    Report on the annual delegate meeting and professional conference of the European region of the IFSW (International Federation of Social Workers) held in Prague in May 2023. The Hungarian Association of Social Workers (HASW) participated in the event with 4 people in person and online. The article summarizes the professional topics and proposals around which the conference was organized.

    In my study I attempted to give a thorough picture of the terminology of social economy, of the evolution of cooperatives in Hungary and of the current situation of social cooperatives both on a national and international level. I focused on the underlying causes of the success or failures of cooperatives. The topic continues to gain importance in the ever more intense economic competition of the present, which in turn results in rapid changes in social inequalities. Intense competition on the market causes increasingly rapid appearances of ever growing numbers of the disadvantaged who no longer possess the resources to break into the primary labour markets. Social cooperatives can be a powerful means to combat these inequalities and to support the integration of their members into the labour market and into wider society. My study aims to analyse the situation of social cooperatives registered in the Northern Great Plain Region of Hungary. I used national databases to focus on and analyse the social cooperatives of the region. My goal was to present the advantages and disadvantages of social cooperatives. To date, I have interviewed the heads of 33 social cooperatives. I processed the findings of my interviews through thematic analysis. I found that considering the low membership of the few available cooperatives within the region the above method would prove the most viable. As part of my work I also aimed to investigate the state of the infrastructure, as well as the leadership, social networks, marketing techniques, financial management, future plans, and the conditions surrounding the formation of each cooperative. My empirical research uncovered a growing dependency on projects and found that working under the local government can lead to violations of principles. On the other hand, cooperation with the local government proved to be beneficial considering the small size of owned capital. Sustainability of social cooperatives is further made more difficult by the negative connotation and biases that came to be attached to the term in the country.

    The ecclesiastical takeover of the public services sector has been particularly strong over the last ten years. This change in the structure of the public sector raises several problems and dilemmas which are rarely discussed (openly) in professional circles. The expansion of churches has not come about organically but is the result of government measures. It is primarily ideological rather than professional factors that are at play, and in many areas, this is leading the care system in a questionable professional direction. This paper discusses the historical background to the emergence of the social care system, the differences in the way the domestic care system is funded depending on the type of provider, the pro-church restructuring of the service sector and the professional and ethical dilemmas of church-based service delivery.

F-14/1/KONV-2015-0006 „Munkaerő-piaci igényekre támaszkodó gyakorlat-orientált képzések, szolgáltatások a Szegedi Tudományegyetem fókuszában” című pályázati program keretein belül, a duális képzés bevezethetőségének vizsgálatát tűzte ki célul a szociálismunka-képzési területen. A szerző a témában megvalósult szakmai műhelyek, vizsgálatok eredményeinek bemutatására vállalkozik.

  • A szociális szakemberek digitális technológia és közösségi média használata

    The study presents the results of research on the use of digital technology and social media by social professionals. The research was carried out using a quantitative method, 337 social professionals filled out the questionnaire. I examined the attitudes and needs of social professionals, IT proficiency, digital literacy, characteristics of social media use, with reference to online contact with clients and conscious media use. According to the results, the attitudes of social professionals are positive about the use of technology. Online contact with clients is very common, however, most institutions do not have any recommendations or regulations in this regard. 7 out of 10 respondents never participated in IT, digital competence development training and most of them consider that they did not receive adequate training in the use of info communication technologies during their studies. They see a need to support the procurement of new tools and programs and they would need guidelines, recommendations on the use of technology and social media. The study concludes with a summary of the research results and the formulation of development proposals.

