    Technological progress and tourism have gone hand in hand for years. Information communication technology (ICT) and tourism are two of the most dynamic motivators of the emerging global economy. Tourism can be considered as one of the most profitable sectors of the Hungarian economy, and in rural areas it is often the only successful economic activity.
    Development of ICTs and the expansion of the Internet have changed dramatically in the past few decades. This process is noticeable in
    Hungary, as well. Platform of tourism increasingly get to the Internet nowadays, which is vitally important because tourism is an information-intense industry. Therefore, it is critical to understand changes in technologies in order to maintain the crucial role of this sector in the Hungarian economy.
    The aim of my study is to support the significance of tourism in Hungary and especially in the North Plain Region with the help of statistical data. Then, I try to show how ICTs appear in this sector and emphasize the role of these tools with some concrete examples.

    The crisis of the hungarian agricultre is continuous since the ’80s. The compensation is made a dual farm system, which has created barriers to efficient agricultural production. It is confirmed by the economic indexes as well. But the most important natural resources of our country is still the land. Over the past 20 years, the government was not able to work out strategic aims and adequate system for the hungarian agriculture. In the past three decades the clusters has become the most common tool in economic development worldwide. Clusters always base on some local knowledge, and a country can be competitive on the industry in which the resources are concentrated. So the question is, is it possible to „clusterize” the
    agriculture and through this develop the rural economic.

    Competitiveness studies have shown that innovation could be breakout point for some economies, regions and enterprises. Knowledge acquisition, creation and exploitation of the knowledge base have been an essential element for economic growth. These knowledge-based economic processes come together with the innovation. Measurement of innovation by indicators has been playing a really emphatic role in making strategy whether it is national or EU planning.

    Enterprises have always tried to measure and quantify their innovation activities mostly through the results of their economic process. Companies have generally considered their products as part of the innovation. That was the reason that in most cases they only and exclusively focused on the finished product. Some of them was able to realize that details of the production process must be taken into account in order to the whole innovation activity could be measured.

    That is why I find it important to examine of what the innovativity of enterprises is made of, and in which way they can be measured.
    In addition I was looking for the answer to the questions that how much the measuring method allows you to compare enterprises for further examination.

    The development of measurement methods is an essential moment of the article. As it is compiled for me the most important aspect of innovation, according to the statistical document, the Oslo manual guides you through the measurement methods and operational processes They play a very important role in proving my hypothesis. Overall, our country’s innovation results show those areas where we have high endowments, and also those where are the weaknesses.

    Of course, systems and tools defined by the governing authorities of national economies will have the main role but the activity of the European Union will be the frame in the end, because without subsidies from the EU budget, national budget wouldn’t be enough to implement these aims.

  • Economic Assessment of Biodiesel Production for Hungarian Farmers

    Utilisation of oil of plant origin as a fuel is gaining acceptance in the European Union and elsewhere. Besides environmental protection, energy saving, and decreasing over-production of food. Additionally, the subsidisation of farmers and the development of rural sub-regions also contribute to its spread. This study specifically focuses on the direct effects biodiesel's raw materials and final products are now having on farmers, while reviewing and quantifying these effects. I have purposely restricted my analysis to these two elements of the biodiesel chain.
    The biodiesel chain seems to be a great method for improving the economic and social position of participant farmers in many ways. Presently, the profitability of raw materials’ production looks to be the crucal point in the chain, and could be strengthened best with intensive, habitat-specific agrotechnic. It would only be possible to reach a favourable profit margin for farmers if yields reach unrealistic averages or if there is a significant hike of the 2000 producer’s price in the oil plant branch.
    The main attraction of sunflower- and oilseed rape production lies in the stabilization of market conditions, which is not only gong to appear in oil plant branch but – thanks to the reduction of outputs – also in the cereal branches. Better economic safety for farmers may play a role at least on the same level as in plant production, which involves more risks than profit maximalization.
    The reduction of the prime cost of biodiesel could be possible through the direct combustion of the whole oilseed plant or its residues or electricity production using them. Whereas energy demand for biodiesel production is low (appr. 5%) but it needs subsidization and the prices of natural gas and electrical energy presently look favourable in Hungary. Additionally harvesting and baling of the residues is technically problematic, which is why their use may seem to be reasonable just over the middle or long term. Another possible factor of cost reduction could be the centralization of some partial operations, which needs serious financial resources to reduce amortization cost per product, provided there be several biodiesel projects near each other during establishment. Creation and operation of a logistical system could also be a good method for improving the viability of the biodiesel chain, in order to optimize transport schedule and distances. However there are also some organizational difficulties in this case.

