In this paper, alternative trajectories of agricultural modernization and rural resilience are explored based on case studies in 14 countries. The analysis is to support discussions about the further development of agriculture at a time when the agricultural sector must respond to an increasing scarcity of natural resources, challenges like climate change, urbanization, demographic change, food security, consumer demands, distributional issues in food value chains and changing urban-rural relations. The discussion relates different trajectories of agricultural modernization to the multiple mechanisms underlying rural prosperity and resilience. The mainstream capital-intensive and technology-driven model of agricultural modernization is contrasted with more incremental, socially embedded and localised forms of development. Potential synergies between different modes of farm ‘modernization’, resilience and sustainable rural development are highlighted and a different future-oriented understanding of the term ‘modernization’ explored. The basis for the analysis are case studies in 14 countries (including Turkey and Israel). The key question asked is how actors are connecting economic, social and natural systems in the different cases and how the connections made (or not) point to different ideas about modernization. The conclusions focus on some current information needs of policy-makers: the links between different forms of farm modernization, rural development and resilience, and the implications for agricultural knowledge systems and the new European Innovation Partnerships. It is emphasized that local capacities for transdisciplinary research need to be strengthened and that more attention should be paid to addressing modernization potentials that are less mainstream. The paper seeks to foster discussions that help overcome simplistic viewpoints of what ‘modernization’ entails. It is based on an earlier review paper by Knickel, Zemeckis and Tisenkopfs (2014).
Beyond a brief review of the economic integration process among the states of the ASEAN region, the authors of the present study aimed to examine and analyze the main economic, social and political characteristics of the Hungaro-ASEAN relations. The importance of the topic of this research is underlined by the fact that the Hungarian government considers big importance to the improvement of the foreign economic relations with Asian economies. This intention was expressed by a new foreign economic strategy „Eastern opening” announced by the government in 2012, even though the foreign trade statistical figures did not justify its success by now.The authors believe that increasing opening towards Asia serves Hungarian economic interests. Therefore, it is a right and desirable direction to proceed, they consider that in the background of the modest results there might be the insufficient knowledge of the market mechanisms, the actors of the local supply chains and the potential partners. They believe that in order to make the Hungarian foreign economic endeavours in this direction more successful a more thorough examination of the local characteristics – including the actual demand arising at the targeted markets - is necessary. This opinion is prevalent to not only the Asian „Giants”, like China, India and Japan, but also to smaller states, like the ASEAN members, which – together - in terms of population and economic performance – reach the dimensions of an economic great power as well.
Furthermore, the integration of the ten Southeast Asian countries develops rapidly, which is coupled by their increasing weight in the world trade. The dynamic economic and social development in the ASEAN region – and in parallel with this the growing demands and purchasing power - may encourage the Hungarian ventures in theory. However, there are still very few Hungarian entrepreneurs, who are ready to enter the market in the region and able in long run to operate there successfully. It is a well-known fact that the since the regime has changed in Hungary, foreign trade became strongly concentrated towards the EU members.
The ASEAN countries – because of the geographic distance and by other reasons - definitely cannot mean an alternative of the EU market, however in a certain extent they can relieve this one-sided concentration and may provide additional opportunities for the Hungarian export of goods, and rather to the export of Hungarian services and know-how. The ratio of the ASEAN region within the entire Hungarian foreign trade turnover is small nowadays, furthermore – according to the statistical figures – this region is rather an import resource for Hungary than being an export market. This fact – just itself – is should not be considered as problem. When the amount of the import exceeds the amount of exports, that means that it is more worthwhile to do business with suppliers from there countries than with others. By and large all this is prevalent to the field of the agricultural trade as well: Hungary imports a range of commodities which cannot be produced by domestic farmers or in Europe (spices, tropical fruits, etc.). It is obvious that the ASEAN region cannot be the major market for the Hungarian agricultural export, not even in long run. However, there are still a lot of opportunities to enlarge the turnover of goods and services and enhance the co-operation in this geographic region. In the last chapter, the authors outlined an example in case of Vietnam – co-operation of joint public warehousing of agricultural commodities – which may be a good example for the promising potential opportunities. In contrast with the majority of the ASEAN countries, the Hungaro-Vietnamese political and economic relations had started much earlier than the regime was changed in Hungary. However, the potential advantages arose from this fact – the network of connections and the sympathy of Vietnamese professionals graduated in Hungary, the reputation and popularity of Hungarian agricultural products and technologies, the achievements of R&D in the field of agriculture – could not be utilized from Hungarian side. Vietnam, however still preserved its socialist political establishment, but in terms of its economic development strategy and economic policy has gradually been standing on the basis of market orientation. Vietnam, with its population of ninety million shows a rapid and successful development and it means good opportunities even for Hungarian entrepreneurs. It would be a mistake to leave these potentials unused.

