THE MAIN CHARACTERISTICS AND ACTION OF HUNGARIAN SPORTS POLITICAL, FROM 1945 UNTIL THE CHANGE OF THE POLITICAL REGIME AND THE FOLLOWING YEARS, ESPECIALLY IN THE AREA OF FOOTBALL
19-33Views:376The aim of our present theoretical study is to explore and present the sport policy measures and marketization processes within the Hungarian sport and football that started and has been going on as a result of neoliberal thinking in our country since the change of the political regime (1989/90). In our paper, we are looking at these potential causes based on the research findings and studies that have emerged in this topic. Our goal is to find the events that triggered changes from 1945 onwards, which could have led to changes in the sport policy processes and possible paradigm shift. Our goal is to focus on the sport of football in sports politics and to look for links in connection with the football academies. Our study has several chapters. In the first major part, we review the situation of the Hungarian sport in the light of sport policy changes from 1945 until the change of the political regime and the following years. In the second major chapter, we survey the major sports policy measures and related changes in football during the same era. In the third subsection of this chapter, we discussed the major political changes in football academies in a separate subchapter. As a result of our research, it has turned out that the change of the political regime brought up significant political changes both in sports and properly in the field of football. The major change could be the marketization process with which our country's football started to follow western patterns. The widespread dissemination of football academies can be explained with a set of political decisions. Even though they have been working for almost 17 years in Hungary they can not fully justify their legitimacy.

The Discourse on Hygiene in Relation to the Role of Public Teachers in the ’Néptanítók Lap’ between 1922–1924
7-17Views:62The Covid epidemic has highlighted that the health care system alone is not enough to tackle a pandemic affecting a large population. In addition to medical and public health activities, there is also a need for educational activities in the education subsystem, involving the professionals involved. This is why it is important to look at the issue of health education in schools from a historical perspective, given the epidemics of our time. In the turbulent social and political environment following the First World War, public health was a less favoured area for policy-makers, while the physical and psychological trauma of soldiers returning from the war and the health of those left behind was a serious problem. The virulent Spanish flu, which affected millions of families across Europe, the devastating tuberculosis in our country, but especially the diphtheria and influenza, which were dangerous for children, posed a serious challenge to the scientific and educational scene in Hungary. The spread of a healthy lifestyle and education was not helped by the environment of schools (attitude of the maintenance staff, quality of the built environment, sociocultural tradition of the rural population, rapid spread of urban life). The alternative health approach and the life reform movement, although sporadically emerging in the period, did not appear in the mainstream of pedagogy, and health education progressed slowly, while, for example, child mortality, which is also linked to the health-conscious behaviour of parents, was blatantly high. The appointment of Kuno Klebelsberg as minister (1922) can be seen as a paradigm shift, as he is not only exposed as a minister with considerable experience in state administration, but also as a conceptual cultural politician who understood the challenges of education and popular education at the micro and macro levels. In our research, we analysed the relevant issues of the People's Teachers' Journal - a standard-setting publication of the Ministry of Education and Religious Affairs, which serves as a guide for teachers in practice - using qualitative thematic content analysis. The selected period: 1922–1924. Our questions are: how is the situation of school health reflected in the journal? What roles and tasks do and would policy-makers delegate to the folk teachers? What extracurricular tasks do they assign to teachers in the field of health education? Are there any patterns in the discourse in relation to school leaders? How have the teachers' organisations received it and what suggestions have they made to policy-makers and practitioners?

DISADVANTAGES AND SUPPORT: THE PLACE AND ROLE OF THE SOCIAL CARE SYSTEM IN THE LIVES OF PERSONS WITH DISABILITIES AND THEIR FAMILIES
63-76Views:493According to the data of the census in 2011, the majority of people with disabilities live in private households, while a smaller proportion of them live in institutional care. The number of families raising a child with disabilities is over 62 thousand. Research results show that providing and caring for a family member with disabilities puts a particularly heavy burden on families. Social policy instruments play a significant role in reducing the burdens of the affected social group. The present study provides an overview of the system of social benefits and services which aids the everyday lives of persons with disabilities and their families caring for them. It presents the current types of social policy instruments which support persons with disabilities and their families caring for them. We investigate whether the currently available social policy instruments are able to promote the social participation and integration of people with disabilities and their families.

