    the target for the European Union to make Europe the most competitive and dynamic knowledge-based economy in the world. In this process, the education and training are of great importance for the member states. The restructuring of higher education, the modernization of the universities cannot be achieved without new financial resources. They should be ensured by increasing contribution of the private sector. However it is not enough to invest sufficient funds in the educational and training system, they must be expended efficiently. The free higher education itself does
    not necessarily guarantee the equal access and maximal participation. The quality of higher education and equal opportunity can be improved, if the rising funds are expended on infrastructure development and creating an efficiently working student support system.
    Quality, equal opportunity, efficiency – they are the most important views for the decision-makers in the higher education reform. In my paper, I would like to interpret definitions relating to higher education and in this way I attempt to evaluate the financing systems of the Hungarian higher education formed since the change of the regime, with special regards to the normative financial system combined with the payment of tuition fees. For classification, it is necessary to present the different basic financial models. Furthermore, on the basis of the above criteria, I try to make recommendations on how to improve the present financial model in order to achieve the Lisbon objectives.
    The topic is important in our days, because tuition fees will be introduced in Hungary from 2008. The problem is very complex, although the analysts in most cases tend to approach the topic with prejudice, depending on their financial and political interests. My analysis may contribute to discernment in the tangle of the pros and cons. 

  • A partial botanical survey of a gamepreserve

    Hungary is internationally well known for its high level game management. An important part of game management is indoor game keeping. In Hungary more and more game preserves were founded all over the country. The role of these game preserves to retain forest stands outside of the closed area. According to the law, in the game-preserves the game bearing capacity is not the most important parameter, because in these areas the feeding is continuous. In practice it means that in game-preserves we find a much higher density of games than in nature. This causes a relative big loading of the area (of the herbaceous and arboreal), where the game-preserves are located. Our aim is to study the ecological and management issues of forest- and game resources. The scene of these work is a game-preserve related to the Nyírerdő Corporation (Nyíregyháza).
    We have done a botanical survey (plant coverage, life-form spectrum) in the three previous units and in the control area (outside of the game-preserve) as well. Our results show the difference in case of the state of herbaceous plants between areas with higher and lower game density.

  • Development of and Lessons from the Institution System of the Common Agricultural Policy in Slovenia

    The comprehensive agricultural policy of Slovenia during the setting-up of its agricultural institutional system for implementation of the Common Agricultural Policy has enabled the setting-up and design of the Paying Agency system to handle national and EU subsidies according to schedule. The country has acted on the advice of the European Union to use the introduction of SAPARD measures as a preparatory and experimental field for utilising subsidies after EU accession. Moreover, in addition to the importance of gaining practical experience in the field of implementation of rural development measures, Slovenia has recognised the necessity to become familiar with the application procedures for obtaining direct payments relevant for the largest group of beneficiaries, farmers. Accordingly, farmers have been practicing for 3 years how to fill in application forms, and have gained important experience before opening the most relevant resources. Also, the advisers supporting farmers to obtain subsidies have been trained during the last 3 years, in order to provide real assistance. EU agricultural subsidies are not divided among the Member States; there will be a strong competition not only with the new Member States, but also with the farmers of the more developed EU-15.
    Slovenia has done its best in order to launch its farmers – due to the different development levels of the EU-25 Member States – into this very strong competition not like pupils, but at least like mature secondary school students.

    physico-geographic conditions and the telluric-edaphic configuration of the area. Also, the structure of the main categories of agricultural
    activities in the physical geographical areas (mountains, hills and plateaus, high and low plains and meadows) and main soils’ types and

  • Gene resources for improvement of drought tolerance and yield quality in dry pea breeding

    The effectiveness of selection for improved drought tolerance and consumption quality in the progeny of crosses between pea cultivars with semi-leafless (afila) and normal leaves and different origins, respectively, were investigated. After single crosses, parent cultivars and F1, F2 and F3 generations were grown under non-irrigated conditions in the same trials. We created a colour scale from 1 to 9 to measure statistically the shade of seed colour. The tolerance of genotypes against high temperature was measured by the number of pods per plant. The 3:1 segregation
    observed in the F2 generation of crosses between semi-leafless and conventional cultivars indicated that the semi-leafless character is determined by a recessive gene. In contrast, the ratios of conventional (Af) and semi-leafless (af) genotypes were 7:1 and 9:1 ratio in the progenies of crosses of Af × af. The genetic progress was effective for improving the seed quality in F3 generation from crosses Af x af where we found that multiple
    dominant alleles controlled the orange colour of cotyledons and its high heritability (h2 A=0,63). Selection is more effective in producing the genotypes with high yield and normal leaves if the crosses were made between the western European cultivars such as semi-leafless Profi and Delta used as maternal cultivars and conventional Auralia cultivars. In this case, there were decreases in the consumption quality, such as seed size and shade of colour. The selection based on the seed weight of single plants for increasing drought tolerance seemed to be more effective in F4
    strains with normal leaves originated from Czechoslovakian maternal cultivar Y228; however, the genetic progress in the improvement of seed size and colour quality was slow.

