  • Hungarian dairy and beef production sector technical efficiency comparsion using DEA

    To examine and compare the technical efficiency of dairy sector and the beef sector, this research introduced the main indicators of milk and beef production in the world, EU and Hungarian aggregates. Based on the data it can be said that the milk and beef production of Hungary does not occupy any significant position in the world as well as in the European Union neither today nor even in the past. If Hungry must compete in the European counties and international market, their dairy sector must focus to increase of their production efficiency as the key breakthrough point. This paper we compared technical efficiency of both dairy and beef sectors in total, for the year 2014 and 2015 separately and based on the farm size. The specific objectives of the research are: comparing dairy and beef farms efficiency in Hungary. Based on the results, we can determine which sector in Hungary is more effective. The second objective is to compare the efficiencies of both the sectors in 2014 and 2015 separately and from the results we can determine which year was more effective in terms of production efficiency and the third objective of the research is technical efficiency comparison of certain economic sizes for both sectors. In the research, we used (KOVACS, 2009) deterministic (DEA) model adapted to the Hungarian dairy farms and beef farms. For the dairy farms milk and dairy products as well as meat (other income). The input factors originated from the domestic AKI - FADN database. Summarizing the results of the research it can be conclude that the dairy sector is more effective than the beef sector in Hungary. In terms of years compared 2014 was more effective for both sector as compared with 2015. In regards to the farm size almost the same result in evaluating the scale of efficiency, which means that large economies can in most cases, manage resources more efficiently than small farms. In the examined years, based on the results of the DEA model, the VRS technical efficiency of the test for these two years was 72.90% for the dairy farms and 63.60% for the beef farms, which means that the dairy sector is more efficient than the beef sector in Hungary. The VRS technical efficiency of the research was 82.10% in 2014 and 75.10% in 2015 for the dairy farms and 77.50% in 2014 and 68.90% in 2015 for the beef farms, which means that both the dairy sector and the beef sectors followed the same trend and were more efficient in 2014 compared to the efficiency in 2015. The large size dairy farms were most effective in Hungary in the examined period (90.90%). VRS technical efficiency for small farms is 88% and the total number of small, the technical efficiency medium farms was 72.80% For the beef sector VRS technical efficiency for small farms is 71.30% and the technical efficiency medium farms was 74.40% and 70% of the beef meat producing farms in Hungary are medium sized. So, the conclusion is the small size dairy farms have a higher VRS efficiency than the small size beef farms whereas medium sized beef farms had higher VRS efficiency than the medium size dairy farms. As a conclusion, both dairy and beef sectors in Hungary have the potential to overcome technology and knowledge constraints and attain the upmost attainable productivity level through improvements in; farmer volume of production i.e. output, beef cattle technologies, and advertising, and the efficiency of the technology transfer process.

  • Semi-subsistence farming situation and policy – the example of Hungary

    In Hungary small farms have played very important role since collectivization (1959-61). Up to radical changes small households have received strong support from coops in the field of providing inputs on one side and, marketing their products on the other. The latter was disrupted by radical reforms and small farms started struggling with survival under market conditions. Government took measures to provide a development path for those having a chance to become competitive after five years development. Three calls (2004, 205 and 2006) were released. In Hungary SSF from three regions were more interested in getting the grant as North Great Plain, South Transdanubia and South Great Plain. All three regions are agriculture dominated ones. The policy with the call has reached a very moderate number of SSFs and, on the other side small farms, either because not meeting the criteria of the call or not wanted to take the additional costs of being registered and monitored for such a small amount of support decided not to apply. The paper ends with policy lessons.

  • Dairy farms efficiency analysis before the quota system abolishment

    The abolishment of the dairy quota system in the EU is expected to increase competition across dairy farms in Europe. Assuming a common price for milk in the EU, only the most efficient farms will survive in the new environment. The main objective of the research is to compare dairy farms in Germany, The Netherlands and Hungary about their technical efficiency. In the first part of the research, the efficiency is measured by partial efficiency indexes using one dimensional efficiency measuring. In the second part, the Stochastic Frontier Analysis (SFA) have to be used to measure efficiency in a multidimensional space, using six inputs and two outputs. It appears from the results that the highest efficiency farms are in the Netherlands, and then Germany and Hungary follow thus, we get that the most efficient farms are in the Netherlands with 84% efficient. The German farms are 76% efficient. The Hungarian farms are 68% efficient. With respect the abolishment of the dairy quota system, our results suggest that the Dutch farms are the most efficient, thus probably they will increase their production after the quota system. But because the size of the country we cannot expect dramatic changes in the European Dairy market. The Germans farms efficiency is lower, but their efficiency is also lower, so we won’t expect high increase about the dairy supply. The Hungarian dairy sector is not so efficient like the Dutch, and the size of the sector has also small among the European countries, thus if they want to survive the quota system demolishing, they have to increase their technical efficiency.

