Public finance resources and regional distribution of rural development
73-77Views:330Rural development, more specifically the economic development of counties have three public finance resources: the municipality, the central budgetary and the labour market fund resources. Based on the provisions of public finance, there are currently five provisions of the municipality resources of rural development: supporting settlements struggling with employment problems, supporting multi-purpose small regions, supporting settlements which are in a difficult position through no fault of their own, supporting public utility development and supporting holiday resorts. The opportunity of increasing investments is using EU funds. The structural change has a favourable direction, the proportion of the economic development program and regional developments increased in the recent years, but their share is still low. The proportion of agricultural and rural development programs which are important from the aspect of rural development is a less favourable phenomenon. Furthermore, the share of human and social development somewhat decreased, but it is still high. Apart from the regional programs, the Budget Act does not specify the regional distribution of budgets, only the professional purposes of uses, of which it is possible to conclude to which county development can be requested resources for.
Between 2008 and 2011, the 13–15% share of the North Great Plain region was close to the population share of 14.7%. In 2012, there was a turn of events in which the necessity of developing the region was shown. In this year, not only the proportion, but also the absolute extent of development resources increased. Therefore, the region could use resources of 16.9 billion HUF in 2010, 31.4 billion HUF in 2011 and 56.3 billion HUF in 2012. In order to properly use these resources, determined utilisation structure is necessary to be performed. The distribution of development purposes provides an explanation for the backward position of the economic performance of Hajdú-Bihar county.
Of the development resources available for four years, the region spent only 12.2% on economic development.

The role of SMEs in innovation-oriented economic development

Tertiary education can play a role – among others – in shaping and creating the development of knowledge intensive business environment and conditions, on the other hand it can assist the development of network contacts – another precondition of employment growth. -

Need for measurement of the innovation at Hungarian SMEs

Knowledge acquisition, creation and exploitation of the knowledge base have been an essential element for economic growth. These knowledge-based economic processes come together with the innovation. Measurement of innovation by indicators has been playing a really emphatic role in making strategy whether it is national or EU planning.
Enterprises have always tried to measure and quantify their innovation activities mostly through the results of their economic process. Companies have generally considered their products as part of the innovation. That was the reason that in most cases they only and exclusively focused on the finished product. Some of them was able to realize that details of the production process must be taken into account in order to the whole innovation activity could be measured.
That is why I find it important to examine of what the innovativity of enterprises is made of, and in which way they can be measured.
In addition I was looking for the answer to the questions that how much the measuring method allows you to compare enterprises for further examination.The development of measurement methods is an essential moment of the article. As it is compiled for me the most important aspect of innovation, according to the statistical document, the Oslo manual guides you through the measurement methods and operational processes They play a very important role in proving my hypothesis. Overall, our country’s innovation results show those areas where we have high endowments, and also those where are the weaknesses.
Of course, systems and tools defined by the governing authorities of national economies will have the main role but the activity of the European Union will be the frame in the end, because without subsidies from the EU budget, national budget wouldn’t be enough to implement these aims.

Economic questions of maize production on different soil types
289-292Views:118The requirements and objective of cultivation are in constant change. For example, different cultivation systems are developed for the purpose of soil protection, the preservation of its moisture content and on soils with various precipitation supply or production site conditions. Traditionally, one of the most important cultivation aims is crop needs. Further cost saving in fertilisation and crop protection can only be achieved by reducing the quality and quantity of production or it cannot be achieved at all. Furthermore, the costs can be significantly reduced by means of the rationalisation of cultivation. Energy and working time demand can also be notably reduced if ploughing is left out from the conventional tillage method. The key requirement of economicalness is to perform the cultivation at the optimal date, moisture level and the lowest possible cost.
Within production costs, the cost of cultivation is between 3–17%, while they are between 8–36% within machinery costs. It is the vital condition the usability of each technological method to progressively reduce costs. Our evaluation work was carried out with the consideration of the yield data obtained from cooperating farms and the experiment database of the Institute for Land Utilisation, Regional Development and Technology of the Centre for Agricultural and Applied Economic Sciences of the University of Debrecen. Three technological methods (ploughing, heavy cultivator and loosening tillage) were used on several soil types which differ from in terms of cultivability (chernozem, sandy and sandy clay soils) from the economic/economical aspect. We examined the sectoral cost/income relation of maize production as an indicator plant. The maize price during the analytical period was 45 thousand HUF per t. On chernozem soils, the production of maize can be carried out on high income level, while maize production on sandy soils has a huge risk factor. The role of cultivation is the highest on high plasicity soils, since they have a huge energy
demand and the there is a short amount of time available for each procedure in most cases. -
Economics of site specific crop density in precision sunflower (Helianthus annuus L.) production
91-96Views:189In this research, the crop density of sunflower was examined, which, thanks to the tools available for precision crop production and knowledge of the market environment of sunflower production, best fits the heterogeneous areas of the given production zones and meets the economic requirements. These components together directly influence the effectiveness of sunflower production. In the year of 2021 and 2022, we carried out a site-specific crop density sunflower experiment in two fields with the same soil type, by sowing significantly different amounts of seeds within the given zones. We have established that the sunflower, although a plant with excellent adaptability, reacts sensitively to the place of production and the effect of the year, in zones with heterogeneous productivity, and shows a reaction to sowing with a variable number of seeds per zone, even when examined based on economic aspects.

