    The aim of the study is to show the historical development of social workers training in Hungary. We all so present the development of the social work as a profession. The development of training faces to so me difficulties. In our study we tried to show the history of social workers training from the end of the 19th century to the beginning of the 20th century which was not so easy in so me cases. We all so tried to introduce the training courses, to reorganize the master they were destroyed, redefined his profession, renovate the training. We do these to help to consolidate and confirm the identity of our profession from the conclusions and suggestions we had from our study and make that it will able to fit to the development of the modern education.

    Preventive and intervention services in the early years of life are crucial for the development of the child, the strengthening of the family, and the future of society. A theoretical grounding of early childhood intervention and an overview of international trends and practices help to identify the points of policy intervention in Hungary and to define the directions for the development of the care system. Building on international experience, previous research and development results, the integration of the adaptable elements of coordinated, integrated service systems based on interdisciplinary teamwork into the Hungarian model will contribute to the development of a more efficient system. In this way, the problems of children with developmental differences, delayed development and at-risk will be detected and identified at an earlier age, and then they and their families could have access to appropriate, needs-based care and services in a timely manner.

    Social worker identity development is a key to helpers’ effectiveness. Institutions of higher education have their own systems to assess knowledge and skills. Measuring attitudes, and emerging autonomy and responsibility remains a challenge, though the developmental level of these latter components are fundamental to the motivations and reflectivity of the practitioner.  Identity Structure Analysis is a method to explore the main elements of professional identity, identity formation and dynamics. Our sample included 57 social work practitioners. Our results indicate that a degree in social work, research and critical thinking were considered of secondary importance as compared to continuous professional development opportunities.  Self-awareness trainings and clinical supervision were identified as key training resources. Based on our results, curriculum development should include considerations on professional identity development. Continuing professional education, trainings, mentoring, and clinical supervision are essential resources for social worker practitioners during their career.

    The social sector has been in crisis in many respects because of adverse changes in recent decades. There is a shortage of qualified social workers, high staff turnover, precarious working conditions and a steady decrease in the resources available to the sector. The development of human resources has therefore become an urgent necessity. The social careers model, like career models in other sectors, could contribute to the development of human resources in the social sector and the efficient functioning of social institutions and services. However, dilemmas about the career model have emerged in recent years, dividing the profession significantly. In our study, we set out to explore these dilemmas and, using the focus group interview method, we sought to find out what social professionals think about the career model, which has been taking shape for almost a decade. Would they support the introduction of a career model, and if so, under what conditions, and what tools would they include in the model to improve the efficiency of the sector and the quality of life of social workers. Our research shows that employees in the social sector have highlighted a stable and predictable salary and incentive system guaranteeing existential security as a key element of a modern career model. The guarantee of working conditions has emerged as a new, usually unusual and indicative of fundamental shortcomings element in the career models. However, the majority of respondents expressed reservations about the introduction of a performance appraisal system and the use of performance management in the sector. Only a minority of the focus group argued in favour of career management, an appraisal system that recognises quality work and professional innovation, and a service system that supports human resource development.

    Importances of this study are given by professional and social workers sentences about the present situation of social education in universities and colleges in Hungary and the new educational and output requirements in 2016. The study defines the essence, functions and areas of social trainings in higher education by analysis of critical points of professional criticism and deals with the process from the regulation by educational context to output regulation: from Sopron Conference to today. There is inspiration to a dialoge about aims of social work education by cooperation of professional and educational actors, with accent of common responsibility of professional development. The study presents that how can the educational and output requirements help to the development of competence-based education. Finaly gives some points of view the development of curriculum and education by possibility of educational context and outputs.

  • A közösségi részvétel komplexitása: szakmai szempontok a közösség meghatározására és bevonására

    This paper compares the perspectives of six professions -social workers, lawyers, nurses, physicians, psychologists, and public health professionals- on ways to improve the health and social conditions of a prototypical low-income urban community. It examines how the cohort defined and deliberated on the process of involving “the community” in addressing issues facing a hypothetical neighborhood, even when the question was not part of the research guidelines. A framework for constituency participation emerged from the data and was further developed to include 5 components: “who, why, when, ways and what level.” The type, level, and meaning of community was complex and multi-faceted, raising critical questions about professional-community relationships and the role of community development practitioners. Ultimately, community participation was identified as both difficult and transformative at the same time. Attention by community practitioners to the “five Ws framework for constituency participation” may maximize positive outcomes for collaboration between professionals and community.

