  • American Higher Education: A Hungarian Perspective

    United States has long been a stepchild of American and education studies alike. For half a century, between 1945/47 and 1989, anything positive about the US hovered in the gray zone between “banned” and “tolerated” in communist Hungary. Therefore, our image of American tertiary education relies too heavily on its media representations, which is a clearly distorted mirror. In this paper a short look at the current numbers is followed by a historical overview of the evolution of higher education since the colonial period, a cursory look at how Hungarians saw these developments until 1945, and a review of the current debates. It concludes with a personal take on both higher education and its role in the current presidential election campaign by the author.

    The influence of the economic crisis to the system of surcharges was so deep, that the Ministry of Religion and Public Education was forced to make a new surcharge from the first semester of the 1931/32. year. This fee must be paid by every student of the university at the beginning of every semester. The state of the Hungarian government’s budget was so critical, that three years later must be made another maintenance surcharge which was paid based on the measure of the tuition fee exemption. From the first semester of the 1934/35. year every student had to pay this charge in the rate of their tution fee. All these maintenance surcharges were the part of the Hungarian higher education and the part of the surcharges system of the István Tisza University of Debrecen till the end of the first semester of the 1940/41. year.

    The Royal Joseph Technical University in the First World War. The First World War gave new challenges to the Royal Joseph Technical University: in its functioning (e.g. maintaining a military hospital), in teaching and researching (student soldiers, military-related innovation) and in social activities (livelihood in the hinterland) as well. In addition some important education issues culminated in those years: the reform of the technical education system (simultaneously with the formation of the department of economy),
    and the establishment of the second and third Hungarian technical university. However, the emancipation of women may be considered one of the achievements of World War I, it only partially prevailed at the university. Nevertheless the socio-economic role of the university, including the importance of more-specialized and practical knowledge transfer, was highly appreciated during the war. The publication provides a brief summary of the subject based on those unused sources which can be found in the university's archives.

    The study-tours of students and teachers from the Technical University of Budapest 1899–1914. The Technical University of Budapest was a young institution by the end of the 19th century. It was officially founded in 1871, even though it had appeared in some forms from the 1840s. The Hungarian technical schools looked to copy the German model. To accomplish this they needed information about this type of higher education. Through studying the historical records it is possible to detect several forms of  informationcollection, which can be seen as forms of communication. The Technical University of Budapest used to ask the German Technical Colleges and Universities about different matters in letter-form. Another form of this communication was the  arranging of excursions to the partner-universities. Next, we can mention the doctor „honoris causa” awards, and furthermore the membership of Hungarian professors in German scientific academies or societies. And lastly are the study tours of students and teachers to mention. The visits by Hungarian students and professors from the Technical University of Budapest to European destinations were analysed, the purpose of which was to gather experience. It was a good period for such visits: the Hungarian government supported the studies, the part-time studies and the study-tours of Hungarian students and professors abroad. These studies usually involved the visit of factories, public institutions and scientific institutes. The students of the Technical University showed active participation in these projects. The main destination of these tours was Germany, sometimes as part of a complex Central-European journey. The participants applied for a scholarship, granted usually by the Ministry for Education and Religion.
    It is worth seeing the method of applying for scholarships, the rules for the finances and the final reports on record. In the study these parts of the procedure are shown and the aim of these efforts is also highlighted: to benefit the Hungarian industry and transportation.

