Regional Development Differences in Hungary and the Northern-Great Plain Region
62-71Views:173The most important endeavour of European Union’s regional policy is to moderate disparities. An emphasised strategic objective of member states, based on the principle of solidarity, fairness and justice, is to develop regions and almost forty percent of the common budget is devoted to achieving this objective.
Hungary, as a full EU member state, will get a new chance for underdeveloped regions, especially for the Eastern-Hungarian as well as the North Hungarian and North Plain Region.
The differences in development among the regions are significantly influenced by the economic characteristics of the specific region, quality and quantity of human resources, accessability of the region and other factors influencing local quality of life beside natural conditions.
The new spatial structure was formed by change of regime, processes of the nineties, primarily the economic renewal based on foreign capital investments and the crisis phenomena in parallel with these. The economic, political and social consequences of the transformation significantly changed spatial structure and increased disparities. New disparities formed which were further aggravated as a consequence due to the formation of the eastern-western slope and local crisis zones. As a result of the outstanding development of the capital, the long term differentiation of regional development differences can also be detected when examining the regional distribution of Hungarian gross domestic product. The collapse of heavy industry and agricultural mass production based on the eastern markets primarily affected the north-east counties in the eastern part of the country.
Strengthening regional competitiveness is of key importance for the region, which requires the application of consistent development policy. The most important is economic development which, if it operates well, also infers the possibility of establishing welfare infrastructures. Drawing in external sources to ease the significant lack of capital is important for the processing industry and the development of supplier networks. Agricultural development also plays an important role in transforming economic structure, since the characteristics of the region, its traditions and long term competitive advantages are favourable, therefore it is going to represent a higher ratio within the economy than the EU average. The modernisation of the agricultural sector can be promoted by supporting market accession, quality agricultural production and stimulating producer-retailer cooperation. The development of transportation and informatics infrastructure as well as human resource development plays a significantly important role in the development of the region.
In conclusion, the implementation of such a consistent regional development policy is required in the future, based on the strengths of the region, that serves the most efficient utilisation of regional development funds through the implementation of regional policy principles and prevents the irreversible decay of the region while promoting rapid development. -
Public finance resources and regional distribution of rural development
73-77Views:310Rural development, more specifically the economic development of counties have three public finance resources: the municipality, the central budgetary and the labour market fund resources. Based on the provisions of public finance, there are currently five provisions of the municipality resources of rural development: supporting settlements struggling with employment problems, supporting multi-purpose small regions, supporting settlements which are in a difficult position through no fault of their own, supporting public utility development and supporting holiday resorts. The opportunity of increasing investments is using EU funds. The structural change has a favourable direction, the proportion of the economic development program and regional developments increased in the recent years, but their share is still low. The proportion of agricultural and rural development programs which are important from the aspect of rural development is a less favourable phenomenon. Furthermore, the share of human and social development somewhat decreased, but it is still high. Apart from the regional programs, the Budget Act does not specify the regional distribution of budgets, only the professional purposes of uses, of which it is possible to conclude to which county development can be requested resources for.
Between 2008 and 2011, the 13–15% share of the North Great Plain region was close to the population share of 14.7%. In 2012, there was a turn of events in which the necessity of developing the region was shown. In this year, not only the proportion, but also the absolute extent of development resources increased. Therefore, the region could use resources of 16.9 billion HUF in 2010, 31.4 billion HUF in 2011 and 56.3 billion HUF in 2012. In order to properly use these resources, determined utilisation structure is necessary to be performed. The distribution of development purposes provides an explanation for the backward position of the economic performance of Hajdú-Bihar county.
Of the development resources available for four years, the region spent only 12.2% on economic development.

