The strengthen of the second pillar in the European Union and Hungary
88-94Views:101The Common Agriculture Policy (CAP) took shape in the early 1960s. At that time the first action was to stop food shortages. Among the objectives of the Treaties of Rome appeared the subvention of rural development had not yet.
Rural development appeared, in 1992, in connection with accompanying measures, and by end of decade, the European Agricultural Model had taken shape. Agenda 2000 pointed out the direction of rural development and introduced the first and second pillars in the CAP. The regulations of rural development were simplified by 1257/1999/EC, which stressed the importance of rural development to and it has to continue the principle of subsidiarity and has to be decentralized.
The last enlargement raised new problems, the mid-term review of Agenda 2000 occurred and resulted in a new CAP-reform in 2003. The 1783/2003/EC rural development regulation modified the previous regulation. According to the new regulation it is necessary to strengthen the new rural development policy, enlarge the circles of accompanying measures, place greater emphasis on requirements of environment, human resource, animal welfare and plant health. Digression and modulation take part in the new CAP-reform in order to increase the role of rural development in the common budget.
In the next budget from 2007-2013, the European Union wants to create a single rural development fund and simplify programming, financing, monitoring. The EU wants to enlarge the instruments of rural development with a four axis model. -
Reduction of ragweed pollution in industrial utilization system
69-72Views:129In Hungary 6.2 billion hectares are used for agricultural and from this area 5.0 billion are polluted by ragweed. In addition, the export of agricultural products will be threatened because of their pollution. Ragweed results also problems in human medicine because of its pollen allergy. More than 30% of the habitants are affected directly or indirect by allergyc diseases. On an annual basis nearly 60 billion HUF is spent on defense against ragweed. From this budget 30 billion HUF comes from the damage of the agriculture and other 30 billion for the cost of the therapy and health insurance. To solve the problems caused by ragweed needs new ideas. The proposals are the gathering and comprehensive utilization. A leap forward, from the ragweed new, market–orientated product should be developed.

Comparative examination of the tillage systems of maize on meadow chernozem soil
21-24Views:206Maize production plays a major role in the agriculture of Hungary. Maize yields were very variable in Hungary in the last few decades. Unpredictable purchase prices, periodical overproduction, the increasing occurrence of weather extremities, the uncertain profit producing ability, the soil degradation processes (physical, chemical and biological degradation) and the high expenses are risk factors for producers. Due soil tillage, there is an opportunity to reduce these risks. Based on the experimental database of the Institute of Land Utilisation, Regional Development and Technology of the University of Debrecen, Centre for Agricultural and the KITE Plc., various cultivation systems were examined with maize (Zea mays L.) as indicator plant in Jász-Nagykun-Szolnok country in 2012 and 2013. The sample area can be found in the outskirts of Kenderes on a meadow chernozem soil. On the examined plot, strip-tillage, subsoiling and moldboard ploughing were performed, each on 4.5 ha, respectively.
In general, our findings show, that strip-tillage and subsoiling can be alternative tillage systems beside moldboard ploughing on meadow chernozem soils in Hungary.
