The Target Areas of Regional Development, Tool and Institutional Background, its Present and Future Prospects
138-142Views:119Regional politics determines the aims of regional structures, and the tools with the institutional background on the whole necessary achieve these. Realizing the aims of regional politics is a precondition of executing the basic principles of regional development and politics. The regional institutional system for handling the decentralized financial resources has not evolved in Hungary yet. The professional institutes for preparing the programs have not been set up, and the management of execution is slowly taking shape. There are still deficiencies in the domestic application of concentration and addition principles. A number of funds are provided on a national level, that are directly or indirectly aimed at regional development. The obvious coordination among the funds is not carried out neither on a national, nor on a regional level, partly to avoid parallel consumption aims. The future of Hungarian spatial structure depends on the type of decentralization strategy the country will follow for the new resources after the accession. Total decentralization offers the most efficient solution for Hungary.

European Funds and the Evaluation of Their Application in the Northern Great Plain Region
191-198Views:87Presently, the process of regionalization is slowly progressing in Hungary. The regional institutional system is young and the institutional experiences are limited. The Hungarian regional development agencies are operated with a limited number of personnel and their budget is only a fraction of EU regional agencies of similar size. There is no unequivocal cooperation between regional development agencies and county development agencies. In the absence of these, the strategical objectives of the region cannot be aligned and the application of consistent development policies cannot be achieved. In the past five-six years the supports from EU Pre-Accession Funds, along with the new tools of regional development policies, have all contributed to the development of the North Great Plain Region. Phare projects – beside supporting development – have played a significant role in forming the approach of individuals who are actively involved in regional development, in promoting cooperation among cross-border and other regions, as well as in preparing the regions to accept EU structural funds. Prior to the May 1st, 2004 EU accession of Hungary, the North Great Plain Region received 24-25% in direct regional development funds in the Nineties. The support per capita in the case of TFC, TEKI and CÉDE has exceeded the national average. The North Great Plain Region has received support from investment type agricultural supports, the Employment Fund and the Touristical Directives that well exceeded the national average, from the sectoral resource funds. However, the applicants of the North Great Plain Region have received little support in the case of environmental, water management and especially road development supports. About 200 applications have been submitted for the SAPARD calls nationally, 32 of these were from the North Great Plain Region. The significance of cooperation among sub-regions is demonstrated by the fact that, except for 15 settlements in Szabolcs-Szatmár-Bereg county, all have submitted an application. The efforts of inhabitants is highlighted by the high number of submitted applications, as well as by the significant degree of own contribution. Still, the GDP of the North Great Plain Region has not increased, the rate and tendency of unemployment does not sufficiently reflect the positive effect of supports. The Regional Development Directive has provided support for the development of many small- and medium size enterprises, but their effect did not ensure a sustained economic growth.
The greatest difficulty is that the number of dedicated professionals who are skilled in regional politics and regional development is few. However, advantages of our EU accession can only be exploited if a group of highly skilled professionals is provided on local, county, regional and national level as well. Thus, we need a group of professionals who are informed about the European Union, the EU support forms and most of all about the operation of Structural Funds and Cohesion Funds to establish the suitable institutional background for professionally handling the funds obtained from the EU, to prepare the professional documents to access the funds and to generate development projects to efficiently use the funds as well as establishing connections with the institutions of the EU. Appropriate share from funds coming from the EU is only possible if the country, certain regions, counties and sub-regions can achieve rapid results in the areas listed above. -
Regional Development Differences in Hungary and the Northern-Great Plain Region
62-71Views:207The most important endeavour of European Union’s regional policy is to moderate disparities. An emphasised strategic objective of member states, based on the principle of solidarity, fairness and justice, is to develop regions and almost forty percent of the common budget is devoted to achieving this objective.
Hungary, as a full EU member state, will get a new chance for underdeveloped regions, especially for the Eastern-Hungarian as well as the North Hungarian and North Plain Region.
The differences in development among the regions are significantly influenced by the economic characteristics of the specific region, quality and quantity of human resources, accessability of the region and other factors influencing local quality of life beside natural conditions.
The new spatial structure was formed by change of regime, processes of the nineties, primarily the economic renewal based on foreign capital investments and the crisis phenomena in parallel with these. The economic, political and social consequences of the transformation significantly changed spatial structure and increased disparities. New disparities formed which were further aggravated as a consequence due to the formation of the eastern-western slope and local crisis zones. As a result of the outstanding development of the capital, the long term differentiation of regional development differences can also be detected when examining the regional distribution of Hungarian gross domestic product. The collapse of heavy industry and agricultural mass production based on the eastern markets primarily affected the north-east counties in the eastern part of the country.
Strengthening regional competitiveness is of key importance for the region, which requires the application of consistent development policy. The most important is economic development which, if it operates well, also infers the possibility of establishing welfare infrastructures. Drawing in external sources to ease the significant lack of capital is important for the processing industry and the development of supplier networks. Agricultural development also plays an important role in transforming economic structure, since the characteristics of the region, its traditions and long term competitive advantages are favourable, therefore it is going to represent a higher ratio within the economy than the EU average. The modernisation of the agricultural sector can be promoted by supporting market accession, quality agricultural production and stimulating producer-retailer cooperation. The development of transportation and informatics infrastructure as well as human resource development plays a significantly important role in the development of the region.
In conclusion, the implementation of such a consistent regional development policy is required in the future, based on the strengths of the region, that serves the most efficient utilisation of regional development funds through the implementation of regional policy principles and prevents the irreversible decay of the region while promoting rapid development. -
Regional innovation: State of the art in the Észak-alföld region
139-143Views:94Innovation and innovation performance is gaining increasing importance in European policy, as the targets determined by the Lisbon priorities related to innovation seem to be still far away from the reality in some European countries and at EU level as well. Although the economic crisis determined the priorities of economic development and made it more complicated to dedicate more budget of Research and Development, one of the five ambitious objectives of the EU’s growth strategy for the coming decade: Europe 2020: A strategy for smart, sustainable and inclusive growth is still focusing on innovation. As the Lisbon Strategy determined the paths for national targets in the given areas, Europe 2020 will be adopted as well by the Member States.
In this context, the current work would like to give a short overview how Lisbon Strategy effected the national and regional innovation system in Hungary and will analyze its impact on Észak-Alföld’s region Research, Development and Innovation performance in the recent years and the transition of regional innovation governance system. -
Renewal of the city network in Szabolcs-Szatmár-Bereg country after the political restructuring
21-25Views:119After World War I., but especially from the second half of the 20th century the public policy development is determinative in urban development. The urban and the country planning appears under the auspices of the regional development policy between the world wars. After 1945 the primary goal in economic and development policy was the socialist industrialization, with a priority on cities. In this period the driving force in urban development primarily were the industrial installations. As a result, economic and social structure was transformed. It is a fact, that planned economy gave a huge impulse to city network, which determine the trend of cities up to this day. After the regime change, as an effect of escalation of regional differences and as a result of economic processes the urban development took new directions. The state intervention changed, and the principles of decentralization prevailed in resource allocation. The private and non-profit sector appears in urban development, the governments gain more important roles. These three sectors became the movers of local development. To recognize the main trends of urban development in Szabolcs-Szatmár-Bereg County, the local area development funds were examined in a special way in a given period. This study will show, the main tendencies of the consumption of decentralized regional development funds between 1996–2008, in the cities of Szabolcs-Szatmár-Bereg County. This study also gives an answer for which factors convert the renewal of city network of Szabolcs-Szatmár-Bereg County after the regime change.

