Economic, social and ecological systems are too complex to see all the consequences clearly. After all, sustainable criteria are indispensable for responsible planning.

In today’s fast-paced world, the sanctity of nature, a soundproof environment, clean air and rural life have become increasingly important. With the growth of demand and tourism globalized, these values can damage or disappear in a short time. So, in tourism, it is vital to project development plans with sustainable principles.
Just as other countries, in Hungary, the development of sustainable tourism is slowly becoming a priority. Fortunately, in plans for the next few years, there appear more concrete ideas on ways to make sustainable tourism grow.
In my study, I assess Hungary’s position in sustainable tourism, examining how sustainable tourism indicators fit in sustainable development indicators and how can we measure aims of sustainable tourism.

Measures of Axis 3, such as basic services for the economy and rural population, village renewal and development will provide local communities the opportunity to identify actions that can be undertaken to deal with the effects of climate change. On the other hand, the extension of forest resources contributes to climate change mitigation and enhances carbon sequestration. New methods have been elaborated to the sustainable regional water management, irrigation, water regulation, defence against internal water, and soil protection established. Water management contributes to the balance of water quantity on one side, but also to mitigating the climate change on the other.
The utilization of renewable energy sources (res) is crucial regarding to sustainable reconstruction of energy systems. The target is a balanced, sustainable development of Hungarian energy management considering equally the ecological, social and economic aspects. The comparison of each technology and their sustainability assessment are required by the importance of efficient remodeling of energy infrastructure. The group of attributes was composed by numerous important parameters in the course of our analysis with the choice experiment (ce) methodology. The estimation of each attributes’ influence on the individual’s preferences and choices was possible by this method and the preferences of the statistical population was concluded. So thus the utility derived from each attribute was estimated. The result of the ce analysis for the population of experts is demonstrated in the current phase of our research.
According to the data indicating the decline and restructuring during the past decade, as well as the trend in the European Union member states, it can be expected that the role of traditional agriculture and fish production in direct rural employment decrease further. This also values those strategic directions for restructuring that will lead... fishculture from quantity driven to quality production along with sustainable development (i.e. environmental conscious production) and multifunctional farming. This way the economic and social tensions caused by the concentration of the production and labour output can be mitigated.
It is laid in the 1257/1999 Act on rural Development that farmers that enrol the agri-environmental scheme should follow the “Good Agricultural Practice” on the whole managed area. In case of agri-environmental schemes this is a precondition for which no grants are given.
The adaptation of “Good Agricultural Practice” in fishproduction,where it is called: “Good Pond Culture Practice” is considered important on the basis of the above mentioned. This programme is undertaken in co-operation with the Research Institute for Aquaculture, Fisheries and Irrigation, University of Debrecen, Faculty of Agricultural Economics and Rural Development and the Association of Hungarian Fish Farmers and Product Council.
The European Commission proposed the formulation of the European Fisheries and Aquaculture Fund (EFAF) for the period 2007-20013, which will replace the Financial Instruments for Fisheries Guidance (FIFG), but it also consists of several new elements and will be working differently, too. According to the proposal the budget for the Fund will be nearly 5 billion EUR (4963 million EUR). The development level of aquaculture and fisheries and the social and economic significance in the given member state will be considered when distributing the Fund between the Member States.
According to the plan the Fund is organised along five priority axes, of which the most important for the Hungarian fisheries sector is No. II: Aquaculture and the processing and marketing of aquaculture and fisheries products. The main measure areas are the followings:
1. investment support for aquaculture;
2. support for aquatic-environmental schemes;
3. environmental- and animal health issues;
4. investments in processing and marketing
In case of accessing support under measure area No. 2 farms are obliged to meet the requirements of the scheme beyond the “good management practice” for 5 years, which is to be supervised by the approved body of the Member State. For this reason our work is considered to be substantial.
Approval of the application of “Good Pond Culture Practice” is based on two elements: first the prevailing environmental and nature conservation regulations, as well as the list of controllable conditions in the new agri-environmental agreements are to be met. “Good Pond Culture Practice” are to be conducted on the whole farm area. Its main elements are:
- nutrition management,
- pond maintenance,
- animal welfare (storage and over-wintering).
There was a heavy change in the characteristics of the agriculture in the last 20 years. It become a multifunctional, sustainable, organic system, which needs strategic approach. On the problem map of the hungarian agriculture the most importatnt questions are the following: dual charachter of the land structure, to occidentalize the farm struc...ture. To develop the rural areas we need to real markets needs adapted, competitive, local agricultural production. From the ’90s into Europe’s economic development policies integrated the clusters, this research tries to certify, that this system is viable in classic agriculture and able to dissolve the defecinces, to support the aims of rural development.
