  • Social capital as a resource influencing social and economic processes

    The concept of social capital became well-known in the 1980s and as a non-material resource existing in the society and today it is one of the most popular fields of the sociological and economic research. There are many definitions of social capital, but there is a common point that they all have: a network-related interpretation. The networks are made up of discrete elements, which have some kind of relation between them. Accordingly, social capital is manifested in the totality of the relations between elements (actors of the economy and society) forming the network not in the elements themselves (e.g. human capital). This is a resource which influences the social and economic processes of a community – even if it is a community of a micro region or a nation. Consequently, social capital has a significant impact on the development and improvement of an area or a territorial unit. In this paper, I try to summarise the information concerning social capital and to sketch the relation between rural development and social capital as one of the immanent resources of a territorial unit.

  • The role of network administrative organizations in the development of social capital in inter-organizational food networks

    This paper is concerned with the role of network administrative organizations (NAOs) in the development of social capital in interorganizational
    networks aiming at supporting their members to innovate in the food sector through interacting with one another. A multi-case study approach is used whereby three Belgian interorganizational networks are investigated i.e. Wagralim, Réseau-Club and Flanders Food.
    Our study shows that there are many options available to NAOs to build social capital within the networks they are responsible for. We propose to categorize these options in three main distinct groups. First, NAOs may nurture the development of social capital within the network through creating ‘space’ boundary objects which appear, in our study, to be an absolute precondition for the development of interactions and hence creation of ties between network members. Second, NAOs may impact the development of social capital by favoring certain members – or set of members – over others due to their characteristics such as good reputation, possession of common past experiences, multidisciplinary  experiences, non-conflicting goals, similarity in terms of sector of activity and/or experience level and common mindset towards information exchange. Third and finally, NAOs may foster social capital development by enhancing effective communication between members on the one hand, and between members and the NAOs’ coordination and decision bodies on the other hand, via a clear mandate, network decision making
    bodies composed of members, the use of ex-post evaluations and formal governance mechanisms (e.g. legal contracts), and the selection of staff endowed with a proactive and perspective taking behavior and able to show neutrality when conflict arise.

The concepts used in social care today (equality, solidarity, etc.) have evolved over the centuries, shaped by political ideologies of the content. This wide range of people living in today's society for granted the fact that life is present in the social care system, which is necessary for security.

  • Connections of the Economic, Ecological-Environmental and Social Functions of Rural Development in Communities Bordering the Hortobágy

    investigated the economic, ecological-environmental and social functions of rural development in communities bordering the Hortobágy National Park, such as in Balmazújváros, Hortobágy, Tiszacsege and Egyek. My purposes focused on four issues: (1) to work out a method on the basis of the examined and cited literatures, which defines the development of communities from economic, ecological and social aspects of rural development; (2) to reflect the changes in the role of agriculture; (3) to analyse the effects, advantages and disadvantages of Hortobágy National Park in relation to the economic, ecological and social lives of the examined communities; and (4) to make an economic analysis on the alternative income sources of Hortobágy, such as rural tourism, herb production and bio-farming in a family farm structure. When measuring the development of the communities I concluded that complex indexes hide the real consideration of the three functions of rural development and the possibility for comparing them on a community level. Furthermore, these 19 indicators are not enough to evaluate the situation, thus I raised the number of indicators and handled them on the basis of the three functions of rural areas. I classified the economic, ecological and social indicators into indicator groups within each functions, which make the determination of causes for underdevelopment possible. While only Tiszacsege and Egyek were considered to be backward on the basis of the complex index of the Hungarian Central Statistical Office, my investigations showed that even Balmazújváros and Hortobágy proved to be lagged behind from both economic and social aspects. The methodical development justified the hypothesis that few indicators are not enough to establish decisions objectively. New developmental orders emerged. Measuring development of communities may be all-rounded and more established by using this new method, which may result in objective preparation of decisions in rural development and more rational spreading of subsidies.

  • The social basis of regional development in the North Great Plain Region

    It is a widely accepted practice in the European Union to break down countries into regions according to their stage of development, their cultural and economic characteristics. The basis of this methodology is the EU-conform MOTS system, which distinguishes territorial units on five levels. Besides the MOTS system, Hungary uses another system, too, which is the basis of our public administration, and whose roots go back to the times of King Saint Stephen: the county system. In Hungary, developmental decisions are taken by a county’s general assembly; at the same time, from an economic point of view the characteristics and competitive advantages of a county can be defined more precisely than those of a region.

