  • Development of and Lessons from the Institution System of the Common Agricultural Policy in Slovenia

    The comprehensive agricultural policy of Slovenia during the setting-up of its agricultural institutional system for implementation of the Common Agricultural Policy has enabled the setting-up and design of the Paying Agency system to handle national and EU subsidies according to schedule. The country has acted on the advice of the European Union to use the introduction of SAPARD measures as a preparatory and experimental field for utilising subsidies after EU accession. Moreover, in addition to the importance of gaining practical experience in the field of implementation of rural development measures, Slovenia has recognised the necessity to become familiar with the application procedures for obtaining direct payments relevant for the largest group of beneficiaries, farmers. Accordingly, farmers have been practicing for 3 years how to fill in application forms, and have gained important experience before opening the most relevant resources. Also, the advisers supporting farmers to obtain subsidies have been trained during the last 3 years, in order to provide real assistance. EU agricultural subsidies are not divided among the Member States; there will be a strong competition not only with the new Member States, but also with the farmers of the more developed EU-15.
    Slovenia has done its best in order to launch its farmers – due to the different development levels of the EU-25 Member States – into this very strong competition not like pupils, but at least like mature secondary school students.

  • Prospects of tobacco sector due to changing of union subsidy system

    Some 80% of the revenues from tobacco production originate from subsidies, therefore the existence of the tobacco industry basically depends on the system of subsidies. According to the current position, in the transitional period of introduction of the CAP reform (from 2006 to 2009) at least 40% of tobacco premiums shall be decoupled from the production, while the tobacco producing member states may decide to continue to pay the remaining 60% (or a less rate, depending on the rate of decoupling) in a coupled form. Tobacco premiums shall be fully decoupled as from the 2010 crop, however farmers will be eligible only for 50% of the subsidies, and the rest 50% shall be used for subsidising rural developments in tobacco producing regions (Radóczné, 2007).
    This change affects the section very seriously. In EU-15 member states this system was introduced in 2006, which resulted in giving up tobacco growing by high percentage of the farmers (70-80% reduction of tobacco production in Greece and Belgium, and 45% reduction in Portugal). In Hungary – due to the small scale of the tobacco section – this rate reduction in production would jeopardise the existence of the section, therefore we are interested in maintaining the existing system of coupled subsidies to as a large extent and for as long time as possible.
    This study shows the possibility of tobacco sector before and after introducing the changes in the system of subsidies, and formulates the most serious problems and roles of the sector.

  • From the Concept of Sustainable Development to the Subsidies of Agricultural Environmental Management

    The most important aim of the study is to introduce the theoretical background of my PhD dissertation – agricultural environmental management –, in order to help the scientific foundations for my dissertation, which is in progress. For this reason I will try to clarify and systematize facts found in the special literature according to my own thoughts, from a new aspect.
    In my study, I therefore attempt to introduce the theoretical background of sustainable development as pertains to the subsidies of agricultural environmental management (National Agricultural Environmental Management Program, National Regional Development Plan, agricultural environmental management measures). Having clarified the concepts I place sustainable development in the economic theories directed to the treatment of environmental problems, introduce where subsidies are within the environmental regulation implements and I dwell on to the institutional questions in the explanation. I then study questions of sustainable agricultural economics. Accession to the European Union has to be considered as one of the most important concrete motivities of domestically coming into prominence of agricultural environmental subsidies therefore I think it is important to study how the problematic of sustainable development, sustainable agricultural development and agricultural environment protection worked out in the EU. Finally I survey the main characteristics of domestic agricultural environment management programs fitting into the theories explained above, how the program adjusts to the theories of sustainable development and sustainable agricultural development.
    In the dissertation I begin with sustainable development as the broadest theoretical background, then I survey a narrower category, the theories of sustainable agricultural development and how concrete agricultural environmental programs fit into the studied theoretical relations.