    A Szegedi Tudományegyetem Egészségtudományi és Szociális Képzési Kar Szociális Munka és Szociálpolitika Tanszéke 2015-ben, a TÁMOP 4.1.1. F-14/1/KONV-2015-0006 „Munkaerő-piaci igényekre támaszkodó gyakorlat-orientált képzések, szolgáltatások a Szegedi Tudományegyetem fókuszában” című pályázati program keretein belül vizsgálta a szociális munka alapszakon bevezetendő duális képzés lehetőségeit, nehézségeit és az indítás feltételeit. Ennek keretében áttekintésre kerültek a németországi duális, szociális képzési gyakorlattal kapcsolatos eddigi eredmények, a hazai duális képzést folytató társadalomtudományi szakok tapasztalatai, valamint a Dél-Alföld régió szociális intézményeinek elvárásai e képzési típus bevezetésével kapcsolatban. Jelen tanulmány keretein belül a hangsúlyt az új képzési forma indításával kapcsolatos esetleges ellenérzésekre, munkaerőpiaci helyzetképre és a pályázati program során megfogalmazott elvárásokra kívánom helyezni, mivel ezek feladatokat jelölnek ki a beindítás gondolatával foglalkozó képzőhelyek számára.

  • Infokommunikációs technológiák használata a szociális munka gyakorlatában

    The article examines how the growing use of ICT affect social work practice, from online counseling to community work and advocacy. I will discuss the changes required of social workers; what kind of skills, competencies and literacy they need to ensure high quality, professional, value driven, and ethical practice. The question to be answered is: what difficulties are presented when integrating technology, and what can be done to assist both practioner and client to optimally achieve that integration. Examples of current and future utilization opportunities, as well as the strengths of applying new technology in social work practice will be presented. Weaknesses, limitations, contraindications and the potential pitfalls of technology usage will also be discussed. A short introduction to the Hungarian and the international professional policies, standards, guidelines and Codes of Ethics on ICT based social work practice and telemental health will be provided as a framework in which to consider these important questions.

  • A nincstelenség konceptualizálása: elméleti megközelítés és gyakorlati relevancia

    Jelen tanulmány a nincstelenség (destitution)2 újszerű és kifejező társadalomelméleti fogalmát vizsgálja. A nincstelenség tágabb koncepciója alkalmas az esszenciális szegénység és a szélsőséges társadalmi kirekesztés ábrázolására. A nincstelenség újszerű társadalomtudományi megközelítése kihívást jelent a korábbi neoliberális, jövedelem-alapú szegénység vizsgálatokkal szemben, mivel a szegénységet a lakáspiac, a foglalkoztatás, a családi kapcsolatok és az egészség terén megjelenő deprivációk többrétegű kapcsolatrendszerén keresztül mutatja be és nem csupán a materiális tényezőkre összpontosít. Noha a nincstelenség az egyén szintjén megjelenő biológiai és pszichológiai deprivációk mentén is tanulmányozható, írásunk elsősorban a fogalom strukturális, szociálpolitikai dimenziójával foglalkozik és mindenekelőtt két területre összpontosít: a hajléktalan személyek és a papírok nélküli migránsok szociális jogaira és jogosultságaira. A nincstelenség fogalma számos szociológiai, filozófiai, közgazdaságtani és politikai tényezőt foglal magában. Jelen írásunkban a szociális munka és a szociálpolitika elmélete és gyakorlata mentén vizsgáljuk a jelenséget.

    The topic was the problem map of the projects for catch-up in the 2014-2020 period, based on the literature related to segregation phenomena, the analysis of related documents and interviews with social workers working in the field.

    The main problem areas that emerged during the research were: the use of concepts related to segregation, the delimitation and selection of segregation, and the various difficulties of project format implementation. Further, detailed research on the phenomena would be important, the phenomena related to segregation can be considered an important social problem for decades and understanding the difficulties can be a key element of successful interventions.