  • Feeding questions of organic lamb fattening

    Organic farming has done in line with conventional farming in the Karcag Research Institute of DU CASE since 2001. Our organic farming activities were enhanced with sheep farming and
    grassland management in 2005. We started our study of technology development of organic lamb fattening and the treatment of its economic effect this year. Our goal was to develop
    the elements of the technology to reach a more efficient organic lamb fattening. We also studied what economic advantages the organic sheep farming could realize in the present economic environment. Our studies were carried out between 2005 and 2007. We established that the excellent ewe feeding (good quality of fodder and silage) can decrease the lamb feeding cost between the 2nd and 8th weeks of the lambs’ life. We established that the
    yield of convention lambs are significantly higher than the yield of organic lambs. The cost of organic lamb fodder is significantly lower than the cost a convention lamb fodder, but the profit was higher in the case of convention lamb fattening. The organic lamb fattening technology (without extra price) is not competitive to the conventional lamb fattening technology. We think that the profitability of organic lamb fattening is significantly less than of the convention one. The organic lamb price should be 20-30% higher than the other price to be competitive.  Unfortunatly there is only a little demand for organic lamb and there is no difference between the prices of organic and convention lambs, so organic sheep farmers have worse economic circumstances than conventional sheep farmers. 

  • Economic Aspects of Bioethanol Production

    Sustainability and multifunctionality look to be crucial points of the future of developed agriculture. Energy utilization of a part of the available biomass perfectly fits in these expectations. Bioethanol production allows for the substitution of the most expensive and most pollutable energy source, gasoline, by agricultural materials. This article contains a complex evaluation of economic characteristics of this method and calculations for the expectable economic effects of a would-be Hungarian bioethanol program. This essay includes the most important technological knowledge, a comparison between bioethanol and the competitive energy sources (gasoline, biodiesel, MTBE) and the most interesting elements of bioethanol programs operating in foreign countries. Introduced are which participants in the bioethanol chain have financial interests and counter-interests under present economic conditions in the spread of bioethanol by the enumerazation of macro- and micro-economic factors. The statements and consequences are based on my own calculatiosn so I am truly interested in any professional opinion.

  • Comparative analysis of the transformation of Hungarian and East German agriculture

    Agriculture, and within it, the development and later transformation of the cooperative system shows many similarities between Hungary and the Eastern German provinces. A few examples can be mentioned, such as the mistrust against the notion of cooperation, the forced development of the cooperatives and, as an occupied territory, the influence of the Soviet Union. Similar issues emerged in both countries’ agriculture and the measures taken were also alike. Similar social, economic processes and changes were started at the end of the 1980s (1989/90) and these had a significant effect on the areas that serve as a basis for this study.

  • The effects of education, culture, research and development in Hajdú-Bihar county

    The most important instrument of social advancement and economic development is the education system. The educational qualification of the population of Hajdú-Bihar county is continuously improving, however the census data of the year 2001 show that the educational qualification of the population of the county did not reach the national average. The educational qualification of the county’s population is higher at the county seat and in other cities and lower in small municipalities. The county’s ratio is strongly influenced by the data of the county seat Debrecen and that of Hajdúszoboszló sub region.

    The unfavorable educational level of the region is related to the migration tendencies and the brain-draining trends of the past decades, as a consequence of which the population of the less developed eastern regions has moved either to the capital, or to the county seats, or larger cities of the region. The young are increasingly affected by the process.

    The number of kindergartens in the county corresponds to the national average, therefore taking into consideration the regional demographic characteristics the aim should be the equalization of regional disproportions. The number of students per 1000 resident within the Northern Great Plain Region and in the county significantly exceeds the national average. The secondary school network of the county consists of 38 secondary grammar- and 51 secondary vocational schools.

    The secondary schools of Debrecen have considerable impact on the county’s secondary education. The vocational training network of Hajdú-Bihar county is a large, in its conditions highly differentiated institutional network in which all types of secondary vocational institutions are present with secondary technical-, vocational-, accredited higher vocational-, specialized or preparatory vocational-, and special skill enhancement programmes. The majority of the secondary institutions have regional, rarely national enrollment.

    Students who have the intention to continue their studies in higher education within the county can study in Debrecen or Hajdúböszörmény.