  • The FOUNDATION AND THE FIRST TWENTY YEARS OF THE HEALTH COLLEGE OF THE UNIVERSITY OF DEBRECEN

    The article reviews the circumstances of the foundation and dynamic development of the Health College during its first two decades when, with extensive Hungarian and international cooperation, four programs were launched in the college, which had not existed previously in Hungary.  In addition, several other programs, that up till that time had been available only in Budapest, were initiated. As a result of the dynamic training development, the number of students increased significantly by the end of the nineties.  Because of the increase enrollment, the College was struggling with a significant lack of space, consequently beginning in 1997 developing and improving the infrastructure became increasingly critical. By taking over and repairing old and erecting new buildings the college significantly expanded by several thousand square meters. Additionally, the dormitory of the college was also renovated. The creation of the college was part of the national concept and strategy in the nineties aimed at establishing and expanding higher education for healthcare workers.  In the first twenty years, six new programs were launched at the college, and by the end of the 2000s, the institution was able to start a master degree.The rate at which the college was developing was somewhat broken or slowed down by the transformation of higher education in the 2000s, the start and the storms of university integration, the introduction of the Bologna system, and the accompanying structural transformations. The college successfully faced the obstacles, and tried to take advantage of the opportunities arising from the new systems. The 2000’s saw the creation of new bachelor programs, specializations and master programs, including some that had not existed in our country before.The overview of the history of the first twenty years is inseparable from Dr. Zsolt Lukácskó, who was the founding director general of the college and then, after it had been declared to be a faculty, its first dean until 2007.

    Full professor Aladar Kettesy, elected to become rector by the University of Debrecen and confirmed in this position by the Minister of Religion and Education, started on September 1st in 1949 his one year rectorship which could ensure professional developments and preserve traditional values of the institution at a time when the autonomy of the university was severely constrained by a sharply changed political system.  In thi difficult historical circumstances he arrived to the university leadership post as a professor of medicine who chaired the ophtalmology clinic for a quarter of a century, represented outstanding professional authority and enjoyed broadly manifested trust in the institution. His internationally recognized clinical and scientific accomplishments of previous as well as later decades, and his fascinating personality made him a legendary figure of the university community.

    In the Footsteps of Kolozsvár. Documents on Students Work at the University of Debrecen and its Connection with the University of Kolozsvár. It’s a well-known historical fact that the foundation of the students’ canteen in the University of Debrecen was one of the first steps to establish a welfare organization in a hope to support hundreds of students in their studies between the two World Wars in Debrecen. Also widely known that under the guidance of Nándor Láng this students’ canteen gained prosperity. At the
    same time, far less attention has been given to networks and relations in higher education underpinning this initiative. Láng asked assistance and information from the University of Kolozsvár which was the only provincial university in Hungary. The letter of Béla Posta which was written to Nándor Láng in December 20, 1916 and all of the attached documents are very rare and valuable sources of the history in both universities. The paper therefore can be considered as a novelty by giving an insight into the partnership of the University of Debrecen and Kolozsvár.

    János Bodnár as  professor and chair of the Institute of Medical Chemistry taught not only the first year medical students but, as a subject lecturer– owing to the lack of faculty of natural sciences – at the faculty of humanities he also took part in natural sciences teacher training of the teacher candidates. In addition, he also offered courses to those students who intended to obtain a doctoral degree.

    In the academic year of 1943–44 he served as rector of the University of Debrecen, which was hard work because of the wartime climate and existence. In the following academic year, 1944 – 1945, he again took part in the management of the university as deputy rector since the newly appointed rector, János Hankiss got stuck in Budapest  because of the war events. He concentrated on the temporary reconstruction of the war damages and he endeavoured to ensure the availability of the facilities of education.

    Although economics education has a history going back to the reign of Maria Theresia and despite the fact that its  position has significantly strengthtened by the 20st centruty, the future of the subject has been a bone of contention ever since the 19th century. The majority supported the establishment of an independent University of Economics, however this was only partially materialized in 1920 with foundation of the partiallly independent Faculty of Economics. The faculty struggled with financial and placement-related issues, and the establishment became part of the József Nádor Technical and Economics University in 1934. This redesign involving a number of academic institutions (Technical University; Faculty of Economics; College of Veterinary; and College of Mining and Forestry) seemed to be succesful. Although the global economic recession resulted in the decrease of the number of students studying economics in the 1930s, from the 1940s on student enrollment figures  started to sharply increase owing to the economic recovery following the world wars. The Hungarian University of Economics was only opened in 1948, but the nature of the institution changed following the communist takeover, not in line with its original purpose.