Connections of the Economic, Ecological-Environmental and Social Functions of Rural Development in Communities Bordering the Hortobágy
203-211Views:93investigated the economic, ecological-environmental and social functions of rural development in communities bordering the Hortobágy National Park, such as in Balmazújváros, Hortobágy, Tiszacsege and Egyek. My purposes focused on four issues: (1) to work out a method on the basis of the examined and cited literatures, which defines the development of communities from economic, ecological and social aspects of rural development; (2) to reflect the changes in the role of agriculture; (3) to analyse the effects, advantages and disadvantages of Hortobágy National Park in relation to the economic, ecological and social lives of the examined communities; and (4) to make an economic analysis on the alternative income sources of Hortobágy, such as rural tourism, herb production and bio-farming in a family farm structure. When measuring the development of the communities I concluded that complex indexes hide the real consideration of the three functions of rural development and the possibility for comparing them on a community level. Furthermore, these 19 indicators are not enough to evaluate the situation, thus I raised the number of indicators and handled them on the basis of the three functions of rural areas. I classified the economic, ecological and social indicators into indicator groups within each functions, which make the determination of causes for underdevelopment possible. While only Tiszacsege and Egyek were considered to be backward on the basis of the complex index of the Hungarian Central Statistical Office, my investigations showed that even Balmazújváros and Hortobágy proved to be lagged behind from both economic and social aspects. The methodical development justified the hypothesis that few indicators are not enough to establish decisions objectively. New developmental orders emerged. Measuring development of communities may be all-rounded and more established by using this new method, which may result in objective preparation of decisions in rural development and more rational spreading of subsidies.

Renewal of the city network in Szabolcs-Szatmár-Bereg country after the political restructuring
21-25Views:117After World War I., but especially from the second half of the 20th century the public policy development is determinative in urban development. The urban and the country planning appears under the auspices of the regional development policy between the world wars. After 1945 the primary goal in economic and development policy was the socialist industrialization, with a priority on cities. In this period the driving force in urban development primarily were the industrial installations. As a result, economic and social structure was transformed. It is a fact, that planned economy gave a huge impulse to city network, which determine the trend of cities up to this day. After the regime change, as an effect of escalation of regional differences and as a result of economic processes the urban development took new directions. The state intervention changed, and the principles of decentralization prevailed in resource allocation. The private and non-profit sector appears in urban development, the governments gain more important roles. These three sectors became the movers of local development. To recognize the main trends of urban development in Szabolcs-Szatmár-Bereg County, the local area development funds were examined in a special way in a given period. This study will show, the main tendencies of the consumption of decentralized regional development funds between 1996–2008, in the cities of Szabolcs-Szatmár-Bereg County. This study also gives an answer for which factors convert the renewal of city network of Szabolcs-Szatmár-Bereg County after the regime change.