    Szabolcs-Szatmár-Bereg County and Hajdu-Bihaur County may be described with completely different characteristics, albeit both of them are part of the North Great Plain Region. On a county level economically important and justified developmental areas may be mapped more precisely.

    Hajdu-Bihar County is the 4th most populous county in Hungary. With 80.2% of the population living in cities, the county is significantly urbanized. 2010 statistics show that the birth rate per 1,000 people in the county is practically the same as the birth rate of the country and that of the North Great Plain Region. Following the trends in developed countries, mothers now tend to give birth in an older age. Almost half (44.5%) of the children in Hajdu-Bihar County are born after their mother’s 30th birthday.

    The general health condition of the population of Hajdu-Bihar County can be described with various indicators. In terms of medical and hospital care no difference can be observed between regional and national data, the county’s health care does not straggle behind. In sum, with the health care system of the county, estimated life expectancy of men is higher than the regional average, and in case of women it is higher than both the regional and national average, according to the given year’s mortality.

    Children’s ratio among the county’s population is 15.9%, which is more than 1% over the national average. The ratio is higher in case of girls and boys alike. The income of the county’s population depends not only on labour income but also on social benefits. According to the analysis, the proportion of old-age pensioners and those receiving pension-like allowances within the whole population is somewhat lower in the county than the national average. The number of children receiving child-welfare and daytime care is prominent in the county.

    The number of families and children receiving child-care allowance has not changed significantly in recent years. All important elements of social benefits have increased in the last decade. The quality of life of the county’s population is largely affected by the presence (or absence) of basic infrastructure in their environment. Research conducted at the settlements of the county shows that currently the greater part of the population has access to basic public utility services which form part of everyday services. Although they affect the general quality of life, the network of roads and passenger traffic have their real significance in terms of economic development. The county’s modern, paved road-system had already been built earlier.

    Roads and pavements in inner-city areas have been paved up to 70%. The technical condition of roads and pavements can seriously impede the population’s mobility and it may hinder the development of certain settlements and districts.

    The spatial structural position of Hajdúböszörmény (ease of access) and its economic and social endowments which are more favourable than those of its surroundings make the town more desirable as a target of migration. These endowments are rather advantageous on their own, but the specific settlement structure of the town results in the fact that concentrated, unmanageable and majorly segregated social crisis points have developed in some easily circumscribable parts of the settlement which could lead to a social explosion.

    The study attempts to find solutions for relieving the major serious economic and social problems which are resulted partly by the economic crisis, mainly by demographic processes ( decrease of population, declining economic activity, ageing) and which occur all over Europe. In 2007, in Hungary, the Local Government of Hajdú-Bihar county started to reform the social institutions sytems in a unique way in the interest of operating these systems economically. The experiences, gained after the conversion, show that the companies as social institutions maintainers are able to work properly more efficiently, with less government support while they meet the professional requirements, and the management who does the control is competent
    and innovative. 

  • The ain impacts of the Lisbon Strategy on tobacco growing

    The Lisbon Strategy of the EU promises a more competitive Europe with more and better workplaces, in addition to sustainability.
    Tobacco production is one of the most controversial industries of the agricultural sphere in the European Union. This crop is a „leader” of the world’s economic growth, a promoter of globalisation and has been an economic channel between America and Europe for more than 500 years. It is also a motor of technical development, due to its inducing effect on profitability and work efficiency. The tax competition of the states and the increase in consumption have become such a self-inducing system in which the increase of production created an increasing number of jobs, especially in tobacco growing, where the replacement of manual labour was much slower than the increase of the demand for raw material. The fact that smoking is becoming general should be handled as a social demand, though its health risks cannot be denied. However, the extreme objection to smoking cannot be accepted, especially not when it evokes social strains and concludes that people smoke because of tobacco production, al though the real situation is the opposite: People smoke in Europe, so the tobacco should be grown here, as is in our economic interest.
    There is a contradiction between the strategic objectives and the roles of the industry which should be ceased urgently. Al thong aim is the creation of jobs, stopping tobacco growing could result in unexpected agro-social disadvantages. Rejection of the industry’s sustainability questions the realization of the keystones of the strategy. Competitiveness, sustainability and social cohesion should be implemented as a unit of the strategy also in tobacco growing.

