prerequisite for Hungarian agro-innovation, primarily for rural development processes in the North Great Plain Region. The present study, based mostly on empirical findings, strives to analyze the field of activities in relation to rural development performed by the Agricultural Centre, University of Debrecen.

The Possibilities of Futures and Option Hedge in Price Risk Management for GrainProduction

There are real market circumstances in the grain market, instead of state guaranteed fix prices, which was the norm under the former political system.
According to the general opinion of producers, losses come from their defencelessness against buyers. The real situation is that price risk can be managed by suitable market strategy, and loss production can be avoided.
Hungary has a futures market (which is organized according to the CBOT system) in the grain sector, which is an unique institute in Europe. This organisation is suitable for hedge businesses and it has convenient technical and institutional background.
There are two possibilities to make hedge business. One of them is the short hedge with futures contract when the producer sells his product for long term if an acceptable profit is included in market price. In this case seller can protect himself against low market prices.
This technique can be considered as professional for price risk management, but possibly has financial cost because of the weak financial situation of Hungarian producers this solution seems expensive for them.
There is an other possibility in the Commodity Exchange for manage price risk, that is the option technique. This solution is suitable for insure prices as well, and has an other additional advantage, namely: there is no financial costs in this case. -
Opportunities of delineating inland waters and soil moisture with remote sensed data
95-98Views:106The methodology for delineating water bodies on multispectral remote sensing imagery was examined and evaluated. A supervised approach is tested with the aim to accurately detect inland water, moisturised soil surface and swampy patches on the Landsat TM 7 scene. The goal of this research is to investigate whether the application of remote sensing image interpretation could further refine the possibilities of future soil conductivity measurement research. The methodologies used were the application of supervised classification algorithms based on the training data collected in the area. The achieved overall classification accuracy value of 83.0795% suggests that the methodology could be used as a successful strategy to incorporate remote sensing data interpretation into soil conductivity measurement planning and application. The main conclusion that can be drawn is that processing of multispectral data with further refinement of the presented methodologies can led to very useful outcomes for environmental measurements.

Open Method of Coordination in the European research policy

great progress, thus posing additional challanges to our continent. The EU needs to assess the present situation as soon as possible and meet the latest challenges in the most efficient way. In order to achieve this objective, the concept of the European Research Area (ERA) has been elaborated with the aim of reorganising, regrouping and integrating existing structures. The open method of coordination (OMC) is playing an important role in the implementation of this common area. It constitutes an alternative policy-making merthod to pure „intergovernmentalism” and the
„community method”. The OMC in the field of research policy is coordinated by the Scientific and Research Committe (CREST), which provides a forum for member states to share their experience and reach their common goals. -
Significance of PSI re-use

Regarding PSI reuse the 89/2003 Directives of EU serve far the prime factor, as well as the LXIII. act of 2012. Which is the adoptation of the directive in Hungary including its modfications.
In Hungary a new governmental strategy is being formed, which would make the widespread use of PSI possible. Doing so via their reuse it would contribute to establishing new products and services. By this means it would greathy support the improving competitivness of the Hungarian economy.

A review on the trend of livestock breeds in Laos
227-237Views:307When the livestock sector is considered an essential role in farmers' livelihood, and local breeds are still the critical component of animal breeding in Laos. Thus, there is a need to review the previous, current situation and prospects for Laos' livestock production. It aimed to study the different traits among the existing dominant local and improved livestock breeds (cattle, pig, and goat) and a more in-depth study on the livestock sector's previous evolving and prospects. Our findings revealed that the general trend of livestock population in Laos increased year-by-year for over 45 years, except for 1995 to 2000. It was decreased by almost 22% due to the new national strategy on economic revolution. The first foreign breeds were introduced into Laos, i.e., Large White, Landrace, and Duroc in 1980, Red Sindhi bulls in 1998, the frozen semen of Red Brahman 2003, and Bach Thao goats between 2001 to 2003. Unfortunately, many data are still not precise for introducing other foreign breeds like Boer goats, Thai Grey and Red Brahman. There were many missing data on the improvement of livestock breeds in Laos, including the local and improved breeds' reproductive and productive performance, which needs more study and research. We conclude that the semi-complex farm operation should be applied to improve livestock breeding and their productions in Laos.

