Absztrakt

A tanulmány a szabályozás országok közötti eltéréseinek okait vizsgálja. Abból az ellentmondásból indul ki, hogy a szegény országok alkalmazzák a nagyobb mennyiségű szabályozási eszközt, holott empirikusan kimutatható, hogy a kevesebb szabályozást alkalmazó országok növekednek gyorsabban. A tanulmány ennek magyarázatához bevezeti a szabályozási koherencia fogalmát, és ennek országok közötti különbségeit egyszerre próbálja magyarázni a szabályozás általános szintjének eltéréseivel. A fő állítás az, hogy a szabályozási koherencia és a szabályozási szint is a külső, tágabb intézményrendszer függvénye, mert ezek eltérései befolyásolják a szabályozók ösztönzőit. Az állítást a tanulmány klaszterelemzéssel próbálja empirikusan is megalapozni.