    The focus of the study is on the current difficulties and challenges that social care institutions face in their daily operations, how they can respond to them within their internal resources, mechanisms and capacities, and what concrete, tangible needs and demands emerge in terms of possible directions, forms and interventions for external professional support and development. The findings provide the basis for developing a map of general and specific problems. The empirical study for these analytical purposes is based on a database of online questionnaires completed by a group of experts in social care institutions in two counties (Győr-Moson-Sopron and Veszprém) in November and December 2022. 201 analysable personal questionnaires are included in the sample, representing 166 social care service sites in the study area. Three main problems stand out in terms of their importance among the factors analysed. The main problem of the social care system is the complex challenge of low wages. Administrative burdens rank second in the rating of operational difficulties, and the third key factor is the psycho-mental condition of the workforce.

    The topic of the article is status in the present of the Hungarian personal care social services, the problem map of the care system and the range of possible and necessary measures. The author identifies nine problem areas in the social field, within he identifies further phenomena. Based on these, he identifies twenty measures, that are necessary to prevent the crises of the social welfare system and to development of the area.

  • A szociális szakemberek digitális technológia és közösségi média használata

    The study presents the results of research on the use of digital technology and social media by social professionals. The research was carried out using a quantitative method, 337 social professionals filled out the questionnaire. I examined the attitudes and needs of social professionals, IT proficiency, digital literacy, characteristics of social media use, with reference to online contact with clients and conscious media use. According to the results, the attitudes of social professionals are positive about the use of technology. Online contact with clients is very common, however, most institutions do not have any recommendations or regulations in this regard. 7 out of 10 respondents never participated in IT, digital competence development training and most of them consider that they did not receive adequate training in the use of info communication technologies during their studies. They see a need to support the procurement of new tools and programs and they would need guidelines, recommendations on the use of technology and social media. The study concludes with a summary of the research results and the formulation of development proposals.

    BAGazs Public Benefit Association has been working for 7 years in a roma settlement in Bag village, Hungary. The study evaluates the impact and milestones of the community development work done so far. In the evaluation process, by using The Most Significant Change method, the interpretation and presentation are primarily based on the participants’ narratives and self-stories. Besides the above, the purpose of the present paper is to provide professional and methodological aid to Hungarian settlement-type and community-focus organisations, as the study seeks to explain the special features (difficulties or/and possibilities) of the community work in segregated Roma settlements.

  • Perspectives of problem-based learning in social higher education

    The paper provides insight into the theoretical and methodological features of problem-based learning PBL), as one of challenges and contemporary to advance active learning in higher education. The method was first developed in the realms of medical education, but in recent years it has reached a rather wide range of professional training programs, including social work education. Following a condensed theoretical overview of the method, the author outlines the concept and thematic structure of a short (four-day) introductory workshop for teachers and curriculum developers working in higher education of social workers and allied professionals, who would have the chance to discuss the possibility of introducing the method in their teaching practice as a starting point towards the integration and development of a more practice-oriented training of social professionals.

    External analysts often characterize our region (Eastern Europe or Central-Eastern Europe) as a whole. Such approaches can be found not only in economic and political issues, but also in social terms. However, local experts, who are familiar with the specifics of these countries, are aware of the nuances and differences that have become specific to a certain country. This paper aims to reveal the historical and social context of social work in Romania, which determines the current position and role of the profession. It is obvious that the profession has made a long course of development over the last three decades since it has been virtually reborn, but as the final part of the paper emphasizes, many organizational problems still need to be resolved.

    In our study, we present the development of the Hungarian version of the Social Worker Empowerment Scale, the validation process of the Hungarian instrument, and the most important results of empirical data collection on the validity of the scale, mainly based on reliability studies. The scale is designed to measure the empowerment level of practitioners. Our research has convincingly demonstrated that the Hungarian version of the scale is valid, works well, and is suitable for use in domestic research.

