  • Hungary’s correspondence with the EU regulations regarding liquid bio fuels

    During the recent years researchers from different countries have found that our environment is at risk. It has been recognised by the leaders of the member countries and they have made decisions together concerning environmental protection in several agreements, contracts. Unfortunately, these decisions have been weakened and adumbrated on numerous occasions by certain interests.
    However, the energetic exploitation of the biomass has been supported by the economic and social changes of the previous years, more specifically, that of the bio fuels. The significant increase in the price of the traditional energy sources, the import dependency of the countries, the foreseeable exhaustion of the resources, the changes occurred due to joining the EU are all such problems that facilitates the application of bio fuels, as a good solution.
    Our country decided to modify the then existed bio fuel component rate of 2% to 5.75% which has to be achieved by 2010. Since then, in March 2007 it has been expanded to 10% until 2020 (concerning energy content). This decision was taken knowing that this year (2006) the bio fuel rate has been 0.5%. However, the rate of 2% has not been achieved even in the EU. One can understand that the implementation cannot be fulfilled without significant political decisions and support. The main reason for this is that the price of bio fuels is not competitive with the present fossil-origin energy prices in Hungary. So in 2007 several regulations were modified. The most important one is perhaps the regulation of the revenue tax, which caused the successful tax-differentiation concerning bio fuels in more member states between 2007 and 2008. Its essence is that the revenue tax is not decreased, but if the fuel does not contain a bio fuel component of 4.4 bulking percentage per litre, „punishment” tax has to be paid. Moreover, on behalf of the implementation, regulations concerning bio fuels and bio fuel components are improving
    At present the production and the application of bio fuels without any support are not economical yet. That is why it is important to emphasize the support policy of our country. After joining the Union, the new members can receive some shares from the direct disbursements, but only a tan increasing rate, we can achieve the 100% in 2013, though there is an opportunity for national contribution. Energy plants produced in agriculture receive separate supplementary support which is an advantageous opportunity for the farmers of the sector. Bio fuels cannot only be supported through agriculture, of course, but by research development, investment etc.
    All in all, it can be concluded that Hungary seeks to fulfil the EU responsibilities taken and by this, to contribute to the maintenance of the sustainable progress, decrease of environmental pollution and the import dependency of energy sources.

  • Biofuel regulations in the USA and the EU

    Climate change, the increasing dependency on crude oil and other fossile fuels, the expanding import and the increasing energy costs make the world’s societies and its economies vulnerable.

     The development of effective renewable energy resources has been a priority for the US since the first oil embargo. While there was only little progress for around two decades, biofuel use and production has been showing a rapidly increasing tendency since the mid 90’s.

     The EU’s objective of renewable energy resources is one of the main priorities of the Europe 2020 strategy. The European Union aims to increase the share of energy produced from renewable resources in the whole energy supply and by 10% in the transport-related energy supply by 20% until 2020.

     The renewable energy sector is the only one which is able to reduce GHG emission and pollution while utilising local energy resources and stimulating cutting edge industrial sectors; therefore, it is indispensable to develop a proper framework and regulation for supporting renewable energies.

  • Experiences of Waste Management at Agricultural Enterprises in Hajdú-Bihar County

    The general tendency of the last few years has been that besides large agricultural Ltd.’s and firms, smaller agricultural enterprises also have to correspond to stricter environmental regulations.
    This process suits the EU’s environmental and waste management regulations. Recently, manure, liquid manure and addle are registered as non hazardous agricultural waste in waste management in Hungary.
    In the case of the amount of these wastes is larger than 200 t/year, one has to make an individual waste management plan.
    Accordingly, several small agricultural enterprises have to make individual waste management plants in Hajdú-Bihar County.
    This article is based on the results of these companies experiences.

    In the past months, in the time of the reforms of the new millennium, the modernisation and transformation of the public sphere have been a constant issue in Hungary due to globalisation and the country’s accession to the European Union. The provision of transparency and comparability is required from each member state by the challenges of globalisation, legal harmonisation and the unification process. That is why it is essential to harmonise and adjust to one another the internal and external auditing systems of public institutions on the levels of both the institutions and sectors. The study reviews the theoretical foundations and basic principles of the public institutions’ internal auditing system, as well as it aims to provide an overall picture of the legal background of the auditing system and its changes. By including the main principles, standards and the most important regulations, the study’s informative approach aims to assist anyone interested in the further and deeper research into the subject.

