    Report on the annual delegate meeting and professional conference of the European region of the IFSW (International Federation of Social Workers) held in Prague in May 2023. The Hungarian Association of Social Workers (HASW) participated in the event with 4 people in person and online. The article summarizes the professional topics and proposals around which the conference was organized.

    Workplace safety and risk are rarely mentioned in social work, so we researched the topic. We explored how workplace risks, client aggression and workplace bullying manifest themselves and who is affected by them, from a national and international perspective. Our survey was based on a questionnaire from the Association of Union of Social Professionals, which, from the responses, has shown a strong interest among those working in the profession. The responses showed that professionals are not prepared for dangerous situations that happen in all areas of social work. National and international research data and professional materials suggest that there is a responsibility on the part of the legislator, the profession, training, institutions, and professionals themselves to ensure a safe workplace and safe working conditions. Professional minimum standards are needed to increase safety in the workplace and in social work. International standards and national experiences can be used to develop this. A protocol of this type can provide a basis for training on the subject and for the development of further detailed, discipline-specific standards.

    Preventive and intervention services in the early years of life are crucial for the development of the child, the strengthening of the family, and the future of society. A theoretical grounding of early childhood intervention and an overview of international trends and practices help to identify the points of policy intervention in Hungary and to define the directions for the development of the care system. Building on international experience, previous research and development results, the integration of the adaptable elements of coordinated, integrated service systems based on interdisciplinary teamwork into the Hungarian model will contribute to the development of a more efficient system. In this way, the problems of children with developmental differences, delayed development and at-risk will be detected and identified at an earlier age, and then they and their families could have access to appropriate, needs-based care and services in a timely manner.

    Starting out from the relevant international and Hungarian literature and current Hungarian social work practice this study examines the different aspects of cooperation. The reasoning for cooperation one of the main part of professional helping activity follows in context of the ideas and international definition of social work. The key elements viewed in a system represent the areas of interaction with so-called inter-model and cooperation is demonstrated as a key-competence for social worker. The qualitative aspects of cooperation are discussed: such as its dynamics, learn ability, map for development, community and interprofessional characters and finally the difficulties that may hinder cooperation.

    In our study, we examined the acceptance of the LGBTQ community in Hungary and internationally along different dimensions using a hybrid approach. Using the quantitative data analysis method, we investigated Hungarian LGBTQ acceptance in an international context using longitudinal data from the European Social Survey. In the focus group qualitative study, we investigated the attitudes, acceptance and opinions of university students in Debrecen. The results of the 2020 Hungarian survey show that the acceptance of LGBTQ people is lower among older, primary-educated, right-wing, religious people. Compared to 2016 and 2018, Hungarian society has become more tolerant despite the anti-LGBTQ public mood, which is in line with international trends. The results of the 2022 focus group survey also confirmed the trends identified by the ESS. Acceptance is influenced by the political and legal environment in Hungary and the media representation created by these influences. In addition to these macro- factors, family, educational institution, and religion play an important role as micro- factors. All of these have an impact on acceptance and can perpetuate prejudices and stereotypes towards the LGBTQ community.

    This article is about the history and methodology of person-centered planning related social work with people with disabilites. My goal is to present the underlying values and princples of the person-centered theory together with practice. I would like to give some example to the practice from international experiences and articles since we don’t use person-centered planning in Hungary (yet). Furthermore I analyze what kind of difficulties we have to consider when we think of using this method in our country, and if it would be possible to apply it during the course of deinstitualization.

  • Infokommunikációs technológiák használata a szociális munka gyakorlatában

    The article examines how the growing use of ICT affect social work practice, from online counseling to community work and advocacy. I will discuss the changes required of social workers; what kind of skills, competencies and literacy they need to ensure high quality, professional, value driven, and ethical practice. The question to be answered is: what difficulties are presented when integrating technology, and what can be done to assist both practioner and client to optimally achieve that integration. Examples of current and future utilization opportunities, as well as the strengths of applying new technology in social work practice will be presented. Weaknesses, limitations, contraindications and the potential pitfalls of technology usage will also be discussed. A short introduction to the Hungarian and the international professional policies, standards, guidelines and Codes of Ethics on ICT based social work practice and telemental health will be provided as a framework in which to consider these important questions.

