During my research, I have studied the relationships of the organizational development and the managerial functions at a specific governmental agency, the police. The police carry out official activities, but also provide a service which essentially assumes two types of contact systems and modes of management. To meet the demands of the citizen...s and to ensure the effectiveness of the organization, it is necessary to develop the managerial methods applied at the police, on the one hand, and to use certain parts of the organizational development, on the other hand.
The police organization has changed significantly after the integration of the Police and Border Guards. The complexity of the structure and the anomalies in the work load, as well as several researches conducted by myself directed my attention to elaborate an organizational development method that can be applied to the current organization, while it improves the operation of the organization.
The police’s operation and its organizational structure are determined by the laws, thus changing the structure of the organization is placed within relatively narrow limits. The police managers have the soft parts such as human resource development, skills, and management style at their disposal to develop the organization, but their use is isolated and they are not for a long term. The present article aims to present the set-up model related to the organizational development of the police, elaborated by myself, in terms of the leadership and the management styles, whose long-term use may contribute to the efficiency of the operation.
The Erdőspuszták sub-region established an Association of Local Municipalities in 1992, 10 settlements of which set up the Erdőspuszták Association in 1995, as a voluntary organization. One third of the settlements in Hajdú-Bihar county are handicapped from an economic or infrastructural point of view.
Tourism has become the most dynami
In my study, the problem is examined from two aspects. First, interviews with mayors are included, consisting of three questions. The leaders of the settlements were first asked about the impact of EU accession, then the most important development plans were mapped and finally the local tourism plans were investigated. Second, I have made an evaluation of each settlement which reviews the infrastructural and environmental conditions, the accommodation and boarding possibilities offered the different tourist attractions and leisure possibilities.
The development of tourism can be an obvious solution to this problem. The toots of tourism entails the creation of job opportunities, the development of infrastructure, the enhancement of living conditions. It has a diverse effect and it contributes to the improvement of living standards in rural areas.
Regarding tourism, it can be stated that each settlement has its own image and value, which the citizens are proud of. It has been realized that collaboration between the settlements could greatly contribute to the development of a tourist programme of several days length, as a result of which the guests would spend more time in the region, which would be beneficial to everybody. My suggestion is that the settlements should work out a plan for the development of tourism jointly, in which they would determine the targets, describe the specific development plans and tasks and elaborate the ideas for the different investments.
The demand for the recognition, identification and introduction of measures aimed at improving organizational culture and the efficiency of management and leadership plays a crucial role in the life of every organization, including the law enforcement bodies as well. The tasks and responsibilities of the Hungarian Police Force have changed cons...iderably both in terms of quantity and quality since Hungary’s accession into the European Union first, and since the country’s joining the Schengen Zone. We are now facing problems formerly unheard of (e. g. the integration of the police force and the border guard, joining the Schengen Zone, the emergence of new forms of crime). As border control within the Union stopped, organized crime has become more powerful. The changes are by no means over: in order to improve the subjective sense of security of the population and to advance organizational efficiency, a number of changes are being implemented at present. For the internal security of the member states of the Union and for the improvement of the efficiency of police work in the member states, the use of consciously coordinated management methods is indispensable. These efforts are the subject of this essay.
A police force is an partially open system, the work of which is influenced by a number of external processes and factors. The organizational culture of a police force is determined by its traditions on the one hand, and by the demands to develop its functions as an authority and a service provider on the other. It is undeniable that any conscious effort in shaping and developing the organizational culture of the police requires special competences and commitment from the leaders of the organization. Furthermore, it is also necessary to modernize the management tasks. It applies to all the levels of leadership, from the head of a patrol to the supreme commander of the police force.
The organizational scheme of the police force is that of a functional, linear system. Such an organization is characterized by a relatively high degree of inflexibility, a slow and cumbersome reaction to external changes. All these may adversely influence organizational efficiency. It therefore appears to be necessary to examine the present structure of police, and survey the possibilities of modernization. Modernization does not necessarily mean a change in the structure; it may be restricted to changes in organizational culture, the creation of an atmosphere favourable for reforms, and the coordination of diversified structures. In this paper I wish to demonstrate some of the possibilities of improving organizational culture and organization development, based upon the findings of a specific survey.