European Funds and the Evaluation of Their Application in the Northern Great Plain Region
191-198Views:85Presently, the process of regionalization is slowly progressing in Hungary. The regional institutional system is young and the institutional experiences are limited. The Hungarian regional development agencies are operated with a limited number of personnel and their budget is only a fraction of EU regional agencies of similar size. There is no unequivocal cooperation between regional development agencies and county development agencies. In the absence of these, the strategical objectives of the region cannot be aligned and the application of consistent development policies cannot be achieved. In the past five-six years the supports from EU Pre-Accession Funds, along with the new tools of regional development policies, have all contributed to the development of the North Great Plain Region. Phare projects – beside supporting development – have played a significant role in forming the approach of individuals who are actively involved in regional development, in promoting cooperation among cross-border and other regions, as well as in preparing the regions to accept EU structural funds. Prior to the May 1st, 2004 EU accession of Hungary, the North Great Plain Region received 24-25% in direct regional development funds in the Nineties. The support per capita in the case of TFC, TEKI and CÉDE has exceeded the national average. The North Great Plain Region has received support from investment type agricultural supports, the Employment Fund and the Touristical Directives that well exceeded the national average, from the sectoral resource funds. However, the applicants of the North Great Plain Region have received little support in the case of environmental, water management and especially road development supports. About 200 applications have been submitted for the SAPARD calls nationally, 32 of these were from the North Great Plain Region. The significance of cooperation among sub-regions is demonstrated by the fact that, except for 15 settlements in Szabolcs-Szatmár-Bereg county, all have submitted an application. The efforts of inhabitants is highlighted by the high number of submitted applications, as well as by the significant degree of own contribution. Still, the GDP of the North Great Plain Region has not increased, the rate and tendency of unemployment does not sufficiently reflect the positive effect of supports. The Regional Development Directive has provided support for the development of many small- and medium size enterprises, but their effect did not ensure a sustained economic growth.
The greatest difficulty is that the number of dedicated professionals who are skilled in regional politics and regional development is few. However, advantages of our EU accession can only be exploited if a group of highly skilled professionals is provided on local, county, regional and national level as well. Thus, we need a group of professionals who are informed about the European Union, the EU support forms and most of all about the operation of Structural Funds and Cohesion Funds to establish the suitable institutional background for professionally handling the funds obtained from the EU, to prepare the professional documents to access the funds and to generate development projects to efficiently use the funds as well as establishing connections with the institutions of the EU. Appropriate share from funds coming from the EU is only possible if the country, certain regions, counties and sub-regions can achieve rapid results in the areas listed above. -
Measuring Development of Settlements by Using Category Numbers
72-80Views:101Several approaches are used to define the development and disparities of settlements. The investigation of four settlements in the County of Hajdú-Bihar, such as Balmazújváros, Hortobágy, Tiszacsege and Egyek, suggests that previous methods using few indicators are not suitable enough to measure economic, social and ecological development. My starting point was the complex index of the Hungarian Central Statistical Office (HCSO). I examined the economic, ecological and social development of the communities by separating the 19 indicators and determined that complex indexes or indicators hide the real consideration of the main functions of rural development and opportunities for comparison in a community level. Furthermore, I established that the 19 indicators were not enough to analyse the situation, in this way I raised the number of indicators. I used more indicators, altogether 116 ones, than the previous research. I handled these indicators from economic, ecological and social aspects and carried out a method development. While only Egyek and Tiszacsege were considered to be backward according to the complex index of the HCSO, even Balmazújváros and Hortobágy proved to be lagged behind from economic and social aspects on the basis of my calculations. The methodical development justified the hypothesis that few indicators are not suitable for establishing decisions objectively. New developmental ranges evolved. Using this method this method, determining development may be more realistic and may contribute to strengthening decisions in rural development and help in spreading financial subsidies.