Regional restructuring, reindustrialization and development of the higher education

The sectoral structures and territorial location of the industy and the higher education show significant inequalities. Capital city concentration, low level of research orientation and insufficient linkages with industries are the most important barriers of the development of higher education and reindustrialization. The regional and cohesion policies need strong relations between economic restructuring and higher education development. The paper focuses on demonstrating the regional differences in these fields in southern and eastern Hungarian regions.

Examination of the sub-regions in the North Great Plain Region
158-163Views:122Before Hungary joined the European Union – in order to gain access to the sources of Structural Funds and to create the expected regional information service – a build up of five-level territorial system was indispensable. Both in the EU and in Hungary, there are significant differences among regions. The aim of regional policy is to reduce differences regarding development and living standards, in order to guarantee a reasonable living standard and income for every region’s inhabitants in the EU.
In Hungary, during the last decade, the effects of regional difference grew. While the advantage of the leading capital and its agglomeration and the eastern and western parts of Transdanubia was growing, meanwhile the most undeveloped areas' rates of development remained under the mean. The underdeveloped areas are in the northeastern part and in Southern Transdanubia. The developmental differences lead to such great social asymmetries, that these simply beg for remedying.
In this study, I would like to present the sub-regions of the North Great Plain Region and uncover the possible reasons of the developmental differences. -

The characteristics of the resource needs of innovative businesses
123-127Views:133Every university was funded in different historical periods with particular feature, particular political system, particular proprietory structure and particular economic background, which characterised the particular era. The historical antecedents considerably influenced the situation and role of the institutions as well as the course of their development. Although they had common features but their spatial projections are very dissimilar. In the 19th and 20th century Hungarian history – in the periods of economic integration with the modification of political system and transformation of the social background – the economic and social functions of tertiary education underwent considerable changes, which started to accomplish by the second half of the 20th century and the early 21st century. To moderate regional disparities, European and Hungarian regional development policy considers particular importance to the economic structure of the regions and their potential to be reformed, which is one of the corner stones of compatibility. Considering the more and more diversifying functions of universities, the question is, which factor is more significant; tertiary education or the relation between the sectors of national economy. The possible correlations we presented through the economic structure and the transformation of tertiary education functions of the integration periods.

