The effect of the “Transcarpathia” Free Economic Belt on the investment activities of the region and its development of foreign trade relations
149-153Views:64The article analyses the figures of foreign investments and their territorial distribution and their change due to the impact of the “Transcarpathia” Free Economic Belt. The article studies the consequences of the liquidation of the “Transcarpathia” Free Economic Belt and the issue of restoring allowances that formerly existed on its territory.
The Free Economic Belt that was founded in 1998 and its customs and tax allowances invoked the settlement of affiliated firms of several world corporations, like the “Eurocar”, the “Yadzaki”, or the “Jabil”. However in 2005 the government of that time repealed all allowances granted by the “Transcarpathia” Free Economic Belt, and due to this the increasing dynamics of the amount of foreign stocks which was penetrating into the economy of Transcarpathia started to decrease. Many companies halted their work which went alongside with closing-down several thousands of workplaces. The working “Transcarpathia” Free Economic Belt had a positive effect on the social and economic indices of the region, so discussions regarding its restoration have already been started between the president of Ukraine and the governor of the region. -
Connections of the Economic, Ecological-Environmental and Social Functions of Rural Development in Communities Bordering the Hortobágy
203-211Views:97investigated the economic, ecological-environmental and social functions of rural development in communities bordering the Hortobágy National Park, such as in Balmazújváros, Hortobágy, Tiszacsege and Egyek. My purposes focused on four issues: (1) to work out a method on the basis of the examined and cited literatures, which defines the development of communities from economic, ecological and social aspects of rural development; (2) to reflect the changes in the role of agriculture; (3) to analyse the effects, advantages and disadvantages of Hortobágy National Park in relation to the economic, ecological and social lives of the examined communities; and (4) to make an economic analysis on the alternative income sources of Hortobágy, such as rural tourism, herb production and bio-farming in a family farm structure. When measuring the development of the communities I concluded that complex indexes hide the real consideration of the three functions of rural development and the possibility for comparing them on a community level. Furthermore, these 19 indicators are not enough to evaluate the situation, thus I raised the number of indicators and handled them on the basis of the three functions of rural areas. I classified the economic, ecological and social indicators into indicator groups within each functions, which make the determination of causes for underdevelopment possible. While only Tiszacsege and Egyek were considered to be backward on the basis of the complex index of the Hungarian Central Statistical Office, my investigations showed that even Balmazújváros and Hortobágy proved to be lagged behind from both economic and social aspects. The methodical development justified the hypothesis that few indicators are not enough to establish decisions objectively. New developmental orders emerged. Measuring development of communities may be all-rounded and more established by using this new method, which may result in objective preparation of decisions in rural development and more rational spreading of subsidies.

Interpretation of sustainability in the utilization of renewable energy sources

The target is a balanced, sustainable development of Hungarian energy management considering equally the ecological, social and economic aspects. There are many different technologies of utilization of res varied by sources, conversion processes, size and products. The comparison of each technology and their sustainability assessment are required by the importance of efficient remodeling of energy infrastructure. The group of attributes was composed by numerous important parameters in the course of our analysis with the choice experiment (ce) methodology. The estimation of each attributes’ influence on the individual’s preferences and choices was possible by this method and the preferences of the statistical population was concluded. So thus the utility derived from each attribute was estimated. The result of the ce analysis for the population of experts is demonstrated in the current phase of our research.

Economicalness of self-propelled work platforms in superintensive apple plantations
91-98Views:133The main goal of this study was to determine whether the use of work platforms in super intensive apple orchards in order to reduce production costs and enhance work area performance under Hungarian circumstances an economic investment is. The analysis was carried out using a deterministic simulation model based on primary data collection from apple producing businesses. The results show that work platforms have remarkable economic advantage in case of operations with high machine work expenditures or where they significantly improve the area performance of manual labour. The former was due to the much lower operating costs of work platforms compared to tractors, while the latter comes clear from reduction of manual labour input per hectare. The greatest economic advantage of work platforms occurs in case of harvesting and pruning, but in case of other operations they have no significant cost advantage. They main economic disadvantage is, however, that apple breaks more when harvesting with work platforms, i.e. picking quality deteriorates significantly. It can be concluded, that purchase of work platforms cannot be considered economic investment under Hungarian circumstances. It might be economic, utilised on maximum area (ca. 30 hectares) by certain companies in special cases, but in most cases has no favourable payback conditions.

