  • The characteristics of the resource needs of innovative businesses

    Every university was funded in different historical periods with particular feature, particular political system, particular proprietory structure and particular economic background, which characterised the particular era. The historical antecedents considerably influenced the situation and role of the institutions as well as the course of their development. Although they had common features but their spatial projections are very dissimilar. In the 19th and 20th century Hungarian history – in the periods of economic integration with the modification of political system and transformation of the social background – the economic and social functions of tertiary education underwent considerable changes, which started to accomplish by the second half of the 20th century and the early 21st century. To moderate regional disparities, European and Hungarian regional development policy considers particular importance to the economic structure of the regions and their potential to be reformed, which is one of the corner stones of compatibility. Considering the more and more diversifying functions of universities, the question is, which factor is more significant; tertiary education or the relation between the sectors of national economy. The possible correlations we presented through the economic structure and the transformation of tertiary education functions of the integration periods.

  • The structure of tertiary education, training and research potential influencing factors

    Nowadays more and more pronounced demand for tertiary education appears as an output of the labor market and the real labor market needs coordination of intention. A necessary condition for the long-term sector strategies, conscious coordination. In Hungary – the sector management level – headed tertiary education training structure and the transformation of the institutional network. There is a close relationship between training supply and research and development potential, as an institution typically the same disciplinary education and research base continues. Based on this, we assume that the structure of the training may influence the development of the restructuring of the research and development potential as well. The institutional network reorganization (merger, liquidation, establishment of new institutions) is expected to result in a former spatial structure of tertiary education in the modification, which in itself is a training and research supply spatial rearrangement may apply. Against this background, questions have been raised as to how the objectives in the current tertiary education strategy for economic operators serving the needs of each territorial unit, how the institution fits into network transformation of economic structure and labor market needs of the regions.

    In order for the Hungarian tertiary education can meet the requirement for industry standards, an essential part of the structure of industries, and the changes occurring in the economic structure, trends and industry relations in the investigation. On the other hand, we do not ignore those factors are not, which have a determining influence on the tertiary education institutions in training and R&D supply. As part of this study in tertiary education institutions will be examined possible factors influencing education, research and development demand and supply, which gets a prominent role in the economic structure of relations between the territorial dimension in the evolution of discount factors and the nature of particular sectors.

  • Slovenian economy in the grip of credit crisis – How to proceed?

    The Slovenian economy has been through steep ups and downs post-EU accession (2004), and is at the crossroads again. The period 2004–2008 was characterized by balanced monetary and fiscal policies resulting in the adoption of the Euro (2007), coupled with overheated economic growth and propelling corporate indebtedness, fuelled by rapid credit expansion from cheap and abundant foreign funding.

    The global financial crisis has exposed the “home-grown” vulnerability of the Slovenian economy, bringing about the second largest GDP fall (9.4%) in the Eurozone after Greece, with a double-dip recession (2009, 2012–13). Growth rebounced in 2014 to 2.6% from its low, but the competitiveness of the Slovenian economy continued to slide in international rankings. For further recovery Slovenia, squeezed by high public debt at 82% of GDP, credit contraction despite EUR 5bn state aid injected into the 70% domestically (basically state) owned banking sector, and the continued threat of massive bankruptcy and debt overhang in the corporate sector, has 3 fundamentally different policy options.

    − Profound restructuring of the banking system and the real sector, on the basis of earnest privatization and voluminous FDI inflow.

    − Slow creditless recovery due to half-hearted reforms in the financial system and corporate sector.

    − Substituting wide-ranging micro level restructuring with Government-stimulated credit expansion, reproducing current tensions in even higher magnitudes in the future.

    In the current state of the Slovenian economy, equity-led growth, combined with far-reaching institutional reforms seems the only choice in laying the foundation for long-term sustainable economic development. This study outlines the critical further steps in re-invigorating the financial system, utilizing also the proposals elaborated by the author and his banking team for the Slovenian macro policy decision-makers.

  • Coherence and connection between the good pond culture practice and the environment conscious management

