  • Cohesion and competitiveness of the European Union at strategic level

    After the relaunchment of the Lisbon strategy, the cohesion policy of the EU concentrates even stronger on the establishment of the knowledge based economy, on R&D activities and innovations. In the first chapter I demonstrate the funds division of the convergence and regional competitiveness targets in the financial perspective between 2007–2013. The first sheet shows unambiguously that the new member states from Middle-Eastern Europe and the Mediterranean countries spend their funds on convergence and cohesion issues. The situation is contrary in the highly developed Western-European countries, in the core regions, where decisive part of the funds are spent on competitiveness issues. In the second chapter of the study I present the Europe 2020 strategy of the EU, that is a crucial paradigm change in the European strategy-making. While the Lisbon strategy focused on the social cohesion of the European Union, the Europe 2020 strategy strives the fostering of the European competitiveness. In the third part of the study I make a comparison how the funds-allocation altered during the two financial perspectives.

    I my current essay I tried to prove that the European Union modified its economic policy due to the financial and economic crisis and the fierce global competitiveness requirements. The main emphasis was laid on the increase of competitiveness. Competitiveness became preferred
    to cohesion and the economic and social closing up of the newly joined Middle-Eastern European countries. The funds for competitiveness for growth and employment increase by 6–7% yearly during the financial perspective between 2007–2013. On the contrary the funds for agriculture and rural development decrease by 3% yearly in this period. The tendency remains unchanged during the financial perspective 2014–2020.
    This tendency strengthens the establishment of the two speed Europe concept and causes tensions between the core regions and the peripheries.

  • Regional restructuring, reindustrialization and development of the higher education

    The development of the new economy in Hungary involves a complexity of economic and social processes. The sectoral structures and territorial location of the industy and the higher education show significant inequalities. Capital city concentration, low level of research orientation and insufficient linkages with industries are the most important barriers of the development of higher education and reindustrialization. The regional and cohesion policies need strong relations between economic restructuring and higher education development. The paper focuses on demonstrating the regional differences in these fields in southern and eastern Hungarian regions.

    The Lisbon Strategy of the EU promises a more competitive Europe with more and better workplaces, in addition to sustainability.
    Tobacco production is one of the most controversial industries of the agricultural sphere in the European Union. This crop is a „leader” of the world’s economic growth, a promoter of globalisation and has been an economic channel between America and Europe for more than 500 years. It is also a motor of technical development, due to its inducing effect on profitability and work efficiency. The tax competition of the states and the increase in consumption have become such a self-inducing system in which the increase of production created an increasing number of jobs, especially in tobacco growing, where the replacement of manual labour was much slower than the increase of the demand for raw material. The fact that smoking is becoming general should be handled as a social demand, though its health risks cannot be denied. However, the extreme objection to smoking cannot be accepted, especially not when it evokes social strains and concludes that people smoke because of tobacco production, al though the real situation is the opposite: People smoke in Europe, so the tobacco should be grown here, as is in our economic interest.
    There is a contradiction between the strategic objectives and the roles of the industry which should be ceased urgently. Al thong aim is the creation of jobs, stopping tobacco growing could result in unexpected agro-social disadvantages. Rejection of the industry’s sustainability questions the realization of the keystones of the strategy. Competitiveness, sustainability and social cohesion should be implemented as a unit of the strategy also in tobacco growing.

  • Development directions of microregional spatial environments

    The question how economic, technological and infrastructural developments, as well as products and technologies contribute to the unity and constant strengthening of the society is still unanswered both in Europe and the whole world.

    The current erosion of the society and the weakening social cohesion is a regrettable process. These phenomena are a barrier to real development processes and weaken the extension of the economic space; therefore, this negative process has to be stopped and turned into a positive direction.

    For this reason, it is increasingly urgent to work out new, feasible solutions, since it has become obvious that solutions whose sole aim is to increase profit typically weaken the indispensable unity of the society, market positions, innovation processes, as well as natural and environmental harmony.

    In this situation, we analysed and interpreted the disadvantaged and multiply disadvantaged microregional spatial environments, with special regard to the strategic developments that serve both the strengthening of the microsocieties of microregional spaces and the development of the economy and the extension of economic space.

    The identification of disadvantaged microregional spaces is basically done by means of economic indexes, but it is also important to emphasise that these indexes can only be interpreted with social indexes, as they define the situation of the microregional space and the possible development directions together.