The characteristics of the resource needs of innovative businesses
123-127Views:133Every university was funded in different historical periods with particular feature, particular political system, particular proprietory structure and particular economic background, which characterised the particular era. The historical antecedents considerably influenced the situation and role of the institutions as well as the course of their development. Although they had common features but their spatial projections are very dissimilar. In the 19th and 20th century Hungarian history – in the periods of economic integration with the modification of political system and transformation of the social background – the economic and social functions of tertiary education underwent considerable changes, which started to accomplish by the second half of the 20th century and the early 21st century. To moderate regional disparities, European and Hungarian regional development policy considers particular importance to the economic structure of the regions and their potential to be reformed, which is one of the corner stones of compatibility. Considering the more and more diversifying functions of universities, the question is, which factor is more significant; tertiary education or the relation between the sectors of national economy. The possible correlations we presented through the economic structure and the transformation of tertiary education functions of the integration periods.

Economics of hail protection net installation in super intensive apple orchards
27-35Views:145The main objective of this study was to determine and organize beneficial and detrimental effects of hail protection nets, and as far as possible to quantify their economic impact. The main factors were determined, through which hail protection nets can affect the costs and incomes of the production, and as their sum the economic result. Considering these factors together with the investment cost and the annual maintenance costs allows the economic evaluation of purchasing of hail protection nets. The analysis was carried out using a deterministic simulation model based on primary data collection from apple producing businesses. Installing hail protection nets as additional technological elements of intensive apple orchards can be concluded by all means as an economic investment – trough their protective effect. However, to achieve really favourable economic indicators, definitely bigger tree height is needed making possible the realisation of around 8.0 t ha-1 extra yield. The main root of this phenomena are obviously the extremely high investment costs of hail protection nets, which result in a large mass of fixed costs during the production period. Therefore the basic economic interest is reaching higher yields and thereby higher profits per unit area.

Regional Development Differences in Hungary and the Northern-Great Plain Region
62-71Views:207The most important endeavour of European Union’s regional policy is to moderate disparities. An emphasised strategic objective of member states, based on the principle of solidarity, fairness and justice, is to develop regions and almost forty percent of the common budget is devoted to achieving this objective.
Hungary, as a full EU member state, will get a new chance for underdeveloped regions, especially for the Eastern-Hungarian as well as the North Hungarian and North Plain Region.
The differences in development among the regions are significantly influenced by the economic characteristics of the specific region, quality and quantity of human resources, accessability of the region and other factors influencing local quality of life beside natural conditions.
The new spatial structure was formed by change of regime, processes of the nineties, primarily the economic renewal based on foreign capital investments and the crisis phenomena in parallel with these. The economic, political and social consequences of the transformation significantly changed spatial structure and increased disparities. New disparities formed which were further aggravated as a consequence due to the formation of the eastern-western slope and local crisis zones. As a result of the outstanding development of the capital, the long term differentiation of regional development differences can also be detected when examining the regional distribution of Hungarian gross domestic product. The collapse of heavy industry and agricultural mass production based on the eastern markets primarily affected the north-east counties in the eastern part of the country.
Strengthening regional competitiveness is of key importance for the region, which requires the application of consistent development policy. The most important is economic development which, if it operates well, also infers the possibility of establishing welfare infrastructures. Drawing in external sources to ease the significant lack of capital is important for the processing industry and the development of supplier networks. Agricultural development also plays an important role in transforming economic structure, since the characteristics of the region, its traditions and long term competitive advantages are favourable, therefore it is going to represent a higher ratio within the economy than the EU average. The modernisation of the agricultural sector can be promoted by supporting market accession, quality agricultural production and stimulating producer-retailer cooperation. The development of transportation and informatics infrastructure as well as human resource development plays a significantly important role in the development of the region.
In conclusion, the implementation of such a consistent regional development policy is required in the future, based on the strengths of the region, that serves the most efficient utilisation of regional development funds through the implementation of regional policy principles and prevents the irreversible decay of the region while promoting rapid development. -
External governance and economic patriotism in European policies
35-39Views:120The concept of external governance tries to define the expanding scope of EU rules beyond EU borders. This article presents the theoretical foundations of the concept, differentiating the various institutional modes according to which external governance may take place. Due to the financial and economic crisis the European Union is forced to strengthen its competitiveness opposite to cohesion. In the second part of the study I present the five mechanisms by which the European Union may foster its position in the global competition. The five mechanisms are as follows: extension of the political space of the EU, expansion of the regulation mechanisms of the EU, active coaching of international organisations, territorial extension of the EU’s influence, division of the costs of globalization. After that I deal with the different forms of economic patriotism. Economic patriotism plays crucial role in maintaining the performance and strengthening the position of some preferred domestic industries, ‘national champions’. Tools of economic patriotism differ due to ideological affinities.