There are growing opportunities and demands for the use of biomass to provide additional renewables, energy for heat, power and fuel, pharmaceuticals and green chemical feedstocks. However, the worldwide potential of bioenergy is limited, because all land is multifunctional, and land is also needed for food, feed, timber and fiber production, and for nature conservation and climate protection. The recent expansion of the bioenergy industries together with a strong increase in many commodity prices has raised concerns over the land use choices between energy needs and food and feed. New systems of energy production must be developed based on cost of environmental damage due to production and use of fossil energy and certain chemicals and materials. This article presents risks to food and energy security, estimates of bioenergy potential and the challenges of the environmental and social impact associated with expansions in bioenergy production.
The study aimed at investigating the effects of off-farm participation on technical efficiency of maize production in the Tolon district of the Northern Region, Ghana. The Logit regression model was used to analyze the determinants of off-farm participation while the stochastic frontier production function was used to model the determinants of maize output and technical efficiency. The empirical results from the logistic regression model indicate that age of farmer, educational attainment, farming experience, farm size, and previous farm income are significant drivers of farmers’ participation in off-farm activities. Farmers’ average technical efficiency level was 90.7% suggesting a 9.3% potential loss to inefficiency. Moreover, participation in off-farm activities had a negative influence on farmers’ technical efficiency level. The study, therefore, recommends that farm-level policy should be directed towards making the agricultural sector attractive by promoting investment and agricultural employment opportunities in the rural areas so as to ensure full commitment to farming activities.

The main objective of the paper is the analysis of changes on the level of income of agricultural producers, which took place in Poland in the early years of the accession to the EU, as well as a determination of the scale of the impact of financial support under the Common Agricultural Policy on the farm income situation. Poland’s membership in the EU gives rural farms opportunities to improve their economic situation. Financial aid, mainly in the form of a direct payment, has been the main factor determining the economical status of rural farms, whilst the other income making factors, such as improved productivity and increased agricultural production have played a much smaller role. The increase in revenue has enabled farmers not only to increase current expenditures, but also to carry out modernization efforts, which will determine the future economic and structural situation of the Polish agricultural sector and its competitiveness. However, a strong differentiation in terms of the economic situation of rural farms according to their size and specialization in production was also noticed. As a result, there is a still large number of farms in which the revenues received by farmers are insufficient to assure them adequate life standard. Therefore such farms are not able to both develop and invest. Only economically strong rural farms with high production potential have such opportunities, meaning that EU support will never be able to fully minimize the effects of small-scale production or to offset the insufficient efficiency and productivity of production factors.
There has been a growing openness and importance in trade over time as indicated by an increasing ratio of trade to gross domestic product for the World. However, some recent movements have been more protectionist and less open to trade. The potential impacts of less trade are explored with the United States (US) taken as an example. Trade agreements have been important in increasing trade by the US, particularly for US agriculture which has had a trade surplus since 1959. Countries should benefit from trade according to economic theory. However, stances taken by the US administration during the first half of 2017 have resulted in the withdrawal of the US from the Trans-Partnership Agreement and an announced renegotiation of the North American Free Trade Agreement. With falling US farm income, the potential undoing of trade agreement benefits, and possible trade retaliations, US agriculture is concerned about any potential disruption in exports and losses from less trade. In addition, US consumers and importers of US agriculture should be concerned about a potential decrease in trade.