  • Post-control of agricultural subsidies provided by EU

    The greatest part of the incomes (nearly fifty percent) of the European Union is spend on the agriculture and the agricultural policy is the most complex field among the common policies. In Hungary the payments from Guarantee Section of EAGGF are carried out by one Paying Agency (Agricultural and Rural Development Agency), the post audit of payments are carried out by Investigation Network of Hungarian Customs and Finance Guard on the base of Council Regulation No. 4045/89. A full co-operation of the business operators is expected during the audit, which means the presentation of the complete accounting file related to subsidies. To avoid declarations on irregularities during the audit and the following order on repayment of the subsidy, all requirements of gaining subsidies have to be kept. The state authorities, in present case the customs authority should pay special attention to the risk analysis activity, and its harmonising with the proposals and guidelines of the Commission. Getting acquainted and using in practice the actual requirements and proposals of the Commission’s guidelines is expected at all levels of the control service of the HCFG, but primarily the Special Service has to continue its present practice in this field. The measures mentioned above, respectively the effective period taken under analysis teens from the date of accession until June 2005.

    Hungary’s accession to the European Union caused major changes in the country’s life. Rural development subsidies can be received through extensive application mechanisms. This is particularly challenging for lagging micro-regions. My study presents the lagging microregion of Ibrány-Nagyhalász, focusing on what types of organizations and upon what grounds received subsidies in the framework of the Agriculture and Rural Development Operational Programme 2004–2006 (AVOP). I focus on the same parameters when examining the measures in the third axis of the New Hungary Rural Development Programme 2007–2013 (ÚMVP), followed by a comparison between the two programmes’ effectiveness. I conclude that due to the experience collected throughout the period of AVOP, both the number and the quality of applications have risen from the year 2007. Still, due to the lack of competence, cooperation and motivation, the region's planned improvements are not yet fully met and the capabilities of the region are not yet fully exploited. For the future, even more complex and more feasible projects are needed.

    There are a lot of literatures that investigate the agricultural transition both in Hungary and former GDR. However there is no one, which examines and compares the income situation in the above mentioned countries. The aim of this article is to analyse that. The investigation is based on the data of Economic Accounts for Agriculture (EAA). The result shows that the agricultural income is much higher in the New Federal States of Germany if we take into account the subsidies, however without subsidies it would be higher in Hungary.

    The utilisation of renewable energy sources have come to front with the decreasing fossil fuel stocks, the unsolved problems and fears of nuclear energy and so the cumulating energy dependence. In Hungary the potential of biomass is the largest in renewable energy sources.
    During our examinations, we analysed the promotion of producing energy crops in Szabolcs-Szatmár-Bereg county. With the examination of the territories involved in energy crop subsidies it can be stated that the energy crop subsidy had its promoting role only on those areas where because of the bad soil conditions the energy crop producing is more profitable than other alternative (non energy) crops.
    The expected growth rate of energy plantations will be low, according to the low rate of subsidy intensity (40-60%). The uncertainty of direct area payments decreases the calculability that cuts back the favour of investment in short rotation forestry planting.

  • Agri-environmental subsidies and the National Rural Development Plan

    The financing of agri-environmental target programs which is a prominent area in the EU became possible during the implementation and successful operation of the National Agricultural Environment Protection Program (NAPP) launched in 2002. Through this program we gained experience in the field agri-environmental measures which are financed from the Guidance Section of European Agricultural and Guarantee Fund in the European Union. The agri-environmental measures which are included in the National Rural Development Plan (NRDP) were implemented in Hungary in the fall of 2004 when the farmers handed in their application after the publishing of the related law. The NAPP financing is still active, but not significant since most farmers have chosen NRDP measures.
    We are examining the experience of the above programs after studying some theoretical aspects of the agricultural economics and the EU laws. We try to analyse the most important experiences of NAPP including the legal background, news opportunities yielded by target programs, the financing, organisation, and institutional background. We will present the results taking into consideration the data of the winning applicants.

