  • Agri-environmental schemes in the European Union

    Some details on agri-environmental measures in EU have been presented in this paper. Territorial, financial and regulation-specific aspects have been investigated based on statistics from EUROSTAT and ENFRD reports. It has been concluded, that AES shows a much diversified picture in the EU. For example, by 2009 the old members and new member states of EU had different proportions of agricultural area (25% and 10%, respectively), where AES had been introduced. Differences in AES are remarkable both at the level of member states as well as in the amounts of payments per hectare. The reasons behind this are the different national conditions and approaches on AES as well as differences in time these measures had been introduced in member countries. The final conclusion is that further increases may be expected in the coming years regarding the area involved in different agri-environmental measures and the total amount of AES payments in the EU.

  • Development of and Lessons from the Institution System of the Common Agricultural Policy in Slovenia

    The comprehensive agricultural policy of Slovenia during the setting-up of its agricultural institutional system for implementation of the Common Agricultural Policy has enabled the setting-up and design of the Paying Agency system to handle national and EU subsidies according to schedule. The country has acted on the advice of the European Union to use the introduction of SAPARD measures as a preparatory and experimental field for utilising subsidies after EU accession. Moreover, in addition to the importance of gaining practical experience in the field of implementation of rural development measures, Slovenia has recognised the necessity to become familiar with the application procedures for obtaining direct payments relevant for the largest group of beneficiaries, farmers. Accordingly, farmers have been practicing for 3 years how to fill in application forms, and have gained important experience before opening the most relevant resources. Also, the advisers supporting farmers to obtain subsidies have been trained during the last 3 years, in order to provide real assistance. EU agricultural subsidies are not divided among the Member States; there will be a strong competition not only with the new Member States, but also with the farmers of the more developed EU-15.
    Slovenia has done its best in order to launch its farmers – due to the different development levels of the EU-25 Member States – into this very strong competition not like pupils, but at least like mature secondary school students.

  • Coherence and connection between the good pond culture practice and the environment conscious management

    According to the data indicating the decline and restructuring during the past decade, as well as the trend in the European Union member states, it can be expected that the role of traditional agriculture and fish production in direct rural employment decrease further. This also values those strategic directions for restructuring that will lead fishculture from quantity driven to quality production along with sustainable development (i.e. environmental conscious production) and multifunctional farming. This way the economic and social tensions caused by the concentration of the production and labour output can be mitigated.
    It is laid in the 1257/1999 Act on rural Development that farmers that enrol the agri-environmental scheme should follow the “Good Agricultural Practice” on the whole managed area. In case of agri-environmental schemes this is a precondition for which no grants are given.
    The adaptation of “Good Agricultural Practice” in fishproduction,where it is called: “Good Pond Culture Practice” is considered important on the basis of the above mentioned. This programme is undertaken in co-operation with the Research Institute for Aquaculture, Fisheries and Irrigation, University of Debrecen, Faculty of Agricultural Economics and Rural Development and the Association of Hungarian Fish Farmers and Product Council.
    The European Commission proposed the formulation of the European Fisheries and Aquaculture Fund (EFAF) for the period 2007-20013, which will replace the Financial Instruments for Fisheries Guidance (FIFG), but it also consists of several new elements and will be working differently, too. According to the proposal the budget for the Fund will be nearly 5 billion EUR (4963 million EUR). The development level of aquaculture and fisheries and the social and economic significance in the given member state will be considered when distributing the Fund between the Member States.
    According to the plan the Fund is organised along five priority axes, of which the most important for the Hungarian fisheries sector is No. II: Aquaculture and the processing and marketing of aquaculture and fisheries products. The main measure areas are the followings:
    1. investment support for aquaculture;
    2. support for aquatic-environmental schemes;
    3. environmental- and animal health issues;
    4. investments in processing and marketing
    In case of accessing support under measure area No. 2 farms are obliged to meet the requirements of the scheme beyond the “good management practice” for 5 years, which is to be supervised by the approved body of the Member State. For this reason our work is considered to be substantial.
    Approval of the application of “Good Pond Culture Practice” is based on two elements: first the prevailing environmental and nature conservation regulations, as well as the list of controllable conditions in the new agri-environmental agreements are to be met. “Good Pond Culture Practice” are to be conducted on the whole farm area. Its main elements are:
    - nutrition management,
    - feeding,
    - pond maintenance,
    - stocking,
    - harvesting,
    - animal welfare (storage and over-wintering).

