    The human factor has been reassessed with regard to strategic initiatives towards obtaining and preserving competitive advantage. Knowledge, experience and special skills are a specific form of capital, forming part of the organisations’ assets and serving as an organisational strategic resource. Their development and use require major investments, both on the part of the individual and the organisation. In a Europe undergoing integration, the quality of human resources enjoy priority among our really important values and specific features. The opportunities of the near future can be utilised, and agricultural economic organizations can survive and increase their organizational effectiveness, if they possess a basis of human capital which is able to make a shift in perspective and behaviour which is of primary importance from the point of view of incorporating market mechanisms and implementing them in practice. My investigations were focused on the current position of human resource management in a comprehensive manner; further, on the approach of top managers regarding the future. Analysing the business and other indicators of the companies studied, I have set the objective to describe the differences and special features of the human resource management practice of companies, which are different in size, operational form, and from the perspective of success or failure.
    Human resource management is directed to attracting, retaining, motivating and utilising labour. A given work process can be successful or unsuccessful – given the same conditions – depending on who performs it. Therefore, human resource management related tasks require special attention when enterprises are planned, established and operated. On analysing the responsibilities of human resource management, I have found that the functions and responsibilities of human resource have low or medium importance in the operation of economic organisations today. Regarding the future, top managers have expressed higher expectations of human resource management responsibilities in all areas and they consider individual functions to be more important. The establishment and operation of a human resource information system has been presented as the most important need for change. Correlation analyses have proved that the higher the sales revenues of a company, the higher the development of human resources is regarded by its manager, and the same holds for training, career support and a proper establishment and continuous evaluation of job profiles.

  • Perspectives of air cargo activities in case of Debrecen International Airport

    The improvement of Debrecen International Airport has been taking place for more than a decade. The goal is to revitalise the domestic and international aviation of regional centres and connect the Debrecen centred economy zone with other industrial and commercial regions. Considering the market segments of the air cargo industry, and sizing up the requirements of the enterprises, we are seeking to answer for what possibilities an air cargo operation has, and scheduled cargo flights, what alternatives the location of a cargo base has. Getting to know the technical background of ground handling, communication, safety, and security, we can state that the airport is able to handle international cargo aircrafts as well. Regarding to the quantity of frights, we find that there is a possibility of two flights per week. There is minor need of handling dangerous or unique parcels. The surrounding area of working zone is an excellent territory for locating and building cargo facilities, and its technical background. In case of continuously increasing traffic it is suggestible to use the territory behind the apron as a first step of the development. As the activity extends the second step could be the improvement of the southern zone just beside the runway. This way primarily the
    scheduled air cargo flights could appear, then as the traffic of commercial scheduled flights increases simultaneously could grow the amount of
    small parcel transportation.

    As a PhD student at the Management Department of Debrecen University my project was to find examine circumstances of agricultural business entities in connection with structural, social and economic changes. This topic is integral part of the research program „Functional Study of Business-Management”, specified the topic „Structural Management Researches”.
    My setting of objectives were to find any connection between changes and attitude of leaders. I tried to explore the direction, tightness and tendencies of these relations, to choose some special management-method, which ones are much more succesfull than the other ones during the change-managing process. The base of my experiences are the results of special questionnaires, which were sent to several member of different type of enterprises relating to agricultural activity.

    Knowledge-intensive businesses sectoral nature of the operation and the specific attributes of the innovation life cycle processes, different needs and different needs induce. These features can also differentiate time that their activities when and what type of resources they require. The availability of capacity in terms of a network co-benefits for those businesses that are creating the possibility that such resources are available to ensure the realization of goals that are not individually owned. These factors and the availability of local availability is also motivated by the small and medium enterprises willingness to cooperate.

    Regional supply of resources necessary for the operation of the business of insurance, universities play a key role. The functions of universities in innovation as a business service can be understood as an activity that mediate high added value to other organizations and companies. Questions arise as to the innovative nature of the business industry and sector weights would differentiate whether the R&D&Iintensive areas of expertise.