    The integrated University of Debrecen has the highest student number within the country and it offers the widest range of academic programmes in Hungarian higher education. The University of Debrecen with the wide range of graduate and postgraduate educational programmes, unified academic qualification system, English language programmes is a European standard scientific centre of the Trans-Tisza Region. The county’s higher education takes exceeding share beyond its weight in the education of Natural Sciences (Biology, Physics, Chemistry, Earth Sciences, Mathematics), Health- and Social Sciences, Agricultural- and Environmental Sciences and Information Technology, which positively influences its educational structure. The county’s share in the education of Humanities (Hungarian Language, Foreign Languages, History, Archeology, Philosophy) is also significant.

    6.3% of the country’s scientific researchers work in the county. In 2010 7.0% of the country’s R+D expenditure was spent here. 3/4 of the region’s research capacity is in Hajdú-Bihar county employed either by the University of Debrecen or by the research teams of the Hungarian Academy of Sciences.

  • The future of apple growing in the Northern Great Plain region

    We revealed and assessed those macroeconomic data which enabled us to identify the outstanding role of agriculture and within it that of fruit production. Based on this, it can be said that soil is the most important natural resource of Hungary. The appropriate combination of the additional resources required for production, labour and assets can provide a comparative advantage for the Northern Great Plain Region.
    The Northern Great Plain Region is one of the most underdeveloped regions in Hungary, so its development is a political objective. When analysing the economic sectors in the region, the important role of agriculture is obvious and it is also clear that the industry and the tertiary sector can only have an alternative income generating role in the future also. Therefore, it is important that the regional development funds of Hungary and the European Union are directly or indirectly aimed at improving agricultural development and competitiveness.

  • The correlation of foreign language proficiency, employment and regional competitiveness in the North Great Plain Region of Hungary

    Employment is one of the basic factors when evaluating a region’s competitiveness. Boosting employment figures will also increase individual income. However, the creation of jobs alone will not solve the problems of unemployment, as labour force with skills matched to labour market demands should also be available. Continuous development of the labour force, adjusted to recent needs in the labour market, can contribute to a region’s competitiveness. Mismatches between education and labour market requirements would be too expensive, especially for backward regions like the North Great Plain Region of Hungary. Foreign language education should also be adapted to the changing economy when selecting target languages and language skills. A workforce equipped with contemporary and needed second language skills can be an element in making a region attractive for investors. Although current trends show signs of improvement, Hungary and especially the North Great Plain Region still does not have much to offer in this respect. The paper examines the reasons for the low level of second language acquisition among Hungarians and the population of the North Great Plain Region and explores the ways foreign language knowledge could promote economic development.

  • Relationship of the employment policy with rural development in the European Union

    Employment policy has won primary attention both at national and EU levels for the past decade. Managing its problems has become one of the major social economic and political challenges. One of the problems is the aging of the continent’s population, which is in close relation with the slow increasing or decreasing economic trends.
    Comparing the EU’s unemployment, employment and labour productivity rates to those of ten years earlier a positive tendency can be traced. On of the other hand compared with the USA, Japan or the average of OECD countries the Community has still not been able to reduce its several decades lasting leeway. Difficulties of labour management are much more striking in rural territories than in urban districts. Not even the second pillar of the Common Agricultural Policy: the rural development has been successful in managing the employment of the labour superseded
    from the primer sector so far, which is significantly reflected in the unfavourable indicators of labour management and unemployment.

To evaluate the agricultural sector in terms of the agribusiness, it is clear that the situation of the agricultural sector is not only decisive for the rural areas, but also for the whole national economy, and therefore, it is part of its balanced development.

  • Marginalisation and Multifunctional Land Use in Hungary

    Our study prepared as a brief version of National Report in the frame of EUROLAN Programme. We deal with the interpretation of some definitions (marginalisation of land use, multifunctionality of land use, marginalisation of agriculture, multifunctionality of agriculture), with sorting and reviewing indicators of marginalisation and finally with the analysis of functions of land use. We suggested a dynamic and a static approach of marginalisation. We can explore the dynamic process by time series and the static (regional) one by cross-section analyses.
    It is very hard to explain the perspective of the future of marginalisation of land and of agriculture in Hungary. The process of marginalisation seems faster in the agriculture in the coming years, but it depends on the utilisation of new possibilities given by the EU financial resources and by the Common Market. At this moment agriculture seems one of the big losers of the accession.
    In the long term we should face considerable challenges in the land use. It is necessary to take into account that there is a supply market of foods and traditional fibre production world-wide. There are limited possibilities to produce and to market for example biodiesel (fuel), bioethanol, or maybe biogas. Thus the environment and landscape preservation becomes more and more real land use alternatives.
    The environmental interpretation of the multifunctionality of land use: activities (functions) of environmental preservation and nature conservation in a certain area, which aim to preserve natural resources by the existing socio-economic conditions.
    Preservation of rural landscapes is the task mainly for land-users, who can be commanded by legal means and can be encouraged by economic measures to carry out the above activity. In the recent past measures of „command and control” type regulation were predominant, however nowadays, especially in the developed countries, the role of economic incentives increases.
    As a conclusion of our analysis we can state that as long as the main land-dependent activities (agriculture, forestry, housing, tourism, local mining) cease to be viable under an existing socio-economic structure, then it is hardly possible to sustain the rural landscape on an appropriate level by non-commodity products (such as environment preservation, cultural heritage, nature conservation, employment etc.).