Analysis of organic farming’s economic viability at different subsidy levels
111-118Views:85Applying a data-collection-based economic model, I analyzed the economic viability of organic farming at different subsidy levels. The database is concentrated on the Hortobagy region. On the basis of data, I built an average sized and operated organic farm model with both arable land cultivation and animal keeping activities. The analysis of viability is based on gross profit calculation and compared with the criteria of the long-term economic viability, determined by the author. This study summarizes the most important results of the analysis.

The structure of tertiary education, training and research potential influencing factors
49-53Views:144Nowadays more and more pronounced demand for tertiary education appears as an output of the labor market and the real labor market needs coordination of intention. A necessary condition for the long-term sector strategies, conscious coordination. In Hungary – the sector management level – headed tertiary education training structure and the transformation of the institutional network. There is a close relationship between training supply and research and development potential, as an institution typically the same disciplinary education and research base continues. Based on this, we assume that the structure of the training may influence the development of the restructuring of the research and development potential as well. The institutional network reorganization (merger, liquidation, establishment of new institutions) is expected to result in a former spatial structure of tertiary education in the modification, which in itself is a training and research supply spatial rearrangement may apply. Against this background, questions have been raised as to how the objectives in the current tertiary education strategy for economic operators serving the needs of each territorial unit, how the institution fits into network transformation of economic structure and labor market needs of the regions.
In order for the Hungarian tertiary education can meet the requirement for industry standards, an essential part of the structure of industries, and the changes occurring in the economic structure, trends and industry relations in the investigation. On the other hand, we do not ignore those factors are not, which have a determining influence on the tertiary education institutions in training and R&D supply. As part of this study in tertiary education institutions will be examined possible factors influencing education, research and development demand and supply, which gets a prominent role in the economic structure of relations between the territorial dimension in the evolution of discount factors and the nature of particular sectors.