  • Marketing opportunities of local products in the catchment area of Csíkszereda town

    Agriculture plays an outstanding role in Romania, since there are nearly three and a half million small farms operating in the country, accounting for almost 90% of the total number of farms, and scarcely more than 32% of the available farm land is cultivated by 35% of the population. In the settlements found in the catchment area of Csíkszereda, the majority of farms consist of family farms smaller than 5 hectares. The marketing of good quality products made from local raw material by traditional methods contributes to the sustenance of the family farms. Researches show that as a result of the education of the farmers on a local level more and more processed products appear in the markets of Csíkszereda town. Farmers involved in the local market intend to expand their farms on the long run. The respondents consider that “a piece of land can be sold only once”, that is why the sustenance of the farm became the main goal of multi-generational effort. Younger farmers are usually more educated and more open to innovation. The vast majority of farmers under 45 find it important to market their products through rural tourism and they are also more eager to join producer groups. Young farmers need to merge traditional methods and knowledge inherited from previous generations with modern opportunities and methods that facilitate production and marketing. Knowledge gained this way makes it possible for small farms to market their products through short supply chains.

If we want to eliminate the low sample size effect, we can assume a common frontier, which decreases the efficiency scores a bit, and makes the Hungarian results more reliable.   • Technical efficiency of dairy farms in rural Nigeria

    The study assessed the technical efficiency of Nigerian dairy farms. Information on 73 dairy farms was obtained from the General Household Survey (GHS Panel) for the year 2018-2019 wave, and the method of analysis employed include descriptive statistics and Data Envelopment Analysis Model. The findings show that not all the farms sampled are technically efficient, which means they can still utilize their input resources more effectively. The average level of technical efficiency of sampled farms was 83%; this suggests from the technical point of view that there exist an opportunity for expansion of milk production and revenue using the same level of inputs at present and putting to use effectively available technologies by 17%. Furthermore, results also show that farms that practice grazing systems, those located in the northern part of Nigeria and small farm sizes, have higher T.E. overall.

  • Analysis of production and competitiveness on small beekeeping farms in selected districts of Serbia

    The study researched the costs and returns on typical small beekeeping farms from five districts in Serbia. On the basis of the field research, data on the number of beehives,type of product, volume of production per beehive and values per measurement unit were collected.In order to demonstrate the competitiveness of various apicultural products, analysis of the available data was performed using analytical calculations. According to the analysis, the labour costs comprise about 49.65% to 64.15% of the variable costs on beekeeping farms in the Raška and Šumadija districts, respectively. Production is most economical on the bee farm in the district of Srem, where every dinar spent in production creates a value of 2.22 dinars, while the farm from the district of Raška is the least economical (1.32 din). Bee farms must reduce labour costs and re-direct their business orientation to other bee products, besides honey, such as pollen, which could be significantly more profitable.

     

  • Complex problem analysis of the Hungarian dairy farms

    Hungarian dairy farms went through significant changes in past two decades. The most significant changes were caused by our accession to the European Union in 2004. In Hungary milk production remarkably declined after EU accession due to the decreasing level of support and decreasing milk prices. Size of our dairy herd has been practically reducing since the political transformation (1989); meanwhile the relative yields per cow have been continuously increasing. Relatively low prices, high production costs and tightening quality requirements ousted several producers – mainly small farms - from the market in past years. Feeding cost represents the highest rate in cost structure of production, but animal health expenditures and various losses are also significant. Applied technology of the Hungarian dairies lags behind theWestern-European competitors’; in addition they have handicaps in efficiency and product innovation. Moreover Hungarian milk and milk product consumption is about half of the Union average. In 2007 at the University of Debrecen the opportunities and the problems of this sector were discussed in the framework of a research and development project entitled “Project-generating based on sector-specific innovation”.At this workshop farmers, experts and advisers shared their ideas which were all gathered. The main objective of our paper is to provide useful information for the decision makers and the most important members of the sector. Using the practically successful ideas plus the ideas based on previous experience a new strategic concept was created. To reach the objective of this paper we collected, synthesized and analysed the strengths, weaknesses, opportunities and threats of the dairy farms and performed a SWOT analysis. On the basis of this SWOT analysis we set up a well organised problem hierarchy which would help to identify the main weaknesses of the sector. This analysis gives a great framework for the researches and it also gives a useful tool for the decision makers to improve the competitiveness of the Hungarian dairy sector.