  • Measuring Development of Settlements by Using Category Numbers

    Several approaches are used to define the development and disparities of settlements. The investigation of four settlements in the County of Hajdú-Bihar, such as Balmazújváros, Hortobágy, Tiszacsege and Egyek, suggests that previous methods using few indicators are not suitable enough to measure economic, social and ecological development. My starting point was the complex index of the Hungarian Central Statistical Office (HCSO). I examined the economic, ecological and social development of the communities by separating the 19 indicators and determined that complex indexes or indicators hide the real consideration of the main functions of rural development and opportunities for comparison in a community level. Furthermore, I established that the 19 indicators were not enough to analyse the situation, in this way I raised the number of indicators. I used more indicators, altogether 116 ones, than the previous research. I handled these indicators from economic, ecological and social aspects and carried out a method development. While only Egyek and Tiszacsege were considered to be backward according to the complex index of the HCSO, even Balmazújváros and Hortobágy proved to be lagged behind from economic and social aspects on the basis of my calculations. The methodical development justified the hypothesis that few indicators are not suitable for establishing decisions objectively. New developmental ranges evolved. Using this method this method, determining development may be more realistic and may contribute to strengthening decisions in rural development and help in spreading financial subsidies.

  • System of relations between competitiveness and social cohesion in the European Union (2007–2020)

    I my current essay I tried to prove that the European Union modified its economic policy due to the financial and economic crisis and the fierce global competitiveness requirements. The main emphasis was laid on the increase of competitiveness. Competitiveness became preferred
    to cohesion and the economic and social closing up of the newly joined Middle-Eastern European countries. The funds for competitiveness for growth and employment increase by 6–7% yearly during the financial perspective between 2007–2013. On the contrary the funds for agriculture and rural development decrease by 3% yearly in this period. The tendency remains unchanged during the financial perspective 2014–2020.
    This tendency strengthens the establishment of the two speed Europe concept and causes tensions between the core regions and the peripheries.

  • Agriculture and Public Information in Post-War Bosnia and Herzegovina

    Since the Dayton Agreement on Bosnia of 1995 there is peace between Croats, Bosnians and Serbs. Whether this is a lasting situation remains to be seen (de Rossanet, 1997). Pessimists refer to Huntington’s “Clash of Civilizations” and argue that because Bosnia is situated on the fault line of the Western and Orthodox civilizations and on top of that has a large muslim minority a new war can not be avoided (Huntington, 1997). Others don’t accept this and are of the opinion that rational governance will overcome the problems of the multicultural society. In this view the restoration of the country’s economy is a major priority. However, on the long run, a peaceful outcome is not to be taken for granted.
    At present, the international community represented by the Office of the High Representative (OHR) in Bosnia and Herzegovina (BiH) controls the political situation and the three ethnic groupes are forced to cooperate. To sustain a lasting peace in the future without the guidance of the OHR the reconstruction of the Bosnian economy starting with the agricultural sector is a precondition. This paper reports on a quick scan carried out in the period 15-19 April, 2002, in order to evaluate the possibilities of the agricultural sector as an economic booster in the post war situation. The quick scan was necessary to evaluate and give advise with respect to the plans of the OHR to engage in a public information campaign in order to stimulate the transformation of subsistence farming into commercial agriculture, and to encourage young urban Displaced Persons (DP’s) to consider life as a farmer as an option for their future. The campaign will include a number of sub-regional radio and television series, and a booklet and videos for distribution among the target groups.

  • Ethological Observations at an Outdoor Gilts Keeping System

    The authors examinated behaviour of twenty-eight, grouped-housed Hungarian large white x Hungarian landrasse gilts in grassland-based production system.
    The social rank was recorded on two days following, social rank was unaffected by even age or weight of gilts.
    The daily liferhythm was recorded on four different days in two weeks period. Within daily rhyhtm the following behaviours were recorded: eating, drinking, grazing, rooting, excretion and resting. On the first two observation days gilts were more active, in their daily activity two pitches were recorded.
    30% of the whole paddock was used specifically by pigs as resting and excretion area.

  • The role of Local wine administration bodies in creating social and cultural capital and in the preservation of local identity

    Due to the peculiarities of viniculture, some kind of a community organizing force has always existed in every European wine region. The Hungarian system of local wine administration
    bodies is however unique. The foundations of the system have hardly changed throughout the centuries and the communities’ function as a socio-organizing power has been historically proven. In this essay I am attempting to demonstrate this power and ability using social, ethnical, sciences, anthropological, landscapeeconomical and occasionally mathematical methods. As former leader of a local wine administration body in Egerbakta, the member of the same body in Eger and also a vine-grower in Létavértes I also have first hand information about the practical issues of the system. The paper could not be more timely after the 2006’s modification of legislations governing wine administration. One element of the modifications is the creation of large and centralized administration bodies over the ruins of small ones that
    were presumed to be indispensable for a long time.