The economic potential of industrial parks in the Northern Great Plain Region

The first industrial parks have been established decentralized, with a local initiation, with some determining foreign undertakings early in the 90 years. Since then the increase of the number of the parks is high also the areas which have weaker economic level. We have make attention (in
the development politics) to the industrial parks working in the most harmful micro-regions, where the capital task is to extension of the employment, and to involvement of the capital. In the Northern Great Plain Region there are 31 industrial park at the ends of 2007. There are developed infrastructure and service in the big part of the parks. The smaller part of the parks cannot live on its title of industrial park, because of regional position, and concerned their management troubles. But the extension and developing of the park’s economic is very important in the region. -
Impact of precision irrigation on the unit income of maize production
157-162Views:87The study of the economic/economic impact of precision farming should be a priority area in digital agriculture, as the results, profitability, and efficiency indicators can have a significant decision-support effect on the development of both the agronomic and the technical regions of individual farms both in the longer and shorter term. Individual firms, companies, farmers, and family farms quantify the effectiveness of their farming processes. The modern age offers the possibility of digitally recording all the elements of farming technology, making it possible to analyse the cost-effectiveness of a farm more effectively and, in some cases, to carry out more detailed analyses. Nevertheless, the number of farms demonstrating their profitability with such precise economic calculations is still minimal.
Our analyses were conducted on a 56,02 ha field of Balogh Farm-Tépe Ltd. The agricultural operations carried out were fully documented so that the inputs (seeds, fertilisers, pesticides, crop enhancers) were recorded in coordinates and kind, as well as the specific yields, grain moisture data, irrigation norms, and irrigation rotations. At the same time, the company's owner provided the data's monetary value. The main econometric indicators (yield, production value, cost of production, income, cost price) related to the evaluation of the enterprise management were evaluated along with the spatial data in the irrigated and non-irrigated tables. Our calculations show that a given year's climatic and market characteristics fundamentally determine the cost and income relations of a plot of land (and thus of an entire farm). In addition to additional inputs, introducing some elements of precision farming and intensification and increasing yields improves yield security and allows for excellent yield stability.

The impact of employment and income circumstances on the development of regions
15-19Views:255The economic condition of an area is fundamentally determined by the extent of employement, as well as the size and composition of its active population. No sustainable economic growth is possible without the necessary amount of employees with the proper skills.
As regards the proportion of employees, i.e. economically active people is significanlty lower in Hungary than not only in Western Europe, but also countries which joined the EU recently. One of the reasons for this fact is the low amount of part-time employment and the other is the phenomenon that the number of agricultural employees – who had a significant role – greatly decreased in the county.
The employment level of the population in the county is nearly identical as that of the North Great Plain region and it is lower than the country average. The activity proportion, i.e. the joint proportion of employees and unemployed people in the population between 15–74 years of age is 3 percentages lower than the country average. The proportion of unemployed people greatly varies depending on the small regions of the county. The proportion of registered unemployed people in the population of active age is the lowest in Debrecen and the highest in the Hajdúhadház small region. The unemployment of career-starters is a further problem to deal with.
The composition of employees in the county is different than the country average. When compared in terms of different economic sectors, it can be observed that agriculture, game management, forestry and fishery are more significant than the country average. Of the provider sectors, the proportion of financial activity, real estate matters and economic services is lower, while that of accommodation services and hospitality is higher than the country average.
There are regional differences similar to unemployment in terms of the income size which is the basis of personal income tax per taxpayer.
The income level in the North Great Plain region is lower than the country average mainly in terms of income paid for work, where this difference is 23%, while it is only 5% in the case of social income. Altogether, the income and expenditure data of the North Great Plain region are not favourable. -
Periphery formation and economic-social conflict
87-90Views:127The timeliness, significance and importance of the study is sensitively shown by the fact that a large part of the Tisza region is slowly being moved to the periphery in the slowly modernising and changing economic and settlement spatial structure of the Great Plain. This situation is also deepened by the fact that the social and economic backlog increases in the majority of the region, as one third of the 33 most disadvantaged small regions in Hungary can be found here. This study basically contributes to the establishment of the development of the Tisza river’s spatial environment and the development of new solutions.