  • The Security System of the United Nations (A Theoretical Approach)

    In contemporary world, influenced by globalization, security is one of the most discussed issues. It is almost commonly accepted that security should be regulated within some kind of international system. What should be agreed on are the nature of subjects within the system, the kind of resources, ways to control it and finally, how to achieve an agreement within the system’s framework. Thus the objective of this article is to show the axiological premises that underlie normative regulations on the above issues. Significant diversion in this sphere is observed within the Organization of United Nations. The following article analyses the UN documents, with a particular emphasis on the Millennium documents, determining the long-term perspective of actions. The article shall also try to define the issues not covered in the UN regulations and determine what dilemmas UN unsuccessfully tries to tackle.

    Under the leadership of the International Association of Tobacco Producers – UNITAB – there is a struggle going on for stabilizing the situation of European tobacco growers. UNITAB unites the tobacco associations and tobacco growers of all EU countries.
    Tobacco production ensures economic stability for more than 100 thousand small- and medium-sized farms in the rural areas of 10 EU countries. In addition, its social importance in the survival of rural communities is emphasized by the 400 thousand direct or related seasonal jobs.
    Within the framework of the CAP reform, the European Union is gradually changing the regulations of production. This is based on the decoupling of subsidies, which will be implemented in two phases. Between 2006 and 2009. the decoupling will be 40% and then after 2010, 50% (the other 50% will be used for restructuring within the second pillar). The question is raised, how will the second 50% be restructured to the second pillar. Between regions and how it can be ensured that this support would go to tobacco production.
    With its participation in the principles of the European Tobacco Charta, UNITAB targets for production under economically-balanced conditions, the production of products meeting the customer requirements, consideration of the working conditions (especially for seasonal workers) and adherence to the health regulations related to the consumption of the end product already in the production and environmental protection. They aim to ensure the survival of the sector via tobacco growing with sustainable development and high quality. To maintain the continuity, there is a need for the support of regional, national and EU authorities. Future of the sector is dependent upon adaptation of tobacco growers and upon meeting the social expectations.
    According to UNITAB, efforts should be made to modify the decisions so that the majority of the funding could be used by the grower. The tobacco industry has been able to effectively fight for its survival.

  • Plant protection praxis on Hévíz Nature Conservation Area (Lake Balaton District, Hungary)

    The nature conservation park, which belongs to the Spa and St. Andrew Hospital for Rheumatics of Hévíz, is 60 ha in size. The famous Lake of Hévíz, the two overfalls and the main buildings of the hospital are located in the middle of the park. They are surrounded by protective forests, parks and gravel esplanades. During the past few decades, the population of neophyton plants and invasive insects have increased considerably. These mean serious challanges to develop efficient control methods. Special care must be taken of environmental and plant protection regulations. Keeping plant protective regulations are especially strict around natural and spa waters.

  • Comparison of supplier quality assurance methods for compound feed manufacturing from efficiency, product consistency and economical point of view

    Feed manufacturing and human food production are the main routes of use for agricultural products. The food industryparticularly has intensively implemented the recent quality management principles and developed systems that facilitate the continuous improvement and efficiency of the industrial production. Feed production has taken similar approaches however the intensity of deployment at the manufacturer and the rollout towards its supply chain has shown slower progress. The methods, that the feed manufacturer manages the supplier chain of mainly primer agricultural products according to, have a certain impact on the efficiency of the inbound operations, feed product quality and its consistency as well as on other resources. These methods have been built on sound quality management principles that are stated not only in quality standards but also in relevant regulations. Current study addresses the questions related to the link between supply chain quality management and feed product. The objective of the frontier research was to highlight the  theoretical possibilities and benefits of the robust design methodimplemented into animal feed manufacturing dealing with highly variable ingredients. 