Eastern part of Croatia is agricultural region according to natural resource (fertile soil, first of all), as well as human potential (long experience in traditional agriculture). Besides agriculture as traditional activity, a characteristic of rurality is also added to this region. Rural area is dominant in Eastern Croatia and it effects on relatively small urban areas. This paper represents new possibilities of rural economic activities on family farms in Eastern Croatia. Role and significant of rural economic activities is analyzed through indicators overview (land structure, GDP, population, population density, TEA index, unemployment ect.). Challenges through diversification of rural economic activities in this paper includes added economic activities realized on family farms through tourism, crafts, handy work, processing, renewable energyetc. Added economic activities on family farms in Eastern Croatia participate with only 3.9%. Suggestions and possibilities measures of rural economic activities diversification are reflected through two main streams. First stream is diversification of activities through added value of agricultural products as vertical connection (organic food, autochthony products, functional food, renewable energy sources etc.). Other one economic activity diversification indicates distribution function of final products through different services on the family farm (direct sale, specialized shops, rural tourism and many other services).

Pressure on natural resources and the global environment have been identified as the most important challenges to maintain prosperity and improve environmental care. Agriculture is responsible for only a small proportion of carbon dioxide (CO2) emissions, but the sector is more closely associated with emissions of other greenhouse gases such as methane (CH4) and nitrous oxide (N2O). The global warming potential of agricultural activities defined as greenhouse gas (GHG) emissions in CO2 equivalents is relatively low in Hungary, when calculated per land area. However this difference decline, when a GHG emission is calculated per product unit, as yields are lower then in West European countries. Environmental load caused by agriculture is also low in Hungary, where increasing part of EU resources are used for the long-term preservation of natural resources and for the raising of awareness of sustainable farming. The strength of the environmental situation of Hungary, consist of several elements, such as the rich bio-diversity, the significant size of territories falling under natural protection, the extent and importance of forests and the low environmental load from crop production. Among the weaknesses the nitrate load of the animal husbandry farms, the increasing water and wind erosion, the soil compaction and degradation have to be taken into consideration. Climate change has high risk potential and the mitigation activities of the New Hungary Rural Development Programme (HRDP) are investigated in this paper with the aim to increase mitigation activities in rural area and reduce the causes of climate change.
Learning Design has the potential to revolutionize e-learning by capturing the process of education, rather than simply content. By describing sequences of collaborative learning activities, Learning Design offers a new approach to re-use in e-learning. E-learning has a well developed approach to the creation and sequencing of content-based, single learner, self-paced learning objects.While definitions of Learning Design vary, the main elements tend to include greater focus on context dimensions of e-learning, a more activity based view of e-learning, and greater recognition of the role of multi-learner environments. While Learning Design does not exclude single learner, self-paced modes of elearning, it draws attention to a wider range of collaborative e-learning approaches in addition to single learner approaches. This paper shows an example, which is applied to speciality of economic and rural development agricultural engineer at University of Debrecen and its implementation in the Learning Activity Management System. We created a learning design was implemented at this speciality with LAMS, which is a learning design editing and play back tool that puts the learning process, rather than collections of content, at the heart of e-learning.
Increased risk due to global warming has already become embedded in agricultural decision making in Central Asia and uncertainties are projected to increase even further. Agro-ecology and economies of Central Asia are heterogeneous and very little is known about the impact of climate change at the subnational levels. The bio-economic farm model is used for ex-ante assessment of climate change impacts at sub-national levels in Central Asia. The bio-economic farm model is calibrated to ten farming systems in Central Asia based on the household survey and crop growth experiment data. The production uncertainties and the adaptation options of agricultural producers to changing environments are considered paramount in the simulations. Very large differences in climate change impacts across the studied farming systems are found. The positive income gains in large-scale commercial farms in the northern regions of Kazakhstan and negative impact in small-scale farms in arid zones of Tajikistan are likely to happen. Producers in Kyrgyzstan may expect higher revenues but also higher income volatilities in the future. Agricultural producers in Uzbekistan may benefit in the near future but may lose their income in the distant future. The negative impacts could be further aggravated in arid zones of Central Asia if irrigation water availability decline due to climate change and water demand increase in upstream regions. The scenario simulations show that market liberalization and improved commodity exchange between the countries have very good potential to cope with the negative consequences of climate change.