The situation and role of higher education in the North Hungary region
91-96Views:149Northern Hungary is one of the most disadvantageous regions of Hungary and the European Union; "keeping force" is extremely week. The regional spatial inequalities – despite the national and EU convergence program – have been increasing year by year. The social and economic situation of the region shows negative trends. Negative features of the migration processes are manifested in the candidates' choice for tertiary education has increased in the region in the past three years parallel with the proportion of those who are not on site, but primarily in the Central Hungarian region to continue their studies. An intensification of the negative trends is experienced in the economic processes both in jobs and the structure and performance of the local economy in respect of per capita income.
The transition from the nineties has decisively influenced the social and economic processes and the status of tertiary education institutions and their constantly changing role in the region. The role of education has become a key point of their activities as financing of the sector encouraged the institutions to increase the number of students and training offer, while R&D as form of cooperation in the economic sphere overshaded. Nowadays and over the past decade the increasing demand to transform their educational profile has increased in accordance with the social and economic situation of the region, adjusted to the catch-up and development opportunities of the region.

Regional economic achievements and reindustrialisation in Hajdú-Bihar county
65-74Views:218The North Great Plain region is one of the backward regions of Hungary. The low level of economic development is mainly due to the lack of industrial development. The region is poor in natural resources, its main resources are land, natural gas fields, carbon dioxide, thermal water and the clay mineral stock.
The structure of GDP per capita of the county is different than the country average mainly because of the high proportion of agriculture.
The proportion of the industry and the building industry is not significant. Of the various service provider sectors, trade, transport and telecommunications have a small proportion, while financial and economic service providers have even lower share, which is due to the fact that these sectors are mostly concentrated in Budapest. The share of public and human service prodivers is higher than average due to the University of Debrecen.
The GDP which expresses the economic development of the county in a complex way increased four times its previous value in nominal value between 1995–2009. However, if the real value is considered, the increase is less than 25%, as opposed to the country average, which was less than 40%.
The most complex index of the development level of an economy is GDP expressed either in nominal or real value. If expressed in dollars, GDP is suitable for international comparison with the correction based on the purchasing power parity per person.
The county represents 4.3% of the people employed in the industrial sector in Hungary, while its share in industrial production is only 3.3% which is lower than the regional and population share of the county within Hungary. As regards industrial production per person, Hajdú-Bihar was the 10th county in Hungary; therefore, it is considered to be a less industrialised county.
The product structure of GDP is suitable for drawing useful development conclusions, but the result is more reliable if the income creation ability is also analysed on the basis of the employment structure. -
The effect of water-stress on the mineral nutrition of fruit plantations

significant hazards to many horticultural regions all over the word. It has a profound influence on the growth, development and yields of a
crop, incidence of pests and diseases, water needs and fertilizer requirements in terms of differences in nutrient mobilization due to water
stresses. Nowadays, the weather extremes cause more and more problems and significant hazards to many horticultural regions in Hungary.
The aim of this study is to explore the problems of nutrient uptake followed from climatic anomalies and response it. In this study
we focus on water supply problems (water-stress).
Reviewing the effects and nutrient disorders caused by climatic anomalies, the following statements can be taken:
· Nutrient demand of trees can be supplied only under even worse conditions.
· The most effective weapon against damage of climatic anomalies is preventative action.
· Proper choice of cultivars, species and cultivation should provide further possibilities to avoid and moderate the effects of
climatic anomalies.
· Fruit growing technologies especially nutrition should be corrected and adjusted to the climatic events as modifier factors.
· The role of foliar spraying, mulching and fertigation/irrigation is increasing continuously.
· Urgent task of the near future is to correct and adjust the tested technologies of fruit growing according to these climatic events as
modifier factors.
Optimal nutrient supply of trees decreases the sensitivity for unexpected climatic events. To solve these problems supplementary, foliar
fertilization is recommended, which adjusted to phonological phases of trees. Moreover, mulching is regarded as an excellent water saving
method. -
Development directions of microregional spatial environments
61-64Views:147The question how economic, technological and infrastructural developments, as well as products and technologies contribute to the unity and constant strengthening of the society is still unanswered both in Europe and the whole world.
The current erosion of the society and the weakening social cohesion is a regrettable process. These phenomena are a barrier to real development processes and weaken the extension of the economic space; therefore, this negative process has to be stopped and turned into a positive direction.
For this reason, it is increasingly urgent to work out new, feasible solutions, since it has become obvious that solutions whose sole aim is to increase profit typically weaken the indispensable unity of the society, market positions, innovation processes, as well as natural and environmental harmony.
In this situation, we analysed and interpreted the disadvantaged and multiply disadvantaged microregional spatial environments, with special regard to the strategic developments that serve both the strengthening of the microsocieties of microregional spaces and the development of the economy and the extension of economic space.
The identification of disadvantaged microregional spaces is basically done by means of economic indexes, but it is also important to emphasise that these indexes can only be interpreted with social indexes, as they define the situation of the microregional space and the possible development directions together.
The constant strengthening of social unity (cohesion) and the related economic development is basically a new focal point and objective.