Economic policy strategy of UNITAB
83-90Views:87Under the leadership of the International Association of Tobacco Producers – UNITAB – there is a struggle going on for stabilizing the situation of European tobacco growers. UNITAB unites the tobacco associations and tobacco growers of all EU countries.
Tobacco production ensures economic stability for more than 100 thousand small- and medium-sized farms in the rural areas of 10 EU countries. In addition, its social importance in the survival of rural communities is emphasized by the 400 thousand direct or related seasonal jobs.
Within the framework of the CAP reform, the European Union is gradually changing the regulations of production. This is based on the decoupling of subsidies, which will be implemented in two phases. Between 2006 and 2009. the decoupling will be 40% and then after 2010, 50% (the other 50% will be used for restructuring within the second pillar). The question is raised, how will the second 50% be restructured to the second pillar. Between regions and how it can be ensured that this support would go to tobacco production.
With its participation in the principles of the European Tobacco Charta, UNITAB targets for production under economically-balanced conditions, the production of products meeting the customer requirements, consideration of the working conditions (especially for seasonal workers) and adherence to the health regulations related to the consumption of the end product already in the production and environmental protection. They aim to ensure the survival of the sector via tobacco growing with sustainable development and high quality. To maintain the continuity, there is a need for the support of regional, national and EU authorities. Future of the sector is dependent upon adaptation of tobacco growers and upon meeting the social expectations.
According to UNITAB, efforts should be made to modify the decisions so that the majority of the funding could be used by the grower. The tobacco industry has been able to effectively fight for its survival. -
Correlations of the global, regional and local factors of the anthropogenic effects on the water reserves of the Earth’s crust
85-92Views:114The decrease in Earth's drinking water resources and the degradation of its quality has become a critical problem. Our planet's total water supply is estimated to be around 2 billion km3s. This is only 1% of Earth's own weight. Of this small amount only a tiny 3% is fresh water, of which 79% is forzen in glaciers and 1% is present as surface waters.The ratio of water stored in soil is around 20%. This is 0.2% of the total water supply. Our study aims to summarize the layered groundwater aquifer systems and its changes which are the results of anthropogenic effects in both global and hungarian respects and also for the region of Debrecen.In particular with regard to the geological and ecological level where irreversible
processes take place. All this is discussed in the context of cause and effect. Pointing out the dangers of excessive deep groundwater extraction and the contamination caused by toxic substances that are the byproducts of modern life. In addition we discuss the Water Directive of the European Union which gives a policy for community action concerning the goal to achive the status of „in good condition” for our waters till 2015. -
From the Concept of Sustainable Development to the Subsidies of Agricultural Environmental Management
354-361Views:92The most important aim of the study is to introduce the theoretical background of my PhD dissertation – agricultural environmental management –, in order to help the scientific foundations for my dissertation, which is in progress. For this reason I will try to clarify and systematize facts found in the special literature according to my own thoughts, from a new aspect.
In my study, I therefore attempt to introduce the theoretical background of sustainable development as pertains to the subsidies of agricultural environmental management (National Agricultural Environmental Management Program, National Regional Development Plan, agricultural environmental management measures). Having clarified the concepts I place sustainable development in the economic theories directed to the treatment of environmental problems, introduce where subsidies are within the environmental regulation implements and I dwell on to the institutional questions in the explanation. I then study questions of sustainable agricultural economics. Accession to the European Union has to be considered as one of the most important concrete motivities of domestically coming into prominence of agricultural environmental subsidies therefore I think it is important to study how the problematic of sustainable development, sustainable agricultural development and agricultural environment protection worked out in the EU. Finally I survey the main characteristics of domestic agricultural environment management programs fitting into the theories explained above, how the program adjusts to the theories of sustainable development and sustainable agricultural development.
In the dissertation I begin with sustainable development as the broadest theoretical background, then I survey a narrower category, the theories of sustainable agricultural development and how concrete agricultural environmental programs fit into the studied theoretical relations. -
Objectives of the EU in the field of biomass use and utilisation