  • The Legal Rules Pertaining to Land Protection in Hungary

    Buildings in industry, mining, transportation and for personal and commercial activities cover increasingly more valuable agricultural land. The increase of sub-urbanization and vehicular traffic and the spread of malls and other kinds of investments are causing serious harm for not only to human society, but to a whole national economy as well.
    The law on agricultural land (1994:LV) contains legal rules for the preservation, use and classification of agricultural land. These rules define the temporary or permanent use of land for agricultural and non-agricultural purposes; the scale of the land-protection fee and the rules of the process on cases in which land is used for non-agricultural purposes without the consent of the land registry. In the field of land classification, the law prescribes the regulations which are to be followed in order to define the net income of agricultural land in Golden Crowns.
    Hungarian land protection rules are unique in the European Union, because only few member-states have similar laws to ours. Community law does not regulate the member states, except in the case of land classification, because this is the basis of the tax paid on the agricultural lands, but even here, there are differences among the states.

    In the recent decades it has become apparent that the human race can lead to a polluting and energy- wasting lifestyle and the depletion of natural resources and an ecological disaster as well.

    Energy efficiency is the realization of the chance to see a wider use of renewable energy. Renewable energy sources can be found in large quantities in Europe. A proper exploitation of these would be important because of the "traditional" energy sources’s sate is very critical in many ways.

    The utilization of renewable energy sources depends on many factors. The local natural conditions significantly determine each country's different renewable energy potentials. I find to be important the natural conditions, such as, solar radiation intensity , the number of sunny days per year, the wind conditions , the volume and their energy characteristics of the geothermal power resources , land features , soil and rock quality, the supply of fossil fuels or the nuclear possibilities of energy production. The economic environment is also a major influencing factor for the utilization of renewables. The conditions of price of fossil fuels (natural gas, oil and coal), the price of nuclear fuel production and other energy costs significantly influence the demand for renewables, as well as the level of subsidy and government tax policy. In addition, the international and national programs, objectives, strategies, subsidies and regulatory measures as well as technological factors can have a significant impact.

    In my paper I point out the opportunities of renewable energy should be given to live. Nowadays the positive effects of their use is undisputed. In addition to the environmentally friendly produced energy, we should strive for energy conservation and energy efficiency as well. These expectations appear in practice, which can be directly perceived by citizens, in fact we should live accordingly. Furthermore, the environmentally relevant regulations of living conditions should appear as environmental demands.

  • The possibilities of biomass utilization in the field of spatial development

    By joining the European Union, Hungary made a commitment to increasingly utilize renewable energy sources. Keeping in view the agricultural circumstances of Hungary, we can state that biomass utilization has, overall, the greatest range of possibilities to use its products as ‘energy sources’. Biomass raw materials are useful in meeting emission control regulations for environment protection and to reduce climate change. The role of biomass production in spatial and rural development and in rural employment, and also in the decrease of Hungary’s energy dependence, supports development in biomass energy use. My aim in studying biomass utilization is the creation of a micro-regional level, decentralised, agro-energetic system-model for the use of plant and animal biomass for energy purposes, whether naturally or by anthropogenic activity, on agro- and sylvicultural areas, and on animal breeding farms. This model simulation method serves as a planning base for policy-makers during the spatial planning processes. The examination is presently in the stage of data collection. The collection of the basic data of the examination area and the purchase of the necessary equipment, materials and maps has already started. Contact has been made with local stakeholders, municipalities, municipality associations and micro-region managers.

  • Analysis of aerobic biological waste treatment methods especially in the case of composting

    In recent years the regulations of the EU unambiguously determine that the biodegradable wastes should be used in agriculture. The characteristics of the organic wastes in most cases make the direct utilization impossible, they need pre-treatment before use. One treatment solution of these wastes is composting. During composting the organic wastes lose their hazardous characteristics and we gain a final product, the compost, which can be used in agriculture as organic fertilizer. The main conditions of effective composting are the follow and understand of the degradation process. During our research we examined different measuring methods (gas concentration and reflectance measurements, temperature mapping) that makes a cost and time effective possibility to directly analyze the degradation.

  • Agri-environmental subsidies and the National Rural Development Plan

    The financing of agri-environmental target programs which is a prominent area in the EU became possible during the implementation and successful operation of the National Agricultural Environment Protection Program (NAPP) launched in 2002. Through this program we gained experience in the field agri-environmental measures which are financed from the Guidance Section of European Agricultural and Guarantee Fund in the European Union. The agri-environmental measures which are included in the National Rural Development Plan (NRDP) were implemented in Hungary in the fall of 2004 when the farmers handed in their application after the publishing of the related law. The NAPP financing is still active, but not significant since most farmers have chosen NRDP measures.
    We are examining the experience of the above programs after studying some theoretical aspects of the agricultural economics and the EU laws. We try to analyse the most important experiences of NAPP including the legal background, news opportunities yielded by target programs, the financing, organisation, and institutional background. We will present the results taking into consideration the data of the winning applicants.