  • The Natural, Social and Economic Conditions and Opportunities for Development of Balmazujvaros, Especially in the Case of the Co-operative Kvaliko

    Balmazujvaros as a settlement near Hortobagy has to cope with both advantages and disadvantages. Its natural and social conditions are mainly given, the agricultural characteristic is dominant, and the number of the employed is the highest in the agricultural firms and processing industry. Developing the third sector, including hosting, tourism, eco-tourism, thermal-tourism, may be an opportunity for the city. The subsidy for rural development relating to the SAPARD-programme may contribute to this, as the city is the member of the Association of Hajdu Towns.
    The agriculture plays an important part in Balmazujvaros in which production and marketing of vegetables and fruits excel. Several farmers realised this opportunity and founded the Marketing Co-operative of Vegetable Producers in Eastern Hungary, that is the Kvaliko. This PO works in a Corporation form and is constantly developing, spreading and expanding its choice making use of the local natural, social and economic conditions and applications for realising its investments. This PO may set an example for the other entrepreneurs and farmers of Balmazujvaros to co-operate and it may be considered as an already realised opportunity.

    The question how economic, technological and infrastructural developments, as well as products and technologies contribute to the unity and constant strengthening of the society is still unanswered both in Europe and the whole world.

    The current erosion of the society and the weakening social cohesion is a regrettable process. These phenomena are a barrier to real development processes and weaken the extension of the economic space; therefore, this negative process has to be stopped and turned into a positive direction.

    For this reason, it is increasingly urgent to work out new, feasible solutions, since it has become obvious that solutions whose sole aim is to increase profit typically weaken the indispensable unity of the society, market positions, innovation processes, as well as natural and environmental harmony.

    In this situation, we analysed and interpreted the disadvantaged and multiply disadvantaged microregional spatial environments, with special regard to the strategic developments that serve both the strengthening of the microsocieties of microregional spaces and the development of the economy and the extension of economic space.

    The identification of disadvantaged microregional spaces is basically done by means of economic indexes, but it is also important to emphasise that these indexes can only be interpreted with social indexes, as they define the situation of the microregional space and the possible development directions together.

    The constant strengthening of social unity (cohesion) and the related economic development is basically a new focal point and objective.

  • The role of self regulation and market mechanisms in tertiary education

    The social functions of tertiary education have gone through considerable changes with the transformation of economic environment in the more than two past decades. In the decade after the political transformation the number of students in the tertiary education increased more than threefold. Personal interests, social needs and the demands of the society lay different claims to the performance of this sector. The needs for structural transformation of the tertiary education system are connected with the development of social and economic processes. The changes of legal regulations determining the operation of the sector are induced by these factors, which refer to the autonomic characters of the public participants. Tertiary education possesses a specific market environment each of whose characters – both the supply and demand sides – strive for the enforcement of self-regulatory mechanisms.

    Management is one of the ancient activities. Managerial behaviour helped humans to become sociable creatures. The aims and roles of management have continually changed along with social and economic changes. Some management theories in the early literature interpret the managerial function as „to instruct” and „to control” subordinates. The manager – having the appropriate authority – unilaterally appoints the expected activities in accordance with the objectives of the organization and his/her own wish. Its form is the instruction or the command.
    Later, organizations and management theories defined the managerial function rather as the impact on the employees than (or instead of) a unilateral manifestation of will. These focus on collaboration and imitation instead of on obedience. These theories were based on the fact that the employees work hard to succeed in meeting organizational goals because they want to meet their own needs, desires and wishes.
    Today, management means being in a relationship with colleagues, effective and successful working methods and, last but not least, commitment and liability for the company. The responsibilities of directors are to estimate the employees’ competences and to apply the workforce expediently.
    In our opinion, the two most important questions of human resource management (HRM) will be:
    • the expectations made of the manager by the subordinates,
    • the expectations made of the subordinates by the manager.
    The expectations of management have continuously evolved along with the social, political and economical improvement. We consider the most important requirements will be the following:
    • the exploitation of employees’ abilities (especially the leaders’),
    • the exploitation of human resource,
    • aim-oriented leadership related to different management levels.
    The actual research covers only the examination of managerial requirements. We experienced that the expectations are affected by many factors starting with the fulfillment of a specific task to the social environment as a whole. Managements of the last century did not require such self-reliance, creativity and broad knowledge from their subordinates as they do today. Employees have to be able to adapt to new tasks, technology and methods; have to react quickly against the problems; and be loyal to the company and the manager.
    We plan to expand our research backwards as well, in which we will search for the answer what kind of expectations are formulated by subordinates on the manager. Thus, we can approach and reveal the expectations (the examined factors) from two sides.
    Due to this method, we would like to work out such coherences which can help us to demonstrate the opinions of the differently qualified employees of the organisations. The applied method provides us facilities to carry it out in various organisational parameters, such as functional form, size, effectiveness, range of activity.

