  • Language and the Continental Congress: Language Policy Issues in the Founding Documents of the United States from 1774 to 1789

    Although neither the first nor the second constitution of the United States contains any references to the role of languages in the process of nation-building, a few language-related issues emerged from time to time during the early congressional debates and deliberations. These sporadic instances mostly framed the English language as a “pragmatic instrument” rather than a “national ideological symbol.” Consequently, no serious attempts were made either to officially adopt it as the majority language or to enhance its societal role and capacity in identity formation by legislative fiat. The apocryphal accounts of disestablishing English and installing, for example, French, German, or Latin as the de jure official language after the American Revolution probably belong to the realm of language policy myths. Drawing on key legislative documents during the critical years of the founding of the United States and employing language policy classification schemes based on the works of Anderson, Wiley, and Ruiz, the essay proposes a comprehensive overview of how, when, and in what contexts language-related references appeared.     Hungarian cultural policy makers denied Hungarian viewers access to American films between 1949 and 1956. Hollywood movies were publicly shown again behind the Iron Curtain from 1957 in spite of hostile American–Hungarian bilateral relations after the crushing of the Revolution of 1956. The de-Stalinized cultural policy of Hungary allowed for one third of the films released in Hungarian cinemas to come from capitalist countries. In the 1970s the United States became the largest non-socialist film exporter to Hungary and Hollywood export “sky-rocketed” at the end of the decade. The annual purchase of thirteen to twenty-nine American films still made it possible to apply ideological filters; however, only a part of the films released in Hungary could be regarded as useful in representing negative social trends in the United States. The majority of Hollywood movies screened in Hungary should rather be labeled as entertaining, and these served leisure on one hand and financial considerations on the other. Entertainment was recognized as a legitimate demand of the public after 1956 and the program of the cinemas had to be supplemented from Western sources. In the 1970s Hollywood became the number one Western movie entertainer in communist Hungary. The narrowing budgetary sources of cultural policy and the need for self-financing also paved the way for this tendency. (RT)

  • Through A Xenophobic Lens: Degeneration Theory in W. Christy Cabanne’s Martyrs of the Alamo

    At the turn of the twentieth century, social theories developed in both the U.S. and Europe suggested that those at the top, or those most well endowed with good genetics, would stay that way, while those with poor genetics had little hope of changing their circumstances.  Degeneration theory, as this concept was called when it took root in the United States from the late 1890s, before it had evolved to formally become eugenics in the 1910s, and beyond. While eugenics offices opened in Berlin in 1905, in England in 1907-08, and in the United States in 1910, there were many forms of it, including degeneration theory. What bound all the theories together was the notion of biology and heredity.

                Westerns like Martyrs of the Alamo became a vehicle to explore these concerns because they inundated everyday Americans with illustrations of national identity. Films like these often mixed fantasy with ideology. This is clearly evident in W. Christy Cabanne’s anti-Mexican sentiment in Martyrs of the Alamo. Examining Cabanne’s film through the lens of degeneracy theory provides a greater understanding of American social concerns in the 1910s. These concerns, characterized by xenophobic depictions of immigrants, particularly Mexicans, culminated in the linking of immigrant bodies and disease with heredity and genetics, namely through theories of degeneration . Cabanne’s Martyrs of the Alamo suggests, through the reproduction of the conflict surrounding the Alamo Mission, that the alternative to “race suicide” is a fantasy of American heroism, collectivism, and cultural exclusion.   • Royall Tyler in Hungary: An American of the League of Nations and Hungarian Reconstruction Efforts, 1924–1938

    American-Hungarian relations were rarely closer on the personal level than in the interwar years. Although the United States followed the path of political and diplomatic isolation from Europe in the 1920s and 1930s, and its absence in the League of Nations was conspicuous, in the financial and economic realm it remained more active, and many Americans worked in the various reconstruction projects across Europe either in their private capacities or under the auspices of the League. Royall Tyler was one such person who spent the larger part of the 1920s and 1930s in Hungary. Since the start of the financial reconstruction of Hungary in 1924, Tyler was a constant participant in Hungarian financial life, a contact between the Hungarian government and the League of Nations, and a sharp observer of events throughout the years he spent in Hungary and Europe. This essay focuses on his activities concerning Hungary’s financial and economic reconstruction and recovery. (ZP)