    Hungarian SMEs, just like those in other EU member states, often cease for various reasons. Among these factors are many, which should not necessarily turn out this way. These factors are studied in numerous countries while the attempt is also made to create the systems of conditions for these enterprises to recover – often through various aids and supports (from public supports to non-governmental initiatives). Among other things they are trying
    to organize those services with the help of which – if there is the slightest hope for survival – those SMEs in trouble or having serious difficulties could avoid going down by recovering from
    their problematic situation and getting improvements.
    These days this issue comes up more and more urgently in Hungary, as well. It has quite a few signs indicating that – among other things – the reports, the enquiries and commissions of the
    National Association of Change and Crisis Managers (VOE), all of which – just like "thermometers" – reflect this tendency well. 
    I have been doing research on this topic since 1993. As an expert I utilize them, and as a VOE member, vice president, then president I process the relevant Hungarian but mainly French
    experience on the subject. I intend to present those few theoretical and practical results and applicable experience I have reached this way in this presentation of mine.

  • The role of agriculture in regional development

    Agriculture is the leading national economic sector of Hajdú-Bihar county. The proportion of employees in this sector and the share of pro ducts produced in this region is above the country average. The contribution of agriculture to the GDP is 6.3%, as opposed to the average value of the country (3.3%). Based on their primary activity, 8% of the enterprises in the county are classified as agricultural and forestry companies, while this proportion is only 5.3% in the whole country.

    Nearly three quarters (71.1%) of the sowing area is occupied by maize and other cereals, mainly wheat. This proportion is slightly more than the country average (69.2%). The proportional area of oil crops - including sunflower – and roughage is nearly the same as the country average. However, there is a significant difference in vegetable production. Due to the higher intensity of vegetable production, the area occupied by vegetables is three times the country average. 19.4% of the crop products, 23.5% of animal products and living animals, 25.8% of the income generated by production factors and 29.8% of net enterprise income of Hungary originates from the North Great Plain region.

    The facilitation of creating local markets, e.g. local public food supply, satisfying the needs of food trade with local goods, the necessary awareness raising actions, secondary and higher education of experts, as well as the more specific and targeted utilisation of development resources are agricultural development tasks.

  • The Developmental Possibilities for Methods of Real Estate and Farm Property Evaluation in Agriculture

    Different methods for evaluating property have gained greater importance in agriculture since the change of regime. The open market evaluation could be the best method if the agricultural property had significant turnover, which could serve as a reliable comparison. However, there is no notable turnover, and selling is scarce. And, when there is some, the sales contracts are not available. On the other hand, the open market evaluation is almost the only one assessing method in Western Europe and in the United States. The matrix comparing market data in my methodological development helps to estimate the effects of the elements which determinate real estate value of farms.
    Another method for evaluating farm property is the discounted future earnings. Enterprises are able to produce series of income continuously during their working periods, which can be considered as perpetuity. This is the base of the discounted future earning evaluation. Determination of income generating capacity is not an easy task. It is also difficult to choose the proper rate of capitalization. If this rate is higher than the usual level, the property will be underestimated. If it is lower, the property will be overrated. According to my calculations the profitability of certain farms of animal breeding may be evaluated under different operating conditions. Furthermore, the capitalisation interest rate may be determined in an objective way.
    The problem of applying the depreciated replacement cost evaluation method is that there are big deviations among investment costs in tenders of contractors; moreover the estimations of special depreciation forms are rather subjective. One of the process’s greatest difficulties for reliability is that it is doubtful whether depreciated replacement cost could reach the real market value. The utilisation of this method may be spread further in the future by standardising average gross replacement cost of building as well as by measuring depreciation more objectively.

    Today the various business units on the market are not competing individually against each other, but doing this as members of a supply chain, which are delivering the products or services to the customers with coordination. The participants are cooperating in the process of purchasing, production and sale. Their common objective is to deliver for the consumer demand. The supply chain approach of the enterprises is a business philosophy, which requires trust, commitment, coordination, shared objectives, support from the management, and the understanding and acceptance of the mutual dependence (Német, 2009). The main objective of our study is to analyse the relationships among the players of the supply chain through several relationship indicators, such as trust, economical satisfaction, social satisfaction, compelling power, non-compelling power, dependence, reputation and conflict. The relationship among the players of the supply chain has been analysed from two aspects, through the position and through the role of the players of the supply chain. This study aims to present the results of the analysis highlighting the critical points.