    Common Agricultural Policy (CAP) has been having a great past, it is over numerous direction and structure changes in the last half century. After the Treaty of Rome, the harmonization of he agricultural structure and the production of Member States has been launched, during which the economic changes in the world and in Europe were continuously being kept track of. By using common experience, they strived to develop an agricultural sector that supplies the Member States of the Community with food, while the competitiveness and living circumstances of family farms are being improved. The general directions outlined in Stresa in 1958 were significantly redrawn owing to the transformed market conditions and EU accessions. The subsidization of family farms and the improvement of their profitability are having a stressed importance nowadays, too. Our country, as the fully qualified member of the European Union tries to meet its obligations undertaken in the accession treaty and therefore to develop an agricultural sector carrying out diversified agricultural production with a healthy age structure. The aim of the study is to specifically overview the issue of common agricultural policy by stressing the main development points and to introduce the Hungarian conditions of family farms. Besides, there will be an evaluation of the research works examining the income conditions of family farms in the North Great Plain region.

  • Agri-Environmental Issues in the National Sustainable Development Strategy of the Member States of the Enlarged EU

    In preparation for the World Summit on Sustainable Development (Johannesburg), almost all EU member-states and some accession countries presented their national strategies for sustainable development (NSSD) during the summer of 2002. Along with other countries, Hungary is only now setting up this important document. Everywhere during the last decade, as in the EU countries, the intention was to involve the environmental problems into other political questions (agricultural, energy and transport policy, etc.). Today the strategy-builders have given up the sectoral view because of difficulties and setbacks, and use a view aiming the problem.
    Agri-environmental issues appear as the elements of sustainability in the national strategies. For example, in accordance with the danger of global warming, the emission of green-house gasses of agriculture; in line with eco-efficiency, the production of renewable raw materials and energy sources originating from agriculture, and, in relation to changing lifestyle, food-safety and the future of biological agriculture will be disputed. With this study, I investigate the main characteristics of sustainable development strategies at both the EU level and at the level of the different member states from an agri-environmental point of view.

  • Prospects of tobacco sector due to changing of union subsidy system

    Some 80% of the revenues from tobacco production originate from subsidies, therefore the existence of the tobacco industry basically depends on the system of subsidies. According to the current position, in the transitional period of introduction of the CAP reform (from 2006 to 2009) at least 40% of tobacco premiums shall be decoupled from the production, while the tobacco producing member states may decide to continue to pay the remaining 60% (or a less rate, depending on the rate of decoupling) in a coupled form. Tobacco premiums shall be fully decoupled as from the 2010 crop, however farmers will be eligible only for 50% of the subsidies, and the rest 50% shall be used for subsidising rural developments in tobacco producing regions (Radóczné, 2007).
    This change affects the section very seriously. In EU-15 member states this system was introduced in 2006, which resulted in giving up tobacco growing by high percentage of the farmers (70-80% reduction of tobacco production in Greece and Belgium, and 45% reduction in Portugal). In Hungary – due to the small scale of the tobacco section – this rate reduction in production would jeopardise the existence of the section, therefore we are interested in maintaining the existing system of coupled subsidies to as a large extent and for as long time as possible.
    This study shows the possibility of tobacco sector before and after introducing the changes in the system of subsidies, and formulates the most serious problems and roles of the sector.

  • The possibilities and framework of conditions of organisational development at a particular administrative body

    The demand for the recognition, identification and introduction of measures aimed at improving organizational culture and the efficiency of management and leadership plays a crucial role in the life of every organization, including the law enforcement bodies as well. The tasks and responsibilities of the Hungarian Police Force have changed considerably both in terms of quantity and quality since Hungary’s accession into the European Union first, and since the country’s joining the Schengen Zone. We are now facing problems formerly unheard of (e. g. the integration of the police force and the border guard, joining the Schengen Zone, the emergence of new forms of crime). As border control within the Union stopped, organized crime has become more powerful. The changes are by no means over: in order to improve the subjective sense of security of the population and to advance organizational efficiency, a number of changes are being implemented at present. For the internal security of the member states of the Union and for the improvement of the efficiency of police work in the member states, the use of consciously coordinated management methods is indispensable. These efforts are the subject of this essay.