Differences in Regional Development in the Northern Great Plain Region

An important strategical objective of the Commission is to terminate underdevelopment and to ensure the development of the regions based on the principles of solidarity, equity and justice. The commission has dedicated forty percent of its common budget to achieve these goals. The differences in development are significantly influenced by the economic characteristics of the specific region, the quality and quantity of human resources, the accessibility of the region and factors influencing local quality of life.
The new spatial structure has been formed by the processes of the change of regime, the events of nineties and the economic renewal based onforeign capital investments parallel with crisis phenomenon. The economic, political and social consequences of the transformation have significantly transformed spatial structure and increased disparities. New disparities have formed, which strengthened due to the formation of east-west slopes and local crisis zones. The outstanding improvement of the capital resulted in great regional development differences, which can be detected when examining regional distribution of gross domestic product. The Eastern part of the country was most heavily affected by the collapse of heavy industry and agricultural mass production based on the Eastern markets.
It is of key importance for the region to strengthen regional competitiveness, which requires the application of consistent development-politics. Economic development is the most important, which can also draw the possibility of establishing welfare infrastructures. It is important to develop the processing industry, the supply networks and to ease the lack of capital it is also important to involve foreign capital. Developing agriculture plays an important role in transforming the structure of the economy. Since the conditions of the region, its traditions and long-term competitive advantages are favorable, thus can represent a greater ratio in the economy than the EU average. The modernisation of the agricultural sector can be promoted by supporting marketing, quality agricultural development and producer-retail cooperation. It is also highly important to promote development in transportation and informatics infrastructure and human resources.
In the future – based on the strength of the region – it is necessary to achieve such a consistent regional development politics, which by validating the principles of regional politics, serves the interest of utilizing regional development supports most efficiently and prevents the irreversible underdevelopment of the region and promotes fast development. -
From the Concept of Sustainable Development to the Subsidies of Agricultural Environmental Management
354-361Views:86The most important aim of the study is to introduce the theoretical background of my PhD dissertation – agricultural environmental management –, in order to help the scientific foundations for my dissertation, which is in progress. For this reason I will try to clarify and systematize facts found in the special literature according to my own thoughts, from a new aspect.
In my study, I therefore attempt to introduce the theoretical background of sustainable development as pertains to the subsidies of agricultural environmental management (National Agricultural Environmental Management Program, National Regional Development Plan, agricultural environmental management measures). Having clarified the concepts I place sustainable development in the economic theories directed to the treatment of environmental problems, introduce where subsidies are within the environmental regulation implements and I dwell on to the institutional questions in the explanation. I then study questions of sustainable agricultural economics. Accession to the European Union has to be considered as one of the most important concrete motivities of domestically coming into prominence of agricultural environmental subsidies therefore I think it is important to study how the problematic of sustainable development, sustainable agricultural development and agricultural environment protection worked out in the EU. Finally I survey the main characteristics of domestic agricultural environment management programs fitting into the theories explained above, how the program adjusts to the theories of sustainable development and sustainable agricultural development.
In the dissertation I begin with sustainable development as the broadest theoretical background, then I survey a narrower category, the theories of sustainable agricultural development and how concrete agricultural environmental programs fit into the studied theoretical relations. -
Regional economic achievements and reindustrialisation in Hajdú-Bihar county
65-74Views:215The North Great Plain region is one of the backward regions of Hungary. The low level of economic development is mainly due to the lack of industrial development. The region is poor in natural resources, its main resources are land, natural gas fields, carbon dioxide, thermal water and the clay mineral stock.
The structure of GDP per capita of the county is different than the country average mainly because of the high proportion of agriculture.
The proportion of the industry and the building industry is not significant. Of the various service provider sectors, trade, transport and telecommunications have a small proportion, while financial and economic service providers have even lower share, which is due to the fact that these sectors are mostly concentrated in Budapest. The share of public and human service prodivers is higher than average due to the University of Debrecen.
The GDP which expresses the economic development of the county in a complex way increased four times its previous value in nominal value between 1995–2009. However, if the real value is considered, the increase is less than 25%, as opposed to the country average, which was less than 40%.
The most complex index of the development level of an economy is GDP expressed either in nominal or real value. If expressed in dollars, GDP is suitable for international comparison with the correction based on the purchasing power parity per person.
The county represents 4.3% of the people employed in the industrial sector in Hungary, while its share in industrial production is only 3.3% which is lower than the regional and population share of the county within Hungary. As regards industrial production per person, Hajdú-Bihar was the 10th county in Hungary; therefore, it is considered to be a less industrialised county.
The product structure of GDP is suitable for drawing useful development conclusions, but the result is more reliable if the income creation ability is also analysed on the basis of the employment structure. -
Development directions of microregional spatial environments
61-64Views:145The question how economic, technological and infrastructural developments, as well as products and technologies contribute to the unity and constant strengthening of the society is still unanswered both in Europe and the whole world.
The current erosion of the society and the weakening social cohesion is a regrettable process. These phenomena are a barrier to real development processes and weaken the extension of the economic space; therefore, this negative process has to be stopped and turned into a positive direction.
For this reason, it is increasingly urgent to work out new, feasible solutions, since it has become obvious that solutions whose sole aim is to increase profit typically weaken the indispensable unity of the society, market positions, innovation processes, as well as natural and environmental harmony.
In this situation, we analysed and interpreted the disadvantaged and multiply disadvantaged microregional spatial environments, with special regard to the strategic developments that serve both the strengthening of the microsocieties of microregional spaces and the development of the economy and the extension of economic space.
The identification of disadvantaged microregional spaces is basically done by means of economic indexes, but it is also important to emphasise that these indexes can only be interpreted with social indexes, as they define the situation of the microregional space and the possible development directions together.
The constant strengthening of social unity (cohesion) and the related economic development is basically a new focal point and objective.