  • Land use changes in suburban areas – case study of Lublin

    The main reason to analyzing the space structure in the Lublin area is to determine the direction and pace of suburbanization in municipalities adjacent to Lublin, distinction factors and motives of population movements to the suburbs, complain rural-urban interaction and multifunctionality of land use. Housing development over the years was accompanied by confusion in planning documents and the law. Changes in regulations on land use in 1994 and 2003 in Poland additionally deepened the negative situation. Local authorities failed to control the spontaneous process of suburbanization, which adversely affected not only the spatial structure of municipalities, but also on local relationship, landscape, land use and the former urban systems. The result are long-term problems associated with incompatibility rural areas to support a growing number of residents, such as failure of the social and technical infrastructure.

  • Status and Prospects of Integrated Pest Management in Apple Production in Hungary

    Farming methods supporting the ecological function of agriculture will play an even more dominant role in the near future than they do now, as much in Hungary as in the rest of the EU.
    Several farming techniques supporting sustainable development have already evolved, and in this essay, I deal with integrated production i.e. integrated fruit production in Hungary and its perspectives. I analyze both European and Hungarian regulations on integrated production and their development.
    It is obvious that in the orchards of Europe, integrated production is gaining ground. We can expect the increased spread of this western trend to Hungary, too, because one of the conditions for remaining on the market will be a product from integrated production. However, we cannot expect any rapid increase in the future. In my opinion, there are three ways to propagate integrated production:
    − changes in the approach of farmers;
    − vocational training of farmers because of the greater „knowledge-demand”; improving the consultant network;
    − strict monitoring of the production process.

  • Urgent agricultural issues of soil protection

    The primary aim of this study is to draw attention to the importance of legal problems of soil protection. The basis for my study is the ombudsman’s 2016 principle of soil protection. This resolution summarizes the most pressing soil protection measures in 15 points that need to be taken as soon as possible to preserve soil resources. To narrow the wide range of topics, I will examine three points: (1) preservation of soil resources, (2) soil sealing, (3) brownfield instead of greenfield. Hungary is in a special position concerning this most ancient natural resource, as only 11% of all the land covered area of Earth consists of soil, the EU average is less than 30%, while in Hungary it is more than 60%. Despite the existing protective legal requirements, soil degradation is a constant issue. The persistence of population growth spells the need for more arable land, but as a result of the stressful impacts caused by people we are running out of useable topsoil.

    Assessing both the short and long term process of land reclamation, it can be stated that more and more farmland becomes permanently and imperviously covered for other purposes each year, and as the arable land area decreases, the impervious surface area grows despite all respective decisions, regulations and prohibitions.

  • Coherence and connection between the good pond culture practice and the environment conscious management