    A police force is an partially open system, the work of which is influenced by a number of external processes and factors. The organizational culture of a police force is determined by its traditions on the one hand, and by the demands to develop its functions as an authority and a service provider on the other. It is undeniable that any conscious effort in shaping and developing the organizational culture of the police requires special competences and commitment from the leaders of the organization. Furthermore, it is also necessary to modernize the management tasks. It applies to all the levels of leadership, from the head of a patrol to the supreme commander of the police force.

    The organizational scheme of the police force is that of a functional, linear system. Such an organization is characterized by a relatively high degree of inflexibility, a slow and cumbersome reaction to external changes. All these may adversely influence organizational efficiency. It therefore appears to be necessary to examine the present structure of police, and survey the possibilities of modernization. Modernization does not necessarily mean a change in the structure; it may be restricted to changes in organizational culture, the creation of an atmosphere favourable for reforms, and the coordination of diversified structures. In this paper I wish to demonstrate some of the possibilities of improving organizational culture and organization development, based upon the findings of a specific survey.

  • Alternative rating methods of the LEADER programme

    LEADER was one of the most important and diverse initiations in the rural development policy of the recent years that made it possible in the Member States of the European Union to carry out the needs of the lowest level, directly coming from the citizens. Decentralisation and the assignment of certain authorities furthered this opportunity, whereas it was greatly restricted by the strong centralisation and regulation of the program in Hungary. This was the reason why the Hungarian LEADER program did not achieve any measureable success in terms of the standards in the rest of the EU Member States. There is a need to change this practice that can be done by the complete Hungarian reform of the program.

  • The Legal Rules Pertaining to Land Protection in Hungary

    Buildings in industry, mining, transportation and for personal and commercial activities cover increasingly more valuable agricultural land. The increase of sub-urbanization and vehicular traffic and the spread of malls and other kinds of investments are causing serious harm for not only to human society, but to a whole national economy as well.
    The law on agricultural land (1994:LV) contains legal rules for the preservation, use and classification of agricultural land. These rules define the temporary or permanent use of land for agricultural and non-agricultural purposes; the scale of the land-protection fee and the rules of the process on cases in which land is used for non-agricultural purposes without the consent of the land registry. In the field of land classification, the law prescribes the regulations which are to be followed in order to define the net income of agricultural land in Golden Crowns.
    Hungarian land protection rules are unique in the European Union, because only few member-states have similar laws to ours. Community law does not regulate the member states, except in the case of land classification, because this is the basis of the tax paid on the agricultural lands, but even here, there are differences among the states.

  • Regulation in Hungary of the Use of Waste Water and Sewage Sludge in Agriculture

    Regulating the use of waste water and sewage sludge in agriculture in such a way as to prevent harmful effects on soil, vegetation, animals and man.
    In European Union there is a Council Directive (86/278/EEC) on the protection of the environment, and in particular of the soil, when sewage sludge is used in agriculture.
    In the enlargement process of the European Union the Hungarian Government created a new rule (50/2001. (IV. 3.) Government regulation) which regulate using of waste water and sewage sludge in agriculture. This Hungarian rule is legal and reconcilable with the Council Directive.
    The Regulation lays down limit values for concentrations of heavy metals in the soil, in waste water, in sludge and for the maximum annual quantities of heavy metals which may be introduced into the soil.
    Waste water, sludge and soil on which it is used must be sampled and analysed.
    Sewage sludge must be treated for six months before being used in agriculture.
    The use of waste water and sludge prohibited on grassland, on nature reserved areas, in ecological farming, and soil in witch fruit and vegetable crops are growing, with the exception of fruit trees.
    The states soil conservation authority must keep records registering the following:
    – the quantities of waste water and sludge produced;
    – the composition and properties of sludge;
    – the type of treatment carried out;
    – the names and addresses of the recipients of the sludge and places where the sludge is to be used.
    The Government every four years must prepare a consolidated report on the use of sludge in agriculture, specifying quantities used, criteria followed and any difficulties encountered. This report must be forwarded to the Commission.
    Last but not least in the light of Member States reports, the Commission will if necessary submit appropriate proposals for increased protection of the soil and the environment.