  • Application of advanced environmental assessment methods in orchard management

    Our reseaches were carried out in apple and pear orchards at Farm and Regional Research Institute in Pallag of the University of Debrecen and Pear Gene Reservoir in Újfehértó. Aim of this study is to interpret and analyse field studies with the aim of a GIS based database. Furthermore, beside field measurements, airborne and field hyperspectraldatacollection and analysis were also made to facilitate special watermanagement and irrigation related surveys. The integration of unified, geoinformatics systems with high spatial resolution and calibrated airborne hyperspectral data are appropriate tool for decision support systems, which support the continuous update and actualization of the changing cropping data, the analysis of cropping results in a unified complex data system, the acquiring of agro environmental subsidies, the establishment of monitoring system, and the optimization of irrigated fruit production.

  • Connections of the Economic, Ecological-Environmental and Social Functions of Rural Development in Communities Bordering the Hortobágy

    investigated the economic, ecological-environmental and social functions of rural development in communities bordering the Hortobágy National Park, such as in Balmazújváros, Hortobágy, Tiszacsege and Egyek. My purposes focused on four issues: (1) to work out a method on the basis of the examined and cited literatures, which defines the development of communities from economic, ecological and social aspects of rural development; (2) to reflect the changes in the role of agriculture; (3) to analyse the effects, advantages and disadvantages of Hortobágy National Park in relation to the economic, ecological and social lives of the examined communities; and (4) to make an economic analysis on the alternative income sources of Hortobágy, such as rural tourism, herb production and bio-farming in a family farm structure. When measuring the development of the communities I concluded that complex indexes hide the real consideration of the three functions of rural development and the possibility for comparing them on a community level. Furthermore, these 19 indicators are not enough to evaluate the situation, thus I raised the number of indicators and handled them on the basis of the three functions of rural areas. I classified the economic, ecological and social indicators into indicator groups within each functions, which make the determination of causes for underdevelopment possible. While only Tiszacsege and Egyek were considered to be backward on the basis of the complex index of the Hungarian Central Statistical Office, my investigations showed that even Balmazújváros and Hortobágy proved to be lagged behind from both economic and social aspects. The methodical development justified the hypothesis that few indicators are not enough to establish decisions objectively. New developmental orders emerged. Measuring development of communities may be all-rounded and more established by using this new method, which may result in objective preparation of decisions in rural development and more rational spreading of subsidies.

  • The Role and Significance of Soil Analyses in Plant Nutrition and Environmental Protection

    Hungary has a rich history of soil analyses and soil mapping. Our main tasks today are the preservation of soil fertility as well as balancing the goals of production and environmental protection. The main requirement of agricultural production is to adapt to ecological and economic conditions.
    In a series of consultative meetings in the past seven years, representatives from Central and Eastern Europe have analyzed nutrient management practices in their respective countries. According to a joint memorandum agreed upon in 2000, in the countries awaiting accession, the quantity of nutrients used per hectare is considerably smaller than the Western-European usage targeted through special subsidies. The current low nutrient usage contradicts the principles of sustainability and that of the efficient use of resources, jeopardizing soil fertility.
    In Hungary, the use of inorganic fertilizers underwent a dynamic development, which manifested itself in an almost tenfold usage growth between 1960 and 1985. This growth slowed down somewhat between 1985 and 1990 and then reduced dramatically after 1990, reaching record lows at the usage levels of the 60s. The nutrient supply has had a negative balance for the last 15 years.
    The increasing and then decreasing usage trends can equally be detected in the domestic yield averages of wheat and corn as well as in the nutrient supply of soils. Yields were the largest when usage levels were the highest, and decreased thereafter. Draughts have also contributed to smaller yields. The dramatic decrease in the use of inorganic fertilizers when adequate organic fertilizers are lacking endangers our soils’ fertility.
    About 50% of soils in Hungary are acidic. Acidity is mostly determined by soil formation, but especially on soils with a low buffering capacity, this acidity may intensify due to inorganic fertilizers. Sustainable agriculture requires the chemical improvement of acidic soils. According to their y1 values, the majority of our acidic soils need to be improved. This chemical soil remediation is required in 15% of the acidic soils, while it’s recommended for another 20% of these soils.
    Results of the analyses conducted in the framework of the soil-monitoring system set up in Hungary in 1992 show that in 95% of the analyzed samples, the toxic element content is below the allowable limit. Cultivated areas are not contaminated; toxicity above the legal level was found only in specific high-risk sampling areas: in the vicinity of industry, due to local overload. The basic principle of sustainable agriculture is to preserve soil fertility without undue strain on the environment. The intensity of the production needs to be considered according to the conditions of the site; i.e.; nutrient management needs to be site-specific. It is recommended to differentiate three types of cultivated land in terms of environmental sensitivity: areas with favorable conditions, endangered areas, and protected areas, and then to adopt nutrient management practices accordingly. To meet all the above-mentioned goals is impossible without systematic soil analysis. Tests conducted by the national monitoring system cannot replace regular field measurements.