Interpretation of sustainability in the utilization of renewable energy sources
61-64Views:121The utilization of renewable energy sources (res) is crucial regarding to sustainable reconstruction of energy systems. The target is a balanced, sustainable development of Hungarian energy management considering equally the ecological, social and economic aspects. There are many different technologies of utilization of res varied by sources, conversion processes, size and products. The comparison of each technology and their sustainability assessment are required by the importance of efficient remodeling of energy infrastructure. The group of attributes was composed by numerous important parameters in the course of our analysis with the choice experiment (ce) methodology. The estimation of each attributes’ influence on the individual’s preferences and choices was possible by this method and the preferences of the statistical population was concluded. So thus the utility derived from each attribute was estimated. The result of the ce analysis for the population of experts is demonstrated in the current phase of our research.

Surveys of residents’ attitudes to tourism development

It has also become an important component of rural development programs, as rural communities experiencing serious economic downturns often consider tourism to be a possible way of development. The expected positive economic and social impacts may not occur and negative tendencies are reinforced if communities do not support or even oppose tourism development. For this reason, it is highly important for planners and decision-makers to understand how the public perceives the tourism industry.
In the international literature there is a growing number of studies about residents’ attitudes toward tourism development. In the present study I review the social and economic factors that influence the attitudes of residents and communities, as well as demonstrate the typologies that were created on the basis of the results. Finally, I summarize the theoretical models that are used to interpret the results of the investigations. -
The role of SMEs in innovation-oriented economic development

In the rural areas only the sites of such sectors can be found the premises of which temporarily transform the sectoral structure of these areas, but from the regional development aspect they did not prove to be an effective strategy.
The European Commission is now focusing on growth from innovation, which could become the driving force behind productivity growth and the economy’s long-term trend. The innovation-oriented economic development’s key players are on the one hand the knowledge-intensive enterprises, on the other hand the universities. Tertiary education can play a role – among others – in shaping and creating the development of knowledge intensive business environment and conditions, on the other hand it can assist the development of network contacts – another precondition of employment growth. -
Evaluation of tourism in the Erdőspuszták sub-region
95-100Views:81The Erdőspuszták sub-region established an Association of Local Municipalities in 1992, 10 settlements of which set up the Erdőspuszták Association in 1995, as a voluntary organization. One third of the settlements in Hajdú-Bihar county are handicapped from an economic or infrastructural point of view.
Tourism has become the most dynamically developing industrial sector. Unfortunately, in Hungary and, especially, in the eastern region, this way of earning a living is still in its infancy. Nevertheless, these areas possess such untouched natural values, cultural monuments and unexploited possibilities which could attract tourists.
In my study, the problem is examined from two aspects. First, interviews with mayors are included, consisting of three questions. The leaders of the settlements were first asked about the impact of EU accession, then the most important development plans were mapped and finally the local tourism plans were investigated. Second, I have made an evaluation of each settlement which reviews the infrastructural and environmental conditions, the accommodation and boarding possibilities offered the different tourist attractions and leisure possibilities.
The development of tourism can be an obvious solution to this problem. The toots of tourism entails the creation of job opportunities, the development of infrastructure, the enhancement of living conditions. It has a diverse effect and it contributes to the improvement of living standards in rural areas.
Regarding tourism, it can be stated that each settlement has its own image and value, which the citizens are proud of. It has been realized that collaboration between the settlements could greatly contribute to the development of a tourist programme of several days length, as a result of which the guests would spend more time in the region, which would be beneficial to everybody. My suggestion is that the settlements should work out a plan for the development of tourism jointly, in which they would determine the targets, describe the specific development plans and tasks and elaborate the ideas for the different investments. -
Development Level of Settlements of the Statistical Subregion of Nagykálló
54-59Views:86I have attempted to develop methods and applications for indices used to evaulate the development of settlements. At first stage the complex index applied by the Central Statistical Office (CSO) was differentiated according to economic, ecological and social aspects, and at the same time the system of indices was extended. As a result of these the ranking list of the exemined settlements has changed compared to the ranking based on the complex index applied by the CSO. There are significant differences particulary in the evaulation of the ecological development, however, in same cases ranking of economic and social development of settlements is also different. These analyses demonstrate that by using more indices the evaluation of development of settlement would be more objective, and by classifying according to the three functions of the country the countradictions would be more visible.