    Hungarian SMEs, just like those in other EU member states, often cease for various reasons. Among these factors are many, which should not necessarily turn out this way. These factors are studied in numerous countries while the attempt is also made to create the systems of conditions for these enterprises to recover – often through various aids and supports (from public supports to non-governmental initiatives). Among other things they are trying
    to organize those services with the help of which – if there is the slightest hope for survival – those SMEs in trouble or having serious difficulties could avoid going down by recovering from
    their problematic situation and getting improvements.
    These days this issue comes up more and more urgently in Hungary, as well. It has quite a few signs indicating that – among other things – the reports, the enquiries and commissions of the
    National Association of Change and Crisis Managers (VOE), all of which – just like "thermometers" – reflect this tendency well. 
    I have been doing research on this topic since 1993. As an expert I utilize them, and as a VOE member, vice president, then president I process the relevant Hungarian but mainly French
    experience on the subject. I intend to present those few theoretical and practical results and applicable experience I have reached this way in this presentation of mine.

  • Hungary’s correspondence with the EU regulations regarding liquid bio fuels

    During the recent years researchers from different countries have found that our environment is at risk. It has been recognised by the leaders of the member countries and they have made decisions together concerning environmental protection in several agreements, contracts. Unfortunately, these decisions have been weakened and adumbrated on numerous occasions by certain interests.
    However, the energetic exploitation of the biomass has been supported by the economic and social changes of the previous years, more specifically, that of the bio fuels. The significant increase in the price of the traditional energy sources, the import dependency of the countries, the foreseeable exhaustion of the resources, the changes occurred due to joining the EU are all such problems that facilitates the application of bio fuels, as a good solution.
    Our country decided to modify the then existed bio fuel component rate of 2% to 5.75% which has to be achieved by 2010. Since then, in March 2007 it has been expanded to 10% until 2020 (concerning energy content). This decision was taken knowing that this year (2006) the bio fuel rate has been 0.5%. However, the rate of 2% has not been achieved even in the EU. One can understand that the implementation cannot be fulfilled without significant political decisions and support. The main reason for this is that the price of bio fuels is not competitive with the present fossil-origin energy prices in Hungary. So in 2007 several regulations were modified. The most important one is perhaps the regulation of the revenue tax, which caused the successful tax-differentiation concerning bio fuels in more member states between 2007 and 2008. Its essence is that the revenue tax is not decreased, but if the fuel does not contain a bio fuel component of 4.4 bulking percentage per litre, „punishment” tax has to be paid. Moreover, on behalf of the implementation, regulations concerning bio fuels and bio fuel components are improving
    At present the production and the application of bio fuels without any support are not economical yet. That is why it is important to emphasize the support policy of our country. After joining the Union, the new members can receive some shares from the direct disbursements, but only a tan increasing rate, we can achieve the 100% in 2013, though there is an opportunity for national contribution. Energy plants produced in agriculture receive separate supplementary support which is an advantageous opportunity for the farmers of the sector. Bio fuels cannot only be supported through agriculture, of course, but by research development, investment etc.
    All in all, it can be concluded that Hungary seeks to fulfil the EU responsibilities taken and by this, to contribute to the maintenance of the sustainable progress, decrease of environmental pollution and the import dependency of energy sources.

