The Role of transformal leadership in local governments’ efficiency

A key element of the rapid adaptation lies in the right leadership. The local governments also recognized that the traditional management principles are found not to be effective in today's economic, political and social challenges.

The employees of the organizations are successful in the attainment of leadership, which are planning the next year, performance-based, as well as the leading is diplomatic, charismatic-development, group integrators. The investigated local governments’ middle level leaders believe that in the current economic and political situation only those organizations able to keep up, which emphasize the trans-formal leadership.

Agriculture in Hungary was characterised by the duality of large-scale farms (co-ops and state farms) and small-scale private enterprises until the beginning of the 1990s. Due to the privatisation and transformation of co-ops farm structure has significantly changed. The transformation of the structure is not considered to be a completed proces...s. Level of concentration and integration on private farms are rising, new co-operation forms are appearing and new types of enterprises and producers’ groups are being formed.
Concentration and integration have great importance in the dairy sector among agricultural enterprises. In recent years, milk production in the European Union has been characterised by concentration, leading to greater competitiveness. Today, most dairy producers belong to different kinds of producers’ organisations as concentrated demand may only be competitive by meeting concentrated supply. In Hungary, the problems of production have been the fragmentation and decrease of the average farm size while, at the same time, concentration has occurred in the processing sector. Establishing producers’ groups may be one of the solutions for improving competitiveness production.

Examination of Zn deficiency on some physiological parameters in case of maize and cucumber seedlings

Zn, leading to poor crop yields. In fact, one-third (33%) of the world's population is at risk of Zn deficiency in rates, ranging from 4% to
73% depending on the given country. Zn deficiency in agr...icultural soils is also a major global problem affecting both crop yield and quality.
The Zn contents of soils in Hungary are medium or rather small. Generally, the rate of Zn deficiency is higher on sand, sandy loam or soil
types of large organic matter contents. High pH and calcium carbonate contents are the main reasons for the low availability of Zn for
plants (Karimian and Moafpouryan, 1999). It has been reported that the high-concentration application of phosphate fertilisers reduces Zn
availability (Khosgoftarmanesh et al., 2006). Areas with Zn deficiency are particularly extensive in Békés, Fejér and Tolna County in
Hungary, yet these areas feature topsoils of high organic matter contents. Usually, Zn is absorbed strongly in the upper part the soil, and it
has been observed that the uptakeable Zn contents of soil are lower than 1.4 mg kg-1.
Maize is one of the most important crops in Hungary, grown in the largest areas, and belongs to the most sensitive cultures to Zn
deficiency. Zn deficiency can causes serious damage in yield (as large as 80 %), especially in case of maize. On the other hand, Zn
deficiency can also cause serious reduction in the yields of dicots. One of the most important vegetables of canning industry is cucumber,
which is grown all over the world.
In this study, the effects of Zn deficiency have investigated on the growth of shoots and roots, relative and absolute chlorophyll contents,
fresh and dry matter accumulation, total root and shoot lengths, the leaf number and leaf area of test plants in laboratory. Experimental
plants used have been maize (Zea mays L. cv. Reseda sc.) and cucumber (Cucumis sativus L. cv. Delicatess). A monocot and dicot plant have
chosen a to investigate the effects of Zn deficiency, because they have different nutrient uptake mechanism.
It has been observed that the unfavourable effects of Zn deficiency have caused damage in some physiological parameters, and
significantly reduced the growth, chlorophyll contents of monocots and dicots alike.

On the leading edge of my research is to introduce the economic benefits of precision logistic optimization with satellite navigation in wheat and maize harvesting. My hypothesis, claiming that a well-organized system can increase the number of working days by 4 days per harvesting season in maize, and 2 days in wheat crop. If the farmer makes contract works for harvesting it means for him 2 or 4 days extra work by using the precision farming technologies with satellite communication system. Overall, as pertains to wheat and maize harvest seasons, yearly revenues can be increased by 7 760 000 HUF. I would like to introduce that the precision technologies increase combine costs by merely 5.4% which can be return in the first year of using.

Before Hungary joined the European Union – in order to gain access to the sources of Structural Funds and to create the expected regional information service – a build up of five-level territorial system was indispensable. Both in the EU and in Hungary, there are significant differences among regions. The aim of regional policy is to reduce... differences regarding development and living standards, in order to guarantee a reasonable living standard and income for every region’s inhabitants in the EU.
In Hungary, during the last decade, the effects of regional difference grew. While the advantage of the leading capital and its agglomeration and the eastern and western parts of Transdanubia was growing, meanwhile the most undeveloped areas' rates of development remained under the mean. The underdeveloped areas are in the northeastern part and in Southern Transdanubia. The developmental differences lead to such great social asymmetries, that these simply beg for remedying.
In this study, I would like to present the sub-regions of the North Great Plain Region and uncover the possible reasons of the developmental differences.

