In memoriam Ferge Zsuzsa (1931 – 2024)

„…a szociálpolitika és a szociális munka lényege a jogok és az emberi méltóság tisztelete, amelyek nélkül nincs élhető, modern, demokratikus társadalom.” (2008)

Egy 2010-ben készült interjút ismét megjelentetünk. Akkoriban, a HÁLÓ folyóirat szerkesztőjeként Ferge Zsuzsát kérdeztem, és a szociális munkás képzés húsz éves jubileuma volt a beszélgetés elindítója. A Ferge Zsuzsával készült interjú adalék a szakma történethez, de nem csupán múltidézés, hanem tele van kritikai és megbeszélni való gondolattal. Az elmúlt közel egy évtizedben nemhogy fogyatkoztak volna az párbeszédre váró témák, inkább gyarapodtak és többnyire megbeszélés nélkül maradtak. Ideje lenne ezen változtatni! A Ferge Zsuzsával készült interjút abban a reményben adom újra át az olvasóknak, hogy lesznek, akiknek élvezetes olvasmány lesz, és lesznek az olvasók között, akiket írásra, megbeszélésre inspirál.

Kedves Kollégák, kedves Barátaim!

Levelem ünnepinek szánt üdvözlés Nektek a 2013. évi Szociális Munka Napján. Sokadik alkalommal kapok szót ezen az alkalmon. Ám még sosem sikerült igazán ünnepinek lennem, hiszen a Szociális Munka Napján mindig el kellett gondolkoznunk a szociális munka problémáiról, lehetséges jövőiről. Közel tíz éve kezdtem sorolni kérdéseinket. Ezek többsége máig válaszra vár, olykor sürgetőbben, mint valaha. Örökzöld kérdéseink közé tartozott, hogy hogyan javítható a szolgáltatások elérése a rossz helyzetű, minden szempontból hátrányos helyzetű településeken? Szót emeltünk a hiányzó vagy hiányos szolgáltatásokért, a még el sem kezdett közösségi szociális munkáért, az iskolai szociális munkáért, a pszichiátriai betegek nap közbeni ellátásáért; azért, hogy semmilyen törekvés nem látszott a folyamatosan növekvő gettósodás megelőzésére, vagy általában a megelőzésre; hogy nem váltak hangsúlyossá a gyermekszegénység elleni, a gyermekek esélyegyenlőtlenségeit csökkentő erőfeszítések.

2023 októberében Szokoli Erzsébet és Tóbiás László kollegáimmal A professzionalizáció és deprofesszionalizáció hullámain címmel tartottunk előadást a Szolidaritás egy befogadó társadalomért és a szociális szakmákért c. konferencián. Ebből a több nézőpontból összeszerkesztett előadásból ebben a cikkben a szociális szakmák deprofesszionalizálódásával kapcsolatos aspektusokat foglalom össze – elsősorban azoknak a Nagy-Britanniában zajló folyamatoknak a bemutatásával, amelyek megkésve ugyan, de tükröződnek a szakma hazai változásaiban is.

In November 2022, the Hungarian Parliament adopted the amendment to the Social Law. The amendment deals with the levels of responsibility of the social care system in a new approach, strengthening the role of the individual and relegating the state to the background. In this study, I present the antecedents of the amendment, the most important events related to its adoption, and the basic principles of the new approach in comparison with the basic principles of social work. I will cover the most important critical points that arise during practical application.

The 2022 amendment of the Social Act codified the principle of self-care in a stricter form than before, stating that "Everyone is responsible for themselves." The original wording of the bill submitted to Parliament declared even more clearly and sharply that "The individual is primarily responsible for their own social security." Professional organizations dealing with social policy and social work, as well as the independent press and opposition parties, unequivocally interpreted the amendment as a withdrawal of the state, while the ruling party that submitted the bill primarily referred to the principle of subsidiarity. Meanwhile, in recent years, social policy and social professions have increasingly been pushed out of the official state terminology, being replaced by the term "care policy." This study attempts to identify and evaluate the normative framework of legislation (problem definition, declared values and ideologies, conceptions regarding state involvement and human nature) by analysing the parliamentary debate on the amendment. Additionally, the analysis pays special attention to uncovering the meanings of "care policy" used by legislators and "traditional" social policy as presented in opposition speeches. Therefore, as the method of analysis, I chose a normative document analysis method based on the ethical values of care and political-philosophical assumptions. The study consists of three parts. First, I summarize the values that define the ethics of care and introduce the document analysis method called Trace, then follows the analysis of the parliamentary debate on the law, and finally, the evaluation of the normative framework.

