Regional innovation: State of the art in the Észak-alföld region

Innovation and innovation performance is gaining increasing importance in European policy, as the targets determined by the Lisbon priorities related to innovation seem to be still far away from the reality in some European countries and at EU level as well. Although the economic crisis determined the priorities of economic development and made... it more complicated to dedicate more budget of Research and Development, one of the five ambitious objectives of the EU’s growth strategy for the coming decade: Europe 2020: A strategy for smart, sustainable and inclusive growth is still focusing on innovation. As the Lisbon Strategy determined the paths for national targets in the given areas, Europe 2020 will be adopted as well by the Member States. 
In this context, the current work would like to give a short overview how Lisbon Strategy effected the national and regional innovation system in Hungary and will analyze its impact on Észak-Alföld’s region Research, Development and Innovation performance in the recent years and the transition of regional innovation governance system.

The economicalness of apple production in view of post harvest technology

This study analyses how the level of postharvest technology’s development influences the economic efficiency of apple production with the help of a deterministic simulation model based on primary data gathering in producer undertakings. To accomplish our objectives and to support our hypotheses three processing plant types are included in the... model: firstly apple production with no postharvest and prompt sale after the harvest, secondly parallel production and storage combined with an extended selling period and thirdly production and entire postharvest infrastructure (storage, sorting-ranking, packing) with the highest level of goods production and continuous sales. Based on our results it can be stated that the parallel production (plantation) and cold storage, so the second case is proved to be totally inefficient, considering that the establishment of a cold storage carries enormously high costs with resulting a relative low plus profit compared to the first type of processing plant. The reason for this is that this type is selling bulk goods without sorting-grading or packaging; storage itself – as a means of continuously servicing the market - is not covered properly by the consumers. Absolute efficiency ranking cannot be established regarding the other two processing plants: plantation without post-harvest infrastructure resulting lower NPV, but a higher IRR, DPP and PI as developing a plantation and a whole post-harvest infrastructure. Former processing plant type is favourable considering efficiency ratios describing capital adequacy, while the latter is in terms of income generating capacity.

Opportunities and barriers of local products’ sales in rural regions

Nowadays local economy systems are highlighted in the Hungarian, the European and also in the global economy system. Inhabitants and local products, services created by them are the most important elements of local economy systems. Local products are especially important in areas with special conditions, in the underprivileged rural areas. Sale...s of these products and services on local level and above could give answer to economic and social challenges in these regions. In the same time to become part of the economic system selecting the best marketing channels for these products is very important. In this study, based on a case study in Mezőcsát, possible marketing channels are revealed through quantitative research based on primer and secunder data and SWOT analysis. In the case of Mezőcsát for local sales the best place is the local market, while webshop is the best for sales outside Mezőcsát.

Internet Browsing Habits and Domain Choice Preferences of Economic Agricultural Engineers

The findings below are based on a questionnaire survey carried out in order to establish an internet-based service at the Center of Agricultural Sciences of Debrecen University:
• The typical target group of the service in the short run with a weekly average of 5.9 hours on the web is more active than that for average Hungarian, adult Inte...rnet users.
• A professional webportal with a searchable database, primarily incorporating an archive of organized agricultural news, articles, publications, fits well into the internet habits of the target group, which mainly consists of keyword-based information searces and browsing of the latest news.
• The group prefers a short, easily recognizable domain name that refers to agriculture. Accents and foreign sounding words are not taken into account during selection.
• As result of the choice from 43 eligible domains, the order would be the following: agrarunio, agroland, farmvilag, infoagro, farmland.
• The names of,,, are acceptable from the individual ideas.

Coherence and connection between the good pond culture practice and the environment conscious management