  • The importance of social rehabilitation as an effective tool for activation for the parent’s perspective

    If the situation arises when a child's proper upbringing and favourable development are at risk and parents cannot or are not able to solve this situation by themselves, the child is, according to act on social and legal protection of children, considered as endangered (Act No. 359/2009 Coll., on social and legal protection of children).
    It is not easy to determine the degree of risk and it is even harder to choose the suitable support service and involve parents, considering the degree of risk. A true professional makes the family realize that the problem solution is connected with responsibility and the quality care for children (Gjuričová, Š., Kubička, J., 2003).
    During the last five years, several new sorts of support services have been created in order to attempt to provide support tailored to the needs of the aforementioned families (Act. No. 108/2006 Coll., on social services).
    Social rehabilitation is an example of such auxiliary service. It emphasizes the bond between parents and children and brings out family ties in general (Act. No. 108/2006 Coll., on social services).
    The acceptance of social rehabilitation is very difficult for every family. With regard to psychology, families must deal with complicated stressful situations (Bob, P., Vymětal, J., 2005).
    Centre for children of South Bohemian region in Strakonice has been performing social and legal protection for children since 2006. The main target of the Centre for children is mutual communication with families, cooperation and rational problem solution. This would be barely possible without the participation of the family, or at least one of its members.
    Mutual cooperation, empathy, thoughtfulness, helpfulness, sympathy and patience are essential for social work. In order to solve problems efficiently, it is also convenient to know the viewpoint of the family in relation to the provided service. The opinion of the family can reveal many issues.
    Martin Karas is the director of the Centre for children, which focuses on active involvement of family in social rehabilitation. He highlights one of several problems - insufficient and unsystematic support of family from institutions in the process. Insufficient support may prevent children’s return to their biological family in time. In his studies he focuses on an important issue – the active participation of the family in problem solving.
    The aim of this article is to point out that active cooperation with family, especially the opinion of family, is an important criterion of the quality of the partnership. The article contains interviews with participants and former participants of social rehabilitation; several conclusions were made based on these interviews.

    The current health crisis we are experiencing because of Covid-19 pandemic has put social worker schools in a new, unexpected position. How can a practice-based training program be organized during a ‘lockdown’ period? How practical skills can be acquired if contact with field teachers, social services and target groups is limited? Assuming that the world will not be the same after the pandemic and that higher education institutions and systems will not be the same after the crisis, we believe that it is time to rethink the forms of work in the training of social workers and to develop practical techniques that suit better the digital generation of 21st century. In order to learn about innovations and good practices arising from the situation, we organized a focus group interview with 15 field teachers. In the course of our research, we sought to answer the questions: What new forms of practical training have been developed? What are the benefits of the online education? What would the field teachers keep from the currently experimented forms of work in the post-crisis period? The first results of our research prove that, contrary to expectations, the world has not narrowed but expanded as a result of the restrictions. With the intensive use of digital tools and forms of work, remote locations and target groups have become available, special knowledge elements have become involved in training, and new opportunities for the development of personal skills have opened in the social worker training. The crisis situation had a particularly positive effect on the emergence of training innovations.

    In this study, I outline the appearance of the mission of American social work in the second half of the 19th century, and then the construction of the conceptual elements of the profe ssion. The choice of cited, typically American authors is also narrowly tailored, however, in my opinion, they give an authentic picture of the conceptual construction of the profession and adequately depict the development arc that the profession, which started from the religious charity and has now matured into a profession and a science, has gone through in the last 125 years. In addition to all this, I also try to answer such questions as, for example, where are the boundaries between religious and professional assistance, what does professionalism mean in social work within a religious community or church, and what is needed for a better integration of spirituality into the professional practice.

    This study connecting to the research for inquiry of the hazard about the demographical changes in the society, put the question, that the arriving the big demographical wave of the generation who was born between 1946 and 1964 particularly during the „Ratkó period” of the fifties to the old age, which kind of difficulties comes up in the care system for the older people because of the demographical hazards. According to the starting point of our hypothesis the adverse health conditions and psychosocial problems underlines the importance of the prevention, while the programmes of the primer prevention in the Hungarian care system proves insufficient, and the secondary prevention is unsettled. In the focus of our research programme are the theoretical, methodological questions, and questions about the possibilities of the development of the social service system for the secondary prevention on the field of the elder care. Considering the complexity of this subject, in this study we try to take out of the topic of theoretical background of the transitive changes of aging in scope of „desk-based research” for develop a new conceptual framework of the transitive changes in integrative approach based on key-concepts on modern gerontology.