  • Regional Development Differences in Hungary and the Northern-Great Plain Region

    The most important endeavour of European Union’s regional policy is to moderate disparities. An emphasised strategic objective of member states, based on the principle of solidarity, fairness and justice, is to develop regions and almost forty percent of the common budget is devoted to achieving this objective.
    Hungary, as a full EU member state, will get a new chance for underdeveloped regions, especially for the Eastern-Hungarian as well as the North Hungarian and North Plain Region.
    The differences in development among the regions are significantly influenced by the economic characteristics of the specific region, quality and quantity of human resources, accessability of the region and other factors influencing local quality of life beside natural conditions.
    The new spatial structure was formed by change of regime, processes of the nineties, primarily the economic renewal based on foreign capital investments and the crisis phenomena in parallel with these. The economic, political and social consequences of the transformation significantly changed spatial structure and increased disparities. New disparities formed which were further aggravated as a consequence due to the formation of the eastern-western slope and local crisis zones. As a result of the outstanding development of the capital, the long term differentiation of regional development differences can also be detected when examining the regional distribution of Hungarian gross domestic product. The collapse of heavy industry and agricultural mass production based on the eastern markets primarily affected the north-east counties in the eastern part of the country.
    Strengthening regional competitiveness is of key importance for the region, which requires the application of consistent development policy. The most important is economic development which, if it operates well, also infers the possibility of establishing welfare infrastructures. Drawing in external sources to ease the significant lack of capital is important for the processing industry and the development of supplier networks. Agricultural development also plays an important role in transforming economic structure, since the characteristics of the region, its traditions and long term competitive advantages are favourable, therefore it is going to represent a higher ratio within the economy than the EU average. The modernisation of the agricultural sector can be promoted by supporting market accession, quality agricultural production and stimulating producer-retailer cooperation. The development of transportation and informatics infrastructure as well as human resource development plays a significantly important role in the development of the region.
    In conclusion, the implementation of such a consistent regional development policy is required in the future, based on the strengths of the region, that serves the most efficient utilisation of regional development funds through the implementation of regional policy principles and prevents the irreversible decay of the region while promoting rapid development.

  • The role of networks and clusters in rural development

    The development of rural areas is a key role for the European Union and its member states as well. The rural development primarily achieved through the development of agriculture, because the main beneficiaries of the grant are the farmers. Hungary today is close to 1 million units in agriculture, but only 10% are competitive. Agriculture as an industry according to its economic characteristics needs closely managed decentralization, where the autonomy of the units remain, but there is a central governing body, which constitutes a proffesional manager function. This is a superorganization, which stay above agricultural units, called cluster.

  • Conceptions regarding sustainable agriculture – the national sustainable development strategy

    The task of the national sustainable development strategy is to provide a long term conception for the economy and society, so that this might function and develop in harmony with the environment. Creating the conditions for sustainable agricultural production requires the elaboration and implementation of long-term programs spanning generations. The objective is to find a compromise between the conceptions appearing in the long-term and the short-term programs.
    In Hungary, several principles, conceptions and proposals have been suggested regarding sustainable agriculture. In the present study, I intend to systematize the above mentioned principles and conceptions, and compare them to the conceptions regarding agriculture in the national strategies of the EU member states. Furthermore, I examine to what extent the agricultural policy of the European Union supports the conceptions regarding agriculture in the strategies. This topic deserves special attention, as the Hungarian national sustainable development strategy is being prepared and is supposed to be finished by the end of 2005.

  • Application fields of wood as a renewable energy source in Europe

    Fuelwood, and wood wastes provide almost half of the renewable energy production of the European Union. Enhancing the use of wood in renewable energy production has more constraint than wind- or solar energy. Forests in the EU member states are sustainably used, they are increasing both in terms of area, and growing stocks. There are possibilities to enhance the fallings and use more fuelwood. Short rotation coppices could fulfill the long term demand for fuelwood; because these plantations surpass the dendromass yield of forests.

    the target for the European Union to make Europe the most competitive and dynamic knowledge-based economy in the world. In this process, the education and training are of great importance for the member states. The restructuring of higher education, the modernization of the universities cannot be achieved without new financial resources. They should be ensured by increasing contribution of the private sector. However it is not enough to invest sufficient funds in the educational and training system, they must be expended efficiently. The free higher education itself does
    not necessarily guarantee the equal access and maximal participation. The quality of higher education and equal opportunity can be improved, if the rising funds are expended on infrastructure development and creating an efficiently working student support system.
    Quality, equal opportunity, efficiency – they are the most important views for the decision-makers in the higher education reform. In my paper, I would like to interpret definitions relating to higher education and in this way I attempt to evaluate the financing systems of the Hungarian higher education formed since the change of the regime, with special regards to the normative financial system combined with the payment of tuition fees. For classification, it is necessary to present the different basic financial models. Furthermore, on the basis of the above criteria, I try to make recommendations on how to improve the present financial model in order to achieve the Lisbon objectives.
    The topic is important in our days, because tuition fees will be introduced in Hungary from 2008. The problem is very complex, although the analysts in most cases tend to approach the topic with prejudice, depending on their financial and political interests. My analysis may contribute to discernment in the tangle of the pros and cons. 