    A part of places with high ecological values coincides with the areas with unfavourable agricultural endowments and underdeveloped micro-regions. We think so that the marginalisation preserves the non-environmental-sound activities and hinders the development of multifunctional agriculture and this process can change only by joint utilisation of endogenous and exogenous resources and methods. Thus the successful programmes for agri-environmental protection and multifunctional land use can serve the moderation of negative effects of marginalisation or maybe the marginalisation process itself.

  • Examining the competitiveness of the Great Plain region through a few basic indicators

    There are significant differences in the level of economic development and social relations between the various regions of Hungary, consequently, their competitiveness is also dissimilar. The term ’competitiveness’ has recently gained a regional meaning from various aspects. The unified interpretation of ’competitiveness’ is applicable to all basic units of the economy in a flexible way, and is therefore applicable on regional level as well. Regional competitiveness is measured against four economic categories: regional income per capita, work efficiency, employment rate and age composition. In addition to an overview of the region, this study will analyse the above components of regional competitiveness based on data describing the region.

    The target of 3% of GDP spent on R&D by the Lisbon priorities seems to be still far away from the reality in some European countries and at EU level as well. The economic crisis determined the priorities and it makes more complicated to dedicate more budget on Research and Development. New methods, new measures are needed in the European Union. Measures that supporting the demand side of the innovation and generates market-pull affects. The Europe 2020 Innovation Union Flagship Initiative dedicates a special role to precommercial procurement for the upcoming 10 years.   • Study on Human Resource Management in Agriculture

    The human factor has been reassessed with regard to strategic initiatives towards obtaining and preserving competitive advantage. Knowledge, experience and special skills are a specific form of capital, forming part of the organisations’ assets and serving as an organisational strategic resource. Their development and use require major investments, both on the part of the individual and the organisation. In a Europe undergoing integration, the quality of human resources enjoy priority among our really important values and specific features. The opportunities of the near future can be utilised, and agricultural economic organizations can survive and increase their organizational effectiveness, if they possess a basis of human capital which is able to make a shift in perspective and behaviour which is of primary importance from the point of view of incorporating market mechanisms and implementing them in practice. My investigations were focused on the current position of human resource management in a comprehensive manner; further, on the approach of top managers regarding the future. Analysing the business and other indicators of the companies studied, I have set the objective to describe the differences and special features of the human resource management practice of companies, which are different in size, operational form, and from the perspective of success or failure.
    Human resource management is directed to attracting, retaining, motivating and utilising labour. A given work process can be successful or unsuccessful – given the same conditions – depending on who performs it. Therefore, human resource management related tasks require special attention when enterprises are planned, established and operated. On analysing the responsibilities of human resource management, I have found that the functions and responsibilities of human resource have low or medium importance in the operation of economic organisations today. Regarding the future, top managers have expressed higher expectations of human resource management responsibilities in all areas and they consider individual functions to be more important. The establishment and operation of a human resource information system has been presented as the most important need for change. Correlation analyses have proved that the higher the sales revenues of a company, the higher the development of human resources is regarded by its manager, and the same holds for training, career support and a proper establishment and continuous evaluation of job profiles.