The main reason to analyzing the space structure in the Lublin area is to determine the direction and pace of suburbanization in municipalities adjacent to Lublin, distinction factors and motives of population movements to the suburbs, complain rural-urban interaction and multifunctionality of land use. Housing development over the years was ac...companied by confusion in planning documents and the law. Changes in regulations on land use in 1994 and 2003 in Poland additionally deepened the negative situation. Local authorities failed to control the spontaneous process of suburbanization, which adversely affected not only the spatial structure of municipalities, but also on local relationship, landscape, land use and the former urban systems. The result are long-term problems associated with incompatibility rural areas to support a growing number of residents, such as failure of the social and technical infrastructure.
This paper is concerned with the role of network administrative organizations (NAOs) in the development of social capital in interorganizational
networks aiming at supporting their members to innovate in the food sector through interacting with one another. A multi-case study approach is used whereby three Belgian interorganizational network
Our study shows that there are many options available to NAOs to build social capital within the networks they are responsible for. We propose to categorize these options in three main distinct groups. First, NAOs may nurture the development of social capital within the network through creating ‘space’ boundary objects which appear, in our study, to be an absolute precondition for the development of interactions and hence creation of ties between network members. Second, NAOs may impact the development of social capital by favoring certain members – or set of members – over others due to their characteristics such as good reputation, possession of common past experiences, multidisciplinary experiences, non-conflicting goals, similarity in terms of sector of activity and/or experience level and common mindset towards information exchange. Third and finally, NAOs may foster social capital development by enhancing effective communication between members on the one hand, and between members and the NAOs’ coordination and decision bodies on the other hand, via a clear mandate, network decision making
bodies composed of members, the use of ex-post evaluations and formal governance mechanisms (e.g. legal contracts), and the selection of staff endowed with a proactive and perspective taking behavior and able to show neutrality when conflict arise.

Our findings suggest that the realization of certain management functions is influenced by several factors. Without striving for completeness, we could only evaluate 9-11 factors per function. The evaluation of information sources is considerably differentiated in terms of the activities, tasks of organizations. In the assessment of plans, the potentials for realization and repetition were judged differently, whereas non-organization changes and individual planning similarly. The findings of impact factors in decision making are largely different, as well in terms of organizational activities, but all the interviewed ranked the interests of the organization high. Analysis on control indicated that managers attributed higher importance to issues of content than to methodological ones.
Our investigations follow Fayol’s classical groups based on managerial tasks. We studied the following five tasks in the process of management: information tasks, planning, decision-making, instructions and control. We performed our studies with the inclusion of agricultural organization managers, with questionnaire surveys. The interviewed were asked to qualify the impact factors on the five investigated management tasks on a scale ranging from 1-5. We identified the following company groups: small company, medium company and large company.
We performed our analysis on the basis of company sizes as well, seeking to formulate responses on how size influences the qualification of the investigated factors.
Our findings suggest that the interviewed company managers attribute higher than average roles to the tasks of the management process. The qualification, ranking of management tasks are considerably influenced by company sizes. Relationships and venues are important in the implementation of information tasks, whereas the viability of plans is essential in the process of planning. Usefulness and company interests are highlighted in decision-making. In the case of instructions and decision-making, we stressed the significance of content elements as opposed to formal ones.
The aim of this paper is to present the effects of breeding program implementation on the development of animal breeding in Vojvodina since 2010. Animal Science, Faculty of Agriculture, University of Novi Sad that implemented the main breeding programs in cattle, pig, sheep, goat, horse and poultry production. The milk yield in a recorded population of Holstein Friesian and Simmental cows shows evident phenotypic increasing trend as opposed to a population that is not controlled. The results of the selection measures in Vojvodina show that pig breeding has an upward trend and that we have an increasing number of small and medium (family) farms. Interest in sheep and goat production is increasing primarily because of the high demand for products made from sheep meat and goat milk and meat. In the recent decades, Vojvodina has been faced with a decrease in the number of horses. At the same time, there is an increasing interest in sports horses and recreation. According to poultry production results of parental flocks, an increasing tendency was observed in the production of controlled flocks recently, while the number of breeding stock breeders was reduced.