Development of strong and competitive sector of small and medium enterprises has very important role in process of total transition in Republic of Serbia. This sector should be one of the guidelines of economical development and future, like in developed countries. Within the Strategy of development of SME and entrepreneurship in Republic of Serbia from 2003 to 2008 government of the Republic of Serbia, not accidentally, placed among many sectors which are expected to contribute and boost economical development, increase the employment rate, and realize increased influx of means deriving from export, the priority is on sector of processing of agricultural products. It can be concluded that significant contribution from agriculture to improvement of total economical situation is expected. Accession to EU should be considered primarily not only as the opportunity but serious task in regard to restructuring of the agriculture. However, impeding circumstance,in regard to export ofagricultural-foodproducts,first ofallto EU countries, isthefact that thismarket is under strict protective measures within the policy of agriculture and measures of agrarian protectionism. In such conditions it is very difficult for producers and processors of food to enter such closed markets. Small and medium enterprises are facing the choice of the business strategy:
– to place the existing product on current market;
– to place the existing product on new markets, including export;
– to sell the new product on existing market;
– to place the new product on new markets, including export.
Therefore, based on analysis of domestic market, volume and structure of import and export of agricultural and food products, as well as analysis of food industry and agricultural production in Serbia, it is necessary to define potential programs for small and medium enterprises with production which could be economically efficient and profitable from the aspect of investment.
Farmers have been encroaching fragile wetlands as a strategy to increase their rice production thus threatening wetlands’ existence and capacity to other critical ecosystem services. This calls for efficient production to strike the balance between food rice production and wetlands’ sustainable existence. The current study sought to provide assess rice farmers’ technical efficiency of resource use by detecting the determinants of rice yield and further identify the determinants of technical efficiency of the resources used by rice farmers in Kilombero wetland. A cross-sectional survey of 145 randomly sampled farmers aided in achieving the study objective. A stochastic frontier analysis (SFA) model was used to analyze data. The mean technical efficiency among farmers was at 60.54% level. The positive determinants of rice yield were land and fertilizers while labor influenced it negatively. Age, education, farming experience, group membership, and credit access reduced inefficiency while the distance to the extension agent and off-farm income increased farmers’ inefficiency. The study concludes that there is a possibility of expanding rice production without threatening the wetland’s existence. It recommends that government and other stakeholders to ensure that rice farmers are up-to-date with optimal use of fertilizers in rice production since it will assist in improving rice yield while the rate of expansion of rice lands in the wetlands will lower. Policy implementers ought to establish initiatives that inspire rice farmers to capitalize on farmer groups and join education programs to take full advantage of their potential efficiency and might participate in community development activities.

New Sources of Employment to Promote the Wealth-Generating Capacity of Rural Communities (acronym: RuralJobs) is a collaborative research project partly funded under the European Commission Research and Development 7th Framework Program. The Rural Jobs consortium consists of partners drawn from eight European Union (EU) countries (Bulgaria, France, Hungary, Italy, Lithuania, Romania, Spain and UK). The project began on February 2008 and finished in October 2010. RuralJobs quantified labour market, demographic and economic trends, and the impact of employment creation measures and policies in seven, representative “reference areas” across the EU, and used the information to demonstrate how rural development measures can be better targeted and how rural development policies should evolve.We identified labour market, demographic and economic trends in rural areas across EU-27 and the potential for new sources of employment outside traditional primary and secondary sector activities, and examined the interaction between different types of rural area (peri-urban, remote, high environmental/amenity value etc.). We identified employment growth areas where rural development programmes can be targeted to increase their contribution to employment creation. Our strategic objectives were the following: review of employment policies and programmes, scenarios for new sources of employment according to rural typologies, recommendations for better targeting of strategies, dissemination and mainstreaming. The main outcome expected is that the results will allow a better targeting of rural development measures and future evolution of rural development policies in line with the Lisbon Strategy.
Limited land is available globally to grow crops for food and fuel. There are direct and indirect pressures on forests and other lands to be converted from growing food for feedstock to be used for biofuel production. The balance of evidence indicates there will probably be sufficient appropriate land available to meet demands for both food and fuel, but this needs to be confirmed before global supply of biofuel is allowed to increase significantly. There is a future for a sustainable biofuels industry, but feedstock production must avoid encroaching on agricultural land that would otherwise be used for food production. And while advanced technologies offer significant potential for higher greenhouse gas (GHG) savings through biofuels, these will be offset if feedstock production uses existing agricultural land and prevents land-use change. GHG savings can be achieved by using feedstock grown mainly on marginal land or that does not use land, such as wastes and residues. To ensure that biofuels deliver net GHG benefits, governments should amend, but not abandon, their biofuel policies in recognition of the dangers from indirect effects of land-use changes. Large areas of uncertainty remain in the overall impacts and benefits of biofuels. International action is needed in order to improve data, models and controls, and to understand and to manage effects.
