  • The influence of original acquisition on existing rights in rem of third parties

    In this lecture we will give an overview about the aspects and traditions of distinction between original and derivative getting modes.
    We will examine which of the getting modes can be looked at as „obviously” original and review how they affect the third party’s rights existing on property. This study makes it possible to explore the analyzed original getting modes common characteristics and to review the dogmatic and law political aspects regarding the getting modes regulations.

  • The managerial aspect of the police’s organizational development

    During my research, I have studied the relationships of the organizational development and the managerial functions at a specific governmental agency, the police. The police carry out official activities, but also provide a service which essentially assumes two types of contact systems and modes of management. To meet the demands of the citizens and to ensure the effectiveness of the organization, it is necessary to develop the managerial methods applied at the police, on the one hand, and to use certain parts of the organizational development, on the other hand.

    The police organization has changed significantly after the integration of the Police and Border Guards. The complexity of the structure and the anomalies in the work load, as well as several researches conducted by myself directed my attention to elaborate an organizational development method that can be applied to the current organization, while it improves the operation of the organization.

    The police’s operation and its organizational structure are determined by the laws, thus changing the structure of the organization is placed within relatively narrow limits. The police managers have the soft parts such as human resource development, skills, and management style at their disposal to develop the organization, but their use is isolated and they are not for a long term. The present article aims to present the set-up model related to the organizational development of the police, elaborated by myself, in terms of the leadership and the management styles, whose long-term use may contribute to the efficiency of the operation.

  • External governance and economic patriotism in European policies

    The concept of external governance tries to define the expanding scope of EU rules beyond EU borders. This article presents the theoretical foundations of the concept, differentiating the various institutional modes according to which external governance may take place. Due to the financial and economic crisis the European Union is forced to strengthen its competitiveness opposite to cohesion. In the second part of the study I present the five mechanisms by which the European Union may foster its position in the global competition. The five mechanisms are as follows: extension of the political space of the EU, expansion of the regulation mechanisms of the EU, active coaching of international organisations, territorial extension of the EU’s influence, division of the costs of globalization. After that I deal with the different forms of economic patriotism. Economic patriotism plays crucial role in maintaining the performance and strengthening the position of some preferred domestic industries, ‘national champions’. Tools of economic patriotism differ due to ideological affinities.

    In practice of world agriculture a long ago the known problem of decline of harvests of agricultural cultures at their permanent growing, scientific explanation of this phenomenon became possible only with appearance of natural sciences. At first the declines of harvests bound to the toxic action of root excretions cultures on her repeated sowing, with development of humus theory of feed of plants of diminishing of harvests at the permanent sowing began to explain impoverishment of soil on a humus.

    During a few centuries the known farmers development the looks in relation to forming of scientific bases of construction of replacement of plants crop rotations in the world systems of agriculture, set history of their development and improvement. The analysis of influence of possibility of optimal satiation of replacement of plants crop rotations is conducted by agricultural cultures on the level of fertility of soil, water and nourishing modes and their productivity. For the terms of the insufficient moistening a positive action is marked black pair on the improvement of the water mode of soil in crop rotations.

    In historiography the problem of introduction and mastering of replacement of plants crop rotations for the decision of scientific and practical tasks of agricultural production is represented in many-sided aspects, worked out and the recommended replacement of plants crop rotations that are base on zonal principle of development of world agriculture that passed the protracted term of test and counted on various specialization of economies. But for today development of scientific and technical progress requires intensification of agricultural production with the use of intensive crop rotations and growing of high-performance cultures.

    Hereupon there was a necessity of realization of analysis of the systems of historical value of scientifically-practical knowledge about development and improvement of replacement of plants crop rotations, as it gives an opportunity to work out to recommending a production with the use of the most effective elements of the past on modern agrarian business and allows to forecast them on the future.

  • Economic Aspects of Rural Tourism

    necessary to ensure the livelihoods of those leaving the agricultural sector and to supplement the incomes of those working in agriculture. I research rural development in four settlements in Hajdú-Bihar County, in Balmazújváros, Hortobágy, Tiszacsege and Egyek, all bordering Hortobágy National Park.
    There are many alternative income sources in settlements in the Hortobágy area, such as organic farming, production herbs, hungaricums, small animals and arts and crafts, as well as rural tourism. Rural tourism is not for subsistence, but a supplementary income source, mainly available during the summer time. I made a survey of rural hosts in the four examined settlements, and according to my results, I constructed a model reflecting the cost-benefit relation, as well as the payment period conditions of rural tourism. I am going to show whether it is worth dealing with rural tourism, and if yes, under what conditions. Rural tourism contributes to the maintenance of rural modes of living, in this way it has significant cultural, economic, ecological and social aspects, as well. It is crucial for settlements to create the appropriate conditions needed for joining rural tourism, if it is worth joining at all, and to realise investments for all these. Rural tourism has strict requirements for the levels of environment, infrastructure and services. Studying the Western-European practices, Hungary is lagged behind in the conditions of rural tourism and rural hosts have done their activities mainly out of necessity and not to maintain traditions. Rural tourism may result in success only by co-operation and over the long-run.