THE PLACE OF THE GYPSY LANGUAGE IN PUBLIC EDUCATION
73-81Views:154The Hungarian gypsy population is not only varied from the social, cultural, and ethnic side, but also from the lingual viewpoint. The education, health, the situation of the labour market, and the social sciences discourses are continuously in connection with the Gypsy people. At the same time, the examination of the gypsy language and the use of gypsy language can only be the interest of a narrow professional circle, while the phases of gradual language changes, language retention, and loss, or the language policy issues are showing particular problems. We are talking about a language that has been able to preserve its origins, besides the forced lingual and ethical assimilation. In our country, the form of national upbringing and education is always really closely related to educational policy. In my opinion, every student in the educational institutions is enriched with the knowledge of other nationalities' cultures and language, as they have the opportunity for studying it. During the statistical analysis, we looking for answers to the question of whether this relationship can be traced between the territorial distribution of Roma Gypsies and the schools of Gypsy nationality education.

SETTLEMENTS AND PEOPLE MID-TERM INVESTIGATION OF THE IMPLEMENTATION OF A DESEGREGATION PROGRAM
57-76Views:253Programs aimed to eliminate segregated life conditions have appeared again in domestic integration practice in the last two decades. The goal of “Roma settlement programs” is the implementation of complex interventions improving social integration and housing conditions in communities, and social work has an important role in this process. We will examine in our study the relevance of social work in an ongoing integration program in the framework of a survey that questioned social workers and residents of the segregates. The research focuses on two aspects of the programs. First, the social workers’ experiences will be examined about their work and processes that complicate it, and secondly, a survey conducted among the target group will investigate the utilization of the elements in the program and the characteristics of the relations between the target groups. Finally, the policy background of the programs, changes in the regulations of social work, and opinions of the professionals and target groups will be introduced compared similar programs in nearly a hundred settlements in the country.

ROMA COLLEGES FOR ADVANCED STUDIES NETWORK IN HUNGARY

Recent study analyses the history as well as the networking process of Roma colleges and the paper endeavours to interpret the features of collegiate students’ dwelling-places. In the second part, the author deals with the significance of Roma collegiate students’ fields of study related to the debate coursing on the integration policy of marginalized and peripheral local ethnic communities in Hungary.

„YOU DO IT QUIETLY, YOU HELP AND THAT'S IT.” THE EXPERIENCE OF VOLUNTEERING THROUGH A CASE EXAMPLE
89-106Views:117The largest population movement in the history of Europe since the Second World War has been the migration process of recent years, which also appeared in Hungary in 2015. The significant demographic movement has resulted in important social reactions and has developed different narratives in the civil and also in the power fields. In Hungary, the refugee issue has become a decisive topic of political discourse since 2015, and the party coalition was among the first in Europe to represent the security policy. As a result, the refugees appeared as a source of danger, so the government has rejected them. In spite of this, the grassroots volunteer groups were organized in the civil sphere, who helped the refugee masses passing through Hungary in 2015. This paper analyses a very brief but very intense manifestation of Hungarian civil society involvement as a social response to current conflicts. We will look at how the 2015 migration wave grassroots crisis management took place in Debrecen. This cultural anthropological research is based on online and offline participatory observations and semi-structured interviews and informal conversations with volunteers who helped refugees in Debrecen. This study focuses on the motivations, attitudes, social responsibility of volunteers and their voluntary activity embedded in broader socio-political conditions. The first part of the article shows the formation and operational peculiarities of solidarity philanthropic organization with refugees in Debrecen. Then follows the individual aspects of volunteering. Finally, it will be discussed the socio-political context of the civil voluntary movement, the political interpretations of refugee assistance, and its impact on volunteering. With outlining a segment of the contemporary volunteer phenomenon we can get closer to provide a framework for understanding the possibilities of the recent civil sphere.