  • A szociális életpályamodellel kapcsolatos dilemmák

    The social sector has been in crisis in many respects because of adverse changes in recent decades. There is a shortage of qualified social workers, high staff turnover, precarious working conditions and a steady decrease in the resources available to the sector. The development of human resources has therefore become an urgent necessity. The social careers model, like career models in other sectors, could contribute to the development of human resources in the social sector and the efficient functioning of social institutions and services. However, dilemmas about the career model have emerged in recent years, dividing the profession significantly. In our study, we set out to explore these dilemmas and, using the focus group interview method, we sought to find out what social professionals think about the career model, which has been taking shape for almost a decade. Would they support the introduction of a career model, and if so, under what conditions, and what tools would they include in the model to improve the efficiency of the sector and the quality of life of social workers. Our research shows that employees in the social sector have highlighted a stable and predictable salary and incentive system guaranteeing existential security as a key element of a modern career model. The guarantee of working conditions has emerged as a new, usually unusual and indicative of fundamental shortcomings element in the career models. However, the majority of respondents expressed reservations about the introduction of a performance appraisal system and the use of performance management in the sector. Only a minority of the focus group argued in favour of career management, an appraisal system that recognises quality work and professional innovation, and a service system that supports human resource development.

    The article responds to Balázs Krémer's article "From the Social Worker of Power to the Power of Social Work - Discussion Paper on the Crisis of Social Work" and the related online professional debate. In my article, I summarize my views on the historical and social embeddedness of social work in Hungary, including the apparent contrast between social policy and person-oriented social work, the contrast between improvisational and standardized social work, the phenomenon of client management, and the empowerment to interpret the social profession.

    The article examines the use of information and communication technology in social work practice, from online counseling to community work and advocacy. I will discuss − according to professional organization’s policies, guidelines, standards and codes of ethics – what the requirements of a professional, value driven and ethical practice. I introduce the key areas of integration of ICT into social work practice, these are: ensure access (both practioners and clients), appropiate regulation and financing, the role of the higher and continuing education of establishing essential competencies, and the ethical questions and issues.

  • Tinédzserkori gyermekvállalás és iskolai lemorzsolódás – Egy fiatalokkal végzett részvételi akciókutatás módszertani tapasztalatai

    The study presents the experience of a youth participatory action research (YPAR) that was conducted in the summer of 2020 by the research group of 11 researchers: 10, 13–24-year-old Roma youngsters and 1 facilitator. The topics of the research were teenage childbearing and school dropout, but the study focuses on the experiences of the concrete methods used during the research and the methodological and ethical considerations of YPAR. The main methods of participatory action research were online survey, as well as group and individual interviews. Each phase of the research was designed and carried out with the involvement of young researchers. Research demonstrates that the involvement and participation of youth should become part of the way how we think about them, the programs targeting them and for this we need to know their experiences, insights, emotions, fears and desires. Programs should respond in a meaningful way to the specific, local opportunities for secondary education, career opportunities, labour market circumstances and opportunities, and the emotional difficulties of primary and secondary school years.

  • The usefulness of the sources of formal and informal support in the context of the needs of families with children with disabilities

    Background: A child’s disability changes the family and has an impact on the quality of life of all its members. Consequently, the family’s needs change as well, especially when it comes to their need for support.

    Goal: The goal of this study was to map how families with children with disabilities perceive the usefulness of the sources of formal and informal support in the context of family needs, as very important feedback for social work and social policy as major actors in formal support.

    Methods: The study was conducted using a quantitative research strategy. The relevant data was acquired using two standardized questionnaires – The Family Support Scale (FSS) by authors Dunst, Jenkins and Trivette (1984) and The Family Needs Survey by authors Bailey and Simeonsson (1988). The sample of respondents was comprised of 493 parents of children with disabilities, out of which there was a much larger number of women – mothers (N= 427) than men – fathers (N= 66).

    Results: The results of the study suggest that for families with children with disabilities, the most dominant need is the support from their relatives, while they also feel an increased need for finances. In terms of the perception of the usefulness of sources, informal support was more dominant, and the support of a husband / wife / partner and close relatives was determined the most useful. The study proved the existence of various statistically significant links, such as the link between informal support in the form of parent groups, financial needs, and the need for support from the community.

    Conclusion: The study proved an important fact – that whichever kind of formal, but mainly informal support has a direct influence on the extent of the satisfaction of needs. The presence and usefulness of sources of support positively impacts the satisfaction of family needs.