  • Case study based analyses of economic viability of Hungarian beef farms

    Our country has great traditions in the field of beef production. As early as the Middle Ages, Hungary was known as Europe’s beef exporter. In this decade, production of the Hungarian Grey has increased, due to the popular method of keeping these animals extensively. These animals were even exported to the European markets on foot.
    After joining the European Union, this sector of agriculture has been receiving attention due to the major subsidies which were given. Accordingly, numerous farmers have tried to enter this sector of production. However, the power relations have been changed lately, as have the technology used in production, which has undergone several developments. The integrative connections in the sector had been split and also the size of optimal and sustainable production has arisen.
    The economic activities must be judged by their effectiveness and profitability, but in most cases their effectiveness can only be seen through such outstanding facts which are independent from the farmer.
    I would like to model the economy of a certain enterprise, and the size and the level of its production, through my research under the actual economic circumstances. In my research, I pay special attention to the circumstances which are important in the Hungarian agricultural sector and rural development.

  • The ain impacts of the Lisbon Strategy on tobacco growing

    The Lisbon Strategy of the EU promises a more competitive Europe with more and better workplaces, in addition to sustainability.
    Tobacco production is one of the most controversial industries of the agricultural sphere in the European Union. This crop is a „leader” of the world’s economic growth, a promoter of globalisation and has been an economic channel between America and Europe for more than 500 years. It is also a motor of technical development, due to its inducing effect on profitability and work efficiency. The tax competition of the states and the increase in consumption have become such a self-inducing system in which the increase of production created an increasing number of jobs, especially in tobacco growing, where the replacement of manual labour was much slower than the increase of the demand for raw material. The fact that smoking is becoming general should be handled as a social demand, though its health risks cannot be denied. However, the extreme objection to smoking cannot be accepted, especially not when it evokes social strains and concludes that people smoke because of tobacco production, al though the real situation is the opposite: People smoke in Europe, so the tobacco should be grown here, as is in our economic interest.
    There is a contradiction between the strategic objectives and the roles of the industry which should be ceased urgently. Al thong aim is the creation of jobs, stopping tobacco growing could result in unexpected agro-social disadvantages. Rejection of the industry’s sustainability questions the realization of the keystones of the strategy. Competitiveness, sustainability and social cohesion should be implemented as a unit of the strategy also in tobacco growing.

  • Economic questions of maize production on different soil types

    The requirements and objective of cultivation are in constant change. For example, different cultivation systems are developed for the purpose of soil protection, the preservation of its moisture content and on soils with various precipitation supply or production site conditions. Traditionally, one of the most important cultivation aims is crop needs. Further cost saving in fertilisation and crop protection can only be achieved by reducing the quality and quantity of production or it cannot be achieved at all. Furthermore, the costs can be significantly reduced by means of the rationalisation of cultivation. Energy and working time demand can also be notably reduced if ploughing is left out from the conventional tillage method. The key requirement of economicalness is to perform the cultivation at the optimal date, moisture level and the lowest possible cost.
    Within production costs, the cost of cultivation is between 3–17%, while they are between 8–36% within machinery costs. It is the vital condition the usability of each technological method to progressively reduce costs. Our evaluation work was carried out with the consideration of the yield data obtained from cooperating farms and the experiment database of the Institute for Land Utilisation, Regional Development and Technology of the Centre for Agricultural and Applied Economic Sciences of the University of Debrecen. Three technological methods (ploughing, heavy cultivator and loosening tillage) were used on several soil types which differ from in terms of cultivability (chernozem, sandy and sandy clay soils) from the economic/economical aspect. We examined the sectoral cost/income relation of maize production as an indicator plant. The maize price during the analytical period was 45 thousand HUF per t. On chernozem soils, the production of maize can be carried out on high income level, while maize production on sandy soils has a huge risk factor. The role of cultivation is the highest on high plasicity soils, since they have a huge energy
    demand and the there is a short amount of time available for each procedure in most cases.

  • Agronomical and economic evaluation of various cultivation systems on meadow soil

    The requirements and objectives of cultivation are in constant change. There are different cultivation aims if the objective is soil protection, the prevention of its moisture content or on areas with different precipitation supply or production site endowments. Based on the experimental database of the Institute for Land Utilisation, Regional Development and Technology of the University of Debrecen, Centre for Agricultural and Applied Economic Sciences and the KITE Plc., the various cultivation systems in Hajdú-Bihar country were examined with maize as indicator plant. The sample area can be found in the outskirts of Biharnagybajom on meadow soil. On the examined plot, spring strip basic cultivation, loosening and autumn ploughing were applied on 15-15-15 ha, respectively. At the time of taking undisturbed soil samples, soil conductivity measurements were also performed with a Penetronik penetrometer. Undisturbed soil samples were taken from each treatment before sowing (on 5th April 2012). The yield obtained in the strip cultivation treatment increased that of the ploughing and the loosening technology. The economic indexes are the most favourable in the strip cultivation.