    Competitiveness studies have shown that innovation could be breakout point for some economies, regions and enterprises. Knowledge acquisition, creation and exploitation of the knowledge base have been an essential element for economic growth. These knowledge-based economic processes come together with the innovation. Measurement of innovation by indicators has been playing a really emphatic role in making strategy whether it is national or EU planning.

    Enterprises have always tried to measure and quantify their innovation activities mostly through the results of their economic process. Companies have generally considered their products as part of the innovation. That was the reason that in most cases they only and exclusively focused on the finished product. Some of them was able to realize that details of the production process must be taken into account in order to the whole innovation activity could be measured.

    That is why I find it important to examine of what the innovativity of enterprises is made of, and in which way they can be measured.
    In addition I was looking for the answer to the questions that how much the measuring method allows you to compare enterprises for further examination.

    The development of measurement methods is an essential moment of the article. As it is compiled for me the most important aspect of innovation, according to the statistical document, the Oslo manual guides you through the measurement methods and operational processes They play a very important role in proving my hypothesis. Overall, our country’s innovation results show those areas where we have high endowments, and also those where are the weaknesses.

    Of course, systems and tools defined by the governing authorities of national economies will have the main role but the activity of the European Union will be the frame in the end, because without subsidies from the EU budget, national budget wouldn’t be enough to implement these aims.

  • Current Conditions and Opportunities of Biofarming in Hungary

    The aim of organic farming is not to maximize income, but to achieve optimal product quality. It is completed by the tightest possible material, and energy flow within the farm. Organic agriculture significantly reduces external inputs by avoiding the use of chemo-synthetic fertilizers, pesticides and pharmaceuticals. Instead it works with nature to increase both agricultural yields and disease resistance. Total independence of external resources can not be achieved in Hungary due to the small-scale of organic animal husbandry. Some materials in limited quantities can be purchased from external resources, though the group of these materials is strictly regulated. Organic farming harmonizes with the concept of European multifunctional agriculture, because besides farming, it includes social considerations, as it helps to maintain natural resources and the relationship between people and their environment, and provides a living for those living in the region.
    As regards organic farming the fertility of the soil and the health of vegetation can be influenced in various ways. Farmers have to be highly skilled and able to manage a farm with great expertise. Generally it can be stated that as the use of non-organically produced products is limited, the opportunities to correct failures made by the farmer are minimal, contrary to conventional farming. Farmers must be intent on developing the tightest material- and energy flow. This means that organic farms ideally have both animal husbandry and crop production. This energy and skill demanding system of farming is compensated by state subsidies, growing market share and relatively high prices for organic products.

  • Case study based analyses of economic viability of Hungarian beef farms

    Our country has great traditions in the field of beef production. As early as the Middle Ages, Hungary was known as Europe’s beef exporter. In this decade, production of the Hungarian Grey has increased, due to the popular method of keeping these animals extensively. These animals were even exported to the European markets on foot.
    After joining the European Union, this sector of agriculture has been receiving attention due to the major subsidies which were given. Accordingly, numerous farmers have tried to enter this sector of production. However, the power relations have been changed lately, as have the technology used in production, which has undergone several developments. The integrative connections in the sector had been split and also the size of optimal and sustainable production has arisen.
    The economic activities must be judged by their effectiveness and profitability, but in most cases their effectiveness can only be seen through such outstanding facts which are independent from the farmer.
    I would like to model the economy of a certain enterprise, and the size and the level of its production, through my research under the actual economic circumstances. In my research, I pay special attention to the circumstances which are important in the Hungarian agricultural sector and rural development.