HR TOOLS SUPPORTING EQUAL EMPLOYMENT OPPORTUNITY
7-17Views:211Hungarian statistical surveys, as well as previous research, point out the disadvantages experienced by persons with disability and a reduced work capacity on the labour market, due to which their employment falls behind the employment of the average population. In the background of these drawbacks, there are partially negative attitudes in the society and among employers which are based on prejudices. On the other hand, in the course of the integration and permanent employment of persons with disability and a reduced work capacity not only the accepting attitude of employers but also that of employees is essential. Employment policy instruments may facilitate the economic activity of the disadvantaged labour market groups but they may need their employers to help them further with employment, integration and work. The expected or received help of the open labour market or its degree do not always meet. No empirical research has been done into this topic yet. The aim of my research is to explore the attitude, approach, and knowledge of workers in social institutions in three districts of Hajdú-Bihar county and of the inhabitants in these districts regarding persons with disability and reduced work capacity. Questionnaire research was conducted, and altogether 747 persons (408 workers at social institutes and 339 citizens) were interviewed. The present study focuses on the exploratory-like results of the research which reveal the test groups’ familiarity with and knowledge of the application of those HR management tools that can further the employment of persons with reduced work capacity. The study assesses the results based on the following variables: sex, school qualification, position, previously gained knowledge about the reduced work capacity and work experience with persons with reduced work capacity. The results of the research suggest that for persons with a reduced work capacity the organisations mainly ensure the personalised field of work, preferential working hours, and accessible work environment, but it is not certain to be enough for the permanent employment of the target group as due to their mobility difficulties they would really need support to get to their work as well.

IMPORTANCE AND IMPACT OF THE PREVENTION AND EARLY CHILDHOOD INTERVENTION IN LATER YEARS
53-65Views:666The term early childhood intervention (and prevention and development) refers to the specificities of child development and the professional environmental responses to them in the early years of life, which involve many sectors (public education, social, health, etc.) and many professional groups. The understanding of 'early childhood' itself has changed rapidly and now extends from the prenatal period, including the family planning/expansion period, to the child's entry into school. A new element in the system of care and support, in the policy strategies, is the prenatal period, the focus on the family, and the fact that support does not end when children start school. There is a need to design programs with a long-term impact in mind, to 'prepare' for events in later years and stages of life, and to assess the impact of the programs that are in place. The paper summarises some of the basic ideas of early childhood intervention and prevention in a way that takes them forward in time and points to their social impact.

EDUCATION FOR MULTIPLE DISADVANTAGED STUDENTS IN ISRAEL
31-40Views:189Because of the three religions are involved in the social life in Israel, not only the society and everyday life are very complex, but its educational system as well. The religious, political, cultural, and economic diversity of society has left a strong impression on education, including the educational provision of minority students. The topic of the writing is the education in Israel, including the most disadvantaged group, the past of the Bedouin pupils and their current situation. Nowadays, Bedouins make up one-third of the Negev population (210,000 people) who have been constantly turning from semi-nomadic lifestyles into living in the past decades. About 90,000 people live in unknown villages and camps, which in itself poses serious difficulties for Israeli education policy. The article gives an overview of the changes in Bedouin's social situation in the past 60-70 years, the circumstances of the first school, the effectiveness of the Bedouin pupils, their opportunities for further education, and its characteristics. In order to understand the functioning of the education system, it is essential to know about teacher training and the characteristics of the teachers who work in Bedouin schools.

SIBLING CARE - SIBLINGS CARING FOR ADULTS WITH INTELLECTUAL DISABILITIES
111-121Views:544The increasing life expectancy of adults with intellectual disabilities has raised new questions and challenges for families. Depending on the severity of their condition, people with intellectual disabilities need support from their families and environment to vary degrees throughout their lives. They depend on their family members, which addiction is a new problem as parents get older, and care will be the responsibility of siblings who are already living independent lives, sometimes geographically far away. Sibling care should be interpreted differently than when it is performed by a parent or a paid carer, it is more emotionally complex, its content and direction are diverse. We know not too much about sibling caregivers, we only have hypothetical answers to the questions based on a small number of studies or research in similar areas. This paper aims to provide an overview of the situation and motivations of adults who care of and take responsibility for their siblings with intellectual disabilities, and of their role and interaction of the various influences that help them understand. Getting to know siblings is necessary in order for the support system of the special education and social policy to adapt properly to the situation of the - unfortunately - barely ‘visible’ population.
