The Target Areas of Regional Development, Tool and Institutional Background, its Present and Future Prospects
138-142Views:103Regional politics determines the aims of regional structures, and the tools with the institutional background on the whole necessary achieve these. Realizing the aims of regional politics is a precondition of executing the basic principles of regional development and politics. The regional institutional system for handling the decentralized financial resources has not evolved in Hungary yet. The professional institutes for preparing the programs have not been set up, and the management of execution is slowly taking shape. There are still deficiencies in the domestic application of concentration and addition principles. A number of funds are provided on a national level, that are directly or indirectly aimed at regional development. The obvious coordination among the funds is not carried out neither on a national, nor on a regional level, partly to avoid parallel consumption aims. The future of Hungarian spatial structure depends on the type of decentralization strategy the country will follow for the new resources after the accession. Total decentralization offers the most efficient solution for Hungary.

Differences in Regional Development in the Northern Great Plain Region
170-180Views:175An important ambition of EU regional politics is the reduction of disparities. An important strategical objective of the Commission is to terminate underdevelopment and to ensure the development of the regions based on the principles of solidarity, equity and justice. The commission has dedicated forty percent of its common budget to achieve these goals. The differences in development are significantly influenced by the economic characteristics of the specific region, the quality and quantity of human resources, the accessibility of the region and factors influencing local quality of life.
The new spatial structure has been formed by the processes of the change of regime, the events of nineties and the economic renewal based onforeign capital investments parallel with crisis phenomenon. The economic, political and social consequences of the transformation have significantly transformed spatial structure and increased disparities. New disparities have formed, which strengthened due to the formation of east-west slopes and local crisis zones. The outstanding improvement of the capital resulted in great regional development differences, which can be detected when examining regional distribution of gross domestic product. The Eastern part of the country was most heavily affected by the collapse of heavy industry and agricultural mass production based on the Eastern markets.
It is of key importance for the region to strengthen regional competitiveness, which requires the application of consistent development-politics. Economic development is the most important, which can also draw the possibility of establishing welfare infrastructures. It is important to develop the processing industry, the supply networks and to ease the lack of capital it is also important to involve foreign capital. Developing agriculture plays an important role in transforming the structure of the economy. Since the conditions of the region, its traditions and long-term competitive advantages are favorable, thus can represent a greater ratio in the economy than the EU average. The modernisation of the agricultural sector can be promoted by supporting marketing, quality agricultural development and producer-retail cooperation. It is also highly important to promote development in transportation and informatics infrastructure and human resources.
In the future – based on the strength of the region – it is necessary to achieve such a consistent regional development politics, which by validating the principles of regional politics, serves the interest of utilizing regional development supports most efficiently and prevents the irreversible underdevelopment of the region and promotes fast development. -
Cultural landscape on the border: érmellék

The study shows the role and the significance of the cultural landscape by the help of UNESCO World Heritage Convention, the European Spatial Development Perspective and the European Landscape Convention. The article speaks about how can we maintain and develop cross border landscapes and cultural landscapes and through introducing Érmellék it would like to draw attention to the fact that landscape level planning and development of common landscape politics are one of the main interests of Hungary. That kind of politics play an important role not only in maintaining landscapes but in the regional economic development.

Relationships of the sport and the life quality in the University of Debrecen

fields of sport. This document guides the way for people in the sport- life of the university how they could organise their activities connected with sport on a calculable, predictable level.
Necessarily, the preliminary collection of professional informations has been a basic requirement for the establishment of this document.
The program provides foreseeable instructions to the organisation of sport pursuits both for sport people in the university, and members of the sport spehere in a wider sense. It
offers a cohesive solution for all kinds of tasks defined with the sport life, and also gives a guidance for the various ways of realisations of these challenges. Thus it can answer such questions as for example how the university can conduce the initation of conditions for the healthy living through spare time sporting, how it can participate in the financing of contest sport with the contributing project of reinforcement training and how the university can support the sport life of handicapped people. The project also contributes to the cultivation of the sport traditions of the university by bankrolling not only the official university sport
life but also the leisure time sporting of the students.
On the basis of rethinking the situation of sport at the university with its future possibilities the program paraphrases the tasks of the university in the sport life, the long term aims of
university sport politics with its operative aims that should be performed and also the possible steps which lead to these purposes.
The target of the project is to turn the University of Debrcen in every field into a “Sporting University”. It means, that beyond the development of quality sport and outstanding contest sport a much wider range of university people should be included in sporting in order to utilize all the advantages of sport. With this the physical culture could become not only a substantial form of spending our free time, but with getting one of our natural everyday activities it can also become our lifestyle.
Sporting prominently contributes to both the university students’s and the whole society’s mental and physical wellfare, and it also helps to improve our helthstate on various fields of life:
with its special functions it is a means for establishing a healthy nation, for promoting common relationships, for nourishing the economic activity of people and also for strengthening the national values and one’s self-esteem through providing equal opportunities.
The prosperousity of contest sport at the university and the maintaining and protesing of its efficiency fortifies our selfregard, as it is able to hold appropriate sportsmen up as examples
to both present and future universtity students, and also offers exacting ways of entertainment. Besides all these the advataged purpose of the project is to find and delibaretaly include those
necessary mechanisms which are needed for the working of the sport market. -
The economic potential of industrial parks in the Northern Great Plain Region
133-143Views:94The practice of the conception and park-like economic development (between market economy circumstances) seems to be novel in our country. The first industrial parks have been established decentralized, with a local initiation, with some determining foreign undertakings early in the 90 years. Since then the increase of the number of the parks is high also the areas which have weaker economic level. We have make attention (in
the development politics) to the industrial parks working in the most harmful micro-regions, where the capital task is to extension of the employment, and to involvement of the capital. In the Northern Great Plain Region there are 31 industrial park at the ends of 2007. There are developed infrastructure and service in the big part of the parks. The smaller part of the parks cannot live on its title of industrial park, because of regional position, and concerned their management troubles. But the extension and developing of the park’s economic is very important in the region. -