    The Cultural Policy of Kuno Klebelsberg and the Higher Education. The study presents the higher education policy of one of the best known and succesful Hungarian Minister of Religion and Education (1922–1931) Kuno Klebelsberg (1875–1932). As a politician of a state dismembered to one third of her original size-a consequence of the war loss and the Trianon peace treaty-he became a minister in miserable economic circumstances. With the contribution of him the stabilization of so-called refugee universities (from Kolozsvár and Pozsony to Budapest and then to Szeged [1921] and to Pécs [1923], the Academy of Minery and Forestry from Selmecbánya to Sopron [1918–1919]) could succesfuly be managed. Because of his conservative-liberal political attitude he tried to ease the effects of the so-called Numerus clausus Acts of 1920 which made the university entrance for Jewish Hungarians extremely serious. In 1928 he achieved the modification of that regulation. Instead of Budapest he supported the development of universities of Debrecen, Szeged and Pécs as a consequence of his well-grounded education policy based on decentralization. With his higher education policy he made great contribution to preserve the pre Great War Hungarian higher educational capacity in a dismembered Hungary lost 60% of her original population.

    Lajos Fekete, Hungarian Royal Minister Counsellor, Forestry Academy professor is a leading figure in higher forestry education, who achieved indefeasible results in creating Hungarian language education and the Hungarian forestry language. Between 1872 and 1891, he headed the Department of Phytology and Silviculture at the Royal Hungarian Academy of Mining and Forestry in Selmecbánya, and from 1891 until his retirement he headed the Department of Forest Management. He played an important role in the organisation of the Academy campus, the construction of new educational buildings and the development and furnishing of the botanical gardens, as well as in the compilation and development of collections related to the subjects he taught (zoology, entomology, botany, climatology and soil science). Hungarian experiments in forestry began to take institutional form in 1897/98, and Lajos Fekete was responsible for this, as well as for the idea of establishing forestry education on a secondary level. Although he had already exceeded the possible age of retirement in 1894, his tireless work ethic kept him in the Academy. He enjoyed the confidence of the Academy's teaching staff and served as vice-principal in the academic year 1892/93, then as director in the academic years 1897/98, 1898/1899 and 1899/1900, and was also head of the forestry department. At the age of 69, on 1 October 1906, he was retired at his own request, because of his failing eyesight towards the end of his life. Thus, the last serving teacher of the first faculty of the Forestry Academy left the academy chair. On this occasion, he was awarded the title of Minister Counsellor in recognition of his services. In 1910, six years before his death, he received the highest recognition for his work, being accepted as a corresponding member of the Hungarian Academy of Sciences. There is no branch of forestry science in which his work has not left a lasting mark. Despite this extremely productive and diversified career, which produced outstanding achievements in all fields, posterity has treated and still treats Lajos Fekete, whose work and human behaviour can stand as an example to us all, rather cruel.

    Agriculture played a significant role in consolidating the domestic political system after 1956. The rapid development of the Hungarian agricultural sector's performance contributed significantly to the country's relations with the economically developed regions of the world, with the so-called Hungarian model incorporating backyard farming into large-scale agriculture. However, this progress was achieved through an arduous road to development, resulting in internationally recognised vocational training standards in agriculture, particularly in higher agricultural education. Since the second half of the 1960s, there has been a noticeable development in the agricultural sector in Hungary. It has managed to preserve the creative traditions of its historical peasantry to a certain extent. The Debrecen agricultural higher education had a decisive role in the ambitious development of Hungarian agriculture. István Bencsik was an outstanding player in this process, actively contributing to the material and intellectual foundation of higher education in Debrecen. His work later impacted the agriculture of Tiszántúl and the wider region.

    The higher education in Kolozsvár (Cluj-Napoca) started in the XVIII century.  Maria Terézia founded the first Hungarian University with a Medical Faculty in 1769, and the idea to found a second one emerged soon.

    Proposal for the Introduction of the Trimester System – Proposal by Faculty of Law of the University of Debrecen to Earl János Zichy, Minister of Religion and Public Education. The Faculty of Law of the University of Debrecen in the last period of the World War I. made a proposal in order to divide the school year to three semester. It was a strange source of the history of the Hungarian higher education. Based on this document can be cognizable the real life and thinking of the students of the university who came back from the war and of the professors who met with them the first time. The trimestrial system of the higher education was favoured by the students too, but it wasn’t able to come to real because the collapse of the Monarchy.