    In my study I attempted to give a thorough picture of the terminology of social economy, of the evolution of cooperatives in Hungary and of the current situation of social cooperatives both on a national and international level. I focused on the underlying causes of the success or failures of cooperatives. The topic continues to gain importance in the ever more intense economic competition of the present, which in turn results in rapid changes in social inequalities. Intense competition on the market causes increasingly rapid appearances of ever growing numbers of the disadvantaged who no longer possess the resources to break into the primary labour markets. Social cooperatives can be a powerful means to combat these inequalities and to support the integration of their members into the labour market and into wider society. My study aims to analyse the situation of social cooperatives registered in the Northern Great Plain Region of Hungary. I used national databases to focus on and analyse the social cooperatives of the region. My goal was to present the advantages and disadvantages of social cooperatives. To date, I have interviewed the heads of 33 social cooperatives. I processed the findings of my interviews through thematic analysis. I found that considering the low membership of the few available cooperatives within the region the above method would prove the most viable. As part of my work I also aimed to investigate the state of the infrastructure, as well as the leadership, social networks, marketing techniques, financial management, future plans, and the conditions surrounding the formation of each cooperative. My empirical research uncovered a growing dependency on projects and found that working under the local government can lead to violations of principles. On the other hand, cooperation with the local government proved to be beneficial considering the small size of owned capital. Sustainability of social cooperatives is further made more difficult by the negative connotation and biases that came to be attached to the term in the country.

    The main objective of the survey is the empirical analysis of the inter-organizational relationships of the social care institutions with social network methods in Győr and the surrounding micro-regions. We measured and described the network structure and pattern of the organizational field, the basic directions and types, forms, frequency, intensity and the quality of inter-organizational cooperation. We are looking for answers to what factors hinder cooperation in this particular organizational milieu? What organizations are the key players of the network? How strong the position and effect of Győr as a regional centre in the cooperation network of the social sector? The network indicators have confirmed that the web of connections in the field of social care system is organized around a core institutional domain with only 5-6 dominant actors. The key players of the system with high network centrality and prestige are the big sized, functionally complex, territorially combined institutions. It has also been shown that, in addition to these central core members, the majority of the analysed organizations have a relation with each other only in a limited number, the network density is low, the centrality index is high, and the geographical distance is decreasing the probability of inter-organizational relations. In the whole network the probability and the number of intra-regional, national or international ties are also limited.

  • A szociális munka új, 2014-es globális definíciója

    The paper introduces the Global Definition of Social Work as an important milestone of international discourse on social work. Outlines historical background of the Definition, inclusive the debates which characterised the development of the draft, and new features of the Definition accepted in 2014. The preliminary issue of the global definition is, whether there exists, or is possible to exist a universal social work. The paper introduces the main topics and point of views in the debates concerning the issue. It formulates the conclusion that the role of the Definition is not so much to describe the reality, nor to lay down the norms of social work, but should be understood as an accomplishment of global discourse of social workers. The task for Hungarian social workers is not to learn the Definition and to comply with the „norms”, but to develop their own discourses on issues represented in the Definition.

    In this writing, I will add notes to Balázs Krémer's discussion paper. In his paper, my colleague linked the identity crisis of the social work profession to the relationship of the profession to power. I agree with the findings of the discussion paper. With my remarks, I try to broaden the perspective of the discussion of the issue with recalling historical and international experiences, and on the other hand, I support the findings of the study by highlighting other facets of these findings.

    The research to reveal the drug use habits of children and young people living in the social periphery was conducted in Szabolcs-Szatmár-Bereg County in 2017. The target group of the research included 14–25-year-old young people living in slums and in child-protection service.
    The aim of the study was to reveal the drug use habits and the risk behaviours of children and adolescents living in the periphery of the society. The study tries to find explanations to the risk factors of drug consumption of young people living in child-protection.
    The characteristics of anomie in the target population is used to study the effects of drug consumption. The paper looks for answers to resilience from the available data and additionally it highlights the protective and risk factors that influence the development of substance use in the target group.
    The results and conclusions from this research coupled with related international and Hungarian research are presented in this study.