In modern market economies residential real estate prices, price shifts and their correlations with macroeconomic factors are surveyed quite frequently. However, in contrast with the wide scope of foreign examples, so far existing analyses in Hungary have ignored examining relation and extensity of macroeconomic indicators and failed to examine... their effect on real estate pricing. The scope of this survey is to highlight these potential correlations and thus develop new aspects of analysis. Although the examination needs further extension both in time and space, the results of this survey may help to understand the importance of the responsible management of the most precious element of national wealth from the perspective of sustainable rural development.
Based on my preliminary results, there exists a strong correlation between the number of inhabitants of a settlement and the average real estate prices. Nevertheless, the correlation seems to be significant only for cities. In the case of smaller settlements the correlation still exists but at a lower level. As opposed to the results of former publications and my own expectations, no direct link could be tackled between the amount of income tax paid by private individuals and real estate prices either in the cities or in the villages within the territory and time span examined in my analysis. Although this correlation is measurable on a macro-economic level, my micro-regional analyses revealed the complexity of asset pricing and price volatility. Continuing this survey, my goal is to identify the hidden factors influencing real estate prices, whose thorough mapping may promote conscious rural development.
The best known and most remarkable example of continuous production in Hungary is the Westsik’s crop rotation experiment, which was established in 1929, and is still in use to study the effects of organic manure treatment, to develop models, and predict the likely effects of different cropping systems on soil properties and crop yields. In th...is respect, Westsik’s crop rotation experiment provides data of immediate value to farmers concerning the applications of green, straw and farmyard manure, as well as data sets for scientific research.
Although commonly ignored, the release of nitrogen by root and green manure crops has a significant impact on soil organic matter turnover. The design of sustainable nitrogen management strategies requires a better understanding of the processes influencing nitrogen supplying capacity, as the effects of soil organic matter on soil productivity and crop yield are still very uncertain and require further research. In the treatments of Westsik’s crop rotation experiment, nutrients removed from soil through plant growth and harvesting are replaced either by fertilisers and/or organic manure. Data can be used to study the nitrogen supplying capacity of soil under different cropping systems and its effect on the 0.01 M CaCl2 soluble organic nitrogen content of soil.
The aim of this paper is to present data on the nitrogen supplying capacity of brown forest soil from Westsik’s crop rotation experiment and to study its correlation with hundredth molar calcium-chloride soluble organic nitrogen. The main objective is to determine the effects of root and green manure crops on the nitrogen supplying capacity of soil under different cropping systems. The nitrogen supplying capacity was calculated as a difference of plant uptake, organic manure and fertiliser supply.
The 0.01 M CaCl2 soluble organic nitrogen test has proved reliable for determining the nitrogen supplying capacity of soils. Brown forest soils are low in organic matter and in the F-1 fallow-rye-potato rotation, the nitrogen supplying capacity was 15.6 kg/ha/year. 0.01 M CaCl2 soluble organic nitrogen content was as low as 1.73 mg/kg soil. Roots and green manure increased the nitrogen supplying capacity of soil by more than 100%. This increase is caused by lupine, a legumes crop, which is very well adapted to the acidic soil conditions of the Nyírség region, and cultivated as a green or root manure crop to increase soil fertility.
Different bacteria and wood ash, as a possible micro-nutrient, and liming material, was examined in our experiment on the early growth of corn seedlings.
The development of renewing energy resources includes the use of energy grasses and energy forests. The intensive land use in forestry and in agriculture may cause the acidification of... soils due to the harvest, or leaching of cations. To maintain the sustainability of soils necessary to maintain it’s the buffer capacity, and pH. Beside the lime the wood ash can is one of the most effective sources to provide the sustainability of intensive land use. The soil born micro organisms play a significant role in the maintenance of soil quality. The bio fertilizer, that contains soil originated bacteria (Azotobacter, and Bacillus sp.), was used in the experiments. The plants release several organic acids by their roots lowering the soil pH, and make more available the sparingly soluble minerals. The amounts of released organic matter depend on stress intensity, as the high pH is. The soil life has a significant role to keep the soil conditions on sustainable level, since there are several similarities in nutrient uptake mechanism between the bacteria and higher plants. Advantageous effects of bio-fertilizer were observed in our experiments.