    The paper aims to analyze the main barriers and opportunities for the modernization of the agricultural sector of Republika Srpska with a specific focus on the role of small farms.A particular attention has been given to specific elements related to the human, social, and institutional capital. Methodologically the work has been based on an extensive desk research, on the use of a field survey and on a number of personal interviews with national experts and professionals. Overall the investigation has also greatly benefited from the theoretical framework elaborated by R.Yin within the “case study methodology”.

  • New rural economy: Challenges and diversity in Eastern Croatia

    Eastern part of Croatia is agricultural region according to natural resource (fertile soil, first of all), as well as human potential (long experience in traditional agriculture). Besides agriculture as traditional activity, a characteristic of rurality is also added to this region. Rural area is dominant in Eastern Croatia and it effects on relatively small urban areas. This paper represents new possibilities of rural economic activities on family farms in Eastern Croatia. Role and significant of rural economic activities is analyzed through indicators overview (land structure, GDP, population, population density, TEA index, unemployment ect.). Challenges through diversification of rural economic activities in this paper includes added economic activities realized on family farms through tourism, crafts, handy work, processing, renewable energyetc. Added economic activities on family farms in Eastern Croatia participate with only 3.9%. Suggestions and possibilities measures of rural economic activities diversification are reflected through two main streams. First stream is diversification of activities through added value of agricultural products as vertical connection (organic food, autochthony products, functional food, renewable energy sources etc.). Other one economic activity diversification indicates distribution function of final products through different services on the family farm (direct sale, specialized shops, rural tourism and many other services).

  • Educational projects – support for development of tourism and rural areas in Serbia

    The paper presents three mini-projects that have been implemented by The Institute of Agricultural Economics – Belgrade in the 2006–2008 period. Those were special educational projects in agriculture and rural development, whereas extension activities were concentrated onto three topics: farm management, support of rural development and improvement of small farms. Implementation of projects took place on the territory of the South Banat County and some Belgrade city communes. The projects intended to solve current problems of sustainable agriculture and rural development. Within the projects there were identified priorities related to investments, strategic planning and tourism. Educational activities were aimed at a number of holders or members of their registered farms. Dynamics of the projects' implementation included introduction and discussion with a number of farmers, formation of small groups, preparation and making of materials, a series of theoretical lectures and determination of the joint work results. Education programs are aiming at improvement of the farm holders' knowledge in the field of business and management. Specific objectives of training are to increase sales of goods and services at domestic and foreign market, to increase competitiveness in a particular market, to achieve higher profits, to create new jobs and improve living conditions in rural areas. Evaluation of projects was related to determination of level, to which there were achieved set objectives, then to define implementation of projects in accordance with the plan, as well as to determine an impact of educational activities to promotion of knowledge concerning business and management.

  • Competiveness of the Hungarian pig sector

    The number of Hungarian pig population was 3.2 million in February 2010, 150 thousand less than in the previous year. This included 226 thousand brood sows, 54 thousand less than in the previous year, and this number is expected to fall further next year. In the past two years the number of brood sows decreased to a larger extent in economic organizations than in private farms (KSH, 2010). Despite the rising costs of feedingstuffs, producer prices for slaughter pigs have decreased, therefore private farms with small herds of brood sows haves old their breeding animals for slaughter houses. However, economic organizations mostly tried to restructure their production and place emphasis on plant production, thus improving their situation. These market changes indicate that the sector continues to scale down, production shrinks, market losses are continuous within the sector and vulnerability threaten the players of the product cycle increasingly.