  • Regional innovation: State of the art in the Észak-alföld region

    Innovation and innovation performance is gaining increasing importance in European policy, as the targets determined by the Lisbon priorities related to innovation seem to be still far away from the reality in some European countries and at EU level as well. Although the economic crisis determined the priorities of economic development and made it more complicated to dedicate more budget of Research and Development, one of the five ambitious objectives of the EU’s growth strategy for the coming decade: Europe 2020: A strategy for smart, sustainable and inclusive growth is still focusing on innovation. As the Lisbon Strategy determined the paths for national targets in the given areas, Europe 2020 will be adopted as well by the Member States. 
    In this context, the current work would like to give a short overview how Lisbon Strategy effected the national and regional innovation system in Hungary and will analyze its impact on Észak-Alföld’s region Research, Development and Innovation performance in the recent years and the transition of regional innovation governance system.

  • Open Method of Coordination in the European research policy

    Research, development and innovation (R+D) are of great importance nowadays as regards the competetiveness and economic growth of any given country. In the European Union the Lisbon Strategy considers R+D as a crutial means to enhance european competetiveness. The EU is substansially lagging behind its main competitors (USA, Japan) in this domain, furthermore developing countries (China, India) have recently been making
    great progress, thus posing additional challanges to our continent.  The EU needs to assess the present situation as soon as possible and meet the latest challenges in the most efficient way. In order to achieve this objective, the concept of the European Research Area (ERA) has been elaborated with the aim of reorganising, regrouping and integrating existing structures. The open method of coordination (OMC) is playing an important role in the implementation of this common area. It constitutes an alternative policy-making merthod to pure „intergovernmentalism” and the
    „community method”. The OMC in the field of research policy is coordinated by the Scientific and Research Committe (CREST), which provides a forum for member states to share their experience and reach their common goals.

  • A simple but powerful tool for the assessment of financial progress in EU co-funded grant programmes – Simple Progress Overview Tool (SPOT)

    Mid-term evaluation of grant programmes always aim to assess the financial progress of the programme. Progress to date assessment is conducted via addressing three issues: by overviewing progress so far, by exploring the reasons behind the current level of progress, and by answering the specific evaluation questions formulated as a result of progress overview. The Simple Progress Overview Tool is a method and a tool facilitating the overview of financial progress, supporting the exploration of reasons behind the current level of progress and enabling the identification of targeted further evaluation questions. The methodology applies the Du Pont approach of division to factors, in which the variable describing a phenomenon is divided into the multiplication of factors (milestone stages of the process) influencing the variable. Also, this division to factors facilitates the identification of reasons behind progress. The factors carry individually meaningful information to the evaluation of progress. This method was used by many EU member states including the Czech Republic, Romania, and Malta for the evaluation of progress in the course of the mid-term evaluation of their National Strategic Reference Frameworks.

  • Hungary’s employment policy from the point of view joining the European Union

    What is a place of work? Is it a commitment to work, or continuous pressure under work, or hunting for income? This article is a brief review about the main milestones of the employment history of the European Union and Hungary. In 1989, the Social Charta about the social principles of employee was issued. In 1997 the employment policy became the part of the acquis communautaire. Finally, in 1998, the European
    Employment Strategy was developed, which contains the community employment guidelines. In the year of millennium, the new long term concept of the EU, the Lisbon Strategy was approved. In this document the EU was targeted as the most dynamic and competitive knowledge-based economy in the World till 2010. The Tens joint to the EU in 2004, and a bit later it became clear, that the EU is light-armed against some of the world economy challenges. As a consequence, many objectives of the Strategy could not be reached. Recently member states of the EU have to develop the national action plan for employment year by year. The hungarian plans were developed as well, but the wrong labour market’s parameters haven’t been changed since 2004.