According to the data indicating the decline and restructuring during the past decade, as well as the trend in the European Union member states, it can be expected that the role of traditional agriculture and fish production in direct rural employment decrease further. This also values those strategic directions for restructuring that will lead... fishculture from quantity driven to quality production along with sustainable development (i.e. environmental conscious production) and multifunctional farming. This way the economic and social tensions caused by the concentration of the production and labour output can be mitigated.
It is laid in the 1257/1999 Act on rural Development that farmers that enrol the agri-environmental scheme should follow the “Good Agricultural Practice” on the whole managed area. In case of agri-environmental schemes this is a precondition for which no grants are given.
The adaptation of “Good Agricultural Practice” in fishproduction,where it is called: “Good Pond Culture Practice” is considered important on the basis of the above mentioned. This programme is undertaken in co-operation with the Research Institute for Aquaculture, Fisheries and Irrigation, University of Debrecen, Faculty of Agricultural Economics and Rural Development and the Association of Hungarian Fish Farmers and Product Council.
The European Commission proposed the formulation of the European Fisheries and Aquaculture Fund (EFAF) for the period 2007-20013, which will replace the Financial Instruments for Fisheries Guidance (FIFG), but it also consists of several new elements and will be working differently, too. According to the proposal the budget for the Fund will be nearly 5 billion EUR (4963 million EUR). The development level of aquaculture and fisheries and the social and economic significance in the given member state will be considered when distributing the Fund between the Member States.
According to the plan the Fund is organised along five priority axes, of which the most important for the Hungarian fisheries sector is No. II: Aquaculture and the processing and marketing of aquaculture and fisheries products. The main measure areas are the followings:
1. investment support for aquaculture;
2. support for aquatic-environmental schemes;
3. environmental- and animal health issues;
4. investments in processing and marketing
In case of accessing support under measure area No. 2 farms are obliged to meet the requirements of the scheme beyond the “good management practice” for 5 years, which is to be supervised by the approved body of the Member State. For this reason our work is considered to be substantial.
Approval of the application of “Good Pond Culture Practice” is based on two elements: first the prevailing environmental and nature conservation regulations, as well as the list of controllable conditions in the new agri-environmental agreements are to be met. “Good Pond Culture Practice” are to be conducted on the whole farm area. Its main elements are:
- nutrition management,
- feeding,
- pond maintenance,
- stocking,
- harvesting,
- animal welfare (storage and over-wintering).

The influence of fertilization on the soil characteristics of a calcareous chernozem in a long term experiment

In the long term fertilization experiment of the University of Debrecen, Centre for Agricultural and Applied Economic Science(CAAEC) (Debrecen Látókép), the effects of a 25-year-long fertilization were examined in terms of some chemical and microbiological properties of soil. With the growing doses of fertilizers, the available nutrient cont...ent of soil increased. At the same time the pH significantly decreased, while the hidden acidity increased. Moreover, the ratio between the soil bacteria and microscopic fungi, and the occurrence of microbes also changed. The number of sensitive physiological bacteria groups decreased dramatically. These changes indicate the reactions of living organisms; they correspond to the „resistance stage” of stress effects, but in the case of nitrifying bacteria, they reach the „exhaustion stage”.

Measuring methods of the efficiency of university technology transfer

Nowadays, the socio-economic role and function of universities as well as their relationship with the industry, are more than ever in the focus of both the political and the academic spheres. The importance of knowledge and technology transfer is increasingly stressed in various economic development plans and strategies. The increased interest due to the fact that universities are located at the crossroads of education, research and innovation, which might be crucial for the country's economic competitiveness. The commercialization of university research results is a well-defined task of technology transfer offices. Measuring the efficiency and successfulness of such offices is a difficult, but not impossible task. The present article aims to analyze the existing literature on measuring the efficiency of technology transfer activities and to introduce the most commonly used measuring methods of effective technology transfer. The article attempts to answer the question how to measure the efficiency of technology transfer by reviewing the available international literature and by analyzing secondary data.

I have attempted to develop methods and applications for indices used to evaulate the development of settlements. At first stage the complex index applied by the Central Statistical Office (CSO) was differentiated according to economic, ecological and social aspects, and at the same time the system of indices was extended. As a result of these ...the ranking list of the exemined settlements has changed compared to the ranking based on the complex index applied by the CSO. There are significant differences particulary in the evaulation of the ecological development, however, in same cases ranking of economic and social development of settlements is also different. These analyses demonstrate that by using more indices the evaluation of development of settlement would be more objective, and by classifying according to the three functions of the country the countradictions would be more visible.

The role of self regulation and market mechanisms in tertiary education

In the decade after the political transformation the number of students in the tertiary education increased more than threefold. Personal interests, social needs and the demands of the society lay different claims to the performance of this sector. The needs for structural transformation of the tertiary education system are connected with the development of social and economic processes. The changes of legal regulations determining the operation of the sector are induced by these factors, which refer to the autonomic characters of the public participants. Tertiary education possesses a specific market environment each of whose characters – both the supply and demand sides – strive for the enforcement of self-regulatory mechanisms.