     

  • Historic landmarks in the development of Agricultural Land Market in Poland after the year 1989

    For a number of decades in the second half of the XXth century, agricultural land has been divided in Poland between three sectors: family, state owned and cooperative farms, with a dominating share of private, individual farmers in land use. As a result, ownership structure of agricultural land in Poland is quite unique among the former socialist Central and East European countries. Until the year1989, when the transformation to a market economy was initiated, the land market in Poland was almost non-existent. The State Land Fund(SLF), an institution created in 1944 was fordecades a substitute to land market. Originally, the Fund was responsible for the implementation of the land reform. After nationalization or confiscation of real estates, state farms have been established on a larger part of agricultural land under Fund’s management. Therest has been divided between formerfarm workers and small farmers owing less than 5 hectares of land.

  • Problem analysis of the Hungarian tobacco sector

    The Hungarian tobacco sector went through significant changes in the last decades. The reason of the changes were our accession to the EU, then the changes in subsidiary system, the effect of the world and within the EU’s strict tobacco policy. The number of tobacco farms declined and the future became uncertain for the farmers. Size of the farms increased and there were a concentration in the sector, so the smaller scale farmers’ activity ceased. It causes several problems in rural areas, because one of the main strengths of the sector was its significant role in rural development, as the tobacco in small scales was able to produce an acceptable income in such areas where due to the poor soil quality economically successfully growing for other plants are not suitable. The main goal of this paper is to present the Hungarian tobacco sector and its main strengths, weaknesses, possibilities and threats compared to the European Union’s situation.

  • Organic tourism as a tool to raise healthy tourism destinations: an investigation in Turkey

    The aim of the paper is to specify the items that effect the importance of organic tourism both for human life and sustainable tourism destinations. The fundamental point of the study is to focus on organic farming both as a tool for welfare of the destinations and their importance and potential for the upcoming future of healthy generations using the data collected from segments of the society such as administrators, non-governmental organization members and farmers. The study is also based on an extensive secondary research analyzing the diverse literature regarding the organic/ecological/sustainable/destination tourism. The results are supplemented by semi-structured interviews. To date, many people have been interested in visiting villages and having an experience in living farms. This tourism activity is combined with facilities to create potent economic force to small villages. Besides, consuming organic food is one of the most important attitudes to live healthier and longer by being or working in the farms or villages as a visitor which creates a new era in tourism named as organic tourism. Organic tourism primarily targets tourists, tours organized for the purpose of health, relaxation activities, agriculture education, culture and gastronomy. The research offers a practical help for farmers, local governors, local people (especially villagers), tour operators and visitors fleeing from the intensity of city life in the light of the findings.

  • The motivations for the diversification of the Nigerian economy focusing on sustainable agriculture

    Agriculture is one of the major branches of the economy in Nigeria, the most populous country in Africa. It employs around 70% of the population and its contribution to the national GDP ranges around 45% (2012). In spite of the fact that most of the area is arable the majority of food, the Nigerian population consumes, comes from imports. The paper attempts to provide in insight to the reasons, why Nigeria could still not achievew self sufficiency from major food crops and livestock. Beyond the rapid growth of the population, one of the major reasons is the rich oil and natural gas reserves, the exploitation and export of which has been providing with the country with “easy cash” for the recent few decades. Another reason is that the agricultural holdings are small and scattered, and farming is carried out with simple tools and techniques. Modern and large-scale farms are not common. The political leadership and economic decision makers of the country already recognized the necessity of the development of the food and agricultural sector, which – contrary to the oil industry – would exercise a deep and positive impact on the rural society as well. Nigerian agriculture is being transformed towards commercialization at small, medium and large-scale enterprise levels.

  • Less favoured area measure in the Netherlands: a welcome or negligible addition?