    In harmony with European tendencies, the role of agriculture and its share in GDP output, as well as in employment, is continuously decreasing in Hungary and Hajdú-Bihar County. At the same time, according to the specialized literature, the role of agriculture is still extremely important in the income of the rural population and in easing the present social tensions, and this will not change in the future. The economic and social processes of the last one and a half decades caused radical changes in agriculture. The above-mentioned processes resulted in new property and organizational structure in the field of leasehold and land structure. The rational land concentration which came to pass in the last few years can be mentioned as a favourable tendency that improves the efficiency of agricultural activities, as well as the more effective land usage accompanied by this process. In addition, it supports the integration with principles formulated in the Common Agricultural Policy. In this study, I survey the effects of established processes and the change of land usage in the case of individual family enterprises in Hajdú-Bihar County. The choice of the examination area was motivated by the higher proportion of agricultural area in comparison with the national average and the fact that this sector has great importance today, too.

  • Examination of the connection between the theoretical framework and practice of workplace integration in the case of American concerns

    The first part of this essay presents the definition of workplace socialization, workplace orientation, workplace integration and onboarding on the basis of English literature. It also illustrates the human resources and management tasks and responsibilities in the process of onboarding.

    Considering the literature I set up questions for a half-structured interview completed with American HR managers by the help of skype program. The results pointed out that the professionals refer only a few elements of definitions, and the onboarding term is used for other HR practices (recruiting, selection), too. Furthermore on the basis of the results the onboarding process in well-organized and managed, and also the related human resources and management tasks and responsibilities are correctly appointed within the examined companies.

    Additionally this examination verified our previous results which showed that there is a strong documentation and controlling in the process of onboarding within American enterprises.

  • The Role of Organic Farming in Hungary and in the Northern Plain Region

    In 2003, the area, which was monitored according to the requirement of organic farming, was 116 thousand hectares in Hungary, and included almost 1700 works, which produce organic products. This is some 2% of the cultivated land of Hungary. The increase of organic farming areas has slowed down in recent years. In these conditions the optimal 300,000 hectares cannot be achieve in 2006.
    In 2003, the area which was cultivated according to the regulations of organic farming was more than 33 thousand hectares in the North Great Plain Region, and monitored 250 enterprises the associates of the monitor organization. The challenge of the coordinators of the organic farming in the region are to fortificate the processing industry. The goal is to increase the added value of the products.

  • The role of SMEs in innovation-oriented economic development

    Both at European and national level tertiary and quaternary sectors are concentrated in the metropolitan centre. In the rural areas only the sites of such sectors can be found the premises of which temporarily transform the sectoral structure of these areas, but from the regional development aspect they did not prove to be an effective strategy.
    The European Commission is now focusing on growth from innovation, which could become the driving force behind productivity growth and the economy’s long-term trend. The innovation-oriented economic development’s key players are on the one hand the knowledge-intensive enterprises, on the other hand the universities. Tertiary education can play a role – among others – in shaping and creating the development of knowledge intensive business environment and conditions, on the other hand it can assist the development of network contacts – another precondition of employment growth.

    The structure of Hungarian agriculture should be changed before the EU accession. The new structure should fulfill EU requirements and also produce competitive products. Unconventional products (mushroom, fish, honey etc.) have a lot of advantages: they can be produced on small farms, their trade is mainly free of regulation and their markets are almost unlimited. This paper deals with one of these alternative agricultural enterprises, namely mushroom production. Hungarian mushroom production – in spite of difficulties – has witnessed remarkable expansion: it has increased its production by fourfold and its export by fivefold in less than ten years. The low level of wages gives Hungary significant advantage over its competitors. If we could ensure the appropriate infrastructure (technical advice, bank loans, etc.) the mushroom industry would become one of the most profitable sectors of Hungarian agriculture.

    The theme of my PhD research is the online marketing possibilities and judgment of the domestic food-sector. This article is based on the important bibliography of my research theme. I show the new categorization of the tools of marketing communication. I examine the recent years’ changes of the social approach and the interactivity. Based on the meeting of the Internet I separate our ages’ generations. Furthermore I examine the transformation of consumers into users in the digital environment. I prove the changes of the Internet’s penetration and the presence of enterprises in the Internet with statistic data. I touch the tendency of information searching in online environment. I present new methods to measure the online marketing activities’ return.

    Finally, I define my objectives of research based on my own experience and bibliography overview over and above I draw up my concrete future’s research which I separate seconder and primer section.