  • The situation and role of higher education in the North Hungary region

    Northern Hungary is one of the most disadvantageous regions of Hungary and the European Union; "keeping force" is extremely week. The regional spatial inequalities – despite the national and EU convergence program – have been increasing year by year. The social and economic situation of the region shows negative trends. Negative features of the migration processes are manifested in the candidates' choice for tertiary education has increased in the region in the past three years parallel with the proportion of those who are not on site, but primarily in the Central Hungarian region to continue their studies. An intensification of the negative trends is experienced in the economic processes both in jobs and the structure and performance of the local economy in respect of per capita income.

    The transition from the nineties has decisively influenced the social and economic processes and the status of tertiary education institutions and their constantly changing role in the region. The role of education has become a key point of their activities as financing of the sector encouraged the institutions to increase the number of students and training offer, while R&D as form of cooperation in the economic sphere overshaded. Nowadays and over the past decade the increasing demand to transform their educational profile has increased in accordance with the social and economic situation of the region, adjusted to the catch-up and development opportunities of the region.

Is D’Aprix statement reliable saying “communication is management or more properly drafted management is communication”?!

  • Hungary’s employment policy from the point of view joining the European Union

    What is a place of work? Is it a commitment to work, or continuous pressure under work, or hunting for income? This article is a brief review about the main milestones of the employment history of the European Union and Hungary. In 1989, the Social Charta about the social principles of employee was issued. In 1997 the employment policy became the part of the acquis communautaire. Finally, in 1998, the European
    Employment Strategy was developed, which contains the community employment guidelines. In the year of millennium, the new long term concept of the EU, the Lisbon Strategy was approved. In this document the EU was targeted as the most dynamic and competitive knowledge-based economy in the World till 2010. The Tens joint to the EU in 2004, and a bit later it became clear, that the EU is light-armed against some of the world economy challenges. As a consequence, many objectives of the Strategy could not be reached. Recently member states of the EU have to develop the national action plan for employment year by year. The hungarian plans were developed as well, but the wrong labour market’s parameters haven’t been changed since 2004.

  • Labour productivity in the Hungarian agriculture

    This paper presents the situation of the agricultural labour employment and evaluates the agricultural labour productivity in Hungary. Since Hungary’s EU accession, the share of agricultural employment in the total employed population has been stabilized at around 5% in the country. Due to low wages, low profit and low prestige, agricultural jobs are not attractive. The gross and net labour productivity gap between Hungary and the EU have been significant since the EU accession. The agricultural labour productivity of the Hungarian regions also shows a different picture. The labour productivity influences the cost, profitability and competitiveness of products. The advantage of the cheap labour force in Hungary’s agriculture significantly decreased due to low labour productivity. There are several opportunities to increase the agricultural labour productivity such as the increase of labour force qualification, moving toward producing higher value added agri-food products, rejuvenation of population in agriculture and the improvement of the conditions of financing agriculture.

  • Education and language teaching in the light of recent social and economic needs

    This paper attempts to describe several general educational potentials that are assumed to facilitate adequate pedagogical response to the recent economic and social paradigm shifts that have resulted in marked changes in the requirements for the labour force on the global job market.
    The article describes the most powerful pedagogical trends of the 20th century, selectively concentrating on the assessment of their contribution to and share in the preparation of the inevitably forthcoming paradigm shift in education.
    Topic related issues of language teaching in an academic setting are then discussed, focusing particularily on English for Specific Purposes, followed by a more thorough analysis of the major types of ESP syllabi. This analysis attempts to identify those properties that empower ESP teaching to give a more sophisticated answer (as compared to general language teaching) to issues raised by the appearance of new trends and needs in the
    global job market. 
    The paper offers conclusions for consideration as to the responsibility of language teachers and strategy makers in higher education, acting in an intercultural environment.