The institutional background of local sustainability strategies

From the aspect of the hierarchy of government organization in Hungary it means that there are institutions on the central government’s side – different ministries or other governmental institutions – the role of which is mainly coordination; and local governments (regional and local as well) also form their institutions at the municipality.
It is important to examine the institutional background, as in Hungary the formation of sustainability policy is still in its infancy, so it is well worth taking the institutional background of countries the circumstances of which are similar to ours and have successful sustainability policies as a basis. In this presentation I will examine whether the top-down or the bottom-up approach is chosen, which institution is in charge of the process, what the legal background is like, and what sources are available for use in these countries. -
Mitigation and adaptation measures in the hungarian rural development programme

Under Axis 1 farmers can receive support for farm modernisation that will help them adapt to climate change. The processing industry will also be able to use the available resources for capital expenditure on buildings and new equipment. Axis 2 and especially the soil and water package within the agrienvironmental
measure aim to support production methods, which protect soil quality and will help adaptation to climate change. Measures of Axis 3, such as basic services for the economy and rural population, village renewal and development will provide local communities the opportunity to identify actions that can be undertaken to deal with the effects of climate change. On the other hand, the extension of forest resources contributes to climate change mitigation and enhances carbon sequestration. New methods have been elaborated to the sustainable regional water management, irrigation, water regulation, defence against internal water, and soil protection established. Water management contributes to the balance of water quantity on one side, but also to mitigating the climate change on the other. -
On the connection between spatial development and sustainable landscape in the Northern Great Plain region
145-148Views:71This paper tries to find connection between sustainable landscape and spatial development policy of the Northern Great Plain region on the basis of specific examples explained in scientific literature. Searching for the common roots of spatial development and sustainability the paper explains two interpretations of sustainability from the view point of landscape, than the most significant element of current landscape change – the polarization of landscapes – will be introduced. This trend in landscape change basically determines the direction of spatial development. This paper analyses the Northern Great Plain region from two different approaches. In the first grouping the region is exposed from the view point of spatial development. In the second partitioning the area is divided into subject matters based on the principles of sustainability and polarization of landscape. This research – analyzing development plans and strategies – considers the current situation within the subject matters.

The structure of tertiary education, training and research potential influencing factors
49-53Views:143Nowadays more and more pronounced demand for tertiary education appears as an output of the labor market and the real labor market needs coordination of intention. A necessary condition for the long-term sector strategies, conscious coordination. In Hungary – the sector management level – headed tertiary education training structure and the transformation of the institutional network. There is a close relationship between training supply and research and development potential, as an institution typically the same disciplinary education and research base continues. Based on this, we assume that the structure of the training may influence the development of the restructuring of the research and development potential as well. The institutional network reorganization (merger, liquidation, establishment of new institutions) is expected to result in a former spatial structure of tertiary education in the modification, which in itself is a training and research supply spatial rearrangement may apply. Against this background, questions have been raised as to how the objectives in the current tertiary education strategy for economic operators serving the needs of each territorial unit, how the institution fits into network transformation of economic structure and labor market needs of the regions.
In order for the Hungarian tertiary education can meet the requirement for industry standards, an essential part of the structure of industries, and the changes occurring in the economic structure, trends and industry relations in the investigation. On the other hand, we do not ignore those factors are not, which have a determining influence on the tertiary education institutions in training and R&D supply. As part of this study in tertiary education institutions will be examined possible factors influencing education, research and development demand and supply, which gets a prominent role in the economic structure of relations between the territorial dimension in the evolution of discount factors and the nature of particular sectors.

Cohesion and competitiveness of the European Union at strategic level
29-33Views:111After the relaunchment of the Lisbon strategy, the cohesion policy of the EU concentrates even stronger on the establishment of the knowledge based economy, on R&D activities and innovations. In the first chapter I demonstrate the funds division of the convergence and regional competitiveness targets in the financial perspective between 2007–2013. The first sheet shows unambiguously that the new member states from Middle-Eastern Europe and the Mediterranean countries spend their funds on convergence and cohesion issues. The situation is contrary in the highly developed Western-European countries, in the core regions, where decisive part of the funds are spent on competitiveness issues. In the second chapter of the study I present the Europe 2020 strategy of the EU, that is a crucial paradigm change in the European strategy-making. While the Lisbon strategy focused on the social cohesion of the European Union, the Europe 2020 strategy strives the fostering of the European competitiveness. In the third part of the study I make a comparison how the funds-allocation altered during the two financial perspectives.