  • A study of the changes in management tasks

    Determining the scope of management is difficult owing to the terminological uncertainty, which can be experienced often. The terms of management theory are interpreted differently not only by the general public but also by the highly recognised specialists, researchers, and instructors of this special area. The reasons for this can be found in historical preliminaries, the different social environment, attitude and approach. The definitions and the content of the terms have been modified and developed in parallel with the social and economic changes (Berde, 2001). The consequences of the economic changes of the past decade have significantly affected the conditions for the operation of management, the management structures, the ranking and importance of management tasks. The differentiating of corporate sizes, the increase in the number of small and medium-sized enterprises, the simplification of the production structure, the decrease in management levels, the strengthening of proprietary positions, and the continuous changing of the market economic environment are all influences that also affect, determine and continuously modify the management tasks.
    Everyone knows what a manager does. Still, it is not easy to determine what it does all day as his or her work is such a complex activity where the management tasks are present in a complex way, weaved into each other. Nevertheless, the separate management tasks appearing in the management activity can be defined well, can be separated from each other clearly, enabling us to study and analyse each management task separately.
    Based upon the findings of a face-to-face questionnaire survey, this essay aims to present that, according to the managers, to what extent the judgement of management tasks has changed and to what extent the applied management tasks specialise based upon the extent of relation to the company.

  • European Funds and the Evaluation of Their Application in the Northern Great Plain Region

    Presently, the process of regionalization is slowly progressing in Hungary. The regional institutional system is young and the institutional experiences are limited. The Hungarian regional development agencies are operated with a limited number of personnel and their budget is only a fraction of EU regional agencies of similar size. There is no unequivocal cooperation between regional development agencies and county development agencies. In the absence of these, the strategical objectives of the region cannot be aligned and the application of consistent development policies cannot be achieved. In the past five-six years the supports from EU Pre-Accession Funds, along with the new tools of regional development policies, have all contributed to the development of the North Great Plain Region. Phare projects – beside supporting development – have played a significant role in forming the approach of individuals who are actively involved in regional development, in promoting cooperation among cross-border and other regions, as well as in preparing the regions to accept EU structural funds. Prior to the May 1st, 2004 EU accession of Hungary, the North Great Plain Region received 24-25% in direct regional development funds in the Nineties. The support per capita in the case of TFC, TEKI and CÉDE has exceeded the national average. The North Great Plain Region has received support from investment type agricultural supports, the Employment Fund and the Touristical Directives that well exceeded the national average, from the sectoral resource funds. However, the applicants of the North Great Plain Region have received little support in the case of environmental, water management and especially road development supports. About 200 applications have been submitted for the SAPARD calls nationally, 32 of these were from the North Great Plain Region. The significance of cooperation among sub-regions is demonstrated by the fact that, except for 15 settlements in Szabolcs-Szatmár-Bereg county, all have submitted an application. The efforts of inhabitants is highlighted by the high number of submitted applications, as well as by the significant degree of own contribution. Still, the GDP of the North Great Plain Region has not increased, the rate and tendency of unemployment does not sufficiently reflect the positive effect of supports. The Regional Development Directive has provided support for the development of many small- and medium size enterprises, but their effect did not ensure a sustained economic growth.
    The greatest difficulty is that the number of dedicated professionals who are skilled in regional politics and regional development is few. However, advantages of our EU accession can only be exploited if a group of highly skilled professionals is provided on local, county, regional and national level as well. Thus, we need a group of professionals who are informed about the European Union, the EU support forms and most of all about the operation of Structural Funds and Cohesion Funds to establish the suitable institutional background for professionally handling the funds obtained from the EU, to prepare the professional documents to access the funds and to generate development projects to efficiently use the funds as well as establishing connections with the institutions of the EU. Appropriate share from funds coming from the EU is only possible if the country, certain regions, counties and sub-regions can achieve rapid results in the areas listed above.

    In the dictionary of foreign words and phrases we can find the word “cluster” with the following sense: aggregation, group and in a wider meaning: association, integration.
    By explaining the geographical concentration of economical and innovation processes in the food processing sector, clusters, and especially
    business clusters, play an important role. This essay deals exclusively with business clusters, so the term cluster is used also for business cluster.
    I tried to collect the most relevant indicators determining the formation of clusters in the Food Processing Sectors and to analyze whether a
    correlation can be found among the analyzed indicators.