  • The Examination of the Effects of Value Modifying Factors on Dairy Farms

    We wish to present a method to quantify the value modifying effects when comparing animal farms. To achieve our objective, multi-variable statistical methods were needed. We used a principal component analysis to originate three separate principal components from nine variables that determine the value of farms. A cluster analysis was carried out in order to classify farms as poor, average and excellent. The question may arise as to which principal components and which variables determine this classification.
    After pointing out the significance of variables and principal components in determining the quality of farms, we analysed the relationships between principal components and market prices. Some farms did not show the expected results by the discriminant analysis, so we supposed that the third principal component plays a great role in calculating prices. To prove this supposition, we applied the logistic regression method. This method shows how great a role the principal components play in classifying farms on the basis of price categories.

    Global meat production totaled 357 million metric tons in 2021. Poultry accounted for nearly 40 percent of total meat production, including 4.2 percent of turkey meat (5.8 million tons). Global turkey meat production has stagnated between 5.5 and 6.0 million tons since 2008, in contrast to the monotonous upward trend in poultry meat production. Turkey meat production generally occurs under well-integrated conditions, with some large multinational companies and smaller, regional players. The industry is exposed to a number of factors that affect supply and demand, including disease outbreaks, government regulations, consumer preferences, and economic conditions. Key factors driving market growth include population growth, urbanisation, and increasing consumer awareness of the health benefits of turkey meat over other meats. In addition, advances in processing, packaging, and distribution technology have improved turkey meat's shelf life and availability, further fueling growth. Turkey farming and production are mainly concentrated in certain regions such as North America and Europe, where industrialisation has a long history and infrastructure is well developed. Turkey meat production in these areas is sufficient to meet local demand and is often exported to other regions. However, in other regions where turkey farming is less developed, such as parts of Asia and Africa, turkey meat production is insufficient to meet local demand. This type of meat must be imported from other regions. The degree of self-sufficiency in turkey meat depends on the level of development of the sector in each region. This study investigates the factors affecting global and regional markets for turkey meat and systematised the development of global consumption, production, and trade of turkey meat.

    Szabolcs-Szatmár-Bereg county shares its borders with three countries: Romania, Ukraine and Slovakia. The county is part of the North Great Plain Region, it is the third largest county of Hungary in terms of its population. The peripheric geographical location of the county gained importance by the EU accession, as the county represents a significant part of the eastern border of the EU.

    Szabolcs-Szatmár-Bereg county is one of the counties of the Great Plain with significant population in the outlying areas, out of the six counties of the Great Plain the population of outlying areas is the lowest in the county, its ratio has been significantly reducing in the past decades. In the six counties in 1990 the population of the outlying areas represented 22.3% of the total population, whereas in Szabolcs-Szatmár-Bereg county the ratio was 13.6%. The ratio has dropped to 6.2% and 4.1% respectively.

    The major aim of economic development is the improvement of the living conditions of the population, first and foremost by increasing family incomes. There are two main determining factors of family income level: employment ratio and the sectoral structure of employment.

    Between 1992–2010 the number of employees in the financial sector decreased from 89 000 to 75 000, whereas the number of employees in the non-financial sector grew dynamically from 40 000 to 65 000. Structural change was significant. In the non-financial sector the proportion of the two main employment fields (education and healthcare) swapped. The number of employees in the education sector decreased from 16 000 to 14 000, while the number of employees in the health and social care sector grew from 11 000 to 22 000.

    On the basis of statistics the number of kindergarten and primary school children reduced in the given period, while the number of secondary school aged children increased. In 1999 the number of secondary school children was 1/5th compared to the number of primary school children, whereas in 2010 their number almost reached 1/2. The student number in higher education doubled, which is a favorable phenomenon, though its structural changes raise some problems. The lack of technical trainings hinders exigent industrial development.

    Since 1990 the education level of the population has significantly improved, the number and proportion of secondary school students and university graduates have risen much more dynamically than in other regions of the country. In the county the proportion of secondary school students increased 63% more than the national average, while in the case of university graduates the county passed the average national growth by more than 54%. Due to the effect of structural changes the proportion of university graduates in the corresponding age group improved, its backwardness compared to the national average has ameliorated from 34% to 29%, in the group of secondary school graduates the disadvantage has moderated from 26% to 21%. The computer and internet supply, as well as the number of teachers and students enrolled in secondary education institutions have developed dynamically in the county. Their growth has much excelled the national average.