  • Eugene Havas and an Early Attempt at Personal Diplomacy to Normalize US-Hungarian Relations, 1960-1964

    After the fall of the 1956 Hungarian Revolution and War of Independence, communist Hungary had struggled to break out of diplomatic isolation. The government formed by Secretary General of the Hungarian Socialist Workers’ Party János Kádár had not been recognized by the Western powers, including the United States of America. American- Hungarian bilateral relations, therefore, were rather strained, and before the restitution of Hungary’s full status in the United Nations Organization, the US minimized the communication between the two countries. To change this, the Hungarian Ministry of Foreign Affairs and Intelligence Service working under the aegis of the Ministry of Internal Affairs endeavored to engage expatriates—more or less famous or well-known professionals who still had some family connection to Hungary—as amateur gobetweens and semi-assets in order to find channels of communication with the American political elite and thus, via personal diplomacy, foster better relations between the two countries. The essay discusses the case of Eugene Havas (1899-1967), American economic expert and journalist of Hungarian decent. The representatives of the Kádár regime had great expectations towards him as an intermediary, this notwithstanding, as the essay will conclusively demonstrate the effect of Havas’s activities remained rather limited.   • The Image of Immigrants as Anarchists in the American Press, 1886-1888

    The article analyzes the American press coverage of anarchism and anarchists between 1886 and 1888. The bomb explosion during the May 4, 1886, mass protest in Chicago started a wave of “anarchism scare” that swept through the United States. Anarchism and anarchists became one of the major public topics of the period. Relying on theoretical concepts such as libertarian press theory and René Girard’s idea of the scapegoat, and applying the method of critical discourse analysis, I explore how local and metropolitan US newspapers framed anarchism as a foreign ideology professed only by immigrants, making them the collective scapegoat for the social upheaval. The press set the standard of “appropriate behavior,” according to which all patriotic and loyal citizens were to accept the political and economic system and those who thought otherwise were branded anarchists and foreigners. Therefore, the American press proved to be an important pillar of the sociopolitical system. (KW)

  • Migrants and Disaster Subcultures in the Late Anthropocene: An Ecocritical Reading of Octavia Butler’s Parable Novels

    Affected by a shocking concatenation of ecological, economic, and political disasters, black, white, and multiracial characters in Octavia Butler’s Parable of the Sower (1993) and Parable of the Talents (1998) seek to cope with apparently insurmountable difficulties. These Afrofuturist Parable novels render a disintegrating US society in the 2020s-2090s, which is torn by internal and external chaos: it shows visible signs of pandemonium involving the crisis of individual, communal, and ecological survival. This ecocritical reading seeks to explore how Butler’s novels make up the fictional tapestry of an evolving human risk narrative whose anthropogenic effects on the planet might threaten an “ecological holocaust” (Charles Brown) unless fundamental green changes spur radically alternative modes of thinking and living. Throughout this paper, I am interested in how Butler’s texts address and construct the interaction of the human and the non-human world to create a storyworld in which distinct characters operate not only according to the logic of the narrative in their local places and (semi)private/communal spaces, but also as distinct configurations of the Anthropocene, that is, as agents of a larger story of humans.   • Coming of Age and Urban Landscapes in Edward P. Jones’s “Spanish in the Morning” and “The Girl Who Raised Pigeons”

    This analysis of “Spanish in the Morning” (2009) and “The Girl Who Raised Pigeons” (1992) by Edward P. Jones offers a preliminary (re-)interpretation of the urban imaginary in Jones’s oeuvre by focusing on how urban places interact with the protagonists’ coming-of-age process. Detailed descriptions of routes, references to exact locations in the city, spatial relations, and changes of place run through both stories. Relying on trauma theory and Jon Anderson’s conceptualization of places, the essay argues that the geographical landscape is in the forefront in these narratives, but not as a means of emphasizing, matching, or complementing the emotional one, but rather to hide it from view. The protagonists’ memories and identities gain expression in spatial terms, but foregrounding the city is posited as a hindrance to their coming-of-age process insofar as it prevents them from accepting the reality of their loss and from facing and coping with trauma.   • From Poverty to Assimilation: Thomas Jefferson on Native Americans as Indigent People