Power-to-gas (P2G) is referred to technologies that convert carbon dioxide into methane. Both bio- and chemical catalysts may be used for conversion purposes. One of the most disruptive biotechnologies was developed by the University of Chicago (IL) (publication number: EP2661511B1), using a robust, highly selective, patented strain of Archaea.... Electrochaea GmbH has developed an innovative bench-scale P2G prototype unit, which uses this highly efficient Archaea strain, specialized components and specifically developed control strategies. The structure and the components of the prototype are equivalent with the functional parts of the currently largest commercial scale biomethanation BioCat plant located in Avedøre, Denmark (www.biocat-project.com). Power-to-Gas Hungary Kft. has committed to further develop this innovative technology. The first steps of this development have been taken by operating the benchscale unit and analyzing the data of the operating periods.
The prototype is operated based on weekly campaigns. During continuous operation, H2O is generated as a by-product of methane. Therefore, approximately 200 ml of biocatalyst is discharged each day and concentrated media containing macro and micronutrients are injected into the reactor to maintain media composition. The laboratory staff records all gas composition data each morning. The gas composition is measured every 12 minutes by an Awite AwiFlex Cool+ gas analyzer. Within this article, we analyze the collected datasets containing more than 12 000 records and present the first practical experiences of the operations of the innovative power-to-gas bench-scale prototype.
The analysis of the collected gas composition data of the product gas already provides important data for modelling the commercial-scaled processes. The average value of VVD was about 40 l/l/d in the period under review. Further increase of the methane content can be achieved by introduction of higher mixing energy and by increasing pressure levels in the bioreactor (as demonstrated in the BioCat plant – data not shown here) – both of which are strategies envisioned for the commercial plant. In routine activities (turn on, shut down, continuous operation) we could verify the high robustness of the biocatalyst and the base connection between the registered datasets and performed test results.

This includes procurement planning and the development of procurement strategy, so procurement is... a process that is even more than simply buying raw materials. The functions of procurement are the selection of suitable suppliers, contracting, controlling and improvement of suppliers, and coordination of activities with other parts of the company.
Planning of procurement, strategy formulation, supplier selection and evaluation, monitoring of the procurement process, and modification of original plan are important tasks of entrepreneurial procurement. The importance of procurement in a business organization is reflected by its position in the hierarchy of the firm. There are subjective and objective methods to select suppliers accomplishing their tasks on time and with good quality. Efficient purchasing management activity contributes to an increased competitiveness of the enterprise. The aim of this publication is to describe the procurement activities, to examine supplier selection and evaluation methods, to determine the position of procurement in the organization, and to prove the strategic importance of procurement.
The system of local sustainability strategies is shaped by the intentions of the central government and local initiatives together. From the aspect of the hierarchy of government organization in Hungary it means that there are institutions on the central government’s side – different ministries or other governmental institutions – the rol...e of which is mainly coordination; and local governments (regional and local as well) also form their institutions at the municipality.
It is important to examine the institutional background, as in Hungary the formation of sustainability policy is still in its infancy, so it is well worth taking the institutional background of countries the circumstances of which are similar to ours and have successful sustainability policies as a basis. In this presentation I will examine whether the top-down or the bottom-up approach is chosen, which institution is in charge of the process, what the legal background is like, and what sources are available for use in these countries.

In Hajdú-Bihar county the quality of agricultural products fall behind the standards of the European Union. There is no real solidarity among farmers, so they are left alone and are unable to meet higher, those standards, which were introduced by the structural changes of the market. Unfortunately, there is only one fruit and vegetable marketing organization (PO) in the county, although its necessity and effectiveness has been proved several times.
Within the framework of Rural Development, agricultural marketing is vital, because together with the local FVM institutes, it can help the farmers by providing consultation, information, and by marketing their products. Since fruit and vegetable growing has a considerable history in Hajdú-Bihar county, marketing activities can be effective in assisting both the farmers and the processing industry in preparation for EU integration.