The milk production and prolification of Saanen goats of various body condition and ages

In our experiments we tried to find correlation between the age and the body condition of milking goats. We found that these factors significantly incluence the economic parameters of the goats; they have effect on their milk production and reproduction as well. Body condition is the lowest in case of the 3-5-year-old goats, whereas it is the h...ighest in case of the 1-2-year-old. The highest number of kids (2.5) are produced by the 3-5-year-old, while the 1-2-year-old have the fewest kids. Lactation milk production is the highest in case of the 4-5-year-old animals, the lowest in the 1-2-year-old. The lactation period is the longest in case of the 3-4-year old animals in contrast to the younger. The difference is significant in each experiment.

Effects of different groundcover matters on nutrient availability in an integrated apple orchard in Eastern-Hungary

The aim of our study is to examine the effects of different groundcover methods on nutrient availability and uptake of apple orchard. The
experiment was carried out at the orchard of TEDEJ Rt. at Hajdúnánás-Tedej, in Eastern Hungary. The orchard was set up on lowland chernozem soil in the Nyírség region. It was established in the autumn... of 1999, using Idared cultivar grafted on MM106 rootstocks at a spacing of 3.8 x 1.1 m.
The applied treatments were divided into two groups according to origins and effects. On the one hand, different livestock manures (cow,
horse and pig), on the other hand different mulch-matters (straw, pine bark mulch, black foil) were used. The different manures and mulches
were applied on the surface to test the effectiveness of these materials.
The effectiveness of manure treatments was higher than the other treatments on AL soluble P content of soil. Mostly the manure treatments
increased the AL soluble K of soil. Our all treatments increased 0.01 M CaCl2 soluble NO3 - -N content of the examined soil layers. The effect
of manure treatments was the highest. From the results it was evident that the amount of easily soluble organic nitrogen fraction distributed
more homogeneously than the other mineral N fractions examined.
Our results can be summarized as follows:
1. Our results pointed out that the used ground covering matters divided into several categories regarding its effect.
2. The available N, P and K contents of soil were mostly increased by applying manures.
3. The effectiveness of straw, mulch and mostly black foil was lower.
4. Differences were found between nutrient supplying treatments and the treatments which did not supply nutrients.

In and out of the crisis − Greece

Facing an unprecedented crisis, both Greece and the international actors have been struggling to facilitate a solution that assures sustainable growth through restructuring the economy and the national accounts. However, enduring solutions cannot be born but through a very thorough understanding of the root causes and the nature of the problem.... A country far from fully exhausting her resources is also experiencing increasing tension in the society. Highlighting some key characteristics of the most relevant parties, the factors undermining the society and the real growth potential of the country will be addressed and challenged with key economic principles. This cross-sectional study aims to pave way to a more comprehensive approach to prevent any disagreements or delays that was experienced in late 2013. The findings refer to the assets of the country and identify some basic requirements to boosting the Greek economy. The lessons learned and the growth potential of the country is being discussed in the concluding remarks, pointing to some factors to be considered in the future.

Microbiological quality of bulk tank raw milk from two dairy farms in Hajdú-Bihar County, Hungary

Two main channels have been identified to be responsible for microbiological contamination of raw milk and milk products. Firstly, contamination has occurred due to udder infection from the cow or the blood which harbours most bacteria that come in contact with the raw milk. Secondly, via external factors (may include faeces, skin, contaminated... water, environment etc.) which are associated with the operation of milking. There is direct contact with the milk and/or surfaces before, during or after the milking, posing public health risk and economic decline. The aim of this study was to examine the bacteriological quality of bulk tank raw milk samples collected from two different size dairy farms (Farm 1 and Farm 2) of different housing forms (cubicle loose and deep litter) in Hajdú-Bihar County, Hungary in July, 2017. Three samples were taken from each farm, and the total plate count, coliform count, Escherichia coli count, Staphylococcus aureus count, and yeast and mould count were determined in them.