Aquaticum Debrecen Thermal and Wellness Hotel is one of the most successful hotels in the North Great Plains region as well as in Hungary. The key to success lies in high level customer satisfaction. On the one hand only the satisfied guests will return to the hotel, on the other hand the guests’ positive or negative opinions will be shared with thousands of potential customers immediately by means of the Internet. Consequently, exploring the main factors of guest satisfaction has never been so important as nowadays. An online questionnaire system was introduced to the hotel in 2010, which resulted in an increased number of customer responses, thus it became possible to analyse the various aspects of customer satisfaction in a greater detail. In the present study the critical factors of guest satisfaction are analysed. We investigated the guests’ willingness to return to the hotel, and found that there is no significant difference between the guests’ gender, age, permanent place of residence and the fact if they travel alone or with a company and their willingness to return to the hotel, i.e. guest satisfaction. However, business travellers’ opinion significantly differs from the recreational travellers’ views concerning their return to the hotel. Business travellers are less satisfied and less willing to return. Furthermore, we investigated whether the problems experienced by the guests in the hotel influence the guests’ willingness to return to the hotel. We found that the guests who experienced problems are less willing to return. However, we also concluded that there was no significant difference in their willingness to return among those guests who experienced problems during their stay and these were efficiently handled, and those guests who did not experience any problem.
Agricultural economics and its part, rural economics plays a determining role in Hungary. Most rural families perform self-sufficient farm production for a living. In the present conditions of infrastructure and human resources, there are regions where the only rural alternative for employment is agriculture. There are significant differences among the regions considering natural resources and equipment available for farm production, and these differences affect potential income (Vöröset al. 1999). The primary aim of the European Union is to reduce such differences among the regions.The new research program of the University of Debrecen tackles the fundamental questions of regional development through the research and management of social asymmetries by using economic and other relevant tools. This program also provides suggestions for facilitating the development of less-favoured areas.
As the Caribbean continues to succumb to the pressure of Non-Communicable Diseases innovative strategies are being sought to rectify the problem. Increasing the purchase and consumption of fish/seafood has great potential in this regard; however, very little empirical research appears to have been undertaken on food marketing in general and for fish in particular in the Caribbean. This study analyzed the factors that affect the frequency of fish purchasing in Trinidad and Tobago. The results of the analysis indicated that 63% of the sample are occasional purchasers of fish (purchased fish less frequently than once per week). The binary logit analysis showed that of the eight socioeconomic variables analyzed, only three were statistically significant – age, educational level attained and religion. The results suggested that persons over 35 years, more educated (tertiary level trained) and non-Christians are more probable to be regular purchasers of fish than younger, primary and secondary level educated Christians. It is hoped that marketers trying to develop strategies to gain market share in the highly competitive food market, nutritionists and others attempting to reduce the health care costs of Trinidad and Tobago and other Caribbean countries through the increased consumption of fish/seafood find these results informative.

There are evidences that the climate is changing and the effects on agriculture and wildlife are discernible. Spring is occurring earlier and autumn later, all of which have impacts on agriculture and forestry. Climate change is also predicted to result in more frequent droughts, increased flooding in Hungary, but the relationship between agriculture and climate change is more complex. Climate change has physical effects on farming and farm based wildlife. Agriculture needs to adapt to climate change by exploring, which crops and farming systems are best adapted to the changed conditions. Land management also needs to adapt to preserve biodiversity by protecting valuable habitats and species and helping them in the changing environment. With better management, agriculture and forestry can also mitigate climate change by reducing direct greenhouse gas emissions from land use, land use change and forestry, by producing crops as a source of renewable energy and by protecting carbon stored in soils and in manure. The HRDP comprises of a series of funding based on the following overarching priorities: (i) enhance the environment and countryside, (ii) making agriculture and forestry more competitive and sustainable, (iii) enhancing opportunity in rural areas, whether in the farming sector or the broader rural economy. Actions discussed in this paper are based on the New Hungary Rural Development Programme (2007–2013) and focused on reducing the effects of climate change in rural area. Establishment of agro-forestry systems and integrated pest management help mitigation goals and increase climate change adaptation potential. Minimizing unwanted side effects of agriculture by reducing the use of fertilizer and increasing the safety for environment (soil, water, and air) and human health have positive effects on adaptation potential. Restoration of agricultural production though diversification of agriculture and pastures management, improvement in drain age and irrigation equipment are good examples of adaptation for climate change. Integrated production, which is oriented to controlled cultivation of crops, vine, fruits and vegetables, and improvement of animal rearing conditions to increase production standards and overall welfare are preferred and ecologically sound methods of adaptation.
