Angle-count sampling method for estimating forest stand volume – a practical approach
99-102Views:488Point sampling, which is also known as angle-count sampling (ACS), can be considered an efficient way of estimating the basal area and volume of forest stands. It is possible to use it in forest management: providing more accurate estimates (precision <10%) of site and stand characteristics needed for management planning. 20 black locust (Robinina pseudoacacia L.) stands were selected at final cutting age to determine the regeneration criteria based on their total volume. It was verified that at P=5% there was no difference between the main volume values of stands indicated in the relevant forest plans as well as calculated by the ACS method.

Examination of the current and idel organisational culture and leadership elements at the municipalities of the North Great Plain region
117-125Views:312The connection between organizational culture and leadership has been examined by several researchers (Schein, Schmircik, Bass) and it is proven that there is a link between them. The leader shapes the organizational culture and at the same time the organizational culture shapes the leader too. The middle managers of local governments place the major emphasis on the dimension of goal orientation for the future. From the leadership perspective they find charismatic, goal and team oriented leadership necessary for the future.
The local governments have to answer the challenges of the rapidly changing environment. Quick responses and adjustments are only possible if the leader possesses a clear future vision and not only sets short-term goals but plans for the future and estimates the necessities on the long run. It is important to have a leadership with utmost dedication to the organization and to the objectives of the organization. The leaders must raise the interests of the employees, involve them in the process of setting goals and in finding ways to meet those goals, and that the employees should no longer strive to realize their own personal ambitions but focus on the common objectives. This brought transformational leadership to light.
The leader establishes and shapes the organizational culture but the individuals and teams working for the organization have impact on the organizational culture as well. This becomes apparent in the organizational culture as middle managers would place the major emphasis on performance orientation. Performance orientation is a dominant motivation based on excellence, hard work, pre-calculated risk, fore planning, goal orientation and regular feedback, which shapes the leadership too, as the leader has to change as well, in order to run the organization.
Scheins’ standpoint reflects the best the relationship between the organizational culture and the leadership. Schein claims that organizational culture and leadership are interwoven phenomena, as the leader shapes the culture but after a while the organizational culture itself shapes the leader too.

Surveys of residents’ attitudes to tourism development

It has also become an important component of rural development programs, as rural communities experiencing serious economic downturns often consider tourism to be a possible way of development. The expected positive economic and social impacts may not occur and negative tendencies are reinforced if communities do not support or even oppose tourism development. For this reason, it is highly important for planners and decision-makers to understand how the public perceives the tourism industry.
In the international literature there is a growing number of studies about residents’ attitudes toward tourism development. In the present study I review the social and economic factors that influence the attitudes of residents and communities, as well as demonstrate the typologies that were created on the basis of the results. Finally, I summarize the theoretical models that are used to interpret the results of the investigations. -
Land use changes in suburban areas – case study of Lublin
43-46Views:241The main reason to analyzing the space structure in the Lublin area is to determine the direction and pace of suburbanization in municipalities adjacent to Lublin, distinction factors and motives of population movements to the suburbs, complain rural-urban interaction and multifunctionality of land use. Housing development over the years was accompanied by confusion in planning documents and the law. Changes in regulations on land use in 1994 and 2003 in Poland additionally deepened the negative situation. Local authorities failed to control the spontaneous process of suburbanization, which adversely affected not only the spatial structure of municipalities, but also on local relationship, landscape, land use and the former urban systems. The result are long-term problems associated with incompatibility rural areas to support a growing number of residents, such as failure of the social and technical infrastructure.

The Role of the 4M-ECO Agrieconomical Modell in the Crop Cultivation

The relevant literature divides models according to various criteria. The most common is the division between optimising and non-optimising models. Non-optimising models generally endeavour to make the best use of technological lines, machine capacity, while optimising models are used to optimise revenue returns from sales or, occasionally, production costs. In our case, revenue and returns from sales were optimised. The models examined consist of several modules. Which include the following: plant cultivation modules, evaluations (assessment of situation, conception plan, complex corporate evaluation), supplementary sheets (sheets and charts for ancillary plant production, general costs of operation, summary and crops structure optimisation). With the help of the model, annual a particular can be made for an optimal crop structure the resources of the enterprise. This it becomes possible to define the largest net revenue on a corporate level.