The structure of tertiary education, training and research potential influencing factors
49-53Views:140Nowadays more and more pronounced demand for tertiary education appears as an output of the labor market and the real labor market needs coordination of intention. A necessary condition for the long-term sector strategies, conscious coordination. In Hungary – the sector management level – headed tertiary education training structure and the transformation of the institutional network. There is a close relationship between training supply and research and development potential, as an institution typically the same disciplinary education and research base continues. Based on this, we assume that the structure of the training may influence the development of the restructuring of the research and development potential as well. The institutional network reorganization (merger, liquidation, establishment of new institutions) is expected to result in a former spatial structure of tertiary education in the modification, which in itself is a training and research supply spatial rearrangement may apply. Against this background, questions have been raised as to how the objectives in the current tertiary education strategy for economic operators serving the needs of each territorial unit, how the institution fits into network transformation of economic structure and labor market needs of the regions.
In order for the Hungarian tertiary education can meet the requirement for industry standards, an essential part of the structure of industries, and the changes occurring in the economic structure, trends and industry relations in the investigation. On the other hand, we do not ignore those factors are not, which have a determining influence on the tertiary education institutions in training and R&D supply. As part of this study in tertiary education institutions will be examined possible factors influencing education, research and development demand and supply, which gets a prominent role in the economic structure of relations between the territorial dimension in the evolution of discount factors and the nature of particular sectors.

The economic potential of industrial parks in the Northern Great Plain Region
133-143Views:94The practice of the conception and park-like economic development (between market economy circumstances) seems to be novel in our country. The first industrial parks have been established decentralized, with a local initiation, with some determining foreign undertakings early in the 90 years. Since then the increase of the number of the parks is high also the areas which have weaker economic level. We have make attention (in
the development politics) to the industrial parks working in the most harmful micro-regions, where the capital task is to extension of the employment, and to involvement of the capital. In the Northern Great Plain Region there are 31 industrial park at the ends of 2007. There are developed infrastructure and service in the big part of the parks. The smaller part of the parks cannot live on its title of industrial park, because of regional position, and concerned their management troubles. But the extension and developing of the park’s economic is very important in the region. -
The characteristics of the resource needs of innovative businesses
123-127Views:132Every university was funded in different historical periods with particular feature, particular political system, particular proprietory structure and particular economic background, which characterised the particular era. The historical antecedents considerably influenced the situation and role of the institutions as well as the course of their development. Although they had common features but their spatial projections are very dissimilar. In the 19th and 20th century Hungarian history – in the periods of economic integration with the modification of political system and transformation of the social background – the economic and social functions of tertiary education underwent considerable changes, which started to accomplish by the second half of the 20th century and the early 21st century. To moderate regional disparities, European and Hungarian regional development policy considers particular importance to the economic structure of the regions and their potential to be reformed, which is one of the corner stones of compatibility. Considering the more and more diversifying functions of universities, the question is, which factor is more significant; tertiary education or the relation between the sectors of national economy. The possible correlations we presented through the economic structure and the transformation of tertiary education functions of the integration periods.