    MEMORANDUM FOR THE NECESSITY OF THE UNIVERSITY ARCHIVE: EXTRACTS FROM THE PRESENTATIONS AT THE CONFERENCES OF THE ASSOCIATION OF THE HUNGARIAN HIGHER EDUCATION ARCHIVES (2008–2012). he author reported on the development of the documents during the history of the University of Debrecen at several conferences, emphasizing the fact that among all the Hungarian higher education institutions, the one in Debrecen has no separate archive. After a short retrospect, the present status of the document management at the University of Debrecen is introduced showing an odd picture of the situation since the doscument collections, although following the rules of the archive maintenance, are still scattered in separate locations. Parts of the collectionscan be found in the Hajdú-Bihar County Archive, in the Central Archive and in the University Library. he review written in favour of a uniied archive introduces the main subject units of the collections.

    Tensions Involving the Construction of the University Church in 1938. Next to the Main Building of the University of Debrecen stands a Protestant church which for long years in the past accommodated the periodical holdings of the university’s Main Library. However, by now much of the church’s early history has been forgotten. The study demonstrates that the university’s management supported the view, as early as the very beginning of the 1920s, that for a fundamentally Protestant institution of higher education the government authorities should provide a church of its own. This project was delayed by the world economic crisis of 1929 and the fact that the construction of the Main Building itself of the university was not completed until 1932/1933. The management of the university, the Protestant Diocese of the Trans-Tisza District and the Ministry of Religion and Public Education jointly invited tenders for the construction of the building, the winner of which was a contructor of Jewish background. This decision—reflecting the spirit of the age—elicited aversion from right-wing student organizations. Through presenting the standpoints concerning this event, the study provides a graphic description of the relevant contemporaneous attitudes.

    The work and professional activity of the two recently departed and fondly remembered librarians - Olga  Gomba  and Klára Koltay,  - deservedly mark the 30 year period, which we can definitely label as genuine transition. Not only the emergence of computers had a huge impact, but it has also brought paradigm shifting into the flow of  work as well as into the librarians' professional approach. It was in the early 1990s that the higher education libraries reached a position from where it was possible to seriously consider purchasing integrated library systems and replace their card catalogs with online catalogs.

    and for the so-called „Central Units” between January 1, 1950, and December 31, 1990, was compiled on the basis of the personal cards and personal files of the Personnel Department of the Rector’s Office, and the scantily
    documented section for the 1950s was supplemented from the annually arranged documentary material of the Personnel Office. Even so, however, the existing material fails to be complete. It is impossible to compile the
    archontology with perfect accuracy. Part XV presents the complete list pertaining to the Lectorate of Foreign Languages from head of department to administrator.

    The Laudation of Carl Irlet, the Organizer of the Child Relief Action in Switzerland, at the University of Debrecen. The University of Debrecen awarded in 1925 two protestants organizers of the
    child relief project with the title of doctor honoris causa: the Swiss clergyman Carl Irlet and the Dutch baron Willem Carel Adrien van Vredenburch. Zsigmond Varga, professor of theology in Debrecen, wrote in his
    laudation, how important was the role of Irlet in organisation and coordination of the child relief action, and how important was the role of the children to create a positive image of Hungary because of political
    and economic reasons. The document of award was signed by Miklós Horthy, Regent of Hungary and Kunó Klebelsberg, Minister of Education and Religion.

    Vilmos Haendel was a lecturer for 14 years at the law academy at the Reformed College of Debrecen, then for nearly 30 years he taught political sciences at the University of Arts and Sciences of Debrecen. Being a well-rounded person he stood out from among the teachers of the Law Faculty of the university before the World War II. He played an important role in the political, social and cultural life of Debrecen for decades. At the same time, his nationalism and anti-Semitism made him a typical figure of the public life of the city in the first Half of the 20th century. The study describes his way of life on the basis of such data which have not been summed up so far, and tries to show his teaching career and the events of the year when he was the Rector flashing his most important scientific works.