Significance of risk assessment metric in audit of financial statements and reports

Food problem and its solution

Application of mycorrhizae and rhizobacteria inoculations in the cultivation of processing tomato under water shortage
111-118Views:453The effect of mycorrhizal fungi and plant growth promoting rhizobacteria on some physiological properties, yield and soluble solid content (Brix) of ‘Uno Rosso’ F1 processing tomato was studied under water scarcity. Inoculation was performed with mycorrhizal fungi (M) and rhizobacteria preparation (PH) at sowing (M1, PH1) and sowing + planting (M2, PH2). The treated and untreated plants were grown with regular irrigation (RI = ET100%), with deficit irrigation (DI = ET50%) and without irrigation (I0). In drought, the canopy temperature of plants inoculated with arbuscular mycorrhizal fungi (M1, M2) decreased significantly, however, the decrease was small in those treated with the bacterium (PH1, PH2), while the SPAD value of the leaves of plants treated only with Phylazonit increased significantly. On two occasions, inoculations (M2, PH2) significantly increased the total yield and marketable yield, however, under water deficiency, a higher rate of green yield was detected than untreated plants. In dry year using deficit irrigation, the one-time inoculation (M1, PH1) provided a more favorable Brix value, while the double treatments reduced the Brix. In moderate water scarcity, the use of mycorrhizal inoculation (M2) is preferable, while under weak water stress, the use of rhizobacteria inoculation (PH2) is more favorable.

Opportunities of delineating inland waters and soil moisture with remote sensed data
95-98Views:352The methodology for delineating water bodies on multispectral remote sensing imagery was examined and evaluated. A supervised approach is tested with the aim to accurately detect inland water, moisturised soil surface and swampy patches on the Landsat TM 7 scene. The goal of this research is to investigate whether the application of remote sensing image interpretation could further refine the possibilities of future soil conductivity measurement research. The methodologies used were the application of supervised classification algorithms based on the training data collected in the area. The achieved overall classification accuracy value of 83.0795% suggests that the methodology could be used as a successful strategy to incorporate remote sensing data interpretation into soil conductivity measurement planning and application. The main conclusion that can be drawn is that processing of multispectral data with further refinement of the presented methodologies can led to very useful outcomes for environmental measurements.

The Assessment of Sustainable Tourism

The fundamental conditions of sustainable development are the proper management of the environmental, social and economic impacts, as well as the well-established planning based on a detailed analysis. Measuring the changes and evaluating the results are tasks carried out by governmental and professional organizations. The first step of the assessment is defining the concept of sustainable tourism. Indicators are the most widely used set of tools for the assessment. Several international organizations have focused on elaborating the most suitable indicators for sustainable tourism development and formulating assessment models based on indicators since the beginning of the 1990s. Neither a generally accepted set of indicators nor a universally applicable assessment method has been put together until now. In the present study a few definitions of sustainable tourism are reviewed, criteria for indicator selection are listed, followed by the presentation of a sustainable tourism model. Finally a recently published assessment procedure based on the Bellagio Principles is summarized.

My aim is to analyze by numerous indexes what are the effects of joining Hungary to the European Union in tourism sector. However the results need to extend survey into many years. It is very important to reach long-term economic results and development, next to it has to be suitable impacts for social and natural environment, quality of life and developing health tourism as well.
To sum up we can establish extension of European Union area has improved diversity of tourism destination and goods, accessibility of natural and cultural features. -
‘Reinventing’ agricultural education for 2020 (action programme in the USA)

This project is a national effort on behalf of agricultural education, vision and strategic plan for agricultural education in the longer range future. „Reinventing Agricultural Education for the Year 2020” is a visionary planning initiative that brings together key stakeholders at the local, state, regional and national levels. These groups share their thoughts and ideas while developing concensus on what agricultural education should be in the 21st century.

Renewal of the city network in Szabolcs-Szatmár-Bereg country after the political restructuring
21-25Views:228After World War I., but especially from the second half of the 20th century the public policy development is determinative in urban development. The urban and the country planning appears under the auspices of the regional development policy between the world wars. After 1945 the primary goal in economic and development policy was the socialist industrialization, with a priority on cities. In this period the driving force in urban development primarily were the industrial installations. As a result, economic and social structure was transformed. It is a fact, that planned economy gave a huge impulse to city network, which determine the trend of cities up to this day. After the regime change, as an effect of escalation of regional differences and as a result of economic processes the urban development took new directions. The state intervention changed, and the principles of decentralization prevailed in resource allocation. The private and non-profit sector appears in urban development, the governments gain more important roles. These three sectors became the movers of local development. To recognize the main trends of urban development in Szabolcs-Szatmár-Bereg County, the local area development funds were examined in a special way in a given period. This study will show, the main tendencies of the consumption of decentralized regional development funds between 1996–2008, in the cities of Szabolcs-Szatmár-Bereg County. This study also gives an answer for which factors convert the renewal of city network of Szabolcs-Szatmár-Bereg County after the regime change.