  • Analysis of human factors in wiev of safety at some agricultural companies in Hajdú-Bihar county

    The author examined the human social influence factors of the occupational safety and health and number of workers at thirteen different agricultural firms. He’d measured at these enterprises the demographic characteristics and the risk sensibility of farmlabourers at scopes of activities and some related occupational safety and health attitudes from the psychosocial factors. He used questionnaire and personal guided interviews and methodical examinations. He used seven graded Likert-scale (-3...0...+3) (Malhotra, 2005) for qualification of answers. He established that selection by the leaders don’t prefer the special skills. He stated that the examined farm-labourers have got a low risk sensibility, but the statistics of the accidents not certifies it. With the occupational safety and health related attitudes influence the relation to the occupational safety and health, and to comply with OSH rules. It was established that the rate of quasi-accidents is relative high at agricultural workers.

    The system of microcapital goes back 8 years in Hungary. Its strategy and practice developed at a time when really small enterprises emerged with little practise and even less capital. Specialists organising and executing programs started with microcapital with little experience. This programme provided the young and experienced an opportunity to gain experience they lacked, and seems to have been extremely successful.

  • Indicators and main motivations of environmental awareness in the enterprises of the Hungarian processing industry

    This paper focuses on the corporate environmental performance and its motivating factors. The background of the study is a questionnaire survey covers 82 Hungarian manufacturing companies. The identification of the environmental performance based on the study of György Pataki and László Radácsi who create a group of environmental indicators. The motivating factors are several stakeholders of the companies who have affect on an organization's environmental actions. These motivations can be divided into internal and external factors. According to the questionnaire survey the combination of internal and external factors seems to the most important to the better environmental performance.

    The authors of this study seek the answer to the question how to develop, in the first decade or decades of the 21st century, the university-level
    horticultural scientific training, the horticultural innovation and the scientific co-operation between companies and universities in Debrecen and
    in the North Great Plain Region and – in a wider sense – in Hungary to a standard being competitive even in European terms. With the synthesis
    of the prospects of past, present and future, they drew the following conclusions. The reconstruction of agriculture, horticulture and food industry
    is a part of reforming Hungary's countryside. Horticulture, producing high added value, will be able to decisively contribute to the plan whereas
    the value presently produced in an agriculturally cultivated area of 1,000 euros/hectare can reach 2,000 to 3,000 euros in the next two decades.
    A necessary and indispensable precondition to achieving this is the strengthening of the innovation output of the Hungarian horticultural sector.
    Despite the numerous technical criticisms formulated in connection with the serious problems of Hungarian agricultural and horticultural
    scientific innovation, no progress has been made in this field for the past one and a half decade. The scientific research of this topic hardly
    continued or did not continue at all, the up-to-date surveys and in-depth analyses were missing. The objective, basic principles and tasks of the
    Act CXXXIV of 2004 (TTI) enacted concerning research-development and technological innovation are clear and progressive. The co-operation
    between the National Research Technology Office and the Hungarian Academy of Sciences, the setting up of the Innovation Fund are heartening
    opportunities. These – along with the new Higher Education Bill to be passed – may as well be suitable for restarting the Hungarian agricultural
    and horticultural scientific innovation. In our opinion, this requires a new, well-considered national agricultural programme, which can be
    conceived in the framework of the "Ferenc Entz National Horticultural Plan" proposed by us for horticulture. In the most eastern Hungarian
    university knowledge centre, at the University of Debrecen, the continuing of the horticultural scientific innovation strategy started in the last
    decade may be the focal point and generator of the development of the so-called "Hungarian Horticultural Triangle”, or "Hungarian
    Horticultural Cluster". This region comprises the Northern and Southern Great Plain Regions and the area between the Danube and Tisza
    Rivers. Here, about 70 to 75% of the total Hungarian horticultural commodity stock is produced. The objective of the HORT-INNOTECH
    DEBRECEN programme planned in 2004 by the University of Debrecen, Centre of Agricultural Science is to establish the horticultural scientific
    research-development and technological innovation structure and knowledge base of the Hungarian Horticultural Triangle / Hungarian
    Horticultural Cluster. In harmony with this, the objectives are to bring about competitive, new horticultural products, to improve the conditions
    of utilising them, to enhance the competitiveness of enterprises based on technological innovation, to make use of the research-development and
    innovation opportunities available in the regions in an efficient manner, to as full extent as possible, to encourage the creation of places of
    employment producing high added value in the field of horticulture, to improve the technical skills of those employed in horticultural researchdevelopment and to promote their enhanced recognition by the society.