    According to the data indicating the decline and restructuring during the past decade, as well as the trend in the European Union member states, it can be expected that the role of traditional agriculture and fish production in direct rural employment decrease further. This also values those strategic directions for restructuring that will lead fishculture from quantity driven to quality production along with sustainable development (i.e. environmental conscious production) and multifunctional farming. This way the economic and social tensions caused by the concentration of the production and labour output can be mitigated.
    It is laid in the 1257/1999 Act on rural Development that farmers that enrol the agri-environmental scheme should follow the “Good Agricultural Practice” on the whole managed area. In case of agri-environmental schemes this is a precondition for which no grants are given.
    The adaptation of “Good Agricultural Practice” in fishproduction,where it is called: “Good Pond Culture Practice” is considered important on the basis of the above mentioned. This programme is undertaken in co-operation with the Research Institute for Aquaculture, Fisheries and Irrigation, University of Debrecen, Faculty of Agricultural Economics and Rural Development and the Association of Hungarian Fish Farmers and Product Council.
    The European Commission proposed the formulation of the European Fisheries and Aquaculture Fund (EFAF) for the period 2007-20013, which will replace the Financial Instruments for Fisheries Guidance (FIFG), but it also consists of several new elements and will be working differently, too. According to the proposal the budget for the Fund will be nearly 5 billion EUR (4963 million EUR). The development level of aquaculture and fisheries and the social and economic significance in the given member state will be considered when distributing the Fund between the Member States.
    According to the plan the Fund is organised along five priority axes, of which the most important for the Hungarian fisheries sector is No. II: Aquaculture and the processing and marketing of aquaculture and fisheries products. The main measure areas are the followings:
    1. investment support for aquaculture;
    2. support for aquatic-environmental schemes;
    3. environmental- and animal health issues;
    4. investments in processing and marketing
    In case of accessing support under measure area No. 2 farms are obliged to meet the requirements of the scheme beyond the “good management practice” for 5 years, which is to be supervised by the approved body of the Member State. For this reason our work is considered to be substantial.
    Approval of the application of “Good Pond Culture Practice” is based on two elements: first the prevailing environmental and nature conservation regulations, as well as the list of controllable conditions in the new agri-environmental agreements are to be met. “Good Pond Culture Practice” are to be conducted on the whole farm area. Its main elements are:
    - nutrition management,
    - feeding,
    - pond maintenance,
    - stocking,
    - harvesting,
    - animal welfare (storage and over-wintering).

  • Regional restructuring, reindustrialization and development of the higher education

    The development of the new economy in Hungary involves a complexity of economic and social processes. The sectoral structures and territorial location of the industy and the higher education show significant inequalities. Capital city concentration, low level of research orientation and insufficient linkages with industries are the most important barriers of the development of higher education and reindustrialization. The regional and cohesion policies need strong relations between economic restructuring and higher education development. The paper focuses on demonstrating the regional differences in these fields in southern and eastern Hungarian regions.

  • Renewal of the city network in Szabolcs-Szatmár-Bereg country after the political restructuring

    After World War I., but especially from the second half of the 20th century the public policy development is determinative in urban development. The urban and the country planning appears under the auspices of the regional development policy between the world wars. After 1945 the primary goal in economic and development policy was the socialist industrialization, with a priority on cities. In this period the driving force in urban development primarily were the industrial installations. As a result, economic and social structure was transformed. It is a fact, that planned economy gave a huge impulse to city network, which determine the trend of cities up to this day. After the regime change, as an effect of escalation of regional differences and as a result of economic processes the urban development took new directions. The state intervention changed, and the principles of decentralization prevailed in resource allocation. The private and non-profit sector appears in urban development, the governments gain more important roles. These three sectors became the movers of local development. To recognize the main trends of urban development in Szabolcs-Szatmár-Bereg County, the local area development funds were examined in a special way in a given period. This study will show, the main tendencies of the consumption of decentralized regional development funds between 1996–2008, in the cities of Szabolcs-Szatmár-Bereg County. This study also gives an answer for which factors convert the renewal of city network of Szabolcs-Szatmár-Bereg County after the regime change.

  • In and out of the crisis − Greece

    Facing an unprecedented crisis, both Greece and the international actors have been struggling to facilitate a solution that assures sustainable growth through restructuring the economy and the national accounts. However, enduring solutions cannot be born but through a very thorough understanding of the root causes and the nature of the problem. A country far from fully exhausting her resources is also experiencing increasing tension in the society. Highlighting some key characteristics of the most relevant parties, the factors undermining the society and the real growth potential of the country will be addressed and challenged with key economic principles. This cross-sectional study aims to pave way to a more comprehensive approach to prevent any disagreements or delays that was experienced in late 2013. The findings refer to the assets of the country and identify some basic requirements to boosting the Greek economy. The lessons learned and the growth potential of the country is being discussed in the concluding remarks, pointing to some factors to be considered in the future.

  • Economic policy strategy of UNITAB

    Under the leadership of the International Association of Tobacco Producers – UNITAB – there is a struggle going on for stabilizing the situation of European tobacco growers. UNITAB unites the tobacco associations and tobacco growers of all EU countries.
    Tobacco production ensures economic stability for more than 100 thousand small- and medium-sized farms in the rural areas of 10 EU countries. In addition, its social importance in the survival of rural communities is emphasized by the 400 thousand direct or related seasonal jobs.
    Within the framework of the CAP reform, the European Union is gradually changing the regulations of production. This is based on the decoupling of subsidies, which will be implemented in two phases. Between 2006 and 2009. the decoupling will be 40% and then after 2010, 50% (the other 50% will be used for restructuring within the second pillar). The question is raised, how will the second 50% be restructured to the second pillar. Between regions and how it can be ensured that this support would go to tobacco production.
    With its participation in the principles of the European Tobacco Charta, UNITAB targets for production under economically-balanced conditions, the production of products meeting the customer requirements, consideration of the working conditions (especially for seasonal workers) and adherence to the health regulations related to the consumption of the end product already in the production and environmental protection. They aim to ensure the survival of the sector via tobacco growing with sustainable development and high quality. To maintain the continuity, there is a need for the support of regional, national and EU authorities. Future of the sector is dependent upon adaptation of tobacco growers and upon meeting the social expectations.
    According to UNITAB, efforts should be made to modify the decisions so that the majority of the funding could be used by the grower. The tobacco industry has been able to effectively fight for its survival.