Does drought stress always negatively affect the yield and quality of soybean in Hungary?

Globally-fluctuating climate imposed serious abiotic stresses on the agricultural sector, leading to noticeable, and sometimes disastrous, losses in yields and/or quality of crops; however, in certain cases, plants could survive stress with relatively low reductions, and sometimes even with some enhancements as a reaction to changed environment..., especially in the case of mild stress. An experiment was conducted in 2017 and 2018 in Debrecen, Hungary to evaluate the mild drought stress influence on the yield and quality of three soybean cultivars. The results showed that both ES Pallador and Pedro cultivars could achieve more yield when subjected to mild drought conditions; however, protein concentration was enhanced in ES Pallador whereas slightly degraded in Pedro under drought. The cultivar Pannonia Kincse followed different trend; both yield and protein concentration were reduced under drought. Oil concentration of the three cultivars did not show significant changes; however, it always followed opposite trend to that of protein concentration. It could be concluded that both ES Pallador and Pedro are recommended to be grown under rain fed conditions in Debrecen, whereas Pannonia Kincse is recommended under irrigation conditions.

The role of agriculture in regional development

Agriculture is the leading national economic sector of Hajdú-Bihar county. The proportion of employees in this sector and the share of pro ducts produced in this region is above the country average. The contribution of agriculture to the GDP is 6.3%, as opposed to the average value of the country (3.3%). Based on their primary activity, 8% of ...the enterprises in the county are classified as agricultural and forestry companies, while this proportion is only 5.3% in the whole country.

Nearly three quarters (71.1%) of the sowing area is occupied by maize and other cereals, mainly wheat. This proportion is slightly more than the country average (69.2%). The proportional area of oil crops - including sunflower – and roughage is nearly the same as the country average. However, there is a significant difference in vegetable production. Due to the higher intensity of vegetable production, the area occupied by vegetables is three times the country average. 19.4% of the crop products, 23.5% of animal products and living animals, 25.8% of the income generated by production factors and 29.8% of net enterprise income of Hungary originates from the North Great Plain region.

The facilitation of creating local markets, e.g. local public food supply, satisfying the needs of food trade with local goods, the necessary awareness raising actions, secondary and higher education of experts, as well as the more specific and targeted utilisation of development resources are agricultural development tasks.

Pricing in the pig production

During my research work I will exame the state of pig production and the pigmeat trade in Hungary as well as in the EU. In this article I am looking at this branch, I plan to ask consumers about this topic. There is no point in importing pork if there is no market for it. The reality is that we like what is new, unusual and different. What lies... behind this way of thinking?
Everybody agrees, consumer habits differ culturally, and this is true in European countries as well. I find it interesting to examine what parts of the pig are favoured the most by consumers in certain countries. As habits are different we can say that certain countries prefer pork chops while on other countries’ menus pork knuckles can be found. If we follow this train of thought it becomes apparent that due to these differences the price of pork varies from country to country.
According to figures, it is clear that certain countries are able to produce pork products cheaper. Since market works on the principle of supply and demand, those who offer their products cheaper will have a greater chance of remaining in this sector. Those on the other hand who can only produce their products at a higher price will eventually disappear from the market. The price is determined by the rate of the forint to the euro. Today’s strong forint is leading to the growth in imports. Recently, pork exports have fallen, but if the rate were to be 280 forints as it has been in the past, then it would be more favourable to sell pork products.
As Hungarian prices are high, meat processing companies are forced to import from neighbouring countries, which means a cheaper source of product. This has led to a decrease in the number of pig in Hungary meaning that we are now an overall importer of pork products rather than an exporter.

Work Organisation Supported by an Expert System in Agriculture

Expert systems are softwares that incorporate the experience of an expert and support decision makers by leading them through the thinking processes of an expert in the form of „if…then” rules. To use an expert system we have to work with knowledge expressed in a pre-determined form. To do so, we used a shell that can be purchased, and we... acquired knowledge about the topic from experts through interviews and personal monitoring. Attributes that are non-measurable, such as many of the factors determining work-place organisation and revealing knowledge related to it, can be formed into words by using expert systems. The goal of the study was to present a suggested form of expert system model to help judge the level of work-place organisation.

Expansion of the small cable television counterparts of market leading commercial channels in view of Hungarian regional and social aspects

Currently, there are 102 Hungarian-language television channels in Hungary. TV2 Hungary is the second largest commercial television channel. Current trends in the television market in Europe indicate that large channels are expanding their portfolios while at the same time selling their smaller units. This trend has now affected Hungary as well....