    In the recent decades it has become apparent that the human race can lead to a polluting and energy- wasting lifestyle and the depletion of natural resources and an ecological disaster as well.

    Energy efficiency is the realization of the chance to see a wider use of renewable energy. Renewable energy sources can be found in large quantities in Europe. A proper exploitation of these would be important because of the "traditional" energy sources’s sate is very critical in many ways.

    The utilization of renewable energy sources depends on many factors. The local natural conditions significantly determine each country's different renewable energy potentials. I find to be important the natural conditions, such as, solar radiation intensity , the number of sunny days per year, the wind conditions , the volume and their energy characteristics of the geothermal power resources , land features , soil and rock quality, the supply of fossil fuels or the nuclear possibilities of energy production. The economic environment is also a major influencing factor for the utilization of renewables. The conditions of price of fossil fuels (natural gas, oil and coal), the price of nuclear fuel production and other energy costs significantly influence the demand for renewables, as well as the level of subsidy and government tax policy. In addition, the international and national programs, objectives, strategies, subsidies and regulatory measures as well as technological factors can have a significant impact.

    In my paper I point out the opportunities of renewable energy should be given to live. Nowadays the positive effects of their use is undisputed. In addition to the environmentally friendly produced energy, we should strive for energy conservation and energy efficiency as well. These expectations appear in practice, which can be directly perceived by citizens, in fact we should live accordingly. Furthermore, the environmentally relevant regulations of living conditions should appear as environmental demands.

  • Valuation of the National Agricultural Environmental Management Project’s Extensive Grassland Farming Target Project in Two Counties

    The National Agricultural Environmental Management Project’s (NAEMP) extensive grassland farming project is aimed at extensive cultivation on of nearly 1.1 million hectares of grassland, and at improving the state of grasslands with nature- and environment protecting methods. By using the 2002 data (the NAEMP’s first year’s data), I came to the following conclusions: Within the Extensive grassland farming project, a state subsidy was applied for on 8.94% of Hungary’s total grasslands. In Szabolcs-Szatmár-Bereg and Hajdú-Bihar counties, applied for state subsidies covered 12% of the grassland of the counties.10.45% of the projects arrived from the county of Szabolcs-Szatmár-Bereg, and 28.56% from the county of Hajdú-Bihar. In Szabolcs-Szatmár-Bereg, the support was 37.7% of the total subsidy, while in Hajdú-Bihar, it was 37.1%, unlike nationwide, which was 30.1%.The intensity of the applications is respectively 1.7 and 2.5 times more than the National (1.24) value.
    In my view, in some fields, which are not between nature protected areas you’d better consider permitting intensive cultivation, simultaneously with grazing, with the observation of nature- and environmental regulations.

    The agricultural subsidies play a crucial role in the policy of the European Union. Remarkable part of the EU budget is dedicated to agriculture and rural development. The enlargement of the EU, the global changes in the market and other challenges are raising the demand for a better and more efficient way of work in the organization, using information and communication technologies, and especially the implementation of e-government
    services. The article presents the Hungarian electronic claiming system (called eSAPS) for European founds in agriculture, and evaluates the first year of its operation.

  • Exploring Policy Options for a New Rural America: Conference Synthesis

    This Conference has more then lived up to its billing, exploring policy options for a new rural America but in addition identifying the basis for a new framework for rural policy. Evidence that a new policy framework is needed is abundant (Stauber). In one way or another, rural areas of North America and of most of the developed world have for at least the past century experienced secular decline compared to urban areas. This has occurred during a period of high government transfers or subsidies, both direct and from policy interventions that have distorted the functioning of markets. It is clear that the systemic discrepancy between rural and urban populations/areas is a public policy priority. It is just as clear that there has not been a consensus on how to address these development and economic issues. Much funding and technical assistance has been allocated with little apparent impact on the condition of rural areas and rural people.