The Role of the Digital Terrain Models in the Assessment of Surplus Water Risk at the Szolnok-Túri Plain

The results of these procedures are surplus water risk maps of the areas, which can be utilised in land use planning. Occurrence of woolly cupgrass (Eriochloa villosa /Thunb./ Kunth) in Hajdú-Bihar county, Hungary
119-123Views:207Woolly cupgrass (Eriochloa villosa /Thunb./ Kunth) is native to East Asia, it spreads in several parts of the World and causes difficulties in plant protection, especially in maize. Difficulties in control of Eriochloa villosa originated from several reasons: seeds continue to germinate later in the season, significant part of seeds emerges from a deep layer of the soil, and the species is less susceptible to some herbicides applied to maize than other annual grass weeds.
The first report on the occurrence of woolly cupgrass in Hungary was published in 2008, and it reported about the appearance of this species near to Gesztely village (Borsod-Abaúj-Zemplén county), however, no information has been added about spread of the weed in Hungary until now.
A significant population was discovered next to Debrecen (Hajdú-Bihar county) in summer, 2011, and then weed associations were examined in maize, sunflower and stubble-fields on several km2 in the area to estimate the Eriochloa villosa infection. The weed species was found on every maize field bordering with a ground cover of 0.5-4%. Woolly cupgrass occurred inside of the 50% of maize fields, and reached a ground cover of 76% in case of most infected area, in addition it was found in sunflower and stubble-fields.
The spread of woolly cupgrass is expected in this area, which requires the consideration of this species in the planning of weed management technologies. -
Assessment of Environmental Susceptibility/Vulnerability of Soils
62-74Views:259Soils represent a considerable part of the natural resources of Hungary. Consequently, rational land use and proper soil management – to guarantee normal soil functions – are important elements of sustainable (agricultural) development, having special importance both in the national economy and in environment protection.
The main soil functions in the biosphere are as follows: conditionally renewable natural resource; reactor, transformer and integrator of the combined influences of other natural resources (solar radiation, atmosphere, surface and subsurface waters, biological resources), place of „sphere-interactions”; medium for biomass production, primary food-source of the biosphere; storage of heat, water and plant nutrients; natural filter and detoxication system, which may prevent the deeper geological formations and the subsurface waters from various pollutants; high capacity buffer medium, which may prevent or moderate the unfavourable consequences of various environmental stresses; significant gene-reservoir, an important element of biodiversity.
Society utilizes these functions in different ways (rate, method, efficiency) throughout history, depending on the given natural conditions and socio-economic circumstances. In many cases the character of the particular functions was not properly taken into consideration during the utilization of soil resources, and the misguided management resulted in their over-exploitation, decreasing efficiency of one or more soil functions, and – over a certain limit – serious environmental deterioration.
Soil resources are threatened by the following environmental stresses:
– soil degradation processes;
– extreme moisture regime;
– nutrient stresses (deficiency or toxicity);
– environmental pollution.
Environmental stresses caused by natural factors or human activities represent an increasing ecological threat to the biosphere, as well as a socio-economic risk for sustainable development, including rational land use and soil management.
The stresses are caused by the integrated impacts of various soil properties, which are the results of soil processes (mass and energy regimes, abiotic and biotic transport and transformation and their interactions) under the combined influences of soil forming factors. Consequently, the control of soil processes is a great challenge and the main task of soil science and soil management in sustainable development.
The efficient control of these processes necessitates the following consecutive steps:
• registration of facts and consequences (information on land and soil characteristics, land use, cropping pattern, applied agrotechnics, yields, with their spatial and temporal variability);
• evaluation of potential reasons (definition and quantification of soil processes, analysis of influencing factors and their mechanisms);
• assessment of the theoretical, real, rational and economic possibilities for the control of soil processes (including their risk-assessment and impact analysis);
• elaboration of efficient technologies for the „best” control alternatives (best management practice).
Scientifically based planning and implementation of sustainable land use and rational soil management to ensure desirable soil functions, without any undesirable environmental side-effects, require adequate soil information. In the last years such data were organized into a computer-based GIS soil database in Hungary, giving opportunities for the quantification, analysis, modelling and forecasting of the studied environmental stresses and for the efficient and scientifically based prevention, elimination or reduction of environmental stresses and their unfavourable ecological and economical consequences.
Special attention was paid to the assessment of various soil degradation processes, as: (1) soil erosion by water or wind; (2) soil acidification; (3) salinization and/or alkalization; (4) physical degradation (structure destruction, compaction); (5) extreme moisture regime: drought sensitivity and waterlogging hazard; (6) biological degradation; (7) unfavourable changes in the plant nutrient regime; (8) decrease of natural buffering capacity, (9) soil (and water) pollution.
The actions against undesirable environmental stresses and their unfavourable consequences are important elements of sustainable, efficient, economically viable, socially acceptable and environmentally sound crop production and agricultural development. These are joint tasks of the state, decision makers on various levels, the land owners, the land users and – to a certain extent – of each member of the society. -
Need for measurement of the innovation at Hungarian SMEs