After having TV2 for 16 years, MTM-SBS Television Ltd. eventually expanded its portfolio with three new cable channels. The first new channel was FEM3, a channel directed at women, which was launched on January 1, 2010. A year later, the male channel, PRO4, was launched and finally, SuperTV2, primarily a premium entertainment channel, was launched on November 2, 2012. Although the main channel, TV2, remained free, the new pay channels on cable received a significant amount of investment from venture capitalists and Pro7Sat1 for the development of new content.

SuperTV2 is a premium channel. When the channel was launched, the goal was to target those viewers who had turned away from watching the increasingly less-sophisticated content on the commercial channels as well as those who were not drawn to the programming on public television. When the viewer stats were examined, the channel had proven itself. The premium brand of Super TV2 was successful in attracting new viewers and consumers and within a year it had gained a strong foothold over more than 100 other Hungarian-language channels.

Vision of the Hoped-for Globalization

The author analyzes the issue raised in the title in a phylosophical context from the ontological point of view, which is a branch of phylosophy. As it is known, ontology is „the science of existence”, in other words, a science on the nature of every existing thing.
The argumentations indicated by the title do not include „everything..., only those problems which are the most important in the author’s opinion. These are as follows:
a) the aim of globalization, to which we refer to here as „hoped-for globalization”,
b) the evaluation of the world in which we live,
c) the reasons for the birth of the functioning world,
d) the activities leading the world to the direction of the hoped-for globalization.
The author is aware of his position’s deficiencies, but thinks that the importance of the topic makes it neccessary to create the ideal future’s vision through discussion.

The demand for the recognition, identification and introduction of measures aimed at improving organizational culture and the efficiency of management and leadership plays a crucial role in the life of every organization, including the law enforcement bodies as well. The tasks and responsibilities of the Hungarian Police Force have changed cons...iderably both in terms of quantity and quality since Hungary’s accession into the European Union first, and since the country’s joining the Schengen Zone. We are now facing problems formerly unheard of (e. g. the integration of the police force and the border guard, joining the Schengen Zone, the emergence of new forms of crime). As border control within the Union stopped, organized crime has become more powerful. The changes are by no means over: in order to improve the subjective sense of security of the population and to advance organizational efficiency, a number of changes are being implemented at present. For the internal security of the member states of the Union and for the improvement of the efficiency of police work in the member states, the use of consciously coordinated management methods is indispensable. These efforts are the subject of this essay.

A police force is an partially open system, the work of which is influenced by a number of external processes and factors. The organizational culture of a police force is determined by its traditions on the one hand, and by the demands to develop its functions as an authority and a service provider on the other. It is undeniable that any conscious effort in shaping and developing the organizational culture of the police requires special competences and commitment from the leaders of the organization. Furthermore, it is also necessary to modernize the management tasks. It applies to all the levels of leadership, from the head of a patrol to the supreme commander of the police force.

The organizational scheme of the police force is that of a functional, linear system. Such an organization is characterized by a relatively high degree of inflexibility, a slow and cumbersome reaction to external changes. All these may adversely influence organizational efficiency. It therefore appears to be necessary to examine the present structure of police, and survey the possibilities of modernization. Modernization does not necessarily mean a change in the structure; it may be restricted to changes in organizational culture, the creation of an atmosphere favourable for reforms, and the coordination of diversified structures. In this paper I wish to demonstrate some of the possibilities of improving organizational culture and organization development, based upon the findings of a specific survey.

Response of maize seedlings to the latent zinc deficiency under different Fe/Zn rati

Zinc (Zn) deficiency is a critical nutritional problem for plants and peoples all over the world. Almost half of the world’s cereal crops are deficient in Zn, leading to poor crop yield. In this study, the effect of different Fe/Zn ratio on some physiological parameters of maize seedlings were investigated on the dry matter of shoots and root...s and their ratio, SPAD index and the total length of shoots. The relative chlorophyll contents significantly decreased under increasing Fe given to the Zn deficient. The results showed that the different Fe/Zn supplies decreased the total length of shoots - ranging from 9% to 65% - by latent Zn deficiency. Corresponding to several scientific findings, it was observed that the non-optimal Fe/Zn ratio of tissues take part in the evolution of latent Zn deficiency in the case of high Fe concentration.

The Impact of Water Supply on the Quality and Health of Potato

Besides its effect on potato yield, water also has a significant impact on yield quality. Excess water (too much precipitation, over-irrigation) and the lack of water (lack of precipitation or irrigation) both trigger stress in the plant and can significantly worsen the quality of the yield (seed potato) and deteriorate the health of the plant ...and the seed potato. Excess precipitaton or irrigation water leaches nitrate-nitrogen under the rhizosphere, consequently, the amount of available nitrogen decreases leading to the deficiency of N in potato. If water cover (the maximally saturated state of soil) exceeds 8-12 hours, it can cause root destruction (because of the lack of oxygen), which leads to the wilting and later to the death of the plant. Abundance of water caused by excess precipitation or irrigation is a major problem primarily on sandy loam, loam and clay loam soils with bad structure and water management qualities, but also on any soils, which are over-irrigated or irrigated at an improper time. Symptoms of the lack of water are detectable mostly when the available water content of the soil (disponible water) decreases under 60-65%.
In the present year, there was a lack of precipitation on the Great Plain, which can be compensated by proper irrigation. Unfortunately, this problem is further intensified by the high temperature, which results in faster ripening and accompanied with fluctuating soil moisture content, in the formation of secondary tubers.