  • Analysis of Economic Efficiency of Energy Wood Plantations

    After the EU-accession we should have a definite idea about what kind of production structure and land use should Hungary obtain to meet the conditions undertaken in the different governmental decisions. In the course of Hungarian land use, significant changes have taken place in the last eighty years. Further changes are influenced by the fact that according to various decisions, legislative provisions and ideas in a short time the energy orchards’ domiciliation could start in large. For this, financial support can be required from EU-sources. As for the woody energy plants, subsidies can be required for the domiciliation and as for herbaceous plants grants can be required for growing. As far as the latter is concerned, the subsidy will be around 26-27 thousand Ft/hectares according to the plans. However, the cultivation method does not have to be changed to
    switch from plow-land to energy plants. The question is if the produced commodity will be received by power plants and if it ensures appropriate income for the farmer. In my research I wanted to find from the given woody energy plants which are those that are the most profitable.

  • Technological and Economic Analysis on the Hungarian Rice Sector

    Hungary lies on the northern edge of rice production area. According to this, the climatic conditions area not perfect for this species. The production area of rice involves typically the poorer quality soils, however these meet the requirements of rice. In Hungary exclusively domestic types are grown which have high yield and good quality and these are usually wore successful than foreign types. On the other hand, these Hungarian types should be improved considering safety in production. Nowadays, rice is grown in large scale companies with 300-1400 hectares, where production technology already exists, machinery is suitable, however the latter one a little bit old.
    The average yields of the analysed companies were 3-4 t/ha in the past few years, which were a little bit above the national averages. The operating cost per hectare is almost 200 thousand HUF, from which the main part is the cost of machinery (35%) and the material cost (34%). The main part of the latter one is the irrigation costs (30%). The average cost, calculated from the total production cost, is 80 thousand HUF/t. Considering the above-mentioned costs and the price of rice (75 thousand HUF/t) it can be stated that the profitability of the rice sector is not the best, the cost rated profitability is -6.6%. According to the results of this analysis possibilities for the increase in profitability and improvement are increased subsidies and market price, as well as genetic improvement.

  • Analysis of organic farming’s economic viability at different subsidy levels

    Applying a data-collection-based economic model, I analyzed the economic viability of organic farming at different subsidy levels. The database is concentrated on the Hortobagy region. On the basis of data, I built an average sized and operated organic farm model with both arable land cultivation and animal keeping activities. The analysis of viability is based on gross profit calculation and compared with the criteria of the long-term economic viability, determined by the author. This study summarizes the most important results of the analysis.

    The backwardness of the rural areas compared to the cities poses a problem all over Europe. Rural development and the reduction of differences between the development levels of the regions have expressed roles among the programs of the European Union. Member States are even entitled to subsidisation, they just need to manage subsidies economically. In Hungary, a relatively small amount of the population lives in the capital, more than 80% of Hungarians live in rural cities or villages. The opposition between the countryside and the cities is rather intensified and the symbiotic correlation would need to be restored. Many people migrate from the countryside, especially youngsters, as they have no opportunities to find any job. This phenomenon poses big risks because getting a job is usually difficult everywhere and because fitting into a new environment always involves a lot of difficulties. Also from the aspect of the national economy, migration from the rural areas to the cities is a problem. The state budget will face significant excess costs if someone moves from a village to the city. It could cause unpredictable consequences if people leave the villages, as the maintenance and development of the village living space will face a hopeless situation.
    Non-renewable energies are restricted and they will not be accessible after reaching a certain limit. People’s everyday activities and the functioning of the economy presupposes the availabilty of the necessary amount of energy. In the future, solution that provide the longterm stability of energy for the world will become increasingly necessary. There is a huge potential in bioenergy, more specifically in biomass. The building of biomass plants and putting them into operation creates jobs in the rural spatial environments. A locally available resource that can help in creating the energy safety of the country and the reduction of the dependence on import. The production of energy crops or the crops whose purpose of use is energy could help in strengthening the multifunctional character of agriculture and it can represent a source of income for those living off of agriculture under the current uncertain conditions.