The effect of the “Transcarpathia” Free Economic Belt on the investment activities of the region and its development of foreign trade relations
149-153Views:63The article analyses the figures of foreign investments and their territorial distribution and their change due to the impact of the “Transcarpathia” Free Economic Belt. The article studies the consequences of the liquidation of the “Transcarpathia” Free Economic Belt and the issue of restoring allowances that formerly existed on its territory.
The Free Economic Belt that was founded in 1998 and its customs and tax allowances invoked the settlement of affiliated firms of several world corporations, like the “Eurocar”, the “Yadzaki”, or the “Jabil”. However in 2005 the government of that time repealed all allowances granted by the “Transcarpathia” Free Economic Belt, and due to this the increasing dynamics of the amount of foreign stocks which was penetrating into the economy of Transcarpathia started to decrease. Many companies halted their work which went alongside with closing-down several thousands of workplaces. The working “Transcarpathia” Free Economic Belt had a positive effect on the social and economic indices of the region, so discussions regarding its restoration have already been started between the president of Ukraine and the governor of the region. -
On the connection between spatial development and sustainable landscape in the Northern Great Plain region
145-148Views:70This paper tries to find connection between sustainable landscape and spatial development policy of the Northern Great Plain region on the basis of specific examples explained in scientific literature. Searching for the common roots of spatial development and sustainability the paper explains two interpretations of sustainability from the view point of landscape, than the most significant element of current landscape change – the polarization of landscapes – will be introduced. This trend in landscape change basically determines the direction of spatial development. This paper analyses the Northern Great Plain region from two different approaches. In the first grouping the region is exposed from the view point of spatial development. In the second partitioning the area is divided into subject matters based on the principles of sustainability and polarization of landscape. This research – analyzing development plans and strategies – considers the current situation within the subject matters.

Economic, social and ecological systems are too complex to see all the consequences clearly. After all, sustainable criteria are indispensable for responsible planning.
Tourism is one of the world’s dynamically developing economic sectors. But according to this development, we have to confront with a lot of negative effects, like air pollution, or mass. With globalization, the opportunities for tourism increase: thanks to modern transport, places which were too far to be accessible before are now able to be reached. But there are consequences to this expansion. Unfortunately, growth e.g. in air transport causes considerable environmental damage.
In today’s fast-paced world, the sanctity of nature, a soundproof environment, clean air and rural life have become increasingly important. With the growth of demand and tourism globalized, these values can damage or disappear in a short time. So, in tourism, it is vital to project development plans with sustainable principles.
Just as other countries, in Hungary, the development of sustainable tourism is slowly becoming a priority. Fortunately, in plans for the next few years, there appear more concrete ideas on ways to make sustainable tourism grow.
In my study, I assess Hungary’s position in sustainable tourism, examining how sustainable tourism indicators fit in sustainable development indicators and how can we measure aims of sustainable tourism. -
Periphery formation and economic-social conflict
87-90Views:125The timeliness, significance and importance of the study is sensitively shown by the fact that a large part of the Tisza region is slowly being moved to the periphery in the slowly modernising and changing economic and settlement spatial structure of the Great Plain. This situation is also deepened by the fact that the social and economic backlog increases in the majority of the region, as one third of the 33 most disadvantaged small regions in Hungary can be found here. This study basically contributes to the establishment of the development of the Tisza river’s spatial environment and the development of new solutions.

Regional restructuring, reindustrialization and development of the higher education

The sectoral structures and territorial location of the industy and the higher education show significant inequalities. Capital city concentration, low level of research orientation and insufficient linkages with industries are the most important barriers of the development of higher education and reindustrialization. The regional and cohesion policies need strong relations between economic restructuring and higher education development. The paper focuses on demonstrating the regional differences in these fields in southern and eastern Hungarian regions.