    The constant strengthening of social unity (cohesion) and the related economic development is basically a new focal point and objective.

  • External governance and economic patriotism in European policies

    The concept of external governance tries to define the expanding scope of EU rules beyond EU borders. This article presents the theoretical foundations of the concept, differentiating the various institutional modes according to which external governance may take place. Due to the financial and economic crisis the European Union is forced to strengthen its competitiveness opposite to cohesion. In the second part of the study I present the five mechanisms by which the European Union may foster its position in the global competition. The five mechanisms are as follows: extension of the political space of the EU, expansion of the regulation mechanisms of the EU, active coaching of international organisations, territorial extension of the EU’s influence, division of the costs of globalization. After that I deal with the different forms of economic patriotism. Economic patriotism plays crucial role in maintaining the performance and strengthening the position of some preferred domestic industries, ‘national champions’. Tools of economic patriotism differ due to ideological affinities.

  • External (border) peripheries in Hungary

    This study examines the development of external (cross-border) peripheries, as well as the opportunities of catching up in view of the European integration, most specifically the unfolding of the Schengen processes. A conclusion is drawn that the paradigm shift that is to be expected in cross-border relations and the modern, mainly local, small region-based and inter-settlement forms of interregional cooperations could contribute to diminishing the highly unfavourable circumstances from the aspect of rural development and the fostering of the socio-economic cohesion of the Carpathian basin. The new institutionalised legal frameworks of cross-border relations, the EGTCs can successfully promote in the future the acquisition and more efficient use of different development resources, parallel to this the socio-economic catching up of adjacent peripheries, lagging regions on the two sides of the same borders. Above all, they can be important for the utilisation of the direct relations and local resources
    in the Hungarian–Slovak, Hungarian–Ukrainian and Hungarian– Romanian borders along the northeast part of Hungary and for the
    Hungarian–Croatian and Hungarian–Slovene border areas along South Transdanubia.

  • European Funds and the Evaluation of Their Application in the Northern Great Plain Region

    Presently, the process of regionalization is slowly progressing in Hungary. The regional institutional system is young and the institutional experiences are limited. The Hungarian regional development agencies are operated with a limited number of personnel and their budget is only a fraction of EU regional agencies of similar size. There is no unequivocal cooperation between regional development agencies and county development agencies. In the absence of these, the strategical objectives of the region cannot be aligned and the application of consistent development policies cannot be achieved. In the past five-six years the supports from EU Pre-Accession Funds, along with the new tools of regional development policies, have all contributed to the development of the North Great Plain Region. Phare projects – beside supporting development – have played a significant role in forming the approach of individuals who are actively involved in regional development, in promoting cooperation among cross-border and other regions, as well as in preparing the regions to accept EU structural funds. Prior to the May 1st, 2004 EU accession of Hungary, the North Great Plain Region received 24-25% in direct regional development funds in the Nineties. The support per capita in the case of TFC, TEKI and CÉDE has exceeded the national average. The North Great Plain Region has received support from investment type agricultural supports, the Employment Fund and the Touristical Directives that well exceeded the national average, from the sectoral resource funds. However, the applicants of the North Great Plain Region have received little support in the case of environmental, water management and especially road development supports. About 200 applications have been submitted for the SAPARD calls nationally, 32 of these were from the North Great Plain Region. The significance of cooperation among sub-regions is demonstrated by the fact that, except for 15 settlements in Szabolcs-Szatmár-Bereg county, all have submitted an application. The efforts of inhabitants is highlighted by the high number of submitted applications, as well as by the significant degree of own contribution. Still, the GDP of the North Great Plain Region has not increased, the rate and tendency of unemployment does not sufficiently reflect the positive effect of supports. The Regional Development Directive has provided support for the development of many small- and medium size enterprises, but their effect did not ensure a sustained economic growth.
    The greatest difficulty is that the number of dedicated professionals who are skilled in regional politics and regional development is few. However, advantages of our EU accession can only be exploited if a group of highly skilled professionals is provided on local, county, regional and national level as well. Thus, we need a group of professionals who are informed about the European Union, the EU support forms and most of all about the operation of Structural Funds and Cohesion Funds to establish the suitable institutional background for professionally handling the funds obtained from the EU, to prepare the professional documents to access the funds and to generate development projects to efficiently use the funds as well as establishing connections with the institutions of the EU. Appropriate share from funds coming from the EU is only possible if the country, certain regions, counties and sub-regions can achieve rapid results in the areas listed above.