Risk effects of the spread route of mycotoxins
90-95Views:178In Hungary the mycotoxin is a great problem, because there are many natural toxins in wheat and maize. These cereals can be found on
considerable proportion of the country’s sowing area, and they are deterministic food for the population. The direct human and animal
utilization of the contaminated cereals mean a serious risk in the food chain. In Hungary’s climate the soil is contaminated with pathogen
moulds, particularly Fusarium species, which increase by respective temperature and moisture content in cereals. The Fusarium can
decrease the quality of the wheat in different ways: decrease the germination capability and cause visible discoloration and appearance of
mould, reduces the dry material and nutrient content of the grain. From the toxins produced by the Fusarium genus, the trichotecene (T-2,
HT-2, deoxinivalenol, nivalenol, diacetoxyscxirpenol, Fusarenon-X) and the estrogenic zearalenon (F-2) are the most common in Hungary.
The fumonisins (FB1, FB2, FB3) first identified in 1988, relatively newly discovered, are also important. Major proportion of mycotoxins in a
healthy organization is metabolized by the enzyme system of liver and intestinal bacteria. The toxicity is reduced or even leaves off.
However, more toxic and biologically active compounds can be formed. For the reduction of mycotoxin-contamination several possibilities
are available in the case of storage, processing and feeding. -
Local strategical tasks in the Hungarian fruit production with respect to the global economic and climatic changes

Fruit growing in the Great Plain is of determining importance in Hungary as 75% of fruit originates from the Great Plain. Therefore, the maintenance of the competitiveness of fruit growing on the Great Plain is an important economic interest which is a difficult task to resolve, because the global economic pressure against local resources and climate change affect the fruit growers sensitively.
In Hungarian fruit production, it is necessary to select/develop with great care the appropriate location, training system and methods of emergency technology which have to be harmonised. -
Effect of molybdenum treatment on the element uptake of food crops in a long-term field experiment
75-79Views:172Molybdenum, as a constituent of several important enzymes, is an essential microelement. It can be found in all kind of food naturally at low
levels. However, environmental pollution, from natural or anthropogenic sources, can lead to high levels of the metal in plants. Our study is based on long-term field experiments at Nagyhörcsök, where different levels of soil contamination conditions are simulated. Plant samples were collected from the experiment station to study the behavior of elements: uptake by and transport within the plants, accumulation in different organs, phytotoxicity and effects on the quantity and quality of the crop. In this study, we present the effect of molybdenum treatment on the uptake of other elements. Molybdenum is proved to be in an antagonist relationship with copper and sulphur, while molybdenum-phosphorus is a synergist interaction. However, in most of the plants we studied, increasing molybdenum-treatment enhanced cadmium uptake. We found the most significant cadmium accumulation in the case of pea, spinach and red beet. -
Measuring Development of Settlements by Using Category Numbers
72-80Views:116Several approaches are used to define the development and disparities of settlements. The investigation of four settlements in the County of Hajdú-Bihar, such as Balmazújváros, Hortobágy, Tiszacsege and Egyek, suggests that previous methods using few indicators are not suitable enough to measure economic, social and ecological development. My starting point was the complex index of the Hungarian Central Statistical Office (HCSO). I examined the economic, ecological and social development of the communities by separating the 19 indicators and determined that complex indexes or indicators hide the real consideration of the main functions of rural development and opportunities for comparison in a community level. Furthermore, I established that the 19 indicators were not enough to analyse the situation, in this way I raised the number of indicators. I used more indicators, altogether 116 ones, than the previous research. I handled these indicators from economic, ecological and social aspects and carried out a method development. While only Egyek and Tiszacsege were considered to be backward according to the complex index of the HCSO, even Balmazújváros and Hortobágy proved to be lagged behind from economic and social aspects on the basis of my calculations. The methodical development justified the hypothesis that few indicators are not suitable for establishing decisions objectively. New developmental ranges evolved. Using this method this method, determining development may be more realistic and may contribute to strengthening decisions in rural development and help in spreading financial subsidies.