Participation of Women in the United States Congress: 1917-2011
63-66Views:132The last decades have carried changes in the legal and social position of women bearing enfranchisement, a new approach to women’s education, and their increased participation in the job market. This article outlines the historical participation of women on the political scene of the United States between the years of 1917-2011 including an analysis of the situation in the individual states. Furthermore, it analyses what types of positions have been held by women in the American Government Administration including the most prestigious ones of the Speaker and the Secretary of State. It also introduces Hilary Rodham Clinton, the first woman ever to run in the presidential elections 2008. This analysis reveals that women are still underrepresented in the federal-level positions which makes it difficult for them to influence the quality of the lawmaking and results in a difficulty to promote such decisions that are important for the women themselves.

Comparison study of student with special educational need in elementary school
71-76Views:167The aim of this lecture is to observe the status of students with special educational needs (SEN) in Europe and Hungary. The European Union has made tough decisions in financing and educating disabled people, so they can be integrated into the society. According to the European directives, Hungarian jurisdiction and educational politics tend to follow the pedagogical processes. The relevant juridical and economical laws for SEN students have already been implemented. The number of students with SEN in Europe increases permanently, so it is reasonable to detect their controversy. Despite this fact, differences can be experienced in teaching methods among primary schools, as a result development of SEN students can be different. The aim of this study to compare the motor skills of SEN students in two different primary schools, with different pedagogical program. My research base were the Ferenc Móra primay school and Gyermekház alapítvány primary school in Budapest. My main question was, if a specially developed program targeted SEN students can increase their motor skills. Studying the girls in the 2 age-groups, we have not experienced significant differencies out of the 3 motor tests between the control and the experimental groups.
Studying the boys in the 2 age-groups, we have experienced 3 significant differencies out of the 3 motor tests between the control and the experimental groups. SEN students, who have been taught in segregated form with the help of ’Alapozó Terápia’ – a special therapy – achieved better motor skills. The study makes recommendation to primary shools how to organise trainigs for these students. -
European Funds and the Evaluation of Their Application in the Northern Great Plain Region
191-198Views:85Presently, the process of regionalization is slowly progressing in Hungary. The regional institutional system is young and the institutional experiences are limited. The Hungarian regional development agencies are operated with a limited number of personnel and their budget is only a fraction of EU regional agencies of similar size. There is no unequivocal cooperation between regional development agencies and county development agencies. In the absence of these, the strategical objectives of the region cannot be aligned and the application of consistent development policies cannot be achieved. In the past five-six years the supports from EU Pre-Accession Funds, along with the new tools of regional development policies, have all contributed to the development of the North Great Plain Region. Phare projects – beside supporting development – have played a significant role in forming the approach of individuals who are actively involved in regional development, in promoting cooperation among cross-border and other regions, as well as in preparing the regions to accept EU structural funds. Prior to the May 1st, 2004 EU accession of Hungary, the North Great Plain Region received 24-25% in direct regional development funds in the Nineties. The support per capita in the case of TFC, TEKI and CÉDE has exceeded the national average. The North Great Plain Region has received support from investment type agricultural supports, the Employment Fund and the Touristical Directives that well exceeded the national average, from the sectoral resource funds. However, the applicants of the North Great Plain Region have received little support in the case of environmental, water management and especially road development supports. About 200 applications have been submitted for the SAPARD calls nationally, 32 of these were from the North Great Plain Region. The significance of cooperation among sub-regions is demonstrated by the fact that, except for 15 settlements in Szabolcs-Szatmár-Bereg county, all have submitted an application. The efforts of inhabitants is highlighted by the high number of submitted applications, as well as by the significant degree of own contribution. Still, the GDP of the North Great Plain Region has not increased, the rate and tendency of unemployment does not sufficiently reflect the positive effect of supports. The Regional Development Directive has provided support for the development of many small- and medium size enterprises, but their effect did not ensure a sustained economic growth.
The greatest difficulty is that the number of dedicated professionals who are skilled in regional politics and regional development is few. However, advantages of our EU accession can only be exploited if a group of highly skilled professionals is provided on local, county, regional and national level as well. Thus, we need a group of professionals who are informed about the European Union, the EU support forms and most of all about the operation of Structural Funds and Cohesion Funds to establish the suitable institutional background for professionally handling the funds obtained from the EU, to prepare the professional documents to access the funds and to generate development projects to efficiently use the funds as well as establishing connections with the institutions of the EU. Appropriate share from funds coming from the EU is only possible if the country, certain regions, counties and sub-regions can achieve rapid results in the areas listed above.