The investigation of four settlements in the County of Hajdú-Bihar, such as Balmazújváros, Hortobágy, Tiszacsege and Egyek, suggests that previous methods using few indicators are not suitable enough to measure economic, social and ecological development. My starting point was the complex index of the Hungarian Central Statistical Office (HCSO). I examined the economic, ecological and social development of the communities by separating the 19 indicators and determined that complex indexes or indicators hide the real consideration of the main functions of rural development and opportunities for comparison in a community level. Furthermore, I established that the 19 indicators were not enough to analyse the situation, in this way I raised the number of indicators. I used more indicators, altogether 116 ones, than the previous research. I handled these indicators from economic, ecological and social aspects and carried out a method development. While only Egyek and Tiszacsege were considered to be backward according to the complex index of the HCSO, even Balmazújváros and Hortobágy proved to be lagged behind from economic and social aspects on the basis of my calculations. The methodical development justified the hypothesis that few indicators are not suitable for establishing decisions objectively. New developmental ranges evolved. Using this method this method, determining development may be more realistic and may contribute to strengthening decisions in rural development and help in spreading financial subsidies.

    Under the leadership of the International Association of Tobacco Producers – UNITAB – there is a struggle going on for stabilizing the situation of European tobacco growers. UNITAB unites the tobacco associations and tobacco growers of all EU countries.
    Tobacco production ensures economic stability for more than 100 thousand small- and medium-sized farms in the rural areas of 10 EU countries. In addition, its social importance in the survival of rural communities is emphasized by the 400 thousand direct or related seasonal jobs.
    Within the framework of the CAP reform, the European Union is gradually changing the regulations of production. This is based on the decoupling of subsidies, which will be implemented in two phases. Between 2006 and 2009. the decoupling will be 40% and then after 2010, 50% (the other 50% will be used for restructuring within the second pillar). The question is raised, how will the second 50% be restructured to the second pillar. Between regions and how it can be ensured that this support would go to tobacco production.
    With its participation in the principles of the European Tobacco Charta, UNITAB targets for production under economically-balanced conditions, the production of products meeting the customer requirements, consideration of the working conditions (especially for seasonal workers) and adherence to the health regulations related to the consumption of the end product already in the production and environmental protection. They aim to ensure the survival of the sector via tobacco growing with sustainable development and high quality. To maintain the continuity, there is a need for the support of regional, national and EU authorities. Future of the sector is dependent upon adaptation of tobacco growers and upon meeting the social expectations.
    According to UNITAB, efforts should be made to modify the decisions so that the majority of the funding could be used by the grower. The tobacco industry has been able to effectively fight for its survival.

  • Relationships of Fruit Production and Regional Development in the Northern Great Plain Region

    The role of retaining population in agriculture is stronger and more significant in the long run in the North Great Plain Region compared to other regions. The region has a significant processing industry along with a good basis for producing raw materials, developed food processing capicity and high quality agricultural products typical of the region. The GDP in agriculture, forestry and game management is somewhat higher than the national average.
    Variety is of cardinal importance when establishing the quality of horticultural products and determining the product value. The Hungarian breeding results of apple, quince, apricot, cherry, raspberry, red and black currant are promising.
    The regulation system of EU the vegetable and fruit market is based on Retail Cooperatives Producers. With the establishment of national vegetable- and fruit production and retail organizations, the market regulation, production and quality development issues of the sector can be handled and solved. Reaching EU standards in fruit production can only be achieved with up-to-date plantation systems and breed selection. A key issue in development is establishing the required financial resources for investments and updating production. In order to reach these standards, significant state subsidies and good credit conditions are needed. By solving these tasks, the sector is expected to become self-financed without government help.
    The pursuit of safer production, improving quality and increasing yields require the establishment of up-to-date irrigation systems. The improvement of family farms, motivating land concentration is necessary for increasing average size of plants. Establishing the above mentioned conditions is important since the vegetable-fruit sector is of great significance in the employment of rurally based population, improving their living conditions and executing rural development programs.