The social basis of regional development in the North Great Plain Region
57-65Views:221It is a widely accepted practice in the European Union to break down countries into regions according to their stage of development, their cultural and economic characteristics. The basis of this methodology is the EU-conform MOTS system, which distinguishes territorial units on five levels. Besides the MOTS system, Hungary uses another system, too, which is the basis of our public administration, and whose roots go back to the times of King Saint Stephen: the county system. In Hungary, developmental decisions are taken by a county’s general assembly; at the same time, from an economic point of view the characteristics and competitive advantages of a county can be defined more precisely than those of a region.
Szabolcs-Szatmár-Bereg County and Hajdu-Bihaur County may be described with completely different characteristics, albeit both of them are part of the North Great Plain Region. On a county level economically important and justified developmental areas may be mapped more precisely.
Hajdu-Bihar County is the 4th most populous county in Hungary. With 80.2% of the population living in cities, the county is significantly urbanized. 2010 statistics show that the birth rate per 1,000 people in the county is practically the same as the birth rate of the country and that of the North Great Plain Region. Following the trends in developed countries, mothers now tend to give birth in an older age. Almost half (44.5%) of the children in Hajdu-Bihar County are born after their mother’s 30th birthday.
The general health condition of the population of Hajdu-Bihar County can be described with various indicators. In terms of medical and hospital care no difference can be observed between regional and national data, the county’s health care does not straggle behind. In sum, with the health care system of the county, estimated life expectancy of men is higher than the regional average, and in case of women it is higher than both the regional and national average, according to the given year’s mortality.
Children’s ratio among the county’s population is 15.9%, which is more than 1% over the national average. The ratio is higher in case of girls and boys alike. The income of the county’s population depends not only on labour income but also on social benefits. According to the analysis, the proportion of old-age pensioners and those receiving pension-like allowances within the whole population is somewhat lower in the county than the national average. The number of children receiving child-welfare and daytime care is prominent in the county.
The number of families and children receiving child-care allowance has not changed significantly in recent years. All important elements of social benefits have increased in the last decade. The quality of life of the county’s population is largely affected by the presence (or absence) of basic infrastructure in their environment. Research conducted at the settlements of the county shows that currently the greater part of the population has access to basic public utility services which form part of everyday services. Although they affect the general quality of life, the network of roads and passenger traffic have their real significance in terms of economic development. The county’s modern, paved road-system had already been built earlier.
Roads and pavements in inner-city areas have been paved up to 70%. The technical condition of roads and pavements can seriously impede the population’s mobility and it may hinder the development of certain settlements and districts.

The role of agriculture in regional development
25-30Views:260Agriculture is the leading national economic sector of Hajdú-Bihar county. The proportion of employees in this sector and the share of pro ducts produced in this region is above the country average. The contribution of agriculture to the GDP is 6.3%, as opposed to the average value of the country (3.3%). Based on their primary activity, 8% of the enterprises in the county are classified as agricultural and forestry companies, while this proportion is only 5.3% in the whole country.
Nearly three quarters (71.1%) of the sowing area is occupied by maize and other cereals, mainly wheat. This proportion is slightly more than the country average (69.2%). The proportional area of oil crops - including sunflower – and roughage is nearly the same as the country average. However, there is a significant difference in vegetable production. Due to the higher intensity of vegetable production, the area occupied by vegetables is three times the country average. 19.4% of the crop products, 23.5% of animal products and living animals, 25.8% of the income generated by production factors and 29.8% of net enterprise income of Hungary originates from the North Great Plain region.
The facilitation of creating local markets, e.g. local public food supply, satisfying the needs of food trade with local goods, the necessary awareness raising actions, secondary and higher education of experts, as well as the more specific and targeted utilisation of development resources are agricultural development tasks.