Energy production has become one of the key problems in the recent years. Hungary is lacking fossil fuels, but could play a leading role of biomass utilization in Europe. In the concept of biomass not only main-, but by-products (e.g. grape) are be included. Since farmers face a variety of difficulties in disposing of garpe from plantation sites it would be beneficial to encourage grape use in energy production. In our opinion due to varying transportation costs it is crucial to investigate the amount of potentially usable grape both for the whole country and in local township levels. Our economic studies were done on the Szentantalfa Township’s Balatonfüred-Csopak Vine Region. According to our findings the total amount of grape generated in the township theoretically amounts to 5.28 TJ exploitable that would operate a 360 kW boiler for a whole heating period (6 months). In our opinion the appearance of local energy production based on grape could significantly raise the ability of the future potential income of townships.
Agriculture is one of the most important sectors for the Mongolian economy. Also, self-sufficient food is a significant target that has a vital role in the food safety of people in Mongolia. But due to climate change, not proper management, and lack of technology, the Mongolian agricultural sector is facing several issues. So this article aims to find some potential solutions to improve this situation, especially for the crop production sector in Mongolia. To define the current situation of Mongolian agriculture, we used statistical data and reports and recent scientific articles as well as online sources. The current situation of Mongolian agriculture is defined using SWOT analysis reported by the Ministry of Food, Agriculture, and Light Industry of Mongolia. Based on this research, we discuss the possibility of using a drone to improve the performance of agriculture in Mongolia. As a result, a drone is effective in enhancing the performance of agriculture performed by householders. Also, two effective models that are based on ICTs to address soil erosion and harvest losses issues in Mongolia are defined in this article.

According to the data of population density, most of Hungary’s territory has rural features. Achieving EU supports in order to focus on developing the most underdeveloped communities, and in order to lessen the differences between communities, to establish priorities and to determine the rank of rural communities based on their development potential is necessary.The need of measurability arises because of comparison and classification.A possible target area is an analysis of population retaining ability and the ability to economically provide for a population of rural areas.
Asynchronous approval of new GM crops across international jurisdictions is of growing concern due to its potential impact on global trade. Different countries have different authorisation procedures and, even if regulatory dossiers are submitted at the same time, approval is not given simultaneously (in some cases, delays can even amount to years). For instance, by mid-2009 over 40 transgenic events were approved or close to approval elsewhere but not yet approved – or not even submitted – in the EU.Yet, like some other jurisdictions,the EU also operates a zero-tolerance policy to even the smallest traces of nationally unapproved GM crops (so-called low-level presence). The resultant rejection of agricultural imports has already caused high economic losses and threatens to disrupt global agri-food supply chains. The risk that feed supplies could be affected by a low-level presence of non-EU approved GM material could be resolved if the EU allowed a tolerance for this, rather than operating a strict zero tolerance as now. The Commission has undertaken to come forward with a nonlegislative technical solution to address the difficulties created by a strict zero tolerance policy. To what extent this would be helpful will depend on the nature of the proposed solution.
Based on the allocations and distributions of subsidies in the sheep sector in the previous years (2004-2009), the authors examined the sum of aids claimed and paid from 2010 to 2016 and their farm-size related changes. The following data were collected from the Agricultural and Rural Development Institute on payments under specific subsidy titles, classified by sheep and goat farm sizes: 0-50; 51-100, 101-200, 201-300 and also 0-100, 101-300, 301-500, 501-1000, 1001-5000 and above 5000. Data procession was carried out by the SPSS for Windows 22 program. The size and population of the examined sheep sector underwent visible changes during the studied years leading to a reduction rather than growth. Their analysis highlights that size distribution of sheep farms has changed significantly in recent years, combined with simultaneous modifications of their sheep stock sizes in production. Their conclusions suggest that effects of years and farm sizes in the sheep and goat sector have considerably modified the aid sums paid under different titles.