    In the member states of the European Union, especially in Germany and Austria, regionalism has a growing importance by the organising of public services. At the field of public transport services the regional organising methods will be realised through the establishment of public transport associations in interest of coordinating the local, suburban and regional public transport interests. In the period since the 90’s there are a not a lot of best practices regarding the regional organisation of public transport services in Hungary. The study goals to present the position of the local and regional interest in the public transport organisation in Hungary, and deals with the reason the lack of best practices also.

  • Hungarian total foreign trade after the change of regime

    Hungary’s total foreign trade has changed a lot since the change of regime. Several factors played a role in this process. The collapse of COMECOM, set of the world economy, WTOagreement, Agreement of Accession and CEFTA-agreement and accession to the EU affected this situation. After the change of regime Hungary had to react rapidly to these new events: one of the most goals was to find new markets. Hungary’s total foreign trade balance is negative but this deficit has declined after EUaccession. The foreign trade in agriculture has realised positive balance for a long time. This balance is declining after 2004, in spite of that the agricultural export grows, but the import grows more dynamically.
    Share of the Visegrad countries – join at the same time to the European Union as Hungary – from Hungarian agriculture exports gets higher, especially in the case of Poland.
    Hungary’s trading partners of exports and imports are stabile and they come from old Member States. One hand is positive, but the other hand is not acceptable. It is important to get markets, because we strongly depend on Europe.
    The situation of Hungary’s external trade is determined by the future of CAP and WTO Doha Round (reducing of agricultural customs, ceasing of export subvention system and etc.).
    Hungary can keep in competition, if it extends its competitiveness, diminishes of costs, and improves of quality, logistic and marketing.

  • Harvesting system established for the utilisation of Miscanthus sinensis ‘tatai’ “energy cane” in biomass power plants

    The increasing demand for energy worldwide and the resulting environmental impacts of fossil fuels forced many countries to turn to renewable energy resources as a clean and sustainable alternative. More than a third of Europe’s binding renewable energy source target of 20% by 2020 will come from solid biomass for electricity and heating according to the National Renewable Energy Action Plans submitted by member states of the European Union (EU) to the European Commission. To achieve this goal long-term yield studies in renewable energy plants are important to determine mean annual biomass and energy yield, and CO2 emission. Field experiments worldwide and also in Europe have demonstrated that Miscanthus, a fast-growing C4 rhizomatous grass can produce some of the highest biomass and energy yield per hectare of all potential energy plants. Miscanthus is a plant that originates from the southern slopes of the Himalayas. It was bred for the Hungarian climatic conditions in 2006 under the name of Miscanthus sinensis ‘Tatai’ (MsT). The species has high frost and drought tolerance and high energy value. This is why there is growing demand for the biomass (lignocellulose) produced by growing this plant. The biomass, produced from the high yield energy reed, can be transported to power plants in large quantities, in forms of bales. Its household consumption is not yet significant. This study presents the external features, characteristics, propagation and plantation process of MsT energy reed. The study also demonstrates the harvest technology of the species worked out between 2009–2012 in Tata, Hungary and the options of supplying to biomass

    power stations.

  • The use of MFA indicators in the characterization of the settlement sustainability

    One of the key sustainability challenges for the coming decades will be to improve the management of natural resources in order to reduce current levels of anthropogenic environmental pressure and respect the biological and physical limits and the carrying capacity of the planet. The first step towards meeting this challenge is an enhancement of the understanding of the material basis of our society. In the past 15 years, scientists in several research institutes have created a fast growing field of research, a new family of different methods, named material flow analysis (MFA). These instruments have an increasing policy relevance: international organizations (UN, EU, OECD) have encouraged member states to establish MFA accounting in their statistical programmes and urged governments and economic actors to use these tools. In this paper I present selected examples to reveal how the MFA approach and derived material flow indicators can be used for the evaluation of sustainability policies at municipality level.