We came to the conclusion that the use of wood ash is recommended instead of lime for the improvement of acidic soils, on the evidence of its pH increasing effect. The wood ash contains several micronutrients in an optimum composition for forestry and agricultural plants. The solubility of heavy metals is very low; therefore there is no risk to use the wood ash in the agriculture and in the horticulture by our experiments. The retardation of growth at higher ash doses can be explained by the modification effect to the soil pH, as far as the original soil pH was pH 6.8, and when ash was given to the soil, the pH increases to 7.8 pH, that is unfavourable for the uptake of most nutrients.

Within the framework of the CAP reform, the European Union is gradually changing the regulations of production. This is based on the decoupling of subsidies, which will be implemented in two phases. Between 2006 and 2009. the decoupling will be 40% and then after 2010, 50% (the other 50% will be used for restructuring within the second pillar). The question is raised, how will the second 50% be restructured to the second pillar. Between regions and how it can be ensured that this support would go to tobacco production.
With its participation in the principles of the European Tobacco Charta, UNITAB targets for production under economically-balanced conditions, the production of products meeting the customer requirements, consideration of the working conditions (especially for seasonal workers) and adherence to the health regulations related to the consumption of the end product already in the production and environmental protection. They aim to ensure the survival of the sector via tobacco growing with sustainable development and high quality. To maintain the continuity, there is a need for the support of regional, national and EU authorities. Future of the sector is dependent upon adaptation of tobacco growers and upon meeting the social expectations.
According to UNITAB, efforts should be made to modify the decisions so that the majority of the funding could be used by the grower. The tobacco industry has been able to effectively fight for its survival.
In this paper, I deal with the examination of the situation and change of human resources through the human resource hierarchy. My research covers the Hódmezővásárhely micro-region, which includes four settlements, two towns (Hódmezővásárhely as the centre of the area and Mindszent) and two villages (Mártély and Székkutas). Based on...population density the micro-region is qualified as a rural territory, which is underpinned by the micro-region’s market town and homestead like character.
I took the human resource system of Cloke and Park (1985) published in their book of Rural Resource Management as a basis of my examination and I pursued my research in consideration of Fehér’s (2005) researches related to rural economy. The system of human resources provided a hierarchical and logical framework for my examination. In the course of the research I made analyses along the three levels of human resources concerning the micro-region and its settlements.
During the examination of the human resources of the Hódmezővásárhely micro-region I pointed out some negative changes and situations which unfavourably influence the socio-economic processes of the territory and its settlements. All this reveal that the human resources are not only factors of the economy of the micro-region as a rural economy but at the same time they are areas to be developed. The living standard (welfare) of the people living in the area and their quality of life (well-being) depend on the development and level of the different dimensions of the human resources largely. For that very reason there is a need for coordinated development of the human resources and the related fields with respect to the cause-effect relations.
My research contributes to the better cognition of rural resources of the Hódmezővásárhely micro-region, without this a rational improvement and sustainable development of the micro-region and its settlements based on inner resources cannot be imagined.
Our country has great traditions in the field of beef production. As early as the Middle Ages, Hungary was known as Europe’s beef exporter. In this decade, production of the Hungarian Grey has increased, due to the popular method of keeping these animals extensively. These animals were even exported to the European markets on foot.
The economic activities must be judged by their effectiveness and profitability, but in most cases their effectiveness can only be seen through such outstanding facts which are independent from the farmer.
I would like to model the economy of a certain enterprise, and the size and the level of its production, through my research under the actual economic circumstances. In my research, I pay special attention to the circumstances which are important in the Hungarian agricultural sector and rural development.

There is a mutual dependence between nature conservation activity and agriculture in Hungary, as the management of the protected areas cannot be achieved without ecological farming methods. Moreover, viable economic activity can be only imagined through the harmonization of agricultural and nature conservation interests. From a nature conservat...ion point of view, grass management systems play the greatest role in domestic agricultural systems. Yet, due to the prohibition of certain management methods and the spatial and temporal restraints on grazing, nature conservation activities have priority on protected grasslands. While nature conservation activity is still of prominent importance, it is not equally suitable for the economical management of protected grasslands per se. With our examinations, we would like to emphasize the common interests of these mutually dependent activities and to promote bilateral cooperation. Our aim is to model the production of grass on the great pastureland of Hajdúbagos. Potential grass production levels are easily calculable with a computer model based on data collected through a series of test harvests, as well as by factoring in changing climatic factors and by simulating the effects of grazing animal species and stocks. This model is not only useful for determining the optimal number of the grazing animal stock and grazing method, and therefore the most suitable management strategy, but it also supports local farmers to be able to plan their activities. In this way, both nature conservation and economic aims can be easily harmonized, which would be an important factor for the sustainable development of rural areas.