    The Less Favoured Areas (LFAs) Directive (75/268) which was introduced in 1975, was the first common European instrument of regional agricultural structural policy. LFAs are areas where agriculture is hampered by permanent natural handicaps. The major objectives were to ensure the continuation of farming, thereby maintaining a minimum population level and preserving scenic landscapes and environmentally valuable habitats. In the Netherlands, the LFA measure is used as an additional payment, to compensate farmers for negative economic effects due to the conservation of these natural handicaps. It was not implemented as a stand alone policy, but is linked to measures aiming at active nature and landscape conservation management. In this paper, the effects will be examined of the regulations aiming at the conservation of natural handicaps on farm businesses within LFAs, when comparing them to farm businesses outside LFAs, where these regulations and handicaps do not exist. The main data source that was used is the Farm Accountancy Data Network. Reference groups of farms were compiled with the use of the simple and multiple imputation approach in Stars (Statistics for Regional Studies). Both analyses were tested with the use of a parametric and a nonparametric test. When comparing the results of both analyses, it can be concluded that there is no evidence that there is a statistical difference in family farm income corrected for and not corrected for LFA payment between the LFA farm businesses and the reference groups. Based on these findings it can be concluded that the size of the compensatory allowances is small and there is no evidence that it has a significant effect on the family farm income of LFA farm businesses. The main purpose of the Dutch LFA policy is to compensate farm businesses for negative economic effects due to the conservation of natural handicaps. Although this may be true for some individual farms, based on the methods used in this paper, it appears not to be the case for the collectivity of LFA premium beneficiaries as a whole.

  • Land regulation in the European Union and Hungary

    Land, as it constitutes one of the bases of agricultural production, has a special position in the economic-judiciary surroundings of states. In Hungarian history, land ownership has undergone many radical transitions. The decade starting from the political and land regulation reform is a short time in land tenure. In spite of it, there have been several important changes in land ownership structure. In the 1970s and 80s, large agricultural firms, especially co-operatives and state farms, were common in Hungary. State hegemony was typical of land ownership and use, with rather small, privately owned parcels. Since privatization began after 1989, this tendency has changed, with land owned by farmers. In the following article, I am going to review the laws regulating land ownership and land use in Hungary and in the European Union.

  • Mitigation activities to reduce emission of agricultural greenhouse gases in Hungary

    Pressure on natural resources and the global environment have been identified as the most important challenges to maintain prosperity and improve environmental care. Agriculture is responsible for only a small proportion of carbon dioxide (CO2) emissions, but the sector is more closely associated with emissions of other greenhouse gases such as methane (CH4) and nitrous oxide (N2O). The global warming potential of agricultural activities defined as greenhouse gas (GHG) emissions in CO2 equivalents is relatively low in Hungary, when calculated per land area. However this difference decline, when a GHG emission is calculated per product unit, as yields are lower then in West European countries. Environmental load caused by agriculture is also low in Hungary, where increasing part of EU resources are used for the long-term preservation of natural resources and for the raising of awareness of sustainable farming. The strength of the environmental situation of Hungary, consist of several elements, such as the rich bio-diversity, the significant size of territories falling under natural protection, the extent and importance of forests and the low environmental load from crop production. Among the weaknesses the nitrate load of the animal husbandry farms, the increasing water and wind erosion, the soil compaction and degradation have to be taken into consideration. Climate change has high risk potential and the mitigation activities of the New Hungary Rural Development Programme (HRDP) are investigated in this paper with the aim to increase mitigation activities in rural area and reduce the causes of climate change.

    Serbia is mostly rural country, as three fourth of its territory make rural areas, while almost half population is living in rural areas. Serbian agriculture is the sector which is very important for the total economy of the country in respect of resources, participation in GDP, employment as well as importance for rural areas and population. This is the only sector in Serbian economy that shows positive foreign trade balance in the recent several years.There are potentials for development of agrarian entrepreneurship on one hand, but on the other, there are constraints in existence of great number of small family farms whereas the huge share could not have commercial profile and could not live only from agricultural activities. The concept of multifunctional development of agriculture and rural areas is still present mostly in scientific and political sphere without clear explanation or interpretation as well as mechanisms of implementation. Serbia’s rural space is heterogenic and devastated in different extent, and therefore extremely complicated for planning of multifunctional development.

  • Agricultural outsourcing: A comparison between the Netherlands and Japan

    Outsourcing may well be a tool for increasing the efficiency of Japanese agriculture. However, outsourcing is not frequently used by Japanese farmers in their day-to-day management. This has resulted in a weakly developed market for agricultural contracting services. In order to take a closer look at the reasons for making use of outsourcing, a comparative study was carried out between the agricultural contracting sector in Japan and that in the Netherlands, where agricultural outsourcing is a regular practice. In the Netherlands, especially small, diversified farms that lack sufficient labour tend to outsource agricultural work; in Japan, the situation is far less clear. Cultural factors possibly play an important role.