The results clearly showed low level of all measured bacteria group load in Farm 1 samples in comparison to Farm 2 with the exception of coagulase-negative Staphylococcus (CNS) which represented high level in general, indicating significant difference (P<0.05). The mean value of total plate count in Farm 2 samples was higher (1.0 × 105 CFU/mL) than Farm 1 samples (2.8 × 104 CFU/mL). There was a significant difference (P<0.05) in mean count of coliforms in raw milk samples between Farm 1 and Farm 2. Similarly, results of E. coli were significantly different (P<0.05) with mean count of 1.44 × 102 CFU/mL and 2.02 × 103 CFU/mL for Farm 1 and Farm 2 respectively.

Results of Staphylococcus aureus also showed significant difference (P<0.05) with mean count of 9.7 × 101 CFU/mL for Farm 1 and 6.28 × 102 CFU/mL for Farm 2. The mean of mould count recorded was 1.07 × 102 CFU/mL and 4.93 × 102 CFU/mL for Farm 1 and Farm 2 respectively. The recorded mean of yeast count was 1.68 × 103 CFU/mL and 3.41 × 103 CFU/mL for Farm 1 and Farm 2 respectively; however, both farms showed no significant difference (P>0.05) in terms of mean of mould and yeast count. Although Farm 2 produced six times lower milk quantity than Farm 1, the measured microbial parameters were high. Both farms’ microbiological numbers were higher above the permitted limit values as stated by Regulation (EC) No 853/2004, Hungarian Ministry of Health (MoH) 4/1998 (XI. 11.).

This could be an indication of non-conformance to effective GMP, ineffective pre–milking disinfection or udder preparation, poor handling and storage practice, time and temperature abuse and inadequate Food Safety Management System Implementation. Therefore, our recommendation is as follows; establish control measures for pre- and postharvest activities involved in the milking process which would be an effective approach to reduce contamination of the raw milk by pathogenic microorganisms from these farms, strict sanitation regime and hygiene protocol be employed and applied to cows, all equipment, contact surfaces and minimize handling of the milk prior, during and after milking. This will also serve as scientific information to the producers for continual improvement in their operations.

The United Nations Conference (Stockholm, 1972) was the first global conference to signal that environment concerns have increasingly become subject of mainstream socio-economic policies. The process started in the Seventies..., laying emphasis on environment protection, plays an important role in the policy of international agencies. The use of environmental indicators is essential for monitoring the effects of environmental measures. The best way of evaluating sustainability if the results can be compared on a global level. International efforts are being made by the United Nations (UN), the Organisation for Economic Co-operation and Development (OECD), the Statistical Office of the European Commission (Eurostat) and other international agencies to develop a framework for environment statistics. This study deals with these frameworks, paying attention to agri-environment indicators. Hungary became a member of the UN in 1955, of the OECD in 1996, and will become a member of the European Union in 2004. The first summary in connection with environmental indicators of Hungary, taking the OECD Pressure – State – Response framework as a basis, was published in 1994. As a result, comparability of environmental indicators for Hungary with those used international are given.

Site and hybrid-specific agrotechnical models in sweet corn production

The effect of three agrotechnical factors (sowing time, fertilization, plant density) and two genotypes on the crop yield of sweet corn was examined on chernozem soil in the Hajdúság region in two different crop years. Compared to the 30-year average, the climate was dry and warm in 2009 and humid in 2010. The experiments were conducted at th...e Látókép Research Site of the University of Debrecen. In the experiments we applied two sowing times (end of April, end of May), six fertilization levels (control, N30+PK, N60+PK, N90+PK, N120+PK, N150+PK) and two crop density levels (45 thousand ha-1, 65 thousand ha-1). The hybrids we used were Jumbo and Enterprise. As regards the requirements of sweet corn production, the crop year of 2009 was dry and warm. The effect of moisture deficiency was more adverse on the crop yields with the second sowing time. On the contrary, the other examined year (2010) was significantly humid; the precipitation was 184 mm above the 30-year average and the temperature was average.
In the dry and hot crop year, the best yields were obtained with the hybrid Jumbo (25677 kg-1) at 65 thousand ha-1 plant density level on the average of the fertilization levels. The crop yields of Enterprise were also the highest at high plant density level (24444 kg ha-1). With the second sowing time the highest yields were obtained at the higher plant density level (65 thousand ha-1) with both hybrids (Jumbo 18978 kg ha-1, Enterprise 18991 kg ha-1), which confirmed the good adaptation capability of these hybrids at high plant density level. In humid crop year with early sowing time the highest yielding hybrid was Enterprise (at 45 thousand ha-1 crop density level 20757 kg-1), at the same time, Jumbo was best yielding at the higher plant density level (18781 kg-1). With the second sowing time the highest crop yield was obtained with Enterprise again (20628 kg ha-1 at 65 thousand ha-1 plant density level). With this sowing time the average yields of Jumbo, was 18914 kg ha-1 respectively. We found that dry crop year and early sowing time provided the best conditions for sweet corn production; the highest yields were obtained under these circumstances, which might be the results of the outstanding water management of chernozem  soils.