Study of the economic involvement of civil organizations
139-145Views:117On the basis of definitions found in the literature, as well as my own, civil organizations are such structures that basically have specific organizational characteristics and their own management tasks in view of their operational principles.In my study, I describe the status quo of civil organizations, as regards their “economic involvement”. On this basis, I examined the level of the economic involvement of civil organizations, more specifically as to the level of economic partnership between representatives of civil organizations and greater society. I placed the economic involvement of civil organizations into three categories: ‘active’, ‘passive’ and ‘has no effect on individuals in society’. During my research, I largely build my investigations on the results I obtain through questionnaires, which I measure on a representative sample. On the basis of this sampling, the County Court of Justice was able to launch its own website. Thus, my research on this topic included the townships in Hajdú-Bihar County.
The results of my research arise from an analysis of data I collected in 2010–2011. This data allowed me to be able to make several observations concerning the specific activities of civil organizations. I have result of the organizations’ annual income, as well as the types of revenues they obtain the county. The results of my analysis of the examined organizations show that more than two-thirds (66.7%) of their available revenues totaled less than one million Hungarian Forints, with no significant difference in the amount of revenue existing between the two organizational types (association, foundation). The most common source of revenue claimed by the studied organizations was from membership fees and/or various types of funding programs. In examining civil organizations on the basis of their type, I made the observation that in the case of associations, it was the membership fees which were the most characteristic type of income, followed by the 1% donation possibility from personal income tax filings for foundations, but funding proposal possibilities were also important for both types of organization.

Public finance resources and regional distribution of rural development
73-77Views:337Rural development, more specifically the economic development of counties have three public finance resources: the municipality, the central budgetary and the labour market fund resources. Based on the provisions of public finance, there are currently five provisions of the municipality resources of rural development: supporting settlements struggling with employment problems, supporting multi-purpose small regions, supporting settlements which are in a difficult position through no fault of their own, supporting public utility development and supporting holiday resorts. The opportunity of increasing investments is using EU funds. The structural change has a favourable direction, the proportion of the economic development program and regional developments increased in the recent years, but their share is still low. The proportion of agricultural and rural development programs which are important from the aspect of rural development is a less favourable phenomenon. Furthermore, the share of human and social development somewhat decreased, but it is still high. Apart from the regional programs, the Budget Act does not specify the regional distribution of budgets, only the professional purposes of uses, of which it is possible to conclude to which county development can be requested resources for.
Between 2008 and 2011, the 13–15% share of the North Great Plain region was close to the population share of 14.7%. In 2012, there was a turn of events in which the necessity of developing the region was shown. In this year, not only the proportion, but also the absolute extent of development resources increased. Therefore, the region could use resources of 16.9 billion HUF in 2010, 31.4 billion HUF in 2011 and 56.3 billion HUF in 2012. In order to properly use these resources, determined utilisation structure is necessary to be performed. The distribution of development purposes provides an explanation for the backward position of the economic performance of Hajdú-Bihar county.
Of the development resources available for four years, the region spent only 12.2% on economic development.