    Nowadays decentralized energy supply and the energy security are becoming more involved. We should increase the share of renewable in the energy mix, addition to improve the energy efficiency. Hungary is not an abundance of fossil resources it is particularly important in the materials and energy-saving technologies, waste recovery, increasing the share of environmental energy. Our country has outstanding opportunities many areas for example, solar energy, geothermal energy, so we need to devote more attention to renewables in the future.

  • Economic Assessment of Biodiesel Production for Hungarian Farmers

    Utilisation of oil of plant origin as a fuel is gaining acceptance in the European Union and elsewhere. Besides environmental protection, energy saving, and decreasing over-production of food. Additionally, the subsidisation of farmers and the development of rural sub-regions also contribute to its spread. This study specifically focuses on the direct effects biodiesel's raw materials and final products are now having on farmers, while reviewing and quantifying these effects. I have purposely restricted my analysis to these two elements of the biodiesel chain.
    The biodiesel chain seems to be a great method for improving the economic and social position of participant farmers in many ways. Presently, the profitability of raw materials’ production looks to be the crucal point in the chain, and could be strengthened best with intensive, habitat-specific agrotechnic. It would only be possible to reach a favourable profit margin for farmers if yields reach unrealistic averages or if there is a significant hike of the 2000 producer’s price in the oil plant branch.
    The main attraction of sunflower- and oilseed rape production lies in the stabilization of market conditions, which is not only gong to appear in oil plant branch but – thanks to the reduction of outputs – also in the cereal branches. Better economic safety for farmers may play a role at least on the same level as in plant production, which involves more risks than profit maximalization.
    The reduction of the prime cost of biodiesel could be possible through the direct combustion of the whole oilseed plant or its residues or electricity production using them. Whereas energy demand for biodiesel production is low (appr. 5%) but it needs subsidization and the prices of natural gas and electrical energy presently look favourable in Hungary. Additionally harvesting and baling of the residues is technically problematic, which is why their use may seem to be reasonable just over the middle or long term. Another possible factor of cost reduction could be the centralization of some partial operations, which needs serious financial resources to reduce amortization cost per product, provided there be several biodiesel projects near each other during establishment. Creation and operation of a logistical system could also be a good method for improving the viability of the biodiesel chain, in order to optimize transport schedule and distances. However there are also some organizational difficulties in this case.

    The biggest question of the century standing before us is that if people will be able to direct the development to sustainable direction. One of the components of global problems threatening
    us is the pressure that the energy management puts on the environment, which can be significantly lowered by utilizing renewable energy sources. The aim of my study is to draft the
    model of a sustainable energy management, putting the renewable energy sources into it in a sensible way, regarding the possibilities of Hungary.

  • Local strategical tasks in the Hungarian fruit production with respect to the global economic and climatic changes

    After identifying the problems, we have determined the local tasks which Hungarian fruit growing has to accomplish to remain competitive despite global market pressures and global climate change.
    Fruit growing in the Great Plain is of determining importance in Hungary as 75% of fruit originates from the Great Plain. Therefore, the maintenance of the competitiveness of fruit growing on the Great Plain is an important economic interest which is a difficult task to resolve, because the global economic pressure against local resources and climate change affect the fruit growers sensitively. 
    In Hungarian fruit production, it is necessary to select/develop with great care the appropriate location, training system and methods of emergency technology which have to be harmonised.

Next, we consider the conditions affecting soil utilization, and their relevant problems. Finally, we make a brief prediction of what can be expected in the coming two decades or so.     We use Moodle at the University of Debrecen, Business- and Agricultural Department since January 2007. Moodle is an open source Learning Management System.
    Learning Management System (or LMS) is a software package that enables the management and delivery of learning content and resources to students. Most LMS systems are web-based to facilitate "anytime, anywhere" access to learning content and administration. LMS tracks student progress in a course and indicates completions. At the least, learning management systems track individual student progress, record scores of quizzes and tests within an online learning program, and track course completions.
    Moodle has more and more function at our Department in education. At present, we work to introduce Moodle in our Faculty. Therefore, we took lessons for the tutors about the usage of the Moodle. Our aim to develop such a learning system, which is an integral part of educational process.

  • Correlations of the global, regional and local factors of the anthropogenic effects on the water reserves of the Earth’s crust

    The decrease in Earth's drinking water resources and the degradation of its quality has become a critical problem. Our planet's total water supply is estimated to be around 2 billion km3s. This is only 1% of Earth's own weight. Of this small amount only a tiny 3% is fresh water, of which 79% is forzen in glaciers and 1% is present as surface waters.The ratio of water stored in soil is around 20%. This is 0.2% of the total water supply. Our study aims to summarize the layered groundwater aquifer systems and its changes which are the results of anthropogenic effects in both global and hungarian respects and also for the region of Debrecen.In particular with regard to the geological and ecological level where irreversible
    processes take place. All this is discussed in the context of cause and effect. Pointing out the dangers of excessive deep groundwater extraction and the contamination caused by toxic substances that are the byproducts of modern life. In addition we discuss the Water Directive of the European Union which gives a policy for community action concerning the goal to achive the status of „in good condition” for our waters till 2015.