    According to the data indicating the decline and restructuring during the past decade, as well as the trend in the European Union member states, it can be expected that the role of traditional agriculture and fish production in direct rural employment decrease further. This also values those strategic directions for restructuring that will lead fishculture from quantity driven to quality production along with sustainable development (i.e. environmental conscious production) and multifunctional farming. This way the economic and social tensions caused by the concentration of the production and labour output can be mitigated.
    It is laid in the 1257/1999 Act on rural Development that farmers that enrol the agri-environmental scheme should follow the “Good Agricultural Practice” on the whole managed area. In case of agri-environmental schemes this is a precondition for which no grants are given.
    The adaptation of “Good Agricultural Practice” in fishproduction,where it is called: “Good Pond Culture Practice” is considered important on the basis of the above mentioned. This programme is undertaken in co-operation with the Research Institute for Aquaculture, Fisheries and Irrigation, University of Debrecen, Faculty of Agricultural Economics and Rural Development and the Association of Hungarian Fish Farmers and Product Council.
    The European Commission proposed the formulation of the European Fisheries and Aquaculture Fund (EFAF) for the period 2007-20013, which will replace the Financial Instruments for Fisheries Guidance (FIFG), but it also consists of several new elements and will be working differently, too. According to the proposal the budget for the Fund will be nearly 5 billion EUR (4963 million EUR). The development level of aquaculture and fisheries and the social and economic significance in the given member state will be considered when distributing the Fund between the Member States.
    According to the plan the Fund is organised along five priority axes, of which the most important for the Hungarian fisheries sector is No. II: Aquaculture and the processing and marketing of aquaculture and fisheries products. The main measure areas are the followings:
    1. investment support for aquaculture;
    2. support for aquatic-environmental schemes;
    3. environmental- and animal health issues;
    4. investments in processing and marketing
    In case of accessing support under measure area No. 2 farms are obliged to meet the requirements of the scheme beyond the “good management practice” for 5 years, which is to be supervised by the approved body of the Member State. For this reason our work is considered to be substantial.
    Approval of the application of “Good Pond Culture Practice” is based on two elements: first the prevailing environmental and nature conservation regulations, as well as the list of controllable conditions in the new agri-environmental agreements are to be met. “Good Pond Culture Practice” are to be conducted on the whole farm area. Its main elements are:
    - nutrition management,
    - feeding,
    - pond maintenance,
    - stocking,
    - harvesting,
    - animal welfare (storage and over-wintering).

  • The influence of original acquisition on existing rights in rem of third parties

    In this lecture we will give an overview about the aspects and traditions of distinction between original and derivative getting modes.
    We will examine which of the getting modes can be looked at as „obviously” original and review how they affect the third party’s rights existing on property. This study makes it possible to explore the analyzed original getting modes common characteristics and to review the dogmatic and law political aspects regarding the getting modes regulations.

  • Characterization of Water Resources in Transcarpathia

    Transcarpathia is located in one of the wettest parts of the Ukraine. There are 9429 rivers and creeks in the county with a total length of 19.86 thousand kilometers. The length of 152 rivers exceeds 10 km, 4 exceed 100 km (Tisza, Latorca, Ung and Borsava rivers). The average density of rivers is 1.7 km/km2, which is the highest in the Ukraine. The existing water resources are distributed unevenly in the county. The river with the greatest mass of water is the Tisza. Tisza carries 75% of all existing water resources, the remaining 25% is made up of the water in the river Ung and Latorca. Disregarding the uneven distribution of water resources, 80% of water is used up in the basins of the rivers Ung and Latorca from the water resources of the county, which leads to the overload of rivers.
    The main sources of water supply in Transcarpathia: subsurface waters – for the population of cities and settlements, surface and subsurface waters – for the industry, surface waters – for irrigation.
    In the interest of protecting existing water resources, it is required to follow current regulations, detecting and averting contaminating sources and establishing water conservation zones.

  • Product orientated sewage sludge composting technologies in the practice of AKSD Ltd.

    In recent years the regulations of the EU unambiguously determine that the biodegradable wastes should be used for biogas production or composting. The direct use of sewage sludge in agriculture is limited by its hazardous microelement content, but it can be used effectively in composting. The limitation parameters can be extinguished with correct compost-mixture and technology variants. The exact determination of the technologies and mixtures result a stable, constant quality product. The compost, as a classified product, is friable structured. The end-product is a
    homogeneous mould with good water capacity, does not contain any weed seeds and pathogenic organisms. The compost does not have a acidify effect on the soil. It is an effective fertilizer thanks to its macro and microelement content.

  • Global tendencies in turkey meat production, trade and consumption

    Global meat production totaled 357 million metric tons in 2021. Poultry accounted for nearly 40 percent of total meat production, including 4.2 percent of turkey meat (5.8 million tons). Global turkey meat production has stagnated between 5.5 and 6.0 million tons since 2008, in contrast to the monotonous upward trend in poultry meat production. Turkey meat production generally occurs under well-integrated conditions, with some large multinational companies and smaller, regional players. The industry is exposed to a number of factors that affect supply and demand, including disease outbreaks, government regulations, consumer preferences, and economic conditions. Key factors driving market growth include population growth, urbanisation, and increasing consumer awareness of the health benefits of turkey meat over other meats. In addition, advances in processing, packaging, and distribution technology have improved turkey meat's shelf life and availability, further fueling growth. Turkey farming and production are mainly concentrated in certain regions such as North America and Europe, where industrialisation has a long history and infrastructure is well developed. Turkey meat production in these areas is sufficient to meet local demand and is often exported to other regions. However, in other regions where turkey farming is less developed, such as parts of Asia and Africa, turkey meat production is insufficient to meet local demand. This type of meat must be imported from other regions. The degree of self-sufficiency in turkey meat depends on the level of development of the sector in each region. This study investigates the factors affecting global and regional markets for turkey meat and systematised the development of global consumption, production, and trade of turkey meat.