This historical and contemporary overview of key developments in social work’s professionalisation demonstrates its intricate enmeshment with political framework conditions. The current scenario is characterised by stark polarisations as evidenced by the seemingly insurmountable dilemmas over how to overcome wars, epidemics and the economic and climate crises. These polarisations indicate a systematic erosion of the social dimension of societies largely through neoliberal politics which pose a central challenge to social work and its professional social mandate. The experience of social workers in confronting ambiguity and dealing dialectically with the polarising tendencies of modernity in their position as an “in-between profession” therefore offers transformative possibilities for dealing with current global dilemmas through the affirmation of core social work competences, which is illustrated with examples.

The lecturer sought to answer the question of how individuals and communities drift into feelings and actions of intimacy in times of social crises and crises. What happens to social work and its values in the meantime? What happens to the social worker who experiences these situations themselves?

The changes of the recent years have strongly used the flexible adaptability of social workers, and the difficulties experienced on a personal and professional level have put their emotional capacity to the test. For a long time social workers were faced with numerous situations where they had to stand up in a way and in roles in which they did not have enough knowledge and information to solve the task(s) at hand. It is also often observed that social workers working in the institutional system behave with reluctance in relation to the losses and grief of their clients, and do not participate in situations requiring crisis intervention. There has been and continues to be an increased need to support the mourning process, so it is necessary for social workers to have adequate knowledge, to be understanding and be ready to participate in the accompaniment of grief in order to provide and organize appropriate help in this regard. The study examines the place of accompanying grief and crisis intervention in the practice of social workers.

In this study we offer a survey on the defencelessness and hazard of the elderly recipients of digital services emphasizing the security hazards of the transactions in the bank system and customer services. We offer propositions for the cooperation of the elder users, the service providers, the security experts, and the gerontological specialists on the field of risk reduction of the digital attacks against the users and the service systems.

In our study, we examined the acceptance of the LGBTQ community in Hungary and internationally along different dimensions using a hybrid approach. Using the quantitative data analysis method, we investigated Hungarian LGBTQ acceptance in an international context using longitudinal data from the European Social Survey. In the focus group qualitative study, we investigated the attitudes, acceptance and opinions of university students in Debrecen. The results of the 2020 Hungarian survey show that the acceptance of LGBTQ people is lower among older, primary-educated, right-wing, religious people. Compared to 2016 and 2018, Hungarian society has become more tolerant despite the anti-LGBTQ public mood, which is in line with international trends. The results of the 2022 focus group survey also confirmed the trends identified by the ESS. Acceptance is influenced by the political and legal environment in Hungary and the media representation created by these influences. In addition to these macro- factors, family, educational institution, and religion play an important role as micro- factors. All of these have an impact on acceptance and can perpetuate prejudices and stereotypes towards the LGBTQ community.

The case study describes the organisation of a community space support network in a county seat in Eastern Hungary. The study of the Labor Café's facilitative collaborations presented in this article was conducted using participant observation, fieldwork and interview methods between 25 February and 7 March 2022, during the first ten days of the outbreak of the Russian-Ukrainian war. The study aims to show the functioning of a grassroots solidarity and trust network organised around the Labor Café in a crisis. As the author herself was a volunteer member of this network during the fieldwork, this paper is both a synthesis of her experiences and a theoretical framework for understanding them. The paper will provide a detailed description of the solidarity networks in Hungary and support attitudes by describing the events presented in the case study.

A 2014-ben beindult, önkéntes alapon és online formában működő szakmai, tudományos és módszertani folyóirat ebben az évben jubilál. Most jó lehetőség nyílik az eddig megjelent számok, azok tartalmának, az egyes publikációk, tanulmányok, cikkek kínálatának, valamint az olvasói érdeklődésnek az áttekintésére. Jelen összeállítás nyilvánvalóan csak néhány szempont alapján történő mérleg elkészítését jelentheti. Arra alkalmas, hogy egy helyen lehessen megtalálni a folyóiratban megjelent anyagok legfontosabb adatait, hogy az olvasó tájékozódhasson az igencsak értékes teljességben, az időszerű témákban és kérdésekben, vagy visszanyúlhasson a régebbi, korábbi számok anyagaihoz. A tematikai rendszerezés hozzájárulhat a szociális munkában dolgozó szakember, a kutató és a tanár szakmai szempontjai szerint történő kereséshez és kérdéseinek megválaszolásához, az egy-egy problémakörben való elmélyüléséhez, az újdonságok, vagy a trendek megismeréséhez, a szakmai töltődéséhez, az önálló tanulás motiválásához, összességében a szakmai tudás gyarapításához. Részben megfelel az olvasói viszonyulások, a téma választási okok és motívumok keresésére és megtalálására is. Ugyanakkor nem vállalkozik a teljes anyag, az egyes lapszámok, a különböző írások méltatására, az azokban bemutatott elméletek, modellek, kutatási elemzések és eredmények, a módszertani tapasztalatok kvalifikációjára, az olvasóra kifejtett hatásainak, továbbá felhasználásuk, alkalmazásuk mikéntjeinek az értékelésére, csak néhány óvatos megállapítás megtételére.