Evaluation of the current situation of the Hungarian higher education based on a few indexes

Around the Millennium we experienced the worldwide development and the growing importance of the role of higher education played in the social and economic development. A few years later, however, a crisis appeared in the situation of higher education (Kadocsa, 2002). The Hungarian higher education system faces the perspective of serious change...s in its fundamental principals – such as its main activities and the economical ways which are used to finance these activities – even if only parts of the new educational scheme come into effect. Considering this fundamental activity aspect of the issue, there are new challenges which make necessary to rethink the role and aim of higher education and to define the new tasks needed in connection with education, research and other services. Hungarian Education needs to be renewed and improved to avoid a complete
break away; therefore, future priorities and tasks in order to fulfill these priorities need to be defined (Vincze and Harsányi, 2011). The new conception seems to be based on restrictions of the budget as it is experienced recently: a new structure available for a smaller part of society with a restricted budget has been under development. However, not even a battle, let alone a war can be won without money, horses and arms. The recent financial restrictions as well as the parts of the Széll Kálmán plan concerning education prove that serious amounts of governmental funds is taken away from education. The international improvement tendencies contradict to basically all of these Hungarian priorities.
All in all, no reform or change – no matter how much wanted – can be achieved without appropriate funds.

Nutrient and water utilisation analyses of maize on chernozem soil in a long-term field experiment

...5); font-variant-ligatures: normal; font-variant-caps: normal; -webkit-text-stroke-width: 0px; text-decoration-style: initial; text-decoration-color: initial;">We have conducted our research at the Látókép Research Farm of the University of Debrecen RISF Centre for Agricultural and Applied Economic Sciences during the cropyears of 2007, 2008 and 2009, on chernozem soil. In the case of crop rotation three models were set (mono-,bi- [wheat, maize] and triculture [pea, wheat, maize]). The five nutrient levels applied during the treatments were as follows: control [untreated], N60P45K45, N120P90K90, N180P135K135, N240P180K180. The conclusion of our results was the following: the crop rotation, the nutrient supply and the amount of precipitation all influenced the quantity of maize yield. As an effect of the increasing nutrient doses yield increase was experienced compared with the control treatments. In the average of the years the highest increase in yield excess/1 kg of NPK fertilizer was measured in the case of the monoculture (13 kg ha-1). As a consequence of is soil extorting effect the monoculture responded more intensively to the nutrient supplementation than the biculture or the triculture in the studied cropyears. In addition, we have observed that the three-year average yield amount per 1 mm precipitation was significantly influenced by the nutrient reserve of the soil. In the monoculture during the control treatment this value was 25 kg mm-1, the value measured in the case of the biculture turned out to be more favourable (42 kg mm-1).

This Conference has more then lived up to its billing, exploring policy options for a new rural America but in addition identifying the basis for a new framework for rural policy. Evidence that a new policy framework is needed is abundant (Stauber). In one way or another, rural areas of North America and of most of the developed world have for least the past century experienced secular decline compared to urban areas. This has occurred during a period of high government transfers or subsidies, both direct and from policy interventions that have distorted the functioning of markets. It is clear that the systemic discrepancy between rural and urban populations/areas is a public policy priority. It is just as clear that there has not been a consensus on how to address these development and economic issues. Much funding and technical assistance has been allocated with little apparent impact on the condition of rural areas and rural people.

Comparative analysis of the transformation of Hungarian and East German agriculture

Agriculture, and within it, the development and later transformation of the cooperative system shows many similarities between Hungary and the Eastern German provinces. A few examples can be mentioned, such as the mistrust against the notion of cooperation, the forced development of the cooperatives and, as an occupied territory, the influence ...of the Soviet Union. Similar issues emerged in both countries’ agriculture and the measures taken were also alike. Similar social, economic processes and changes were started at the end of the 1980s (1989/90) and these had a significant effect on the areas that serve as a basis for this study.