  • Application of hydrological models for agri-environmental management based on international and national experiences

    The ecological restoration of surface water flows requires the use of complex GIS and hydrological models. The HEC -RAS and MIKE11 programs calculate the hydraulic characteristics of runoff using the geometry and bed resistance the of flows. The presentation of some possible applications made through an example of the Berettyó, which is an extremely regulated river. The river belongs to the meandering category by Parker's classification system, which uses the relationship of the slope-Froude number and the depth- width ratio. Three coefficient of the four determining factor (entrenchment ratio, slope of water level, width-depth ratio) also indicates a mediocre to high sinuosity, while the river regulations established nearly straight bed-line. The standard water flow rates and characteristics have been determined based on the modeled Froude and Reynolds numbers. The flow conditions shifted to the laminar type by the changed line drawing which is ecologically lower status. Based on the results the morphological and ecohydrological river rehabilitation is appropriate.

  • The Role of Organic Farming in Hungary and in the Northern Plain Region

    In 2003, the area, which was monitored according to the requirement of organic farming, was 116 thousand hectares in Hungary, and included almost 1700 works, which produce organic products. This is some 2% of the cultivated land of Hungary. The increase of organic farming areas has slowed down in recent years. In these conditions the optimal 300,000 hectares cannot be achieve in 2006.
    In 2003, the area which was cultivated according to the regulations of organic farming was more than 33 thousand hectares in the North Great Plain Region, and monitored 250 enterprises the associates of the monitor organization. The challenge of the coordinators of the organic farming in the region are to fortificate the processing industry. The goal is to increase the added value of the products.

  • Economic impacts of applying EU animal protection regulations in hog breeding farms

    Hungary’s intention to join the EU makes it necessary to adopt, introduce and use the EU system of law. In Hungary, the legal control of animal welfare has improved (XXVIIIth law in 1998); however, most of our pig farms do not meet the EU animal welfare law requirements for some reason. We examined 9 pig farms in Hajdú-Bihar, Borsod-Abaúj-Zemplén and Heves counties. We chose those farms which use the combined breeding
    technology most frequently used in Hungary. The most important part of the welfare directive is the definition of the minimum space per animal. We analysed the data in comparison with EU laws. On the basis of the analysis, it can be said that there is a narrow cross-section: the breeding of piglets. During the cost analysis, we analysed cost and highlighted the permanent cost. We studied how these costs would change if EU animal welfare laws were observed. We also examined the specific data per 1 sow and per 1 kilogram of slaughter pig. We compared the present data (1999) with those we get if EU animal welfare laws concerning minimal space per pig were now followed. It can be stated that after decreasing the sow live-stock in accordance with EU directives, the permanent cost would increase by 17,7% per sow. If the required space per sow were provided, the total cost per sow would increase by 1,9% from 421,1 thousand forints to 429 thousand forints, on average. This would mean a decrease of 7,9

    The main purpose of the mid-term evaluation of grant programmes is to assess relevance, progress, effectiveness and efficiency. There are several methodologies, tools and techniques applied in various evaluations to assess these programme aspects. An important area of the evaluation of both the financial progress and the effectiveness of the programme is to evaluate the risk of absorption which is indicated by various factors, inter alia risk of supported project failure. If a project fails in any EU co-funded programme in the stage of preparation or implementation, then the fund already committed to that particular project (assumed to have already been absorbed or “spent”) is to be reused again or is to face decommitment (funds have to be paid back to the EU). There are strict EU regulations governing the time scale of this re-use (n+2, n+3 rules), therefore it is of major importance to assess the risk severity (measured as the resultant of the volume of grant at risk and the chance of project failure) and build up an early warning mechanism which indicates if the risk reaches a critical level that requires immediate intervention.