    Workplace safety and risk are rarely mentioned in social work, so we researched the topic. We explored how workplace risks, client aggression and workplace bullying manifest themselves and who is affected by them, from a national and international perspective. Our survey was based on a questionnaire from the Association of Union of Social Professionals, which, from the responses, has shown a strong interest among those working in the profession. The responses showed that professionals are not prepared for dangerous situations that happen in all areas of social work. National and international research data and professional materials suggest that there is a responsibility on the part of the legislator, the profession, training, institutions, and professionals themselves to ensure a safe workplace and safe working conditions. Professional minimum standards are needed to increase safety in the workplace and in social work. International standards and national experiences can be used to develop this. A protocol of this type can provide a basis for training on the subject and for the development of further detailed, discipline-specific standards.

    The research to reveal the drug use habits of children and young people living in the social periphery was conducted in Szabolcs-Szatmár-Bereg County in 2017. The target group of the research included 14–25-year-old young people living in slums and in child-protection service.
    The aim of the study was to reveal the drug use habits and the risk behaviours of children and adolescents living in the periphery of the society. The study tries to find explanations to the risk factors of drug consumption of young people living in child-protection.
    The characteristics of anomie in the target population is used to study the effects of drug consumption. The paper looks for answers to resilience from the available data and additionally it highlights the protective and risk factors that influence the development of substance use in the target group.
    The results and conclusions from this research coupled with related international and Hungarian research are presented in this study.

    This paper is trying to enlighten the interrelations between pedagogy and social work practice through lenses of professionals and by analysing similar courses of development and professionalization of these two disciplines. My question in this small research basically was how social workers do and educators think about similarities and differences of the two disciplines in practice and in theory as well. Do social workers identify pedagogical situations, which include a process of learning in their social work praxis? If they identify situations when they are participants in a learning process with the service users do they apply educating methods and techniques? Do social workers apply pedagogical methods and skills in their praxis consciously?
    From my point of view the process of empowerment is also a learning process of ourselves and our environment therefore I think social workers would need to facilitate these learning situations to make empowerment happen thus I also think they might need to know of different theories of learning, importance of feedbacks, terms of educational psychology, different learning styles. Based on these thoughts it occurred to me to examine what professionals think about the connection between pedagogy and social work? I was also curious of if social workers can apply a perspective on their professional practise that includes learning situations and educational work as well? Or do they perceive educational work’s and social work’s theories and practises really differently?
    In my research I have done a focal group interview with social workers and educators where we used different approaches on cases from social work practise and try to identify learning situations. In this paper I am using the person-centered approaches of pedagogy and the theory of critical education because I think that is where an overlapping can be found between the objectives of reform education theories and social work.

    Everyone has probably encountered school abuse in their life, if nothing else as a spectator. These abuses may cause huge damages in a small child and having an effect on their socialization and psychological health, not only in their childhood, yet later, moreover in many cases they lead to suicide. Despite all of this, unfortunately, there are few well-elaborated methods and devices to prevent bullying, and they are not generally known in education either.

    These thoughts had an inspiring effect when, within the framework of interprofessional project work, the sensitizing box as a tool, aimed at preventing school violence, and the related methodological proposal was created. The purpose of the tool is to integrate pedagogical and social work knowledge and offer teachers and social workers an effective opportunity to raise the topic and deal with the problem. The methodology uses the principles of experiential learning and prevention, adapting to the frameworks that are given to teachers and kindergarten and school social workers who appear in a school and encounter violence.

    The study presents the process of the development work, there commendation for the use of the tool and the results of testing with groups of children.

    Multi-year gymnasia is one of the most controversial institutions of the Hungarian education system. There are two main intellectual streams in educational sociology regarding the problem: one argues that a society’s prosperity depends on the competence of its intellectual elites, and multi-year gymnasia ensures the fast and efficient development of young talents; the other claims that the program selects on the base of family background, therefore deepens inequalities. In this paper I examined the connection of family capital and test scores in the 2015 PISA survey database. I concluded that the relative score advantage of multi-year gymnasia cannot be separated form family capital, and the components of family capital all together and separately determine the chances of getting into the program.

    In this study, I am looking at how a service whose conditions and requirements are constantly changing can survive and meet expectations. What keeps it running, what helps it, what hinders high quality professional work in child welfare services? My hypothesis is that laws and their implementing regulations only provide the basic framework and conditions for the provision of services. Their implementation depends on the professionals working in the service. The interview, literature review and questionnaire survey confirmed my hypotheses. Professionals working in child welfare services are terribly despondent and pessimistic about the present and the future. The legislator's efforts to improve services are in vain if their purpose and strategic background are obscure to those who can implement them.