Analysis of changes in resources and outputs of companies and partnerships in Hungarian agriculture
65-68Views:118The aim of the study was to examine the achievement of Hungarian agricultural companies and partnerships, particularly agricultural co-operatives based on the aggregated database of National Tax and Customs Administration (NAV)1. From the methodological aspect, descriptive statistical methods and time series analysis were used. One of the most important conclusions is that the socio-economic weight of the agricultural co-operatives was strongly decreased in the period after the EU accession. The other important statement is that apart from the general examination of economic actors on aggregated level the comparative analysis of the single organizations forms would be needed. In the case of co-operatives, separated examination of the former type producer co-operatives and the so-called new type ones (e.g. marketing co-operatives etc.) would be necessary.

Evaluation of Two Heat Sum Calculation Methods in Maize Production
156-159Views:97Maize production is of primary importance in Hungary, especially considering that its cultivation takes up one of the greatest ratios of land used for agricultural production. As a result, the number of farms where maize is not cultivated for either food production or foraging purposes is insignificant. For this reason, establishing economic production is of decisive importance when it comes to determining the efficiency of farms. Profitable maize production depends on a number of conditions, including the professional suitability of farmers, while some aspects of production are independent from these. Heat-sum calculations form a transition from this aspect, since temperatures ocuring during the growing season cannot be influenced by man. However, the method of calculation and evaluation and thus the tool to improve production is in the hands of the farmer. This scientific paper aims to give a general description of heat-sum calculation methods.

Financial interrelationships of public warehousing
80-89Views:95In my paper I examined the institutional and market connections warehouses use emphasising the role of financial institutions. I stressed that for the proper functioning of a warehouse the mutual trust of the economic participants is required. This presupposes a tight relationship between warehouses and banks, as banks have to accept warehouse warrants in such a manner that the credit suppliant can more readily access current assets credit.
Today, we can say that the moneylender bank is strongly confident about deals involving warehouse credit. The amount of goods stored in warehouses is increasing. Warehouse deals offer better conditions to depositors, which can be explained by the fact that the creditor does not examine the management and credit standing of the depositor. Most important for them is that the goods provide enough collateral to ensure marketability, and that the warehouse storage conditions are proper. On the other hand, with the support of an interest subsidy system credit is obtainable at very auspicious conditions. To top it all off, and this is the most important aspect participants can receive access to funds unavailable to them in any other case. -
From the Concept of Sustainable Development to the Subsidies of Agricultural Environmental Management
354-361Views:92The most important aim of the study is to introduce the theoretical background of my PhD dissertation – agricultural environmental management –, in order to help the scientific foundations for my dissertation, which is in progress. For this reason I will try to clarify and systematize facts found in the special literature according to my own thoughts, from a new aspect.
In my study, I therefore attempt to introduce the theoretical background of sustainable development as pertains to the subsidies of agricultural environmental management (National Agricultural Environmental Management Program, National Regional Development Plan, agricultural environmental management measures). Having clarified the concepts I place sustainable development in the economic theories directed to the treatment of environmental problems, introduce where subsidies are within the environmental regulation implements and I dwell on to the institutional questions in the explanation. I then study questions of sustainable agricultural economics. Accession to the European Union has to be considered as one of the most important concrete motivities of domestically coming into prominence of agricultural environmental subsidies therefore I think it is important to study how the problematic of sustainable development, sustainable agricultural development and agricultural environment protection worked out in the EU. Finally I survey the main characteristics of domestic agricultural environment management programs fitting into the theories explained above, how the program adjusts to the theories of sustainable development and sustainable agricultural development.
In the dissertation I begin with sustainable development as the broadest theoretical background, then I survey a narrower category, the theories of sustainable agricultural development and how concrete agricultural environmental programs fit into the studied theoretical relations. -
The production and financial achievement of the agricultural co-operatives in 2002-2007

Dilemma of interpreting the Tisza space in regional dimensions
169-171Views:123This study deals with the evaluation of an especially important area, since the Tisza river is the basis of the spatial organisation of the Great Plain, the main spatial structural axis of Eastern Hungary and also its ecologic corridor of continental significance. The Tisza is a river which connects five countries to each other and it has an enormous catchment area. Its longest section can be found in Hungary. Two million people live directly in the spatial environment of the river. The safety and favourable quality of life of these people have to be provided. This is a great challenge from the aspect of regional development, economic, technological improvement, the acceleration of innovation processes, as well as the establishment of natural and environmental harmony.

Evaluation of the current situation of the Hungarian higher education based on a few indexes
121-125Views:116Around the Millennium we experienced the worldwide development and the growing importance of the role of higher education played in the social and economic development. A few years later, however, a crisis appeared in the situation of higher education (Kadocsa, 2002). The Hungarian higher education system faces the perspective of serious changes in its fundamental principals – such as its main activities and the economical ways which are used to finance these activities – even if only parts of the new educational scheme come into effect. Considering this fundamental activity aspect of the issue, there are new challenges which make necessary to rethink the role and aim of higher education and to define the new tasks needed in connection with education, research and other services. Hungarian Education needs to be renewed and improved to avoid a complete
break away; therefore, future priorities and tasks in order to fulfill these priorities need to be defined (Vincze and Harsányi, 2011). The new conception seems to be based on restrictions of the budget as it is experienced recently: a new structure available for a smaller part of society with a restricted budget has been under development. However, not even a battle, let alone a war can be won without money, horses and arms. The recent financial restrictions as well as the parts of the Széll Kálmán plan concerning education prove that serious amounts of governmental funds is taken away from education. The international improvement tendencies contradict to basically all of these Hungarian priorities.
All in all, no reform or change – no matter how much wanted – can be achieved without appropriate funds. -
Increase of Wheat (Triticum aestivum L.) Resistance to Leaf Rust (Puccinia tritici) via Gene Transformation