Knowledge acquisition, creation and exploitation of the knowledge base have been an essential element for economic growth. These knowledge-based economic processes come together with the innovation. Measurement of innovation by indicators has been playing a really emphatic role in making strategy whether it is national or EU planning.
Enterprises have always tried to measure and quantify their innovation activities mostly through the results of their economic process. Companies have generally considered their products as part of the innovation. That was the reason that in most cases they only and exclusively focused on the finished product. Some of them was able to realize that details of the production process must be taken into account in order to the whole innovation activity could be measured.
That is why I find it important to examine of what the innovativity of enterprises is made of, and in which way they can be measured.
In addition I was looking for the answer to the questions that how much the measuring method allows you to compare enterprises for further examination.The development of measurement methods is an essential moment of the article. As it is compiled for me the most important aspect of innovation, according to the statistical document, the Oslo manual guides you through the measurement methods and operational processes They play a very important role in proving my hypothesis. Overall, our country’s innovation results show those areas where we have high endowments, and also those where are the weaknesses.
Of course, systems and tools defined by the governing authorities of national economies will have the main role but the activity of the European Union will be the frame in the end, because without subsidies from the EU budget, national budget wouldn’t be enough to implement these aims.

Complex assessment of inland water fish stocks
74-80Views:370In the domestic fish production, natural waters have yielded for several years about 7-8 thousand tons. This, from the point of view of outputs, considering the almost 130 thousand hectares of natural water, is rather low, it means approximately 55-60 kg/ha mixed fish.Although the various natural waters can differ significantly on the basis of yields, yet on the majority of the territories, the results were low. In the case of our extensive still waters and rivers, the reason can undoubtedly be found in the combined effect of the lack of the possibility of reproduction of the fish stock and the over-fishing. Fishery built on planning supposes the best possible knowledge in the given circum stances of the parameters of the water area and its fishstock. Lacking this knowledge, it is not possible to establish the optimal use fulness of the resources, what is more, the management can make faulty decisions – as a result of a lack of information -, which can risk the success of later activities.
It is known that many factors have an impact on the success of the fishery, as well as some information in connection with the water area and the fish stock are necessary, the knowledge of which make it possible to manage the fishery in a planned way. One part of the information is available, while the other part is incomplete or not deep enough. The necessary data are dissimilar depending on their nature, can be obtained from different places, by different methods.
As the first step for executing the field surveys and processing data, I developed a complex model, which contains in a unified system the steps of estimating the fishstock. I made the sampling on the basis of this. Part of the model is a fish faunistic survey, as well as a morphological survey of the water area. The information gained from these are important for making more accurate the system of devices of the samplings for stock estimation (duration, number of net-rows) and for assigning its place (places representing the best way the physical characteristics of the given water area). The major stages of stock-survey: A) faunistic survey, B) physical survey of the bed, and C) sampling with the help of gill-nets. This is followed by the evaluation by the computer module.
The results of the research create a methodological and technical background for the fish faunistic and population biologic surveys still performed in different ways in our country, and by applying these methods together, all basic information about natural waters which help decision-making concerning fisheries can be obtaine deffectively. -
The Role of transformal leadership in local governments’ efficiency