    Thomas Jefferson has long been noted for his vested academic interest in Native Americans, whom he considered to be a doomed, yet, through assimilation, a redeemable race—who in his view were people living in poverty; an aspect of Jefferson’s vision of the indigenous peoples of North America which has so far been ignored. This essay therefore claims that Jefferson’s general concern with them was also fueled by his understanding of Native Americans as people whose way of life relegated them into the condition of indigence by definition—a state Jefferson wished to alleviate. Drawing on Jefferson’s ideas of political economy, combined with a perspective provided by early American poverty studies, I argue that his republican ideal of free-holding male household heads was also a key to his conception of Native American poverty as well as to his solution to it. In his view, gender roles and practices within the Native communities prevented male heads from adapting to the Euro-American ideals. In Jefferson’s eyes, women’s contribution to basic activities of sustenance, thus, rendered their spouses incapable of providing for their families by the Euro-American standard of the gender division of labor. He regarded them as indigents because of their actual mode of sustenance, but a desirable shift to white ways, Jefferson implied, held the promise for them to get out of destitution. (ZV)

    The sense of mission is an integral part of the national spirit. Therefore, questioning its validity can lead to the destabilization of a nation’s fundamental values and a major crisis in its self-image. This type of crisis accompanied the transformation of the American sense of mission at the turn of the nineteenth and twentieth centuries, which arose from the clash between the principles of traditional continental expansionism and new imperialist aspirations. In the wake of the 1898 Spanish-American War, the United States found itself definitively enmeshed in the global arena of great power politics. The control of overseas possessions not meant for statehood in the Union turned the federal republic into an empire in all but in its name. The crisis of the sense of mission fed on the inherent tension between liberal democratic traditions and the attempt made at imperial governance. As research into the Congressional Records will indicate, in the congressional debate developing between traditional and new ideas of expansionism, a consensus emerged that the questions relating to the status of the new overseas territories were the most significant the American people had faced during the nineteenth century, for these questions touched upon the roots of the nation’s consciousness. With view to the significance of this historical moment, this essay examines the forces at work both for and against the transformation of the American sense of mission at a time when Congress still constituted a powerful check on the executive in the field of foreign policy.   • Reframing the New Mestiza: Identity Politics and Social Commitment in Chicana Art

    This article offers an interdisciplinary approach to some of the most iconic pieces of Chicana Art using Gloria Anzaldúa’s Borderlands/La Frontera. Parallels between the textual and visual representations of identity politics and social commitment in Chicana feminist art and Anzaldúa’s work, respectively, will be established through the concepts of “Borderlands” and “New Mestiza” as interpretation keys. The article begins by addressing representations of geographical borders as a unifying theme; then, it establishes a correlation between the concepts “Borderlands” and “New Mestiza,” and the reformulation of female identity represented in Chicana visual art. Finally, it will explore the purpose of the social commitment of the author/artists and how it is represented in their literary/artistic productions. The visual art of the selected Chicana visual artists, including Ester Hernández, Yolanda M. López, Alma López, Santa Barraza, and Judith Baca, accurately portray the experience of Chicana women theorized in Borderlands/La Frontera. (PAL)

  • Killing the Canard: Saint Stephen’s Crown, Nixon, Budapest, and the Hungarian Lobby

    With the question of the return of the Holy Crown in the focus, the essay describes how certain leaders of the Hungarian-American community attempted to influence American foreign policy towards Hungary during the détente period. Whereas certain members of the Nixon and Ford administrations, as well as the State Department, had already considered returning the Crown to the People’s Republic of Hungary, many of the émigré groups were strongly opposed to this action, and voiced their protest whenever speculations surfaced in the press. With the help of certain American and Hungarian-American politicians in Congress as well as in the Republican Party, the decision to return the Crown could be presented as potentially too risky politically and postponed during the Nixon and the Ford administrations. But with the election of President Carter, the Hungarian-American groups seem to have lost their leverage, and as soon as the political decision was made they could no longer prevent the return. (MGB)
