Absztrakt

Nagy általánosságban elfogadott nézet, hogy az Európai Unióból érkező támogatások jelentős növekedési többletet generálnak. A strukturális alapok potenciális hatásait számszerűsítő, az Európai Bizottság által elvégeztetett modellszimulációk alá is támasztják a pozitív várakozásokat. Az alapok tényleges hatását vizsgáló empirikus tanulmányok azonban meglehetősen szerény, az alapoknak tulajdonítható növekedési és felzárkózási többletről számolnak be1. Ennek az ellentétnek a feloldását tűzte célul a jelen írás, mely a következő logikai szálon halad. Először bemutatja az EU-ban kialakult értékelési folyamatot és típusait, majd megvizsgálja az egyes értékelési módszerekből levonható tanulságokat az esettanulmányok, a modellszimulációk és az ökonometriai tanulmányok mélyebb elemzésével. A cikk következtetése, hogy a regionális politika szándékai csak korlátozottan érvényesülnek, melynek okai többek között a támogatások kiszorító hatásában, a járadékvadászatban és a kormányok erkölcsi kockázatában keresendő.