Will there be a horticultural triangle (cluster)? Thoughts about the reconstruction of the Hungarian horticulture between two European regions
21-27Views:99The authors of this study seek the answer to the question how to develop, in the first decade or decades of the 21st century, the university-level
horticultural scientific training, the horticultural innovation and the scientific co-operation between companies and universities in Debrecen and
in the North Great Plain Region and – in a wider sense – in Hungary to a standard being competitive even in European terms. With the synthesis
of the prospects of past, present and future, they drew the following conclusions. The reconstruction of agriculture, horticulture and food industry
is a part of reforming Hungary's countryside. Horticulture, producing high added value, will be able to decisively contribute to the plan whereas
the value presently produced in an agriculturally cultivated area of 1,000 euros/hectare can reach 2,000 to 3,000 euros in the next two decades.
A necessary and indispensable precondition to achieving this is the strengthening of the innovation output of the Hungarian horticultural sector.
Despite the numerous technical criticisms formulated in connection with the serious problems of Hungarian agricultural and horticultural
scientific innovation, no progress has been made in this field for the past one and a half decade. The scientific research of this topic hardly
continued or did not continue at all, the up-to-date surveys and in-depth analyses were missing. The objective, basic principles and tasks of the
Act CXXXIV of 2004 (TTI) enacted concerning research-development and technological innovation are clear and progressive. The co-operation
between the National Research Technology Office and the Hungarian Academy of Sciences, the setting up of the Innovation Fund are heartening
opportunities. These – along with the new Higher Education Bill to be passed – may as well be suitable for restarting the Hungarian agricultural
and horticultural scientific innovation. In our opinion, this requires a new, well-considered national agricultural programme, which can be
conceived in the framework of the "Ferenc Entz National Horticultural Plan" proposed by us for horticulture. In the most eastern Hungarian
university knowledge centre, at the University of Debrecen, the continuing of the horticultural scientific innovation strategy started in the last
decade may be the focal point and generator of the development of the so-called "Hungarian Horticultural Triangle”, or "Hungarian
Horticultural Cluster". This region comprises the Northern and Southern Great Plain Regions and the area between the Danube and Tisza
Rivers. Here, about 70 to 75% of the total Hungarian horticultural commodity stock is produced. The objective of the HORT-INNOTECH
DEBRECEN programme planned in 2004 by the University of Debrecen, Centre of Agricultural Science is to establish the horticultural scientific
research-development and technological innovation structure and knowledge base of the Hungarian Horticultural Triangle / Hungarian
Horticultural Cluster. In harmony with this, the objectives are to bring about competitive, new horticultural products, to improve the conditions
of utilising them, to enhance the competitiveness of enterprises based on technological innovation, to make use of the research-development and
innovation opportunities available in the regions in an efficient manner, to as full extent as possible, to encourage the creation of places of
employment producing high added value in the field of horticulture, to improve the technical skills of those employed in horticultural researchdevelopment and to promote their enhanced recognition by the society. -
Supplementary botanical examinations for modelling the grass production of the great pasture of Hajdúbagos
17-21Views:59Our botanical survey at the great pasture of Hajdúbagos is a part of a broad research that aims to predict the production of the grass at the given area. As the mentioned pasture is a nature conservation area, the usage of artificial fertilizers or other classic grassland management methods in its handling are prohibited. Thus grazing is an important tool for the management of this area, however the not suitably regulated grazing order and the poorly calculated carrying capacity cause serious problems at some parts of the pasture. The prediction of the grass yield is essential to
avoid both over- and both under-grazing and for determining the optimal number of the grazing animal stock and the grazing method, thus the most suitable management strategy.
The potential grass yield is easily calculable with a computer model that will be established as a basis for determining the grass production. For the sake of getting an accurate view of the plant associations of the pasture, we created examination quadrates and determined all plant species found in the quadrates. After plant determination, we compiled a coenological table in which we marked besides the scientific name and families, the life forms of each species that refer to the structure, morphology and thus the adaptability of plants to their environment. We determined the
TWR, so the thermoclimate, water and soil reaction values, the nature conservation values, as well as the covering values of each plant species (DB), and the total coverage of the examination quadrates (B%).
According to the covering values, grasses proved to be characteristic plants at the examined pasture, thus we need to consider them influential in calculating the animal carrying capacity and with the rest of the information, we need to supply the model.
The life forms and TWR indicators, all together with the nature conservation values provide further important data to the development of the management suggestion of the protected pasture. By examining these values to different parts of the area, we could get an exact view on the measure of the degradation effects. This promotes the determination of grazing methods and the forming of the boundaries of certain pasture sections, to avoid those harmful anthropogenic effects that seriously endanger this extensive sandy pasture.