The biodiversity loss is one of the biggest environmental problems in the world. The objective of this paper is to present some nature conservation practices on agricultural land. Farmlands play a significant role to preserve biodiversity because some highly protected species can only find their needs on agricultural land. The Biodiversity Stra...tegy of the European Union (2010-2020) creates new directives to reduce biodiversity loss, preserve and improve diversity, especially on agricultural land. Furthermore the importance of this subject is that the share of farmland in Hungary is much higher (57%) than in the EU-27 on average (42%). The loss of agricultural land and the increase of land abandonment cause intensification of agricultural production leading to the loss of biodiversity.

Life in two countries but one home land – Béla Lipthay (1892-1974) the entomologist

His life coincided with the disintegration of the historical Hungary, and the most serious trials of the Hungarian society, culture and spirit. These changes affected him as a member of Hungarian aristocracy many times and in fact wanted to destroy him. The fortune of the ancestors have been swept away by the storms of the wars and confiscated but the human strength of character, the consciousness, the talent, the diligence, the sanctuary of faith have remained. All these made him possible to survive, to do his everyday hard creative work, which gained him affection and respect of the people living around him.

Lipthay Béla was mainly lepidopterist and dealt with the the species of Hungary. Place of his collection was first his native country, the Banat, and the area of the Southern Carpatian Montain, and after 1944 Nógrád county (Szécsény, Balassagyarmat, Nógrádszakál, Ipolytarnóc, Rimóc, Ludányhalászi etc.). The collected species belonged to Macrolepidoptera but he dealt also with the moths. During his life time he prepared a collection of 60000 individuals and maintained them until his passing away. Great part of this collection can be found at the zoological cabinet of Natural History Museum in Budapest. He discovered many species new for the Hungarian fauna such as e.g. Cupido osiris (Meigen, 1829), and described a new species (Chamaesphecia sevenari Lipthay, 1961) which later proved to be a synonym of Chamaesphecia nigrifrons (Le Cerf, 1911). He knew well the most famous collectors and specialists of the age. After the first World War he worked together with Frigyes König, László Diószeghy, Jenő Teleki, Norman D. Riley (leading entomologist of the British Museum at London, secretary of the Royal Entomological Society), Brisbane C. S. Warren ( member of the Royal Entomological Society), Lionel W. Rothschild (the most important private collector) and many excellent lepidopterists. After the second World War he was well known and respected by the Hungarian entomologists and lepidopterists: he was a friend of Lajos Kovács, the distinguished lepidopterist and Zoltán Kaszab, the eminent entomologist. He had a good relationship with such renowned Hungarian zoologists and entomologists like Gyula Éhik, László Gozmány, László Issekutz, László Bezsilla and László Móczár. He colleted also Hymenoptera, Diptera and capricorn beetles to be found in Hungarian and foreign collections Natural History Museum, (London), a Szekler National Museum (Marosvásárhely). He dealt with agricultural entomology because he was an experienced agriculturist as far as he had the opportunity to do that. He painted wonderful agricultural entomology posters and organized expositions e.g. on the pests of industrial crops and hunting at Balassagyarmat and Salgótarján.

Characteristics of Corn Seed Sales in Hungary

As seen on the above tables we can acknowledge the fact that the Hungarian corn seed market is very unique and, because of its size, indispensable for all multinational breeder companies. We can also assume that the main places in the market are taken by big companies as Pioneer, with its unbreakable first place, followed closely by Syngenta Se...eds and the fusionized Monsanto. Although the Hungarian breeders’ hibrids perform on field tests and trials similarly or better than other varieties developed by the above mentioned companies, we can’t find them even near to those leading few given mostly by Pioneer, Syngenta and Monsanto hibrids. This fact leaves us with a conclusion that the Hungarian companies should change the strategy of their marketing procedures to increase sales.Thus, they need better technology to keep up with their competitors, more advertisement, other marketing „hints”, which can only be fulfilled with a big economical background, unfortunately not yet available for our breeders.

Harvested area of soybean is increasing globally year after year. However, soybean is the highest drought stress sensitive crop, the water deficit influences the physiology, production and seed composition of this crop. We introduce a review for literatures concerning the changes of the above traits of soybean exposed to drought stress, with past explanations for these changes.
